Clintons personally paid DoS staffer Pagliano to maintain server

[WAPO] Pagliano had served as the IT director of Clinton's 2008 presidential campaign and then worked for her political action committee.

The Clintons paid Pagliano $5,000 for "computer services" prior to his joining the State Department, according to a financial disclosure form he filed in April 2009.

But even after arriving at State in May 2009, Pagliano continued to be paid by the Clintons to maintain the server, which was in their Chappaqua, N.Y., home, according to the campaign official and another person familiar with the arrangement. That person spoke on the condition of anonymity because the matter is under investigation.

The private pay arrangement has not previously been reported. The State Department has declined to answer questions about whether the private system was widely known within the agency or officially approved.
My guess is that it was neither 'widely known' or 'approved' but that's just a guess.
Asked in early August about whether Pagliano had been paid privately to maintain the server, a State Department official said that the agency had "found no evidence that he ever informed the department that he had outside income."

This week, a different State Department official said he could not clarify Pagliano's pay situation, citing "ongoing reviews and investigations" of Clinton's e-mail setup.

Pagliano did not list the outside income in the required personal financial disclosures he filed each year. The State Department has said Pagliano concluded his full-time service in February 2013, which coincides with Clinton's departure as secretary. He remains a State Department contractor doing work on "mobile and remote computing functions," according to a State Department spokesman.
Did Pagliano then compensate Platte River Networks for their services? Did Pagliano report his 'outside' income to the IRS? Was he a 1099 employee? Were other types of special.......... 'contingency funds' used as payment? Any comments from the DoS IG? Did I mention 'special contingency funding?' Inquiring minds, etc.

Pagliano was paid in excess of $140k per year/GS-15. Nice work if you can get it.

I highly doubt he compensated Plate River or that contingency funds were used; more likely it Clinton Foundation money used for both.

What will burn him is not reporting it on his personal financial disclosure (unless he had a contracting agreement similar to Ms. Huma Weiner's), and his possibly not reporting it on his tax filing.

#2  On a side note, unless the Clintons are very incompetent, the FBI will not find any deleted e-mails. I have a freeware produce ccleaner on my PC that offers a seven pass delete. Not even NSA could recover the wiped data.

Now hackers that took copies before the wipe, that is a different matter.

I'm inclined to think there is a complete database of emails, possibly on an active server. The data is too valuable to them for it to be wiped out of existence.

Weeks after the attempted small arms attack on the French train failed, we still do not know exactly what happened. The first thing I heard was that the rifle, an AK, jammed, which is an extremely rare incident for professionally built AK rifles, then I heard the jihadi had a misfire. You can have both, I guess, but man, that is some bad luck.

A misfire in an AK is easily cleared, and can be done in less then two seconds, but when it is a jam, depending on the rifle build, clearing it can take longer. At the time I said the jam sounded, without the benefit of hearing the explanation, as if it were a bolt over failure. There are two other types of jams that can occur in an AK, but the bolt over malfunction is the most problematic. And for rifles built from demilitarized kits, it is one of the most common malfunctions.

You have an AK. No magazine in the rifle, and the bolt is back and locked, the firing chamber is clear, and the safety lever is up. The rifle can do no harm in this condition.

You take a full magazine and insert it into the magazine well in the rifle, pulling back on the magazine hard so that it locks into place. You push the safety lever down and slam the bolt forward. The bolt catches the topmost round in the magazine, slides it into the firing chamber, then the rifle is cocked and ready to fire.

When you pull the trigger, the firing pin hits the primer in the cartridge and fires. In the case of a misfire, all you will hear is a click. Now in this instance, you can clear the rifle by pulling back the bolt and ejecting the defective round, then moving the bolt back into its firing position and sliding a new round, the next round in the magazine, into the firing chamber. If this malfunction is due to a single defective round, the next round should fire. If the next round fails to fire, you could have a defective firing pin or bolt, or perhaps the rifle is improperly head spaced. Only a armorer/gunsmith will be able to tell you for certain.

The story I heard was that the first round fired, then the rifle jammed. What happened after that is pure speculation on my part.

I know of two types of genuine jams that occur in an AK. One will permit the rifle to fire intermittently. This type of jam takes place after the first round has been fired. The ejected casing never makes it out of the receiver cover because part of the end of the casing catches the inner lip of the receiver cover. The immediate remedy is to remove the receiver cover, then continue firing. If no other malfunction is present, the rifle will continue to fire flawlessly. The problem for the rifleman is the amount of time to clear the rifle, check for the type of malfunction and start firing again. Your enemy is unlikely to give you enough time to do that, whether or not he is armed. In fact, you are probably going to get shot while clearing this type of jam. The long term fix is to remove the receiver cover then carve off the lip.

The bolt over failure is much more pernicious.

Repeating the above, the first round fires, but in a bolt over failure, as the gases from the barrel push the bolt back, the bolt lug, the part of the bolt that moves the next round into the firing chamber is rubbing against the next round in the magazine so hard, it ejects the round from the magazine into the receiver. That round in that instant will never make it into the firing chamber, as it is loose in the receiver.

As the bolt moves back forward it catches the next round, the third round in the magazine, which now also is destined to never be moved into the firing chamber. The bolt never locks into place. You can still pull the trigger, but nothing will happen.

Your only remedy at this point is to pull the bolt back and lock it into place, then remove the magazine and allow the loose rounds to fall out. That doesn't always remedy the problem because those rounds could be anywhere inside the rifle. However, once you clear the rifle, you insert the magazine into place, slam the bolt forward, and now you can fire. But since this is a bolt over malfunction, the round following the round that fired will never fire, nor will the next round.

I have zero idea of how common this type of malfunction is in professionally built AKs in the US versus those now in use in places such as Donetsk and Lugansk. I will put in a request to a number of Russian and Ukrainians Facebook friends who are now in the line of contact to get their views. I suspect, however, this malfunction hardly ever occurs in military built rifles. The bolt over malfunction is much more common in AKs built in the US as well as AKs built by individuals.

The reason the bolt over failure occurs is that the top of the magazine is not aligned with the bottom of the bottom bolt guide rails, as it is supposed be. This type of malfunction is built into mismatched receivers (Polish receiver and Bulgarian kit, for example) and demilitarized kits. One half degree difference between bottom of the receivers can bake this malfunction into the AK, so this is why I say it is so pernicious. The only long term fix is to file/machine down the space between the magazine catch ears enough so that the magazine can align with the top of the lip against the bottom of the receiver guide rails. There is no other way to do this.

As far as misfires are concerned, my experience is as follows: out of 500 rounds (Silver Bear brand 60 Gr. 5.45x39mm), I have had one, count 'em, one misfire. Russian ammunition gets a bad rap, but I can live with less then two tenths of one percent failure rate, and I won't argue it can be improved.

Apparently, SG Ammo, with whom I have done business, has brought in a number of bulk ammunition packages including 77 gr. 5.56x45mm rounds made by Israeli Military Industries. That is a heavy round, and as I learned yesterday, if you are going to fire such a heavy round you will need to consider the twist rate of the barrel before you buy.

Note: .22LR 40 Gr. are at $0.05 Each, the lowest in the recorded history of This Week in Guns. In a TWIG report some time back, I said that it would be unlikely prices would collapse, yet they did. How long this will continue is unknown.

Taiwan to launch homegrown submarine plan with initial T$3 billion budget
Taiwan has allocated T$3 billion ($92.55 million) over four years, beginning next year, to launch a long-awaited program for the island to build its own diesel-electric submarines. The expected allocation is the first for a plan that has been talked about since the early 2000s, when a deal with the United States for eight diesel-electric submarines got bogged down because of technical and political constraints.

The spending was set out in the defense ministry's budget for 2016 and seen by Rooters.

The plan come as other navies in the regional expand their submarine fleets in part to create a strategic deterrent against China's growing naval assertiveness in Asian waters.

Taiwan has four aging submarines, including two that date to World War Two, although its military is otherwise considered generally modern. Critical to Taiwan's indigenous submarine program is the transfer from the United States or other Western countries of submarine-manufacturing technology. Support from U.S. companies or release of export technology controls would need a nod from the U.S. government.

China opposes any form of military technological transfers or weapons sales to Taiwan.

The spending plan, which is allotted through to 2019, covers only the contract design phase of what should be a decades-long program. Taiwan lacks submarine design skills, the ministry stated in its budget plan.

The defense ministry is planning to spend T$321.7 billion in 2016, accounting for 16.1 percent - the biggest share - of the central government's overall expenditures, budget plans show. The government's 2016 budget was delivered to politicians this week and will be reviewed when parliament begins a new session later this month. The submarine plan has support in parliament, which is expected to approve the overall budget.

Immigration Minister Peter Dutton orders deportation of Sydney bikie boss Sam Ibrahim
[ABC.NET.AU] Immigration Minister Peter Dutton has signed papers ordering the deportation of Sydney bikie boss Sam Ibrahim.

Ibrahim is in jail, charged with running an illegal firearms syndicate.

He was born in Leb and came to Australia as a child.

The ABC understands Mr Dutton is revoking Ibrahim's residency visa on the grounds he has failed the Government's character test for foreign nationals.

Ibrahim has 28 days to appeal against the decision.

Mr Dutton's office said it could not comment on individuals or individual cases but issued a statement saying: "Protecting the Australian community is the number one priority of this Government.

"We won't tolerate people coming to our country and thinking they can commit serious crime and remain here.

"If they're here on a visa and involved in criminal activity, we will act to remove them and eliminate the threat they pose to that community."

In June Mr Dutton said 415 criminals had had their visas cancelled this year after not meeting the character requirements.

He said of the group 57 had been "removed from Australia".

[The Guardian] Amsterdam will refund relatives of hundreds of Jews who were fined for being late with their rent during their incarceration in second world war concentration camps, city officials said.

“The descendants of the families can ask to be reimbursed for the fines imposed for late rental payments during World War II, which were unfairly collected,” said a statement on Friday.

[Jpost] Opposition leader Isaac Herzog called upon the government on Saturday to open its doors to Syrian refugees fleeing the ongoing conflict in the region.

"I spoke with Syrian opposition leader Kamal al-Labwani on the topic of Israel taking in refugees from the fighting in Syria, and to push for an urgent international conference to discuss the matter," Herzog said in a statement.

Indonesia plans to buy 16 Russian Su-35 fighter jets
Indonesia intends to sign a contract with Russia in September to purchase 16 Sukhoi Su-35 (NATO reporting name: Flanker-E) fighter jets, the Indonesian news agency ANTARA reported on Thursday.

"A decision was made to decommission US F-5 Tiger fighter jets and purchase Russian aircraft instead of them," the agency quoted Indonesian Defense Minister Ryamizard Ryacudu as saying.

"The purchase will be made gradually, depending on the financial possibilities of the country’s government," he said.

Therefore, "the Indonesian Air Force will operate aircraft made by China, Russia and the United States," he added.

Also as a parent that has a kid fighting cancer, hearing this would send me and a large group to the NHS building heavily armed and demanding they change their policy back.
