16 Ministries Fire Experts To 'Hire Relatives'

[Tolo News] A number of high ranking officials accuse cabinet members of hiring relatives instead of experienced directors in sixteen government ministries.

The statement was made after a number of directors who were fired, protested the move on Monday, and said that they have sent a letter in this regard to the National Unity Government (NUG) leaders and National Council.

In the letter they state that a number of cabinet ministers have dismissed ‎qualified and experienced staff and on the basis of Afghanistan Capacity Building for Results Facility (CBR) program hired ‎unskilled people at high salaries.

The sacked directors have also spoken out about corruption in government offices and of Mafia syndicates they allege are supported by some ministers.

"The problem is now political and every department is trying to hire their relatives and fire those with years of experience," said Hasamudin Talqani one of the sacked directors.

He added that: "The issue is not individual; those who protested today are from 16 ministries but a number due to fear of dismissal and punishment by their directors kept silent."

Meanwhile Legislative Affairs Commission of Parliament called the program CBR against the labor law, Civil Service Act and constitution and in a separate letter asked the government institutions to rehire the employees that have been dismissed and to ensure their rights are protected.

"The duty of the minister is to implement the law. Respected ministers do not act against the law; soon MPs holidays will be finished and wrong doers will be impeached," said Qazi Nazir Hanafi head of Parliament's Legislative Affairs Commission.

Afghanistan Capacity Building for Results Facility (CBR) program is a procedure which is implemented by the commission of reform administrative commission and World Bank in order to improve capacity building in government institutions but a number of reform administrative commission commissioners said the program is not effective.
