#1  The Swiss would not make a very good target for terrorist. An terror incident in Switzerland could turn into a major embarrassment for them.

The Swiss have a large and dispersed military reserve meaning a large number of men and women in Switzerland have an FN or some other weapon in their closet and they KNOW how to use them.

While they may have cells there, ISIS would not score a major PR coup getting their asses handed to them by a well armed well trained citizenry in Switzerland
