| [Tolo News] The Independent Directorate of Local Governance (IDLG) announced on Monday that Mohammad Asif Rahimi has been appointed governor of Herat ...a venerable old Persian-speaking city in western Afghanistan, populated mostly by Tadjiks, which is why it's not as blood-soaked as areas controlled by Pashtuns... province and Homayoun Azizi as governor of Kandahar province.
