#1  It shouldn't be too difficult for LEO's to obtain Rich's ER records. It shouldn't be difficult to determine the authenticity of this Anon ER doc by checking duty records on the date of the murder. Do HIPPAA laws come into play for someone who has expired? Also there should have been an EMS ambulance report also.
