#2  So they'll be openly funding Salafist groups other than ISIS and Al Nusra (probably a waste of money), or Salafist groups plus ISIS and/or Al Nusra (incurring American ire), or just Al Nusra because the Salafist groups are all local, ISIS is sitting on a target, and Al Nusra has international cachet (but Al Nusra is a branch of Al Qaeda, which seems unwise given previous attempts to start the conquest of Saudi Arabia)? A pity this is happening just when income has fallen by half and there is a nearby war calling heavily on the government purse.
