Haftar launched a campaign against the GNC and its Islamic fundamentalist allies. His campaign allowed elections to take place to replace the GNC, but then developed into a civil war. Yes, only then could the contents of Gadaffi's massive small arms warehouses be migrated to more moderate mooslims in conflict with Assad. It all looked so good on paper.
