The easy answer for this omission of information is the reporter is either lazy or ignorant. A more plausible explanation is the greed, graft, and gross mismanagement angle doesn't fit into their narrative. The clue to this theory is in the subsequent solution line.

The prognosis is bleak minus some new legislative help.
