| #4 They had some money left in their budget and it needs to be spent by June 1st, otherwise it would be returned to the Treasury Dept. Can't have that now, can we? |

| #3 What is that called, when you continue to do the same thing over and over again, expecting different results ? With Baraq it's hard to tell if he expects something different or if he expects the same. |
