Shelter-In-Place For Baltimore Neighborhood, Search For Gunman Who Killed Officer Continues
[BALTIMORE.CBSLOCAL] A shelter-in-place is in effect for an entire neighborhood of west Baltimore as police continue their search for a gunman who shot and killed a detective Wednesday afternoon.

This shelter-in-place means no one is allowed to come into the Harlem Park neighborhood and no one is allowed out until everything is cleared. The order even applied to a school bus, as a driver was told Thursday morning to turn around at the police perimeter.

Also Thursday morning, police were using megaphones at the scene to try and track down the shooter. Officers have been in the neighborhood since Wednesday at dusk, looking for the suspect from the air and from the ground.

The shooting happened on Wednesday at 4:30 p.m. on the 900 Block of Bennett Place while the detective was investigating a murder in the neighborhood with a partner.

When he approached a suspicious man, the man opened fire, police say. The officer was shot in the head. He was then taken to Shock Trauma where he died. The officer is an 18-year veteran of the force. He is also a father of five.

There is a $69,000 reward for information that leads to the shooter’s arrest.

Egypt police arrest Libyan national involved in October's Wahat shootout: Ministry
[AlAhram] Egypt's Ministry of Interior said in a statement on Thursday said that security forces jugged
Yez got nuttin' on me, coppers! Nuttin'!
Mohammed Abdullah Mosmary, a Libyan national who was involved in the Wahat shootout in October, where 16 Egyptian coppers were killed during a raid on a terrorist camp in the Western Desert.

The ministry said that Mosmary, a resident of Libya's Derna born in 1992, is the member of a cell formed in Derna by leading terrorist figure Emad El-Din Mahmoud Abdel-Hamid, who was killed in an Arclight airstrike by Egyptian forces on terrorist hideouts in the Western desert.

The members of the cell received training in Libya before sneaking into Egypt to a training camp in El-Wahat, recruiting 29 new members from Giza and Qalioubiya, the statement said.

Investigations also revealed that members of the cell were involved in the May attack on buses carrying Coptic Christians in Upper Egypt's Minya governorate, which killed 28 people.

Eleven coppers, four conscripts and one sergeant were killed in the 20 October shootout while raiding a terrorist training camp in the Bahariya Oasis, about 135 kilometres (83 miles) southwest of Cairo. The Ministry of Interior said that 15 bad boyz were potted during the shootout.

Following the shootout, Egyptian military and police forces launched a number of joint operations targeting terrorist hideouts in the Western Desert area, killing a number of bandidos forces of Evil involved in the shootout.

A little known group affiliated with al-Qaeda grabbed credit for the Wahat incident in a statement online, stating that its leader Abdel-Hamid was killed by Egyptian air forces.

The terrorist group ISIS had grabbed credit for the Minya attack in May.

Arabia
Houthi naval mines threaten seaborne aid shipments
Yemen’s national army warned on Wednesday against sporadic naval mines planted across the Red Sea coast. Coup militias had resorted to sea mines in order to compromise maritime security of government-controlled ports.

The army had sounded the alarm in a move to warn international vessels delivering aid to the war-torn country and advise caution against the chances of the floating mines being carried into deep waters by sea currents.

“Houthi militias have been planting mines, blowing up the coastal locations across the strategic port of Hodeidah and carrying out terrorist attacks on international shipping vessels,” Yemeni army spokesman Brigadier Abdo Majali told Asharq Al-Awsat.

Saudi-led Arab Coalition leadership announced in May the Saudi Royal Navy successfully locating a number of marine mines in the Yemeni coast near the port of Midi, on the Red Sea and near Saudi waters.

Port Midi is established as vital port, as well as one of the most important arms smuggling outlets for Iran-backed Houthi militias.

The Coalition leadership then revealed that specialized teams have surveyed the naval mines. It appeared that the mines were designed with rudimentary methods.

Brig. Majali pointed out that danger lies in the fact that floating mines planted by Houthi militias may drift towards international shipping lines in the Red Sea, presenting a grave threat.

In case of detonation, consequences will have a disastrous magnitude for commercial ships and humanitarian aid vessels being sent to help the Yemeni people.

“Taking up terror operations, Coup militias over the past few days planted mines that hold great potential of being carried by the water current into international waters--which is a serious risk to the security and safety of navigation,” said Brig. Majali.

On that note, the Yemeni army spokesman also briefed on the qualitative progress achieved by pro-legitimacy forces in Nihm district, adjacent to the coup’s de facto capital Sana’a.

Brig.Majali pointed out that pro-government forces control about 85 percent of Nihm territory, and that the operations are advancing under plans set by the General Staff in coordination with the forces of the Arab Coalition.

South Wazoo ‘Peace committee’ slaps Taliban-style curbs on Wana
[DAWN] WANA: A faction of the Taliban
...Arabic for students...
has apparently made a comeback to Wana, South Wazoo Agency, under the guise of a peace committee and placed a ban on cultural and social activities and put restrictions on movement of women outside their homes without male members of their family.

The so-called peace committee has issued tough guidelines through pamphlets in Wana town and warned local people to abide by these rules otherwise violators would face repercussions, according to sources.

The committee has banned music, athan, a traditional dance which is performed in wedding ceremonies or other festive occasions, and use of narcotics.

According to the committee’s guidelines, those activities which promote immorality or violate Islamic teachings would not be permitted on these occasions.

Movement of women outside their homes has been restricted. The pamphlets said that women would not be allowed to visit market and clinic or faith healers without adult male members of their family, including husbands and brothers.

Salahuddin alias Ayubi, a successor of Mullah Muhammad Nazir ‐ an influential Taliban leader ‐ heads the committee.

Mullah Nazir was killed along with his 10 associates in a US dronezap in the Birmil area of South Waziristan Agency in January 2013.

South Waziristan Agency became a hotbed of Talibanisation in 2003 that spilled over to other tribal agencies of Fata and Khyber-Pakhtunkhwa. Local leaders of various Taliban factions had established parallel administration in the area.

Nek Muhammad emerged as the leader of these factions. Security forces carried out multiple operations in the area to crush Taliban and establish the writ of the state. Finally Nek Muhammad signed a peace deal with the government in Shakai. He was killed in a missile attack in 2004.

According to the pamphlets, residents are not allowed to stay outside their homes at public places after 10pm. This step would prevent disturbance and noise in the area, it said.

A leaflet issued by the peace committee claimed that elders and Ulema of Karikot, Ghwa Khwa, Shaheen Warsak, Doog, Dabb Koat, Zari Noor and Sherna had agreed to these steps.

A committee comprising elders and Ulema has been set up to ensure implementation of the ’code of conduct’ and to identify violators of the guidelines. A local holy man, identified as Ameer Ainullah, has been appointed head of the committee.

The secretary of Fata’s law and order, Hassan Mehmood Yousafzai, when approached in Beautiful Downtown Peshawar
...capital of Khyber Pakhtunkhwa administrative and economic hub for the Federally Administered Tribal Areas of Pakistan. Peshawar is situated near the eastern end of the Khyber Pass, convenient to the Pak-Afghan border. Peshawar has evolved into one of Pakistan's most ethnically and linguistically diverse cities, which means lots of gunfire.
, expressed ignorance about the activities of the peace committee in Wana. "I do not have such reports. The political agent is in a better position to talk about the matter," he said.

Political Agent Zafar Islam and other officials of the administration were not available to comment on the matter.

Iraqi troops capture al-Sa’eedan region
Anbar (IraqiNews.com) Security troops have liberated a region, held by Islamic State militants in their last stronghold in Anbar, a security source from Jazeera Operations Command said.

“Iraqi troops raised the flag above buildings in al-Sa’eedan region, northwest of Rawa, after liberating it. The militants booby-trapped the buildings and roads,” the source told SNG website on Thursday.

“Troops, backed by army jets, managed to kill many IS members,” he said indicating collapse of the militant group’s defense.

“The bridges between the two towns are destroyed and cannot be used at the meantime. Thus, another one will be set up so that troops could pass toward Rawa,” he added.

Thirteen villages were freed, while forty-five IS members and two suicide bombers were killed in three days in western Anbar, according to a statement issued on Wednesday by the War Media Cell.

Syria activists: 22 civilians die in fighting near Damascus
They're still killing each other. One of these years they'll stop.
[IsraelTimes] Syrian activists and a monitoring group say almost two dozen civilians have been killed in the last three days of fighting in the suburb of the capital, Damascus, along with dozens of government forces and rebels.

The Britannia-based Syrian Observatory for Human Rights says that since Tuesday, 22 civilians died from government shelling and bombardment of the rebel-held Eastern Ghouta suburb.

It says 29 pro-government fighters have been killed while scores of rebels were killed or maimed. The fighting is the latest breach of a local truce, brokered by Russia, The Sick Man of Europe Turkey

and Iran.

The activist-run Ghouta Media Center says 15 non-combatants were killed on Wednesday, when Ahrar al-Sham
...a Syria jihadi group made up of Islamists and salafists, not that there's that much difference, formed into a brigade. They make up the main element of the Islamic Front but they don't profess adoration of al-Qaeda and they've been fighting (mainly for survival) against the Islamic State. Their leadership was wiped out at a single blow by a suicide kaboom at a crowded basement meeting in September, 2014...
rebel faction penetrated into a Syrian military compound in the area to battle pro-government fighters there. The fighting is still underway.
