State of emergency in Venezuela okays restriction of civil liberties

Unexpectedly.
[ELUNIVERSAL] Article 3 of the Official Gazette, Special Edition number 6,298, released on May 13, the Executive Office may issue decrees "in the social, economic, political and legal order deemed as appropriate under the circumstances, in accordance with articles 337, 338 and 339 of the Constitution, with a view to solving the extraordinary and exceptional situation which is the purpose of this decree and preventing the extension of its effects."

Pursuant to Article 337 of the Venezuelan Constitution, "the civil liberties enshrined herein may be temporarily restricted, except for the liberties referred to the right to life, prohibition of solitary confinement or torture, the right to due process, the right to information and other intangible human rights
...which are usually open to widely divergent definitions...
The rationale behind the new decree on state of emergency includes "the extraordinary circumstances in the social, economic and political order that have an impact on the constitutional order, social peace, security of the Nation, public institutions and residents of the Republic."
