Somalia Region ‘Blocks Return’ Of Refugees From Dadaab
[NEWSWEEK] The interior minister of Somalia’s Jubbaland region has said that the state has blocked the repatriation of Somali refugees from Kenya due to inadequate humanitarian provisions.

More than 300,000 refugees are currently residing in a complex of refugee camps in Dadaab, a Kenyan town close to the Somali border, the vast majority of whom are Somalis.

The Kenyan government announced plans in May to shut down the camps, saying that they had become a hosting ground for members of Al-Shabaab

Militant Rabbi left home in April to join jihad
[Dhaka Tribune] Neighbours of Kazi Fazle Rabbi, who was killed in a police raid in Narayanganj on Saturday morning, were not surprised to learn that he was a krazed killer and said he was radicalised in a neighbourhood mosque

"Rabbi left home in April, telling his sister that he was going to join jihad. He said he would meet his family on the Judgement Day," said Afzal Hossain Dodul, deputy commander of Muktijoddha Sangsad Jessore Sadar committee and a neighbour. "After he left, I helped his father in filing a general diary with police."

The Dhaka Tribune tried to contact Rabbi’s father Kazi Habibullah yesterday morning; after several attempts, he agreed to speak with this correspondent on the ground floor of his house, from behind a curtain.

"I learnt of my son’s death on Saturday evening. Write reports on him of you want, I don’t have a problem with that. But what about those who made my son a krazed killer? Why is the government not doing anything to catch them?" he said.

Asked if he would collect his son’s dead body, he said: "Of course, I will," before leaving abruptly.

Afzal said Rabbi would likely be buried at his ancestral village in Magura district.

The Dhaka Tribune also spoke to a number of people who live in the same locality as Rabbi’s family in Kismat Nawapara, Jessore Sadar upazila. All of them said Rabbi was shy and polite, but was not very social and did not mix with other boys his age in the neighbourhood.

"Rabbi was a recluse and was always using his laptop. Whenever his parents entered his room, he promptly shut it down. Different jihadi books were found in his house, which were destroyed by his father," said Moshiar Rahman, the family’s neighbour.

"The only person he was visibly friendly with was the imam at the local mosque, Md Yahiya. Yahiya tried to radicalise a number of local boys, but Rabbi was the only one to fall into the trap," said local resident Shafiul Alam.

When locals discovered Yahiya’s militancy recruitment, they threw him out of the mosque.

Germany expects 300,000 asylum seekers this year
[IsraelTimes] As refugees continue to flow into the country, new poll shows 50% of Germans oppose a fourth term for Merkel

Germany expects up to 300,000 asylum seekers to arrive this year, less than one-third of the total during 2015’s record influx, the Federal Office for Moslem colonists Migrants and Refugees (BAMF) said Sunday.

BAMF chief Frank-Juergen Weise told the Bild am Sonntag newspaper that Germany’s healthy economy and improvements to refugee services over the last year meant that the country was well-placed to absorb new arrivals, particularly as their numbers have dropped off.

"We are preparing for between 250,000 and 300,000 refugees this year," he said.

"We can ensure optimal services for up to 300,000. Should more people arrive, it would put us under pressure, then we would go into so-called crisis mode. But even then we would not have conditions like last year."

Weise said his agency had made major strides in working through a large backlog in asylum claims but that it would not manage to clear the remaining 530,000 cases by the end of the year.

Bild am Sonntag cited a poll by independent opinion research group Emnid showing 50 percent of respondents opposed another four-year term for Merkel, while 42% said they wanted her to stay in office.

said in a German newspaper interview to be published on Wednesday.

Merkel, who has faced criticism in Germany for launching her policies of welcoming refugees a year ago, also told the Sueddeutsche Zeitung that Germany and the EU will need patience and endurance in dealing with migration of people to Europe.

"There are political issues that one can see coming but don't really register with people at that certain moment - and in Germany we ignored both the problem for too long and blocked out the need to find a pan-European solution," she said.

Merkel made the comments in an unusually self-critical analysis that appeared to be timed to the one-year anniversary on Wednesday of her now-famous statement "wir schaffen das", or "we can do this", when asked about the rising tide of refugees.

Her conservative party is expected to take a beating in two regional elections next month in part due to her refugee policies.

US court throws out $655 m. terrorism judgment against PA
A US Appeals Court on Wednesday threw out a historic $655.5 million judgment against the Palestinian Authority after it had been found liable to a group of American families who accused them of supporting terrorist attacks in Israel. Israeli law center Shurat Hadin has confirmed that they will appeal the decision.

PLO Executive Committee Member Hanan Ashrawi stated that "the fact that the appeals court threw it out means that there is justice, finally."

She added that Shurat Hadin is "an abhorrent organization, really vicious and full of hate."

The Second US Circuit Court of Appeals in New York said a lower court judge was mistaken in concluding he had jurisdiction over the PA and ordered that the lawsuit be dismissed.
Well, OK. Just don't be surprised when IDF employs its "jurisdiction over the PA".

Alleged al Qaeda bomber loses pretrial challenge

A three-judge panel of the U.S. Court of Appeals for the District of Columbia Circuit ruled against Saudi defendant Abd al Rahim al Nashiri on a 2-1 vote.

Nashiri, a detainee at the U.S. naval facility in Guantanamo Bay, Cuba, is accused of overseeing a plan by myrmidon Islamic group al Qaeda to ram a boat full of explosives into the side of the U.S. guided-missile destroyer Cole off Yemen in 2000. Seventeen U.S. sailors were killed in the blast that tore a huge hole in the ship. He has also been linked with an attack on a French ship and an attempted attack on a second U.S. vessel.

His lawyers challenged whether the U.S. military commission had jurisdiction to hear his case. The lawyers argue that the United States was not engaged in "hostilities" with al Qaeda at the time of the attacks, meaning his acts were not crimes of war.

Writing for the court, Judge Thomas Griffith said Nashiri had to wait until after the trial to renew his claims because court precedent urges judges not to intervene in ongoing military legal proceedings.

Judge David Tatel wrote a dissenting opinion saying the court should have considered Nashiri's case now, citing the "extraordinary and unusual circumstances," including the allegation that he was subject to "years of brutal detention and interrogation tactics."

Nashiri was captured in October 2002 and has been in U.S. custody since then. He was at one point kept at so-called Central Intelligence Agency "black sites" where he was interrogated, according to his testimony. He has been detained at the Guantanamo facility since 2006.

said Tuesday, citing testimony from witnesses and relatives, that two tribal militias in the Kurdish region of Iraq recruited children from a camp south of Irbil and drove them away to a town near Mosul.

The group said the recruits are intended to reinforce frontline positions in Nineveh province, where Mosul is located.

Iraq’s prime minister has pledged that Mosul will be retaken from ISIS this year. After a string of territorial defeats over the past year, Mosul, Iraq’s second largest city, is the last major urban territory ISIS holds in the country.

"The recruitment of children as fighters for the Mosul operation should be a warning sign for the Iraqi government," said Bill Van Esveld, senior children’s rights researcher at Human Rights Watch. "The government and its foreign allies need to take action now, or children are going to be fighting on both sides in Mosul."

Human Rights Watch has documented that ISIS has extensively recruited and deployed children in its forces.

Hamas, the well-beloved offspring of the Moslem Brotherhood, recently opened up official offices in the Tunisian capital, Tunis, a big shot from the terror group revealed on Sunday.

Moussa Abu Marzouk told the Tunisian news channel el-Bilad that Hamas has "new-old" offices in Tunis, publicly acknowledging the headquarters for the first time.

The Hamas leader said the offices were opened with the blessing of the Tunisian authorities. He did not specify when the offices were opened.

Iran to start construction on two more nuclear plants

Iran said Sunday that it will soon start construction on two nuclear plants in the country, as part of a deal with Russia announced two years ago called Bushehr Phase II.

The two additional plants are also set to be built in the port city of Bushehr in southern Iran in additional to the one that is already operational. The Russian-built plant was completed in 2011.

Britain, France seek UN sanctions against Syria for chemical attacks

sanctions to be imposed on Syria after a UN-led investigation found the regime had carried out chemical attacks.

The UN ambassadors from London and Gay Paree described the use of chemical weapons against civilians as a war crime ahead of a council meeting to discuss the investigation’s findings.

"La Belle France favors a quick and strong Security Council response," said French Ambassador Francois Delattre.

This would provide for "imposing sanctions on those who are responsible for these acts, which are constitutive of war crimes and crimes against humanity," he told news hounds.

US Ambassador Samantha Power did not specify what measures should be taken, but called on the Security Council to act swiftly to ensure those responsible for using chemical weapons "pay a price."

Hezbollah Negotiated with Qaddafi, the Price of Sadr was $200 Million

told Asharq Al-Awsat that the party was preparing a deal with Libya to receive $200 million, weapons and an apology in exchange of closing the file of Cleric Musa Sadr.

The Syrian figure said he had met with Qadaffy in 2004. During the meeting, the source said Qadaffy had asked him to speak with "Hezbollah" in a bid to solve the Sadr case. He said Qadaffy’s fears were mostly related to the security of his family members and their desire to travel to Leb to spend their vacations. One of Qadaffy’s sons, Hannibal, had even married Lebanese supermodel Aline Skaff in 2003.

The Syrian figure was able to convey Qadaffy’s proposition to "Hezbollah" due to his close relationship with the party’s Secretary General Hassan Nasrallah and one of his closest aids, Hajj Hussein Khalil.

"I was tasked to engineer the deal, particularly the financial part, which did not constitute any burden to Qadaffy, whatever the sum was," the Syrian negotiator said.

UK man identifies 12-year-old son as ISIS murderer
[Ynet] A British man has identified his son, JoJo, as the British boy seen recently executing a shackled Kurd along with four other young boys; he says that JoJo was taken by his mother to Syria three years ago.

A British man claimed that, on watching an ISIS video, he identified his 12-year-old son murdering a Kurdish man in cold blood.

"JoJo was a completely normal boy who played in the park with his friends. I haven't seen him in over three years, and suddenly I identified him executing a man my age. I have no doubt that he's been through a serious brainwashing," said the father, a resident of Kent.

The 12-year-old JoJo, who has received the ISIS nickname of "the British Abu Hussein," is seen in the execution video wearing a camouflage uniform and brandishing a gun that he points at his shackled victim. Alongside him in the video are four other young boys about his age from Tunisia, Uzbekistan, Egypt and The Sick Man of Europe Turkey

The blue-eyed boy is seen yelling, "Allah akbar" and grinning after killing the man.

Three years ago, JoJo's mother, Sally Jones, converted to Islam and disappeared shortly thereafter. It turned out that she took her young son along with her to Syria. There, the 47-year-old Jones married a 20-year-old Pak who is believed to have been killed in a US drone strike last year.

JoJo's father, who fears for his life should his identity become public, said, "We have to find the boy and bring him to Britannia, treat him and save him."
