#3 John, HIPPAA laws stay in effect even if the person is dead. If you want to find out if your sleazy cousin died from herpes complex, you won't be able to pull the medical records.

#1 It shouldn't be too difficult for LEO's to obtain Rich's ER records. It shouldn't be difficult to determine the authenticity of this Anon ER doc by checking duty records on the date of the murder. Do HIPPAA laws come into play for someone who has expired? Also there should have been an EMS ambulance report also.
