A court in Chechnya has sentenced local resident Khasein Khaidaev to a fine, accused of posting a picture with the flag of a terrorist organization on a social network. Khaidaev pleaded guilty, follows from the court order.The Vedensky District Court of Chechnya found a local resident Khasein Khaidaev guilty of distributing extremist materials in connection with the publication on VKontakte of a picture depicting the flag of the Islamic State* terrorist organization, Kavkaz.Realii reports today.
According to the materials of the administrative case, during the operational-search activities, an employee of the Center for Combating Extremism of the Chechen Interior Ministry found IS symbolism * on the page of a 32-year-old resident of Chechnya. The court fined Khaidaev a thousand rubles, the newspaper writes.
Khassein Khaidaev was found guilty under Part 1 of Article 20.3 of the Code of Administrative Offenses of the Russian Federation (propaganda or public display of paraphernalia or symbols, the promotion or public display of which is prohibited by federal laws), indicated in the case file on the court website, dated December 26, 2022.
Part 1 of Article 20.3 of the Code of Administrative Offenses of the Russian Federation provides for citizens a fine in the amount of one thousand to 2000 rubles or up to 15 days of administrative arrest.
At the court session, Khassein Khaidaev fully admitted his guilt and "repented of his deed." According to him, he did not know that "a black banner with gold Arabic script and a golden circle in the center with black Arabic script" is the symbol of the organization, all the more banned, according to the ruling published in the file of the case.
The judge, when considering the case, considered the repentance of the defendant to be a mitigating circumstance, but did not find any circumstances aggravating administrative responsibility.
Also, the judge did not find grounds for imposing a different punishment. "At the same time, the size of the fine, taking into account the property status of Khaidaev Kh.Kh. and his lack of permanent income, the court considers it possible to assign a minimum amount," the text of the document says.
