7 Killed, 10 Wounded in Bomb Blasts in Afghanistan
[Tolo News] In kabooms in southern and western Afghanistan, 7 non-combatants were killed and 10 others were maimed, including women and children

In a motorcycle kaboom in the southern Ghazni province Tuesday morning, 2 non-combatants were killed and 8 others were maimed.

The explosives that were attached to a cycle of violence, exploded at 7:30 am on Tuesday in Ghazni city when a convoy of police forces was passing by, head of the Criminal Investigation Department of Ghazni Police told TOLOnews.

A cop is also wounded in the incident, he added.

In another report, 5 non-combatants were killed and 2 others were maimed in a road-side mine blast in Shindand district of the western Herat province on Monday evening.

The incident occurred on Monday evening when a passenger car was hit by a road-side mine blast in which 3 women, one child and one man were killed and 2 women were maimed, Lal Muhammad Omarzai, the sub-governor of Shindand, told TOLOnews.

The victims of the incident were all from one family who were on their way home from a party, he added.

Three NATO Soldiers Killed in Afghan Violence
[Tolo News] In two separate incidents in eastern and western Afghanistan on Tuesday, three NATO soldiers and two Afghan civilians were killed, NATO Press Release says

Two of the three soldiers were Americans who were killed in a bomb blast in eastern Afghanistan, and the third soldier was killed in a mine blast in the west of the country.

The Press Release does not give further details about the incident.

With the latest deaths, the number of international forces killed in Afghan war reached to 435 since the start of this year, compared to 520 for the whole of 2009, according to the independent icasualteies.org that tracks the number of foreign soldiers killed in Afghanistan and Iraq.

The coalition forces have around 150,000 troops in Afghanistan to support the US-backed government, and fight a nearly nine year insurgency led by the Taliban regime, that was ousted by a US-led invasion of the country in late 2001.

Taliban Capture 9 Police in Western Afghanistan
[Tolo News] In clashes between Afghan police forces and Taliban in the western Badghis Province on Tuesday, 9 policemen were arrested.

"A group of Taliban militants attacked a police checkpoint in Mangan area of Bala Morghab district, and kidnapped eight soldiers and a police officer," a local official told TOLOnews on condition of anonymity. Police officials in the west have denied the report.

Taliban claim that they have also captured some ammunition in the attack and have put the police check-post on fire. They said the Taliban military council will later make a decision about the captured soldiers.

In the past one month, 125 policemen have been killed and 291 others have been wounded in Afghan insurgency attacks.

Police check-posts in Bala Morghab district that is bordered by Turkmenistan; have come under insurgency attacks many times before.

6 Policemen Poisoned, Killed in Kandahar
[Tolo News] Six policemen were poisoned and then killed on Monday afternoon in turbulent Kandahar province by the Taliban, provincial officials said

Kandahar Police Chief remarked that the policemen were killed after they ate poisoned food at iftar (fast breaking time) in Dand district of Kandahar.

Provincial security officials acknowledged that investigations are on the ground tracking the event.

The food was poisoned by their cook and the cook has escaped with the Taliban, officials added.

The incident took place as, about 17,000 kg of explosives were seized by police forces in Kandahar, a southern Afghan province where the Taliban activities are at their highest.

Meanwhile, following reports on the ban of private security firms by top Afghan officials, yesterday President Karzai's spokesperson made an official announcement that a decree will be issued by the Afghan President under which the firms will be shut within four months.

17 insurgents Killed in Southern Afghanistan
[Tolo News] At least, 17 Taliban hard boys including two sons of Taliban shadow governor in Badghis were killed, 17 others were maimed in an offensive launched by Afghan security forces in southern Afghanistan

The operation is part of the efforts to wash out the Taliban from villages and districts of the province and to secure the upcoming parliamentary poll.

"The ground operation was launched two days ago in Bezbie, a village in southern Badghis province. Still we are trying to find the Taliban remaining corpses," said a spokesperson for a southern Afghan military compound, Najibullah Najibi.

Afghan security forces have not received any damages in the operation so far.

A local Taliban commander, Mullah Abdul Hakim and two sons of Mullah Abdul Rahman Haqani, the Taliban shadow governor for Badghis, were also among the dead, military officials said.

According to our intelligence reports, ten other Taliban hard boys have hidden in the village and they will be followed by our forces, Najibi said.

Early in July, the Afghan Ministry of Interior Affairs in a round-up indicated that in total 672 hard boys were killed, 76 were maimed and 127 others were detained in Afghan conflict.

Taliban big turban linked to US sailors' deaths banged
[Dawn] The US-led force in Afghanistan said Tuesday it had killed a hard boy leader who was linked to the kidnapping and killing of two American sailors late last month.

The sailors were kidnapped after leaving a military base in Logar province, south of the capital Kabul, in late July, and their bodies were found separately days later.

The Taliban later took credit for their deaths.

"An Afghan and coalition security force killed Bilal, a highly active Taliban controller responsible for improvised explosive device and indirect fire attacks against Afghan civilians and Afghan and coalition forces," a statement from Nato's International Security Assistance Force said. "The controller had direct ties to the Taliban network involved in the recent kidnapping and murders of two US Navy sailors," it said.

"It is currently unknown what role, if any, Bilal played in the kidnapping," the statement added.

Bombing suspect no longer in Kenya
[The Nation (Nairobi)] The latest person arrested in connection with the Kampala bombings is no longer in Kenya. The news was received with screams and tears by the mother and wife of the suspect, Mr Mohammed Hamid Suleiman.

Mr Suleiman was arrested at his South C house in Nairobi at 10.30pm last Friday and family members said they had not seen him since.

His family had gone to court demanding to see him. "It has been more than 24 hours since he was arrested and nobody knows where he is being held,"

Mr Suleiman's wife, Ms Zuhura Suleiman, said in the court papers. The mother of four said her husband was seized by 10 armed police officers.

Commissioner of Police, Mr Mathew Iteere, who was summoned by High Court judge Mr Justice Aggrey Muchelule to explain the arrest, did not appear but was represented by state counsel Edwin Okelo.

Mr Okelo told the court that Mr Suleiman was no longer in the country. "He is not within the jurisdiction of the court," said the lawyer.

Although the state says Mr Suleiman is no longer in Kenya, Uganda is yet to charge him. So far, three other Kenyans have been charged over the twin bomb blasts which killed at least 76 people at two night clubs where patrons were watching the July 11 Word Cup final.

The three, Mr Hussein Hassan Agade, Mr Idris Magondu and Mr Mohammed Aden Addow, face 89 counts of murder, attempted murder and terrorism.

Their families have also gone to court to demand their release but their application was filed when they had already been charged.

The Anti-Terrorism Police Unit told the court that the suspects were now in the hands of the Ugandan authorities.

Cattle raiders kill seven in Turkana
[The Nation (Nairobi)] Seven people were killed by cattle rustlers yesterday in a village in Turkana.

The attack was carried out by several hundred men from Pokot who attacked 26 villages while armed with AK-47 rifles. The raiders were in a group of five, each with about 100 raiders.

"Many cows, camels, sheep and goats were stolen," area peace committee chairman Nicholas Nikor said by phone.

The area is so remote and the terrain so rugged "if I were to go there by road it would two days. The fastest means is by helicopter," Mr Nikor said. The Area District Commissioner Elmi Shafi had flown to the area.

Meanwhile, livestock in the rustling-prone areas of Upper Rift and North-Eastern regions will be branded for ease identification, says the Internal Security and Provincial administration permanent secretary.

Mr Francis Kimemia said in Mombasa this would make it easy to identify stolen cattle in Kenya's frontier areas of Uganda, Sudan, Ethiopia and Somalia.

The branding had been agreed by the pastoralists. Each community would have it's own brand type which will be gazetted.

Youths engaged in rustling would also be rehabilitated and money had been set aside for this. "Without engaging such youths with something to do they will continue cattle rustling," he said during a meeting of provincial commissioners.

The vast Turkana, Pokot, North Eastern and South Rift regions have contributed to the spread of illegal arms, kidnapping, drug peddling and human trafficking.

More than 3,000 firearms and 30,000 ammunitions have been recovered in the past six months. Asked why the provincial commissioners were meeting in Mombasa, Mr Kimemia said: "We are discussing how the provincial administration will fit in the proposed county governments."

Body of driver found strangled and burned in a forest in Tizi Ouzou
[Ennahar] The civil protection services have discovered late last week, in a forest in Tizi Ouzou, the body of the driver who had been abducted by unknown persons. The latter was hanged and burned, according to the medical report he died a week ago.

Bahrain cracks down on Shiite activists
[Arab News] A Bahraini lawyer says security forces have detained six more opposition members in a crackdown on the Gulf kingdom's majority Shiites who complain of being disenfranchised.

Lawyer Mohammed Al-Tajir said Tuesday a total of 10 activists, including eight leading members of the opposition, have been detained since Saturday.

Al-Tajir said the detained have not been charged and their whereabouts are unknown.

Security officials said they are targeting opposition figures seeking to harm national stability. The crackdown follows a series of violent Shiite-led protests accusing the government of discrimination.

Shiites are a majority in Bahrain, but the island nation, home to the US Fifth Fleet, is ruled by a Sunni royal family.

16 Die in Northern Mexico

A total of sixteen individuals died from drug and gang related violence, which included the murder of two young sons of a female Juarez CIPOL agent and two Juarez municipal police officers ambushed near their police station.

  • Five men were shot to death in two separate crimes in Juarez Monday night, according to the Mexican daily La Polaka. Three unidentified men, two in their 20s and one man about 60 years old, were shot to death near the intersection of calles Rodesia and Angola in the Infonavit Aeropuerto district. In the second crime, two men were found shot to death calle Orestes Pereyra in the Independencia II district. The victims were tentatively identified as Ricardo Eduardo Lujan and Alonso Arambula Garcia.

  • An unidentified man was shot to death south of Juarez, say Mexican press reports. The attack took place on Km. Marker 69 of the Porvenir-Juarez highway where witnesses say several armed suspects shot the victim several times.

  • Two sons of an unidentified female Juarez CIPOL agent were strangled to death in their home Monday, say Mexican press reports. The attack took place at a residence near the intersection of calles Altamira and Candelaria in the Parajes del Sur district, where armed suspects used plastic bags to kill the two young brothers. The CIPOL agent has been threatened several times before by elements of organized crime. CIPOL is similar to a city detective squad.

  • An unidentified man was found shot to death in Juarez Monday afternoon, say Mexican press accounts. The discovery was made near the intersection of calles Cromo and Violetas in the Bellavista district.

  • A Chihuahua woman died Monday from wounds she received in a home invasion in Mesa de Agostadero in the Balleza municipality near Parral, Chihuahua, according to Mexican press accounts. Alberta Lopez was shot in the temple Friday when armed suspects broke into her home and shot her and another unidentified 27 year old individual, who died at the scene.

  • An unidentified man was shot to death during a gunfight between armed suspects and elements of the Mexican Army in Monterrey, Nuevo Leon, say Mexican press accounts. The battle took place near the Estanzuela shopping mall at about 1500 hrs. It is unknown if the victim was armed or involved in the firefight at the time of the shooting.

  • The young wounded victim of the Sunday night shooting in Fomerrey 45 district in Monterrey died today, say Mexican press reports. Johnny Rangel Silva, 14, was shot along with three relatives in a suspected gang shooting, which sparked a large road block campaign by criminal gangs in the streets of Monterrey. The three other young men all died at the scene.

  • A Monterrey police officer died of his wounds he received in a July 17th shootout in Santiago, Nuevo Leon, say Mexican press reports. Mauricio Morales Sarabia, 33, was shot along with two other officers who died in the ambush.

Car boom in Pyatigorsk, suicide kaboom in North Ossetia
[Dawn] Two blasts hit Russia's Caucasus on Tuesday, one killing a policeman at a checkpoint and the other wounding about two dozen at a street cafe, in the latest attacks to rock the turbulent region.

In the first attack, a young man blew himself up near a checkpoint in the region of North Ossetia, killing himself and a policeman, officials said.

Hours later, at least 22 people were maimed in a suspected car bomb explosion outside a cafe in the spa town of Pyatigorsk, popular with Russian holidaymakers, in the foothills of the Caucasus mountains.

The Kremlin calls the Caucasus unrest its biggest domestic problem and Prime Minister Vladimir Putin last month announced an ambitious drive to foster prosperity by enticing investors to the violence-torn region.

In North Ossetia an unidentified man walked up to the checkpoint close to the administrative border with neighbouring Ingushetia and detonated his charge, leaving one officer dead and wounding two others, Samir Sabatkoyev, front man for the regional interior ministry, told AFP.

"He detonated an unidentified explosive device," Sabatkoyev said. "He blew himself up," he added, noting it was "apparently" a suicide kaboom.

The two wounded coppers had "serious injuries", added Maria Gatsoyeva, a spokeswoman for regional investigators, speaking from the regional capital Vladikavkaz.

North Ossetia lies to the north of the breakaway Georgian region of South Ossetia, recognised by Russia as independent after the brief 2008 war with Georgia over its status.

The region is part of the country's most volatile North Caucasus region, scene of the simmering guerrilla war between Russian forces and separatist rebels, and deadly attacks in the republics of Chechnya, Ingushetia and Dagestan are a near-daily occurrence.

The explosion in Pyatigorsk struck around 1230 GMT, the investigative committee of prosecutors said. Russian news agencies quoted the emergencies ministry as saying that 22 people were maimed.

Glass windows within a radius of 200 metres (219 yards) around the outdoor cafe were broken and cars parked by the cafe were damaged by the power of the blast.

"At first it was thought that it was a gas explosion but then it became clear that a car parked outside the cafe had exploded," a local police source told ITAR-TASS.

"All the wounded were customers of the cafe," the source added.
Pyatigorsk lies to the north of the most unstable mountainous regions of the Caucasus and is a genteel town normally untroubled by such violence.

President Dmitry Medvedev ordered a full investigation into the incident, Russian news agencies said.

In January, the Kremlin appointed a new envoy responsible for the North Caucasus, businessman Alexander Khloponin, who devised a plan to turn around the regional economy.

But Medvedev last week lashed out at Khloponin, saying at a meeting on the economic situation in Dagestan that changes were slow to come and "nothing is moving."Militants from the Caucasus were blamed for the bombings on the Moscow metro on March 29 carried out by two female boomers that killed 40 people in a pair of coordinated attacks.

48 dead, 129 injured current toll in Baghdad boom
BAGHDAD / Aswat al-Iraq: Forty-eight dead and 129 injured is the new toll of casualties that fell in the suicide bombing in central Baghdad earlier on Tuesday, according to a security source.

Baghdad Operations Command (BOC) however reported that 37 people were killed and 57 others wounded in this suicide bombing.

“It was the last day for recruitment in an army recruitment center in Baghdad, and the bomber blew himself up among the big numbers of people who gathered for recruitment,” Gen. Qassim Atta, the official spokesperson of the Baghdad Operations Command told Aswat al-Iraq news agency.

Earlier, another security source said that a suicide bomber wearing an explosive vest blew himself up on Tuesday near an Iraqi army recruiting center in Baghdad, killing 30 and wounding 102 others.

IAF bombs Gaza tunnels in response to mortar fire
The Israel Air Force bombed targets in the Gazoo Strip late Tuesday after two soldiers were maimed in a mortar bomb attack by hard boys.
... and everybody was just so surprised...
Air-to-ground missiles struck several targets in central and southern Gazoo, but no injuries were reported.

IDF Spokesperson's office confirmed that Israeli F16s targeted a smuggling tunnel in the town of Rafah under the border between southern Gazoo Strip and Egypt. The tunnel was reportedly destroyed.

The planes also hit an empty building east of the southern Gazoo Strip city of Khan Younis. The building is close to the border fence between southeast Gazoo Strip and Israel.

The area had witnessed clashes between Islamist hard boys and Israeli soldiers, during which one hard boy was killed and an Israeli soldier was injured Monday evening.

Sources also said that Israeli F16s attacked a deserted area in central Gazoo Strip. The Israeli airstrikes were believed to be retaliatory attacks to an earlier mortar-shell attack on southern Israel.

Paleostinian hard boys in Gazoo fired two mortar bombs into Israel earlier on Tuesday, wounding two IDF soldiers. Shortly after the attack, six Israeli tanks crossed into Gazoo and one fired a shell at a house near Khan Younis. No casualties were reported.

The mortar attack was launched a day after Israeli soldiers killed a hard boy who the army said was planting explosives along the Israel-Gazoo border.

The Israeli military says more than 115 rockets and mortar shells have been fired from the Gazoo Strip at Israeli territory since the beginning of the year.

Israel launched a three-week war against Gazoo's Hamas, always the voice of sweet reason, rulers in December 2008 with the declared aim of curtailing such attacks.

PRC military wing claims mortar fire injuring 2 soldiers
[Ma'an] The Popular Resistance Committee's military wing the An-Nasser Salah Ad-Din Brigades took credit Tuesday for firing five mortar shells toward the western Negev, injuring two soldiers.

The Israeli army said the soldiers were lightly injured by the and that the force opened fire "at the source of the launches," a statement read. The wounded were evacuated to hospital for medical treatment.

The military added that four projectiles from Gazoo landed have landed in the area since Monday evening.

On Monday, A Paleostinian man was shot dead by Israeli soldiers in clashes on the Gazoo border. Soldiers opened fire on a group of Paleostinians east of Khan Younis in southern Gazoo, killing one Paleostinian, who locals identified as Bassem Barham Ad-Dagma.

An Israeli army front man said the group was planting explosive devices close to the electronic fence, adding that one soldier was lightly injured by retaliatory fire.

The army reported that hours later, two projectiles launched from central Gazoo landed in the Eshkol Regional Council in the northwestern Negev, causing no damage or injuries.

Two Israeli soldiers wounded by Gaza mortar fire
[Dawn] Two Israeli soldiers were wounded on Tuesday by mortar shells fired by Palestinian militants in the Gaza Strip, the military said.

In response, troops opened fire towards the source of the projectiles.

The attack occurred in the same area where troops shot dead a Palestinian militant late on Monday, the army said, without specifying exactly where the shooting occurred.

The victim, a 19-year-old member of the Islamic Jihad militant group, was part of a team of fighters who were trying to plant an explosive device near the border fence, the army said.

One soldier was wounded when the Palestinians opened fire, it said.

Overnight, militants fired four rockets into southern Israel, the army said, noting 115 rockets and mortars have been fired from Gaza since the beginning of 2010.

In December 2008 Israel launched a vast offensive in Gaza to stamp out persistent rocket fire on southern Israel. The 22-day operation left more than 1,400 and 13 Israelis dead.

Turks capture raving Paleostinian at Tel Aviv embassy
[Arab News] Security guards captured a Palestinian who broke into the Turkish Embassy in Israel Tuesday trying to take hostages and demanding asylum, the Turkish Foreign Ministry said in a statement.
Has anybody ever heard of a hostage-taker being granted asylum other than for reasons of the state getting its hands on him preparatory to having him beaten and jugged? Anyone? Bueller?
The attacker, wounded by gunfire, was still inside the building six hours after he broke in, with Israeli police and rescue services kept outside by Turkish officials.
JPost sez he's been moved to a hospital, spitting and cursing, under police custody.
"I have two hostages," he said in Hebrew. "I will blow up the embassy. ... If they don't let me leave this country now I will burn down the whole building. I will burn everything. I will burn the cars, the doors I will break down the doors. I will break everything."
"Our embassy guards neutralized the individual as he tried to take the vice consul as hostage after shouting around for asylum," the statement said, adding he was armed with a knife, a gasoline can and a gun that turned out to be a toy.
The embassy guards, on the other hand, were armed with guns that turned out to be real.
Israeli Foreign Ministry spokesman Yigal Palmor identified the attacker as Nadim Injaz, a Palestinian from the West Bank town of Ramallah. Israeli police said Injaz was recently released from prison after serving time for an attack on the British Embassy four years ago, also to seek asylum.
He's a loop-loop, but he's a consistent loop-loop.
Channel 2 TV played a recording of a phone call it said came from the attacker. "I have two hostages," he said in Hebrew. "I will blow up the embassy. ... If they don't let me leave this country now I will burn down the whole building. I will burn everything. I will burn the cars, the doors I will break down the doors. I will break everything." A lawyer who said he spoke to Injaz by phone told Israel Radio that the hostages, the consul and his wife, had escaped.
"Over there! Is that Elvis?"
"Where?"
"Run, honey!"

Injaz said he admired Recep Tayyip Erdogan.
"He has lovely hips."
"I love him and I respect him," he said.
"I want to go steady with him!"
The Turkish leader "should give me political asylum against these murderers the Zionists, the murdering Jews," he added, linking the incident indirectly to recent tensions between Israel and Turkey.
As far as we can tell, and we've been paying attention, no Jews have taken anybody hostage recently.
He also condemned Palestinian leaders, saying President Mahmoud Abbas "should die" for stealing funds.
That sounds fair. Yasser did.
Turkish Foreign Minister Ahmet Davutoglu told reporters, "there is nothing to worry about at the embassy, everything is under control."
"Nothing to see here. Move along."
He said Injaz was in good condition. He did not indicate whether the Palestinian would be handed over to Israeli authorities.

Antique Iranian fighter jet crashes near Bushehr plant
[Dawn] An Iranian fighter jet crashed Tuesday in southern Iran near the country's nuclear power plant that is to start up over the weekend, a semi-official news agency reported. The two pilots ejected safely.

The Fars agency quoted local government official Gholam Reza Keshtkar as saying one of Iranian airforce's F-4 planes crashed about four miles (six kilometers) north of the city of Bushehr. The city is located 745 miles south of the capital, Tehran.

Keshtkar said the pilot and co-pilot ejected safely from the plane before it crashed but were rushed to the hospital in Bushehr. He didn't provide other details.

Another local official, Mohammad Hasan Shanbadi, said technical failure was the cause of the crash but did not elaborate. He said the plane crashed in the desert, close to an industrial center.

The Bushehr nuclear power plant -- Iran's first such facility -- is expected to start fueling up this weekend.

Iran purchased many US-made planes, including scores of McDonnell Douglas F-4 Phantom IIs before the 1979 Islamic Revolution and during the rule of the late pro-Western Shah Mohammad Reza Pahlavi.

#8  This smacks of Russian advisers. The Russians were always firm believers that shooting down a real aircraft was the best way to test an AA system.

So what they probably did was get their junkiest F-4 that could still fly, along with some drones, and told the pilot to steer *sort of* towards Bushehr, then to punch out as soon as they got missile lock on him.

This shows the Iranians that the system might work, and the crews what reality might look like. I wouldn't even be surprised if the Russians gave them a discount for the price of the used F-4.

#9  In the old Sha days, the US instructors took twice as long to train the Iraninans to fly F4's because the pilot trainees, at the first sign of trouble, instinctively would first try to point the plane towards mecca. This may have been one of those inshallah flight crews.

Hezbollah gives evidence to Lebanons judiciary
[Al Arabiya Latest] Hezbullies on Tuesday surrendered data allegedly implicating Israel in the murder of ex-premier Rafiq Hariri to the Lebanese government, which in turn gave it to a U.N. court probing the killing, a source said.

"Hezbullies official Wafiq Safa today gave Lebanese Prosecutor General Said Mirza the data requested by the prosecutor of the (U.N.-backed) Special Tribunal for Leb," the judicial source said.

"The data has been transferred to the Beirut office of tribunal prosecutor Daniel Bellemare," the source added.

Bellemare on Wednesday called on Lebanese authorities to submit all material related to the murder in the possession of Hezbullies chief Hassan Nasrallah, who claims his arch-foe Israel was behind the February 14, 2005 bombing that killed Hariri and 22 others.

Hezbullies chief Sayyed Hassan Nasrallah last week displayed two-hour presentation of what he said was Israeli surveillance footage of routes used by Hariri, saying this pointed to Israel carrying out the suicide kaboom which killed the former prime minister and 22 others.

The Office of the Prosecutor at the U.N. tribunal asked Lebanese authorities to provide all information in Nasrallah's possession, including the footage.

Nasrallah displayed the footage a few weeks after he was told the Special Tribunal for Leb may indict some of the group's members over the Hariri killing, an allegation he categorically rejects.

He has strongly criticized the U.N. tribunal and attacked it as an "Israeli project", raising fears of renewed potential conflict between the Iranian-backed hard boy group and the U.S.- and Saudi-backed Prime Minister Saad al-Hariri, Rafik's son.

Leb gives Paleostinians right to work
[Al Arabiya Latest] Lebanon's parliament adopted on Tuesday a law granting full employment rights to the roughly 400,000 Palestinian refugees living in the country, a high-ranking official said.

"Parliament approved a bill lifting former restrictions on employment for Palestinian refugees, who will now have the right to work in any field open to foreigners with benefits including social security from their own special fund," the official told AFP.

The U.N. agency for Palestinian refugees (UNRWA) estimates Lebanon houses 400,000 Palestinians.

Lebanese officials estimate no more than 300,000 refugees actually reside in the country as UNRWA does not strike off its lists those who emigrate.

The cash-strapped UNRWA has long urged Lebanon to help improve Palestinians' living conditions, but some Lebanese have accused the agency of trying to shift financial responsibility for the refugees on to Lebanon.

For decades, the fate of the refugees has been a thorny issue, dividing Christian and Muslim legislators in the 128-strong parliament, which is equally split between the two confessions.

Mainly Christian MPs argue that Lebanon's 12 destitute refugee camps should no longer be immune to state control.

By longstanding convention, the army does not enter the camps, leaving security inside in the hands of Palestinian factions.

Lebanon's Christians also fear that granting the refugees the right to own property, among other rights, would be a slippery slope to permanent settlement and giving the mainly Sunni Muslim Palestinians full-fledged citizenship.

The Lebanese constitution prohibits the naturalization of the refugees.

Palestinian officials have consistently said they refuse permanent resettlement in Lebanon.
