#1  If the Russians shut off the gas, their customers will shut off the money. The Russians desperately need the money. The proud people of Finland have no love for the Russians, and they have plenty of forests for fire wood. If my memory serves me correctly, Finland was the first [and possibly the only] country to repay it's war debt to the United States.
