| #1 This one is hard to figure. You have the Toubou of the Borkou-Ennedi-Tibesti of the north; the Zaghawa and mixed Arab-African tribes of the center; and you have the African tribals in the south. The northern two have traditionally banded against the Africans. In sum, Chad is a fissiparous being that has never been a united polity and what a constitution will do to fix that problem is moot. |
