October 22, 2010: For the last two months, 12,000 NATO troops, and 7,000 Afghan soldiers and police have been swarming all over Kandahar province, systematically taking down Taliban bases, safe houses, headquarters and bomb workshops. This culminated on the recent air-land assault on the Horn of Panjwai (a hilly and heavily fortified Taliban base area, 30 kilometers long and 10 kilometers at its widest, shaped like a rhino horn). The Taliban have controlled this rural area for four years, but now admit they have been forced to abandon it. However, the Taliban also say they will return from their Pakistan sanctuaries when the foreign troops leave.

The successful offensive relied on several factors.
Pretty good roundup of what is happening and how it is working. Seems the Taliban are getting spanked.
I suspect they were followed home to their Pakistan sanctuaries, which aren't secure from UAV missiles. They may not be able from their Pakistan sanctuaries when the foreign troops leave... The spirit being willing but the flesh weak, that kind of thing.

Germany sends additional 650 forces to Afghanistan
(KUNA) -- The German defense ministry decided to send additional 650 soldiers to Afghanistan, a senior German office said Thursday.

The additional troops will be based on Kunduz and Mazar El-Sharif within the NATO-led International Stability Assistance Force (ISAF), General Eberhard Zorn, member of the German Command in Afghanistan, said in press remarks here.

The mission of these forces will be to protect citizens in both areas and rehabilitate the Afghan army, he said.

Germany has 4,900 forces in northern Afghanistan.

Mauritania sentences al-Qaeda men
[Al Jazeera] A court in Mauritania has sentenced three members of an al-Qaeda-linked group to death for their involvement in a 2008 attack in which a policeman was killed.

Khayi Ould Mohamed, the chief judge, issued the sentences late on Wednesday in the capital, Nouakchott.

The three men were from the group Ansar Allah, which is linked to al-Qaeda in the Islamic Maghreb (AQIM), the north African wing of the network.

Khadim Ould Semane, the self-proclaimed leader of Ansar Allah, was accused of playing a role in the death of a policeman during a shootout in the capital Nouakchott in 2008.

Two other members of the group, Sidi Ould Sidna and Marouf Ould Haiba, also were sentenced to death, though both previously had been sentenced to death in May for their roles in the killing of four Frenchies in 2007.

Jail sentences
Eight others were jugged for between two and 15 years for involvement in the policeman's murder. One of the defendants, a Tunisian and the only foreign national, was acquitted.

A total of 19 members of the group are standing trial.

While capital punishment is legal in Mauritania, the last time the country executed a convict was in 1984.

Mauritania is one of several West African nations where al Qaeda gunnies have attacked foreigners and local security forces and has joined in recent joint military operations in the region targeting the group fighters.

Al Qaeda's North African wing, al Qaeda in the Islamic Maghreb, grabbed credit last month for the kidnapping of five Frenchies in Niger.

The group is believed to have grown out of the Salafist movement in Algeria, and experts say it is now bringing in millions of dollars in ransoms in the vast and lawless Sahel region

Yemeni forces arrest five Paks
[Dawn] Yemeni security forces have jugged 10 people, among them five Paks, for spreading lunatic religious ideas in the outskirts of the capital Sanaa, Yemen's interior ministry said on Thursday.

The 10, whose ages ranged from 27 to 65, were spreading "extremist jihadi ideas" among the population of the Dilaa Hamdan area, the ministry said on its website.

The other five people jugged were Yemenis, it said. All 10 have been bound over for legal proceedings.

Mayhem in Juarez: Mexican Federal Agents Rescues 3, Bags 3 Bad Guys

Reports say the suspects ran a checkpoint on calle Aztecas an act which initiated the pursuit. Suspects aboard the SUV fired on the agents which prompted return fire.

A male passenger died in the SUV while the other two suspects were shot to death as they attempted to escape.

One of the suspects was identified as Alejandro Juarez Juarez, 26, a resident of El Paso, Texas.

One of the weapons seized was a G36 assault rifle, reportedly one of the weapons stolen in a Chihuahua state armory robbery August 9th. Also seized was a .357 Magnum handgun. Magazines and ammunition were also seized in the aftermath.

JAKARTA: Indonesia has admitted that its soldiers were behind the torture of a Papuan man depicted in a disturbing video that emerged this week.

The swift admission of culpability in the abuses, which involved the man being repeatedly poked with a fiery stick in his genitalia as he screamed in agony, was the result of a preliminary investigation, the Security Affairs Minister, Djoko Suyanto, said yesterday.

''Based on our preliminary report, we found that soldiers on the ground overreacted in handling those people who had been arrested,'' Mr Suyanto told reporters. ''What they did was unprofessional.''

The video, posted on the YouTube website but obtained independently and exclusively revealed on Monday by the Herald, sparked a storm of criticism abroad and in Indonesia.

It was taken by an Indonesian soldier, his hand steady as the abuses were carried out. Metadata from the video indicated that it was taken on May 30. The victims were speaking in the Papuan dialect of Lani, common in Puncak Jaya regency of Papua.

In the video, the man, since identified as Tunaliwor Kiwo, also has a gun pointed in his face and is told he will be shot, while another terrified Papuan man nearby, believed to be Telangga Gire, has a knife placed at his throat and is told it will be cut. ''All those responsible for what appears to be a horrific crime need to be brought to justice, and the public needs to see that justice is done,'' he said.

''It's hard to tell what's more shocking about the video - the horrific abuses depicted or the perpetrators' apparent confidence that their actions are acceptable.''

The scandal over the torture video comes after several months of disturbing reports trickling in from Puncak Jaya, an inaccessible Highland region of Papua where villages are scattered among soaring mountains of more than 4000 metres.

It is here, in the shadow of the world's only tropical glacier, that the most dogged of the rag-tag units of the Free Papua Movement.

They are poorly trained and equipped farmers in the main, but expert in using the terrain and hiding among a supportive local population, staging sporadic attacks on security posts, stealing weapons and, occasionally, shooting and killing soldiers and police.

In a security crackdown this year thousands of military and police have been dispatched to the area, and activists have been reporting a catalogue of human rights abuses, including the razing of entire villages, the arbitrary burning of churches, brutal interrogations and extrajudicial killings.

While the country's emergence as a vibrant democracy has led to a vast improvement in its human rights record, the video has rekindled concerns that old habits remain in the security services. It has also refocused attention on the running sore that is Papua, the resource-rich region with a distinctive Melanesian population who remain one of the country's poorest and retain separatist sentiment.

Papua has enjoyed ''special autonomy'' since 2001, with substantially increased funding from the central government at about $1 billion a year. A new body, the Papuan People's Council, or Majelis Rakyat Papua, was established, a quasi-legislature to represent the indigenous population.

But the funding has been squandered by corrupt officials and there has been little improvement in the welfare of indigenous Papuans.

Dr Yudhoyono has spoken of ''constructive communications'' with Papuans and an ''audit'' of special autonomy, and there is talk of the Vice-President, Boediono, leading a new push for peace in the province.

One thing is certain: the current strategy isn't working for anyone.

Canadian police deny Mabhouh arrest
[Al Jazeera] Canadian police have denied claims by Dubai's police chief that a suspect in the assassination of a Hamas, always the voice of sweet reason, leader killed in the emirate in January has been jugged in Canada.

Lieutenant General Dahi Khalfan Tamim said on Tuesday that the arrest of a person over the killing of Mahmoud al-Mabhouh was being covered up by Canadian officials.

Tamim told broadcaster Al-Arabiya that Canada was the location of the arrest. He had previously said only that the arrest was in a Western country.

The police chief also said that Canada had told Dubai, part of the United Arab Emirates (UAE), to keep the arrest secret.

Gilles Michaud, head of National Security Criminal Investigations of the Royal Canadian Mounted Police, told Canada's The National newspaper on Tuesday that he was unaware of any arrest related to the case.

Al-Mabhouh's assassination at a Dubai hotel on January 19 made headlines when Dubai police accused an Israeli hit squad posing as tourists for the killing.

At the time, Israel said of the claims that it maintains a "policy of ambiguity" on intelligence matters.

'Political storm'
Al Jizz's Dan Nolan, reporting from Dubai, said that the conflicting accounts of the arrest have intensified the increasingly troubled relationship between Canada and the emirate.

"These claims are actually the latest step in what is a political storm between the United Arab Emirates and Canada," said Nolan.

The relationship between the two countries soured over BlackBerry services, with the UAE threatening to suspend services for the Canadian-made device unless its maker, Research in Motion (RIM), complied with the country's telecom laws.

RIM signed a deal this week with the UAE to avoid suspension of services to its users, but tensions between Dubai and Canada have been building over other issues.

"The UAE has been negotiating with Canada to get more landing slots for Emirates airline and Etihad airline ... to allow those airlines to fly more frequently into Canada," said Nolan.

Canada granted the airlines only one additional flight per week.

"Soon after that, the UAE reacted by failing to renew a lease which allows the Canadian military to use a base here on Emerati soil as a staging point for their troops who are in Afghanistan," said Nolan.

Calling the tensions between the two countries "an escalating diplomatic and trade war," Nolan also said that a plane carrying Peter McKay, Canada's defence minister, was refused permission to land in the UAE last week.

Two killed in Kashmir gunbattle
[Dawn] Soldiers rubbed out two snuffies during a gunbattle on Thursday in a residential area of Srinagar, the main city in Indian-administered Kashmir, which has been under regular curfews for months.

Indian troops and counter-insurgency police surrounded a house where the snuffies were holed up early in the morning in the suburbs of the city.

"We have killed two snuffies who were hiding in two houses," Srinagar police chief Ashiq Hussain Bukhari told news hounds.

"The fighting has stopped but the search operation is still on in the area as we suspect the presence of third krazed killer."

At least 100 civilians trapped in the residential district were evacuated to safety during several hours of gunfire. Two coppers and a woman sustained injuries.

Forty Taliban-linked Afghans arrested in Pakistan
(KUNA) -- About forty Afghan nationals were jugged by Pak law-enforcement agencies for alleged links with Taliban, said sources.

The arrests were made in Southwestern Baluchistan province. The Law-Enforcement Agencies (LEA) sources told KUNA that acting on a tip-off, a joint team of police and LEA raided Kachlik area, located in the suburb of lovely provincial capital Quetta.

About forty Afghan nationals were jugged for their possible links with Talibs. Another police source said that the Afghan nationals were staying without proper travel documents and that they are accused to giving refuge to Talibs. Police said that the Afghans were being interrogated.

Five militants killed in landmine blast in Pakistan
(KUNA) -- At least five snuffies were killed and three others were maimed on Thursday in a landmine kaboom in Pak tribal agency, bordering Afghanistan, said sources.

The incident took place in Mandi area of Central Kurram tribal agency. Security sources told KUNA that a snuffies vehicle overran a landmine that killed five of them and maimed about three others.

Local tribal sources said that it was a roadside remote-controlled blast and targeted at a local krazed killer commander Hakim Khan. They said the kaboom killed commander Hakim Khan and four others. The incident took place amid reports of latest peace efforts by Talibans Haqqani network in the agency, where tribal and government authorities have also been striving to establish peace between various sectarian groups for past three years. It is pertinent to mention here that Haqqani network has been target of recently intensified US dronezaps in North Wazoo tribal agency. Kurram agency for its close proximity with Afghanistan is of vital strategic importance.

Military has been conducting operation in the area against local snuffies since February. Dozens of snuffies have been killed and jugged and their camps destroyed.

Security forces step up patrols in Karachi
[Dawn] Police and paramilitary units stepped up patrols on Thursday in parts of Pakistain's largest city of Karachi in an effort to quell politically motivated killings that have killed scores.

The teeming city of 16 million is the country's economic capital, home to its stock exchange and an Arabian Sea port where Nato supplies dock ready to be trucked overland to support the US-led war effort in Afghanistan.

The violence, which rival coalition partners blame on each other, has sent shockwaves through the weak central government ahead of strategic talks with the United States and as it battles to contain the fallout of massive floods.

Members of the Rangers paramilitary and police were patrolling Layari, a low-income southern neighbourhood and other sensitive areas where the violence has been concentrated, police said.

Much of the city shut down on Wednesday to protest against the killings but an AFP news hound said businesses and schools had re-opened despite another two killings overnight.

"Two more people were killed in shooting incidents overnight," Karachi police chief Fayyaz Leghari told AFP.

"Extra police and Rangers have been deployed in sensitive areas of the city to prevent further untoward incidents," Leghari said.

Waqar Mehdi, a special adviser to the Sindh chief minister, said more than 70 people had been killed in different parts of the city since Saturday.

"The corpse count has risen to 72 but situation is returning to normal," Mehdi told AFP.

Haqqani's two sons mediating in Kurram
[Dawn] The three-year fragile and ineffective efforts for peace between warring sectarian tribes in Kurram Agency, home of an intricately interconnected web of poverty, ignorance, and religious fanaticism have received an unexpected boost in the shape of the controversial Haqqani network which is now trying to play peace broker.

This has been confirmed by more than one source from among the key players involved in the peace processor.

The entry of the Haqqanis in the Kurram peace talks, which date back to 2007, has surprised many. After all, the network is usually mentioned in terms of its war theatre in Afghanistan and its base in North Wazoo. The US has been pressurising the government for months to dislodge the Haqqanis from North Wazoo.

Khalil and Ibrahim, sons of the network's founder Jalaluddin Haqqani, have reportedly been meeting tribal elders from the Kurram in Beautiful Downtown Peshawar and Islamabad to end the hostilities between the local tribes and bring peace to the area which has witnessed some of the worst clashes in its history over the past three years.

The last round of talks was held in Islamabad on Oct 10. "They first turned up at a meeting held in Peshawar in the first week of September," a tribal elder told Dawn.

This account is corroborated by another elder who adds that the two brothers were also present at the second meeting in the scenic provincial capital on Sept 16 and then at a subsequent one in Islamabad.

It is expected that elders and mediators will put their heads together in the next few days yet again to ensure sustainable peace in the area.

Although the ongoing spate of violence dates back to 2007 and the peace efforts to 2008, the Haqqanis have been in contact with the rival tribes since early last year.

In the early phase, Haqqani's senior 'commanders' negotiated with all the groups in Kurram on his behalf. But the talks remained inconclusive.

Now he has nominated his two younger sons which shows how important the region has become for the group.

However,

the people of the violence-wracked Kurram are apprehensive of the aims of the mediators.

Not only are they wary of those involved in fighting in Pakistain and Afghanistan, but also because they think that the involvement of the Haqqanis may not be possible without the tacit approval of the military which is reported to enjoy links with this group of Afghan jihad boys.

Rogue rebel group behind Philippine bus blast

A splinter group of Muslim terrorists separatists with ties to a prominent terrorist militant group in southeast Asia was behind a bus attack on Mindanao that killed 10. Philippine security forces said Thursday's bomb blast was aimed at sabotaging peace negotiations between Manila and the Moro Islamic Liberation Front (MILF).

Attacks by this splinter group - two officials were killed and a soldier wounded in an ambush also on Thursday - have added to concerns as talks with the new government have yet to restart. The government of President Benigno Aquino said it had wanted to resume talks with the MILF after the fasting month of Ramadan.

Philippine army intelligence officials said they thought an Islamist terrorist extremist group linked to the Jemaah Islamiah (JI) was behind Thursday's attacks.

"These rogue rebels, trained under Indonesian militants from Jemaah Islamiah to assemble crude bombs, are hoping to polarise the situation there," said one senior army intelligence official. "They are exploiting the uncertainty in the south due to delays in the peace talks, because most of the younger MILF field commanders are getting restless and impatient."

The police chief for western Mindanao said that the bomb used in the bus bombing - an 81 mm mortar triggered by a mobile phone - resembled devices used by Muslim rebels in similar bus attacks in 2008. "It's a signature bomb of rogue MILF rebels," Khu told reporters, saying investigators were still looking at all possible angles for the attack. "Terrorism is likely the motive."
NPR and NYC mayor Bloomberg rushed out a joint statement saying that it was too early for unbiased people like themselves to discount the possibility that the bombing was done by tax protesters under the wicked sway of Fox News.

Two gunned down in southern Thailand
A Muslim schoolteacher was among two people gunned down on Friday by terrorists suspected militants in southern Thailand.

The religious teacher was shot dead as he left a mosque in Pattani province after Friday prayers. 'He was shot twice and died instantly in front of the mosque,' said Police Lieutenant Pawee Munmuang.

An official of the local electrical authority was gunned down by two attackers in Pattani province on Friday morning.

The local district police chief, said that Sunet Thapthimthong was returning home from his office on his motorcycle and was followed by two men on another motorcycle. The passenger opened fire at him with an 11mm handgun, hitting him twice in the head.

Iran nabs Zahedan attack perpetrators
[Iran Press TV] Iran's security forces have jugged four perpetrators of a terrorist attack in the southeastern city of Zahedan in which 27 people were killed.

"These individuals played an influential role in transferring two bombers into the Sistan-Baluchestan Province from beyond borders, providing boom belts, explosives and also sheltering the bombers," Zahedan's Prosecutor General Mohammad Marzieh said on Thursday.

On July 15, two bombs were detonated in quick succession in front of the Zahedan Grand Mosque in Sistan-Baluchestan. At least 27 people lost their lives and more than 270 others were maimed in the blasts.

The perpetrators have confessed that the enemies' provocations to sow discord between Shias and Sunnis were important factors behind the attack, Marzieh was quoted by ISNA as saying.

It is widely believed that hard-line Wahabis and Salafis trained by the CIA in Pakistain were behind the bombings.

Iranian Interior Minister Mohammad Mostafa-Najjar announced in July that there is "concrete evidence which shows NATO and US forces in Pakistain and Afghanistan provide terrorist groups with equipment and weaponry as well as financial and intelligence support."

Lebanese Shiite Cleric Detained Incommunicado in Syria
[An Nahar] Amnesty International has urged Syrian authorities to release or charge a Lebanese Shiite holy man held incommunicado for more than three months after he was jugged while on his way to make the pilgrimage to Mecca.

It said Sheikh Hassan Mchaymech, a former Hizbullah member, was travelling by car to The Saudi Entity with his wife and mother, when he was jugged by Syrian Political Security on the Syrian side of the Jdeidet Yabous border crossing with Leb on 7 July.

Syrian authorities have not publicly given a reason for his arrest or revealed where he is being held or whether any charges have been brought against him, Amnesty said.

Syrian security services are well known for carrying out acts of torture and other ill-treatment.

"The Syrian authorities must immediately reveal the whereabouts of Hassan Mchaymech and either release him or charge him with a recognizable criminal offence," said Philip Luther, Deputy Director of Amnesty International's Middle East and North Africa Program.

"While he remains in detention, the authorities must take steps to ensure that he is not tortured or otherwise ill-treated, that he is allowed visits from his family and that he is granted access to a lawyer of his choosing."

According to Hassan Mchaymech's family, since his arrest the Lebanese Ministry of Foreign Affairs has written to Syrian authorities several times to request clarifications of the reason for his arrest. They are yet to receive any response to the requests.

Hassan Mchaymech's family has also published three appeals in Lebanese newspapers calling on Lebanese President Michel Suleiman, Prime Minister Saad Hariri and Speaker Nabih Knobby Berri, the Hizbullah sock puppet to pressure the authorities to reveal his fate.

The family met with representatives of the three officials addressed in the appeals, who told them that the Syrian authorities had not responded to their demands for information.

Hassan Mchaymech was a member of Hizbullah, which is supported by Syria and Iran, but left in 1998 following internal disagreements.

He then created and edited the monthly online magazine http://difaf.org, in which he wrote articles calling for tolerance of differences between religious sects in Leb and for the separation of religion and politics.

In August 2009, he co-founded, along with a group of other Lebanese Shiite religious figures, the Independent Scientists' Forum, an NGO calling for the respect of intellectual and religious diversity.

Political Security is one of several branches of the Syrian security forces, all of which regularly detain people on the slightest suspicion of opposition to the government.

In 2009, according to Amnesty, at least seven people were reported to have died as a result of abuses in custody in Syria. The authorities have taken no action to investigate these allegations.

It said "confessions" extracted under duress are systematically used as evidence in Syrian courts, and the defendants' claims that they have been tortured or otherwise ill-treated are almost never investigated.

Major, Sergeant Killed in Majdal Anjar Raid
Mustaqbal Condemns, Army Warns against Harboring Fugitives

[An Nahar] An army major and a sergeant were killed Thursday when their vehicle came under gunfire during an operation against an army deserter in eastern Leb, an army front man said.

"A major was martyred during a raid in the town of Majdal Anjar (in the Bekaa Valley) in an attempt to find a deserter who had sought refuge there," the front man told Agence France Presse, declining to disclose his name.

Information obtained by Naharnet, however, identified the dead officer as Maj. Abdo Jasser.

Sergeant Ziad al-Mayss was also killed in the operation.

An AFP correspondent said an exchange of gunfire was heard in the town around 10:00 am (0700 GMT).

The eastern Bekaa Valley has historically been known as a safe haven for runaways and gained particular notoriety during the 1975-1990 civil war as a fertile hashish-growing region run by tribes.

Three soldiers were killed in an ambush on an army patrol in the Bekaa in April when a prominent clan sought Dire Revenge™ for the killing of one of their members, a drug baron who refused to stop at an army checkpoint.

Later Thursday, the Army Command - Orientation Directorate issued a communiqué in which it said that "an army unit has started raiding the hideouts of those involved in the incident, in order to arrest them and refer them to the judicial authorities concerned."

The Army Command warned against harboring any of the runaways.

For its part, the Mustaqbal Movement, which has a strong political influence in Majdal Anjar, condemned "the despicable crime that led to the martyrdom of an officer and a sergeant," stressing that it "will not rest before the arrest of the perpetrators and bringing them to justice."

Mustaqbal stressed that "the army is the guarantee for the Lebanese and the safety of its members, officers and command is equivalent to the safety of the nation and all its citizens," adding that it "stands by the army in the face of all criminals and outlaws."

Army Beat Police Colonel, Arrest his Son
[An Nahar] Army troops beat up police Col. Hussein Saleh late Wednesday and jugged his son over traffic priority, media reports said.

They said a Lebanese army patrol that happened to be passing by when the colonel's son pulled his gun on a motorist over traffic priority jugged the young man.
The incident took place near al-Hayat hospital in Beirut's Gallery Semaan neighborhood.

The colonel arrived soon afterwards when he was informed of his son's arrest to solve the dispute. But an army captain on the scene ordered the arrest of all those on ground, including the police colonel. A quarrel developed into a fist fight that injured the colonel.

An-Nahar newspaper said the colonel was beaten up so badly that he had to be admitted to hospital.

Police chief Gen. Ashraf Rifi told An-Nahar that the army and police opened a joint investigation into the matter.

[An Nahar] Four women were maimed when a rocket smashed into a building in north Leb's main city of Tripoli, the army said. "A rocket hit the roof of a building in Jabal Mohsen, wounding four women," an army front man said, without elaborating.
"I can say no more!"
A security official told AFP that the rocket hit an apartment in the building.

The mostly Alawite neighborhood of Jabal Mohsen, along with Tripoli's predominantly Sunni Bab al-Tebbaneh quarter, has been hit by deadly sectarian violence and sporadic bombings in recent years.

Lebanese politicians have expressed concern that such rocket incidents may aggravate tensions in Leb, already running high over the U.N.-backed tribunal that is probing the 2005 liquidation of Lebanese ex-premier Rafik Hariri, amid unconfirmed reports the court will indict members of Hizbullah.

Hizbullah has warned such an eventuality will have repercussions in Leb.

Fighting erupted on August 24 between Hezbullies members and armed supporters of a Sunni faction also loyal to neighboring Syria. Three people died in those clashes.
