#1  Guerrilla warfare was fairly unusual and ineffectual way back when. The low-tech and simple counter was to hold the population in a given area responsible for any attacks. This meant the complete destruction of the homes in a given area and/or the massacre/sale into slavery of that population, so as to deprive the guerrillas of a means of support.

The massacre at Lidice, in reprisal for the assassination of Heydrich, was held to be a great horror. But it was really a return to the past, back when the lives of conquerors and combatants were held to be paramount. Otherwise, why go to war?

Rebellions in the Orient seldom last very long. Oriental combatants have simply not learned to respect the well-being of the people they aspire to either rule or continue to rule. When the Communists took power, in China, Laos, Vietnam and Cambodia, they simply massacred the recalcitrants. In many cases, instead of wasting bullets, they merely put them in slave labor camps and killed them via malnutrition. The Indonesian response to a communist revolt was to kill hundreds of thousands of the revolutionaries. In neither instance was the response particularly novel either in the Orient or around the world - recall the Roman response to Bar Kochba's revolt.
