Bangladesh
6 outlaws held, firearms seized
[Bangla Daily Star] Law enforcers arrested six outlaws from three south-western districts on Thursday night and yesterday as a crackdown on the extremists continued amid an increasing number of killings in this region.

Two operatives of Lal Pataka, a faction of outlawed Purbo Banglar Communist Party, were captured in Meherpur, two of the same faction held in Khulna, and two Gono Mukti Fouz men arrested in Kushtia.

Police recovered three rifles and 40 bullets during the drive in Kushtia.

Acting on a tip-off, a team of Rab-6 surrounded Gangni upazila parishad building in Meherpur and arrested Suklal, 36, and Mashiur Rahman Tipu, 40, about 11:30pm. A group led by regional leader Tipu was about to hold a secret meeting there.

The operatives were taken for interrogation and then handed over to Gangni police yesterday.

The arrested are accused in several cases including bomb blasts, extortion and robbery. Tipu is also accused in a murder case filed with the Gangni Police Station.

On information, a team of Kushtia sadar police raided Saker Ali's house in sadar upazila about 12:30pm and arrested his son Shariful, a member of outlawed Gono Mukti Fouz, yesterday.

Police arrested Samid Sheikh, another member of Gono Mukti Fouz, after extracting information from Shariful.

Meanwhile, Detective Branch of Khulna district police arrested two extremists--Mostafa Kamal, 27, and Shamim Khan, 28, of Rupsha upazila about 11:45pm on Thursday, our staff correspondent reports from Khulna.

Police recovered a pipe gun and two cartridges from their possession.

Law enforcers recently launched a joint drive following killings by outlawed groups in the country's south-western region.

Rab man beaten to death in Habiganj
[Bangla Daily Star] A mob allegedly beat a Rapid Action Battalion member to death as he demanded toll from drug peddlers at Ratanpur under Madhabpur upazila in Habiganj yesterday afternoon, local sources said. He was identified as Abul Quashem from Chokoria upazila under Cox's Bazaar district. Quashem joined the Rab several months ago.

Rab-9 officials, however, said Quashem died of cirrhosis a heart attack.

Meanwhile, most males of Ratanpur left their homes for fear of arrest by Rab personnel who had already arrested three villagers.

Platoon Commander Quashem, deputed to Rab from Ansar, came under the attack of villagers when he went there in plain clothes along with two informants --Biplab and Raju--to extort money from drug peddlers, locals said. The peddlers as well as villagers challenged the Rab man and shouted for help saying 'dacoit, dacoit'. The two informants instantly fled the scene.

At one stage, the villagers gave the Rab man a good beating and confined him to a house, said the sources. Later the union parishad chairman and other Rab men from Srimangal camp rescued the critically injured Quashem and rushed him to Sylhet Sadar Hospital where he succumbed to his injuries.

When contacted, Rab-9 Commanding Officer Syed Anagh told The Daily Star, "I came to know about the death of a Rab personnel. But I am yet to know the details."

Captain Manzur of Rab-9, however, claimed Quashem conducted an operation Thursday night and later he fell sick yesterday morning that led to his death. He also said that Quashem died of a heart attack.

Police Super of Habiganj Dr Akkas Uddin Bhuiyan also told The Daily Star the Rab man Abul Quashem along with constable Mujibur Rahman and sources went to the village in plain clothes on an auto rickshaw. Quashem sustained injuries as villagers took him for a criminal and beat him up after confining him to a house. A Rab team and the UP chairman rescued them.

On his return to the Ansar camp he fell sick and was immediately taken to the Habiganj Sadar Hospital where the physicians declared him dead at about 2:00pm, the official added. A post mortem on the body was completed at 8:30pm and now the body would be sent to his family, the SP said, adding that filing a case is also in progress.

Meanwhile, Rab men detained three villagers, Rais Miah Sarder, Rubel Miah and Abu Bakar, from Ratanpur on charge of drug peddling.

In another incident, male villagers of Ekuria village in South Keraniganj in Dhaka also went into hiding after they beat up two Rab members of Rab-10 who allegedly favoured one of the feuding groups on Thursday. Rab-10 officials filed a case against the villagers for beating up Rab personnel.

Caucasus/Russia/Central Asia
Suicide blast in Chechnya kills two, wounds six
[Dawn] Two Chechen militants blew themselves up Friday to escape capture, wounding three policemen and three civilians in the process, police said.

It was the third suicide bombing in the past week in Chechnya and part of a rising wave of violence in Russia's predominantly Muslim North Caucasus that appears to have alarmed the Kremlin.

President Dmitry Medvedev called Friday for more comprehensive youth programs to discourage young men from joining the militants.

'Unfortunately, rebel groups are still able to bring young people under their wing, into their criminal activities. This is a fact,' Medvedev said during a televised meeting with regional political and religious leaders. He encouraged the leaders to offer educational programs and activities.

The two militants who killed themselves early Friday were on a federal wanted list and had been trapped inside a house by police in the town of Shali, Chechen Interior Ministry spokesman Magomed Deniyev said. When police demanded they give themselves up, the militants opened fire and then set off explosives attached to their bodies, he said.

Three policemen and three civilians were hospitalised with shrapnel wounds, the spokesman said.

A suicide bombing Tuesday at a gas station-carwash complex in the Shali region killed four Chechen police officers, and another four were killed last week by suicide bombers on bicycles.

The worst suicide bombing to hit the region in years occurred August 17 in the neighbouring republic of Ingushetia, when a van packed with explosives blew up a police station, killing at least 25 people.

In another North Caucasus republic, Dagestan, police said they killed three militants early Friday who had opened fire on a police post. The post in Makhachkala, the capital, was unmanned at the time, but police patrolling nearby tracked the militants to a house and surrounded them there, Interior Ministry spokesman Mark Tolchinsky said.

Police, who were backed up by special forces and armoured vehicles, exchanged fire with the militants for several hours before killing them, he said.

Also Friday, a policeman was shot dead in a separate attack in Dagestan's capital, police chief Shamil Guseinov said.

Separatist militants and Russian troops fought two full-scale wars in Chechnya over the past 15 years. After a period of relative calm, Chechnya and other predominantly Muslim republics in southern Russia have seen a steady increase in attacks on police and soldiers.

From 200 to 250 police and soldiers have been killed in the North Caucasus republics so far this year, according to regional authorities.

India-Pakistan
U.S. Accuses Pakistan of Altering Missiles
WASHINGTON — The United States has accused Pakistan of illegally modifying American-made missiles to expand its capability to strike land targets, a potential threat to India, according to senior administration and Congressional officials.

The charge, which set off a new outbreak of tensions between the United States and Pakistan, was made in an unpublicized diplomatic protest in late June to Prime Minister Yusuf Raza Gilani and other top Pakistani officials.

The accusation comes at a particularly delicate time, when the administration is asking Congress to approve $7.5 billion in aid to Pakistan over the next five years, and when Washington is pressing a reluctant Pakistani military to focus its attentions on fighting the Taliban, rather than expanding its nuclear and conventional forces aimed at India.

While American officials say that the weapon in the latest dispute is a conventional one — based on the Harpoon antiship missiles that were sold to Pakistan by the Reagan administration as a defensive weapon in the cold war — the subtext of the argument is growing concern about the speed with which Pakistan is developing new generations of both conventional and nuclear weapons.

“There’s a concerted effort to get these guys to slow down,” one senior administration official said. “Their energies are misdirected.”

At issue is the detection by American intelligence agencies of a suspicious missile test on April 23 — a test never announced by the Pakistanis — that appeared to give the country a new offensive weapon.

American military and intelligence officials say they suspect that Pakistan has modified the Harpoon antiship missiles that the United States sold the country in the 1980s, a move that would be a violation of the Arms Control Export Act. Pakistan has denied the charge, saying it developed the missile itself. The United States has also accused Pakistan of modifying American-made P-3C aircraft for land-attack missions, another violation of United States law that the Obama administration has protested.

Whatever their origin, the missiles would be a significant new entry into Pakistan’s arsenal against India. They would enable Pakistan’s small navy to strike targets on land, complementing the sizable land-based missile arsenal that Pakistan has developed. That, in turn, would be likely to spur another round of an arms race with India that the United States has been trying, unsuccessfully, to halt. “The focus of our concern is that this is a potential unauthorized modification of a maritime antiship defensive capability to an offensive land-attack missile,” said another senior administration official, who also spoke on the condition of anonymity because the matter involves classified information.

“The potential for proliferation and end-use violations are things we watch very closely,” the official added. “When we have concerns, we act aggressively.”

A senior Pakistani official, also speaking on the condition of anonymity because the interchanges with Washington have been both delicate and highly classified, said the American accusation was “incorrect.” The official said that the missile tested was developed by Pakistan, just as it had modified North Korean designs to build a range of land-based missiles that could strike India. He said that Pakistan had taken the unusual step of agreeing to allow American officials to inspect the country’s Harpoon inventory to prove that it had not violated the law, a step that administration officials praised.

Some experts are also skeptical of the American claims. Robert Hewson, editor of JaneÂ’s Air-Launched Weapons, a yearbook and Web-based data service, said the Harpoon missile did not have the necessary range for a land-attack missile, which would lend credibility to Pakistani claims that they are developing their own new missile. Moreover, he said, Pakistan already has more modern land-attack missiles that it developed itself or acquired from China.

“They’re beyond the need to reverse-engineer old U.S. kit,” Mr. Hewson said in a telephone interview. “They’re more sophisticated than that.” Mr. Hewson said the ship-to-shore missile that Pakistan was testing was part of a concerted effort to develop an array of conventional missiles that could be fired from the air, land or sea to address India’s much more formidable conventional missile arsenal.

The dispute highlights the level of mistrust that remains between the United States and a Pakistani military that American officials like to portray as an increasingly reliable partner in the effort to root out the forces of the Taliban and Al Qaeda on Pakistani territory. A central element of the American effort has been to get the military refocused on the internal threat facing the country, rather than on threat the country believes it still faces from India.

Pakistani officials have insisted that they are making that shift. But the evidence continues to point to heavy investments in both nuclear and conventional weapons that experts say have no utility in the battle against insurgents.

Over the years, the United States has provided a total of 165 Harpoon missiles to Pakistan, including 37 of the older-model weapons that were delivered from 1985 to 1988, said Charles Taylor, a spokesman for the Defense Security Cooperation Agency.

The countryÂ’s nuclear arsenal is expanding faster than any other nationÂ’s. In May, Pakistan conducted a test firing of its Babur medium-range cruise missile, a weapon that military experts say could potentially be tipped with a nuclear warhead. The test was conducted on May 6, during a visit to Washington by President Asif Ali Zardari, but was not made public by Pakistani officials until three days after the meetings had ended to avoid upsetting the talks. While it may be technically possible to arm the Harpoons with small nuclear weapons, outside experts say it would probably not be necessary.

Before Congress departed for its summer recess, administration officials briefed crucial legislators on the protest to Pakistan. The dispute has the potential to delay or possibly even derail the legislation to provide Pakistan with $7.5 billion in civilian aid over five years; lawmakers are scheduled to vote on the aid package when they return from their recess next month.

The legislation is sponsored by Senators John Kerry of Massachusetts and Richard G. Lugar of Indiana, the top Democrat and Republican on the Foreign Relations Committee, as well as Representative Howard L. Berman, a California Democrat who leads the House Foreign Affairs Committee. Congressional aides are now reconciling House and Senate versions of the legislation.

Frederick Jones, a spokesman for Mr. Kerry, declined to comment on the details of the dispute citing its classified nature but suggested that the pending multifaceted aid bill would clear Congress “in a few weeks” and would help cooperation between the two countries.

“There have been irritants in the U.S.-Pakistan relationship in the past and there will be in the future,” Mr. Jones said in a statement, noting that the pending legislation would provide President Obama “with new tools to address troubling behavior.”

Would-be suicide bombers killed
PAKISTANI troops have killed at least 18 militants including six would-be suicide bombers during an ongoing offensive against Taliban insurgents in northwest Pakistan.

Gunship helicopters were called in after intelligence and locals said a suicide attack mastermind was present in Charbagh town in the Swat valley, an area the army previously said had been emptied of militants.

"At least six would-be suicide bombers were killed in the shelling by gunship helicopters, the same place was being used as launching pad for training the suicide attackers," an army official said.

A military official in Mingora, the main town in Swat and 20 kilometres from where the air raid was carried out, confirmed the strikes in the Mangaltan area of the town and the death toll, adding several militants were also wounded.

Separately, the bullet-riddled bodies of six suspected Taliban rebels were found in a village in Swat valley eight kilometres from Mingora, police said.

"Six badly mutilated bodies were found from two different places at Odigram," Ghulam Farooq, a senior police official said, adding that the bodies had bullet wounds. It was not clear who had killed them.

Earlier this month, 18 suspected militants turned up dead in Swat under similar circumstances. A military official said that since July almost 200 bodies of militants and some civilians had been found in the region.

India sentences Muslim militant to life in prison
An Indian court on Friday sentenced a Muslim militant to life in prison after ruling he was guilty of sedition and plotting to wage war against the state. Mujeeb Ahmad, 46, called out his innocence to reporters after he was taken from the courthouse in this southern Indian city, saying the prosecution was politically motivated and laying blame on Asaduddin Owaisi, a powerful member of parliament who heads a mainstream Muslim political party. "Let the police make arrangements for the security of the family of the MP," he shouted in an apparent threat of revenge. Mujeeb was arrested in 2005 after police stopped a truck heading from Indian-held Kashmir to Hyderabad. Hidden amid the truck's load of marble were three assault rifles, 220 rounds of ammunition and explosive detonators.

Pro'lly just going down to the dump to shoot some rats.

So how long is a 'life sentence' in India, compared with, say, Scotland?
Posted by: SteveS || 08/29/2009 2:06 Comments || Top||

#2  It is not fixed. Indian law states that it should not be less than 14 years. The Indian Supreme Court has ruled that there is no fixed limit and a sentence continues until the state decides to commute it. There is no 'right' to be released after 14 years and the state is free to leave the person in jail until death.

#3  laying blame on Asaduddin Owaisi,

Owaisi's father was a powerful Razakar leader involved in mass killings in Hyderabad at the time of partition. The Razakars were a Muslim paramilitary that wanted the merger of Hyderabad with Pakistan. They began ethnic cleansing of the majority Hindu population but India sent in the army.

The State of Hyderabad under the leadership of its 7th Nizam, Mir Usman Ali, was the largest and most prosperous of all princely states in India. It covered 82,698 square miles (214,190 km2) of fairly homogenous territory and comprised a population of roughly 16.34 million people (as per the 1941 census) of which a majority (85%) was Hindu. Hyderabad State had its own army, as well as its own airline, telecommunication system, railway network, postal system, currency and radio broadcasting service, with a GDP larger than that of Belgium.

The Razakar leader was deported to Pakistan. Many of the Nizam's Arab troops were summarily executed.

Owaisi is known for asking detailed questions in the Indian parliament on defence issues, primarily the status of various missile and nuclear projects. He has built a tall building that coincidently overlooks a DRDO research facility.

It is assumed by many that he is an ISI asset.

According to witnesses, the bomber blew himself up when the tribal policemen gathered at the checkpost and were about to break their fast.

The bodies and the injured were taken to Landi Kotal's Agency Headquarters Hospital in Khyber tribal region. 'The scene here is chaotic. We have called all medical staff to deal with the situation,' a doctor at the hospital told Dawn on telephone. 'So far we have received 22 bodies, but we can't say at the moment about the exact number of casualties. The situation is bad and we have asked for ambulances from other towns,' Dr Zar Alam Shinwari said. Local people and transport workers said they had retrieved 13 bodies from the blast site. 'We collected body parts and put them into handcarts,' they added.

Torkham, about 55km north of Peshawar, is one of the main border crossings between Pakistan and Afghanistan and connects Khyber with Afghanistan's eastern Nangrahar province. It is the main supply route for Nato forces in Afghanistan.

Landi Kotal's political tehsildar Nasir Khan confirmed that 22 people had lost their lives, but warned that the death toll could rise. 'We are still pulling out bodies.'

(According to AFP, a senior administration official, Rehan Gul Khattak, said 'authorities have found head of the bomber at the site of the attack').

The witnesses said that personnel of the Khyber Rifles, a paramilitary force, and Khasadars had reached the place after 30 minutes and cordoned off the area to retrieve the bodies and collect evidence.

The suicide bombing came just two days after the Tehrik-i-Taliban Pakistan announced a new successor to Baitullah Mehsud, who was killed in a drone missile attack early this month.

Later, on Friday, the Pakistan Taliban claimed responsibility for the attack, saying it was their first retaliation for their leader's death. 'We claim responsibility for the blast,' Azam Tariq, spokesman for Tehreek-i-Taliban Pakistan (TTP), said in a telephone call from an unknown location. 'This is our first response since the death of our chief Baitullah Mehsud,' Tariq told AFP. 'We will continue similar attacks in the future also.' He said 'the victims of the suicide attack were all those supporting the United States. Anybody supporting the US is our enemy.'

Baitullah Mehsud was killed in a missile strike by a US drone aircraft on August 5. His death was confirmed by Taliban commanders on Tuesday.

Thursday's bombing came hours after a US drone attack killed eight people in the nortHwestern tribal area of South Waziristan.

Iraq
Truck Bombs Kill at Least 16 in Iraq
Two truck bombs struck separate communities north of Iraq's capital on Saturday, killing at least 16 people in the latest attacks that indicate insurgents are targeting relatively unprotected areas as security forces focus on defending the cities.

The Iraqi government is eager to demonstrate it can protect the population following the withdrawal of U.S. combat troops from urban areas nearly two months ago. But a recent series of high-profile bombings that have killed hundreds in both major cities and remote areas has raised concerns Iraqi forces are not up to the task.

Saturday's deadliest attack came at about 8 a.m. when a suicide truck bomber attacked a small police station in the remote village of Hamad north of Baghdad, killing at least 12 people, including six police, said officials from the Iraqi army and police.

#1  Where are the large amounts of explosives for all these truck bombs coming from? Saddam-era dumps? Or fresh shipments from Syria or Iran (paid for how?) Or directly from Maliki's forces?

Southeast Asia
Abu Sayyaf "commander" extradited to US for kidnapping
An alleged member of a Philippine Muslim extremist group was extradited to the United States to face charges of kidnapping four US citizens, US embassy statements said on Saturday.

Madhatta Haipe, also known as Commander Haipe, was sent to the United States on Thursday to face charges of "hostage-taking" and other crimes. He could face life imprisonment, the embassy statements said. US ambassador Kristie Kenney identified Haipe as a suspected member of the Abu Sayyaf, a Muslim extremist group that intelligence agencies have linked to the Al-Qaeda terror network.

Haipe, a former university professor in Islamic studies, allegedly led a group of armed men in abducting 16 people, including four Americans, from a waterfall site in the southern island of Mindanao on December 27, 1995, the embassy said. The hostages were threatened and mistreated until they were ransomed off later that month, the embassy said. Haipe had eluded arrest until earlier this year.

Two Thai rangers, former official killed in separate incidents
Terrorists Suspected insurgents on Saturday shot and killed two Rangers in the trouble-plagued southern province of Narathiwat, police said. The incident took place shortly after noon Saturday when four men on two motorcycles fired at the victims, riding a motorcycle on a Bacho district road. The first Ranger was hit by two bullets to his head and back and died at the scene, while the second victim was hit three times on his chest, right rib and right leg and was sent to hospital for treatment, where he died later. The gunmen fled and are still at large, police said.

And:

A former local official was killed and 17 others were wounded when terrorists presumed insurgents tossed a grenade at them as they played a traditional Thai variation of lawn bowling this restive southern province early Saturday morning. The incident occurred Friday shortly after midnight when a group 22 Muslim villagers were playing boules -- based on French petanque -- in a late night Sai Buri district gathering. Two terrorists presumed insurgents on a motorcycle threw their grenade toward the bowlers, and the grenade exploded as the assailants sped away.

Zawahri Calls for Pak "Jihad"
[Al Arabiya Latest] Al-Qaeda's second-in-command Ayman Zawahiri called on Pakistanis to support jihadists in the country's tribal areas on Friday, saying it was "the" battle against the American "crusaders," US-based SITE Intelligence group reported

Ayman al-Zawahri's comments were delivered in a video called "Path of Doom" posted on jihadist websites and monitored by SITE, a private group that follows jihadist activities on the Internet.

" The war in the tribal areas and Swat is an inseparable part of the Crusaders' assault on the Muslims the length and breadth of the Islamic world "
Ayman al-Zawahri
"The war in the tribal areas and Swat is an inseparable part of the Crusaders' assault on the Muslims the length and breadth of the Islamic world," Zawahiri was quoted as saying.

"This is the battle, briefly and plainly; and this is why anyone who supports the Americans and Pakistan Army--under any pretext, ploy or lie--is in fact standing with, backing and supporting the Crusaders against Islam and Muslims," he said.

He argued that the U.S. military was using the Pakistani army as its proxy in the tribal areas and Swat as a means to defeat the insurgency in neighboring Afghanistan.

#4  If he keeps up that kind of nonsense, it'll be Pakistanis shooting at him as well as Americans. It's never wise to seriously annoy one's host, or one finds oneself fondly remembering the quarters the host formerly provided.
