FWO men booked for kidnapping police officials

KARACHI: The Malir Cantonment police on registered a case against a retired army officer affiliated with the Frontier Works Organisation along with some other FWO personnel for kidnapping six policemen and subjecting them to torture before abandoning them in a deserted area off the Superhighway on Saturday.

The step was reportedly taken by the FWO personnel a day after they had been booked by the Gadap police for allegedly thrashing residents of Gadap along with their elected local government representatives as well as the SHO of the Gadap police station on the issue of toll tax collection.

In the early hours of Saturday, retired Col Maqsood-ul-Hasan along with some 30 FWO personnel — 15 personnel in plain clothes and as many others wearing army uniform — kidnapped the six police officials, including Sub-Inspector Mohammed Sachal, who were patrolling M.M. Alam Road, according to the police.

At around 4am, they said, they were abandoned in a deserted area near the under-construction DHA City, off the Superhighway. The victims were subjected to torture and their belongings including mobile phones were taken away, they added. However, the FWO personnel did not take away the official weapons of the police officials.

Malir Cantonment SHO Jafar Baloch said the police registered an FIR (15/2016) against retired Col Maqsood-ul-Hasan, Subedar Rauf and others under Sections 147 (rioting), 148 (rioting, armed with deadly weapon), 149 (every member of unlawful assembly guilty of offence committed in prosecution of common object), 353 (assault or criminal force to deter public servant from discharge of his duty), 324 (attempt to commit qatl-i-amd), 365 (kidnapping or abducting with intent secretly and wrongfully to confine person) and 395 (dacoity) of the Pakistan Penal Code and Section 7 of the Anti-Terrorism Act on a complaint of the victim, Sub-Inspector Mohammed Sachal.

Just a day ago some FWO personnel had allegedly beaten up residents of Dunba Goth and their elected representatives who later blocked traffic on the Superhighway against the highhandedness of the officials over multiple times collection of toll tax on a daily basis.

The police said the FWO personnel allegedly beat up an elder of the Palari community, Faiz Mohammed Palari, a newly elected chairman of Konkar Union Council Adam Gabol, vice chairman Zulfiqar Palari and six to seven other people. The police said the residents complained that they were being charged toll tax ‘several times’ a day.

The Gadap residents on Friday night staged a protest on the Superhighway near Dunba Goth for around two and a half hours before being dispersed peacefully on the police assurance that legal action would be taken against the FWO personnel.

Malir Cantonment SHO Jafar Baloch said that earlier the FWO personnel had also beaten up Gadap SHO Abdul Khaliq Marwat over the identical issue of toll tax. The Gadap police then registered two separate cases —FIR No 11/2016 under Sections 147, 148, 149, 353, 365 of the PPC and Section 7 of the ATA and another FIR No 12/2016 under Sections 147, 148, 149 and 427 (mischief causing damage to the amount of fifty rupees) of the PPC on the complaint of a private citizen Faiz Mohammad Palari — against 15 to 20 FWO personnel.

While the personnel were not available for their comment, SHO Baloch was of the opinion that the FWO officials did all this in revenge.
