Residential Complex inaugurated for political prisoners in Maysan

[IraqiNews.com] The local government in Maysan province inaugurated a residential complex for the political prisoners.

The Authorized Manager of the Construction Company, Hassan Hassani stated to IraqiNews.com "The Complex is for the Foundation of the Political Prisoners and consist of 763 residential units."
It seems an odd thing to build when so many Iraqis have been made homeless by the war. And it seems an awful lot of units -- how many plitical prisoners does Iraq have, and where did they come from?

#1  I heard on NPR this morning that the plan is to allow individual ISIS members to surrender if they swear to give up their wicked ways. If so, treating them as prisoners of war for the duration, rather than releasing them to create mischief behind the lines is a smart decision.
