#2  The problem is that too often, the legal system does not convict the "rapist", due to all that annoying due process, burden of proof, etc. Also, many of the sexual assault charges do not rise to the level of rape.

#1  Why don't the universities simply follow the laws of each state for sexual assault? Those should be sufficient to deal with these crimes. We don't need extra-judiciary courts/hearings in the universities.
