This was known thirty years ago, and it wasn't behind the President's back - it was put together as a matter of giving the Man all the options that were available, but it was quashed right quickly by the President's advisors.

#2  Freeman Dyson in his book Disturbing the Universe attended one such meeting at the Pentagon. During the presentation on using tactical nukes in Vietnam without provoking the USSR. An officer slipped him a note saying, "Nuke the gooks, and polite the whites" Yet say most didn't think this was a great idea.
