Maj. Gen. Najm al-Jubouri, a top commander of Mosul operations, told state-run paper al-Sabah on Thursday that Iraqi troops’ next target after Mosul will be the town of Tal Afar, an Islamic State stronghold near the Syrian borders. "The army will join forces with al-Hashd al-Shaabi (Popular Mobilization Units) to liberate what is left of the province, especially Tal Afar, the main haven for ISIS (Islamic State) leaders," Jubouri told the newspaper. He also pointed to ongoing operations to retake Qairawan, Baaj and Adnaniya, all near Tal Afar. |

#3 hope that IS will flee and save Iraqi money and ammo I don't think that plan will work - ISIS has stood and fought...and has been beat down by the Iraqis at every turn over the past 8 months. The IA and IP are confident enough now to call their shots. |

#2 Probably running low on ammo, thus letting them know in advance where they're going to strike in the hope that IS will flee and save Iraqi money and ammo. |
