| #2 Diplomats and civilian officials due to take part include John Allen, President Barack Obama's envoy to the anti-IS coalition as well as the U.S. special envoy to Syria, Daniel Rubinstein Neither of which have proven effective at their tasks (and the latter, based on open-source, likely by design.) |
