#10  Valenzuela has more than enough refining capacity (built by Americans, nationalized (stolen) in the 70's). When Chavez took over, he fired the PVDSA workers and replaced them with his supporters. They didn't know squat about oil production, refining or distribution and it has been downhill race between incompetence and corruption ever since.

As I recall, Venezuela does not have an oil refinery. They were accustomed to sending it to the U.S. to be refined, but apparently we don’t do that for them anymore. Iran, on the other hand, does have a refinery. No doubt they take home cocaine for distribution throughout the MidEast — given the current glut, I can’t imagine anyone wants Venezuela’s heavy, sour product (no, I don’t know what that means, except that it’s bad in comparison to light, sweet crude), even if China hadn’t locked it all in some years back at much less than it was worth then — but I’ll bet more than it’s worth now...
