Why is Israel labelling Palestinian rights groups ‘terrorists'?

[Aljazeera] Ramallah, Occupied West Bank — On October 22, Israel designated six prominent civil society and human rights groups in Palestine as "terrorist" organisations.

The designation was widely condemned by the international community and rights groups as "unjustified" and "baseless".

Five of the organisations are Palestinian: Addameer Prisoners’ Rights group; Al-Haq rights group; the Union of Palestinian Women Committees (UPWC); the Union of Agricultural Work Committees (UAWC); and the Bisan Center for Research and Development.

The sixth is the Palestine chapter of the Geneva-based Defence for Children International organisation.

Some of the organisations conduct critical human rights work — including documenting Israeli human rights abuses, providing legal aid to detainees, conducting local and international advocacy, and working with the International Criminal Court (ICC) and the United Nations.

Others, such as the UAWC, provide hands-on aid to Palestinians, including by rehabilitating land at risk of confiscation and helping tens of thousands of farmers in Area C — the more than 60 percent of the occupied West Bank under direct Israeli military control, and where all illegal Israeli settlements and settlement infrastructure are located.

Civil society organisations, which obtain most of their funding from donor states, are a key pillar in the social and economic development of Palestinians living in the 1967-occupied territories.

Israel’s October 22 move came under the pretext that these groups are affiliated with the left-wing Popular Front for the Liberation of Palestine (PFLP), claiming they "constitute an arm of the [PFLP] leadership, the main activity of which is the liberation of Palestine and destruction of Israel". The PFLP’s armed wing was active as an organised body during the Second Intifada, and carried out attacks against Israeli targets.

[IsraelTimes] The Israel Defense Forces officially designates six Paleostinian rights groups as "unauthorized organizations," the military legal equivalent of terrorist organizations, following a similar decision by Defense Minister Benny Gantz last month, despite international criticism against the move.

Israel maintains that the six Paleostinian organizations — al-Haq, Addameer, Defense for Children International-Paleostine, the Bisan Center for Research and Development, the Union of Paleostinian Women’s Committees and the Union of Agricultural Work Committees — serve as fronts for the Popular Front for the Liberation of Paleostine terror group, something that the groups have repeatedly denied and that has been questioned by their European and international funders.

Last month, Gantz declared them terrorist organizations, a designation with comparatively little immediate impact, as the groups operate within the West Bank and thus officially outside of Israel’s jurisdiction.

Today, however, the head of the IDF Central Command, who has formal legal authority over the West Bank, has also now outlawed the groups "after he was presented with copious, varied and reliable information that indicates that these organizations represented a wing of the Popular Front for the Liberation of Paleostine terror group," the military says.

With this official designation, the military now has the power, among other things, to shutter the organization’s offices and arrest its members.
