They fling Allah around with every other sentence, but to hear the pols talk they're not really Moslems....

Tantamount to a declaration of war, the authority would allow Obama to prosecute the fight against the jihadist group on a firmer legal basis, while providing political cover at home.

It signals a ramping up of pressure on IS -- which now controls swaths of Syria and Iraq -- as the Iraqi government prepares for a major ground offensive, expected within months.

But intensive negotiations with U.S. politicians forced the White House to limit Obama's power to deploy the military in both form and scope.

The text "does not authorize the use of the United States Armed Forces in enduring offensive ground combat operations," the text sent Congress read.

That does not rule out special forces operations, but does preclude a ground invasion or peace enforcement mission.

"This authorization for the use of military force shall terminate three years after the date of the enactment of this joint resolution, unless reauthorized."

Obama will also have to report to Congress every six months.

But there is no geographical limit on the scope of military actions.

Since the mid-2014 the U.S. military has been involved in Arclight airstrikes against IS in Iraq and Syria.

Republican Senator Bob Corker, who chairs the Senate foreign relations committee, said he would "quickly begin to hold rigorous hearings" on the authorization, which he supports.

President Barack Obama said he would not hesitate to send US special forces to kill top Islamic State extremists, as he called on Congress Wednesday to authorize operations that stop short of a full-scale invasion.

...although with all his claims of attempted rescues of various hostages held by ISIS, it appears he's been freely sending our various ghosts all over the landscape without the formality of permission.

But still, every law should have these caviats:

#1  His primary position is to defend this nation. Here is what his authorization should look like. "Mr. President we the people see ISIS as a grave threat to the United States and the world. You, by the nature of your position, is obligated to defend this nation. We authorize you to use ever means necessary to defeat Radical Islam known as ISIS. This authorization includes the full forces of our government agencies and the military up to and including nuclear weapons. What we will not tolerate from you Mr. President is standing idle thus allowing ISIS to grow into a larger threat that will cost more of our national treasures of life and money. So Mr. President we anxiously await to imolement your plan of action."
