NDS Foils Attack against Afghan Vice-President
[Tolo News] Afghan National Directorate of Security (NDS) Wednesday said an beturbanned goon group plotting attack against first Vice President was nabbed.
Clearly the beturbanned goons were not Muslims because, as everyone knows, Muslims don't even so much as plot to kill other Muslims.
The group, consisted of five beturbanned goons, was planning to carry out a suicide kaboom to target first Vice President Marshal Mohammad Qasim Fahim, NDS's Spokesperson, Lutfullah Mashal, said.

The group holds ties with Haqqani network, an al-Qaeda linked network operating from Pakistain.

Haqqani network made up of Pak Taliban is blamed for majority of beturbanned goon attacks against government officials and foreign troops in Afghanistan.

Mashal said efforts to improve security will increase in 2011.

In the past one year Afghan national security forces have jugged 17 beturbanned goon groups and two other groups on charges of abduction, he said.

"The detainees were plotting a suicide kaboom to target the first VP Marshal Mohammad Qasim Fahim. They confessed they are members of Serajuddin Haqqani Network," he said.

"National Directorate of Security's aim is to bring peace to Afghanistan," he further said. "First we try to convince Orcs and similar vermin to join the grinding of the peace processor and if it does not work, we either detain or kill them."

Mr Mashal said NDS has taken new approaches to inflict some big blows on beturbanned goons. He expects notable achievements in counter-terrorism this year.

Algerian ship captured: no ransom demand
[Ennahar] The owner of the Algerian freighter captured Saturday in the Indian Ocean said Wednesday that no ransom demand has been transmitted to him by the pirates, whose nationality, he said, is still unknown.
Pomeranians? Antarcticans? Surely not Somali pirates?
"I do not know who will pay (a possible ransom) but I repeat that we have not received such a request," told AFP Nasseredine Mansouri, director of the owner of International Bulk Carriers (IBC).
"So, really, they may not want any money, right?"
According to IBC (joint venture with Saudi-majority), the Algerian flag bulk carrier "MV BLIDA" has 27 crew members, including 17 of Algerian nationality. The ship's captain and five crew members are Ukrainian and there are also Filipino sailors on board, a Jordanian and an Indonesian.

Mr. Mansouri said he was unable "to say with certainty that the pirates are Somali." He also sought to reassure the families of the crew, noting that "since the acts of piracy began in this area no crew members were killed or maimed."

Algerian Transport Minister Amar Tou has confirmed that there was no contact with the pirates on the sidelines of a parliamentary day on road safety in Blida, about fifty miles southwest of Algiers.

"We know where the ship is at any moment because we have the COSS system (a device for monitoring the safety and security of the ship) that allows us to locate the boat," said the minister who was quoted by the agency APS.

The boat was 150 miles southeast of the port of Salalah (Oman) and was heading to Dar es Salaam in Tanzania when it was attacked, according to the European naval force Atalanta in Brussels.

IBC (International Bulk Carriers), a subsidiary of CNAN Group established in 2007, is specializing in shipping homogeneous cargo.

Morocco: Terrorist network has ties to AQIM
[Ennahar] The 27 people jugged recently on suspicion of "terrorism" are part of a network "very dangerous" which has links with AQIM and with "groups based in Europe," said Wednesday the Moroccan Minister of Interior.

Among the 27 people jugged in southern Morocco, four have been "in Ahfir and Figuig", near the Moroccan-Algerian border, said the Moroccan Interior Minister Taib Cherkaoui, at a conference Press in Rabat.

Cherkaoui did not specify the identity of the accused and the date of their arrest, "to allow further investigation because other accomplices are not excluded."

"This network has links with Aqim (Al-Qaeda in Islamic Maghreb) and has relationships with terrorist groups based mainly in Europe," he said.

According to experts, AQIM fighters are based on the borders of Algeria, Mali and Mauritania.

"33 Kalashnikovs, three submachine guns, four rocket launchers and a large quantity of ammunitions were seized" during the operation near Amgala, 220 km from Laayoune, capital of Western Sahara, said the minister.

"This network intends to engage in bank robberies in Casablanca and Rabat to finance its terrorist activities," he said.

Morocco targets terror financing
[Maghrebia] Morocco is toughening its laws to prevent any connection between money laundering and terrorism.

A bill now under consideration by parliament also honours Morocco's adherence to international agreements, Justice Minister Mohamed Naciri said on December 29th.

To prevent the use of the national financial system for criminal purposes, the proposed legislation includes a new mechanism to monitor suspicious bank accounts. Banks will be required to show vigilance with regard to transactions conducted by or to people from countries considered high risk in terms of money laundering and terrorist financing.

The goal is to equip Morocco with a comprehensive law on organised crime, according to MP Mohamed Benabdessadek. There are already scattered provisions in various laws, but this initiative specifically targets financing of groups or individuals for the purpose of terrorist acts, he said.

The current Morocco money laundering law was adopted in 2007.a A team attached to the prime minister's office was created in 2009 to gather information on money laundering networks and identify individuals and organisations suspected of the offence and the covers that they use. The Counterterrorism Law was passed a few days after the deadly attacks of 16 May 2003 in Casablanca.

The bill was introduced last October as part of efforts to clean up public life as a whole by revising laws on money laundering to adapt to the new challenges of the fight against this crime, which has had a serious impact on the national economy, according to MP Omar Sentissi. He also said that this crime reached dangerous proportions and financed terrorist operations that threaten stability and public safety.

Sentissi called for the provisions of the law to be implemented in a manner consistent with human rights
... which are not the same thing as individual rights, mind you...
by guaranteeing suspects fair trials with no abuses of authority.

The first draft of the law states that the terrorism financing is an act "involving the gathering of property or funds, even if this is done in a lawful manner, with the intention of using them in an act of terrorism or in the knowledge that they will be used wholly or in part to this end by an individual or an organised group".

Morocco's legal arsenal needs to be in line with international regulations, according to political observer Mohamed Chemlali. In particular, he said co-operation over efforts to tackle organised crime has become an international necessity. He says that owing to Morocco's location within the Sahel region

"It is therefore necessary to boost not just the legislation, but also regional and international co-operation," he asserted.

Bouira bomb blast injures civilian
[Maghrebia] A bomb kaboom on Monday (January 3rd) seriously maimed a truck driver in Bouira province, Tout sur l'Algerie reported. Terrorists detonated the bomb as the truck carrying construction materials passed by on the Kadira road.

In related news, DGSN chief Major-General Abdelghani Hamel said that continuing efforts are being made to ensure full security coverage of the national territory, APS reported on Tuesday (January 3rd). Speaking during an inspection visit to Biskra on Monday, the national security chief said that 70% of Algeria had the desired security protection.

Alexandria Church Bombing Eye-Witness Describes Terrorist Suspect
[Asharq al-Aswat] An eye-witness to the Alexandria New Year's Day Church bombing who was hurt in the blast informed Asharq Al-Awsat that he saw the man he believes was responsible for the attack that killed 23 people and injured dozens more.
Eye-witness Edward Anton Gergis, who is 62-years old, told Asharq Al-Awsat that "I saw a man in his forties getting out of one of the cars, he put a cell phone to his ear, and spoke...and then he walked towards the pavement opposite the church; the kaboom took place immediately after this."

Gergis, who was struck by shrapnel in the blast and is today recuperating in hospital in east Alexandria, stressed that this man "did not have a beard...he was in his forties and of average height." He added "I believe he is the man responsible for the attack."

The initial reports following the attack on the Church of Saint Mark and Pope Peter in the Alexandria district of Sidi Bishr was that this kaboom was caused by a car boom, with a green Skoda which pulled up outside of the Church -- according to eyewitnesses- being responsible. However the Egyptian authorities later clarified that this kaboom was caused by a lone jacket wallah in the crowd outside of the Church, denying that this kaboom was caused by a car-bomb.

Asharq Al-Awsat spoke to the owner of the car in question, who said that it wasa miracle that he is alive. Alfred Farid, a Christian lawyer living in Alexandria who attended mass at the Church of Saint Mark and Pope Peter prior to the attack, and was waiting for his aunt -- who was still inside the church at the time of the kaboom -- said that he did not see who was responsible for this attack, however he must have been close to the car as it was propelled a number of meters forward by the force of the blast. Farid was not alone in this car, but was accompanied by his brother, and three cousins, who had also attended mass.

The Egyptian authorities impounded the car that they initially believed was linked to the bombing before it became clear that a jacket wallah was responsible for this attack. The authorities also interrogated al-Farid, before releasing him.

Farid told Asharq Al-Awsat that "I attended mass at the Church, and after I left I sat in my car with my brother Marcos Farid and our cousins Madonna, Regina, and Enji Munir; we were waiting for my Aunt Samiya Jibreel, who was speaking to one of the priests in the Church."

He said "we suddenly heard the sound of an kaboom that propelled the car from where it was parked, pushing it several meters forward, where it came to a stop in the middle of the street. We all suffered different injuries, and the car was destroyed, particularly the front."

Farid also confirmed that he did not see who was responsible for the attack, and he did not see anything suspicious before the kaboom. He told Asharq Al-Awsat "as a result of the kaboom, the car doors wee locked and we couldn't open them...but we finally managed to get out of the car via the windows...we ran into the church which had turned into what looked like a field hospital."

He added that while he suffered only minor injuries, although one of his cousins severely burned her hand, with everybody in the car being injured in some form. He told Asharq Al-Awsat that "when we entered the church, we found the injured and the bodies of victims everywhere, it was a horrifying scene, and we soon saw a large number of doctors rushing into the church to treat the maimed, including a Mohammedan doctor I know...everybody's goal was to save as many people as possible."

40 Additional Houthi Followers Released from Sa'ada Prisons
[Yemen Post] Yemeni authorities released at least 40 Houthi followers in connection with Houthi rebellion in Sa'ada province.

Houthi information bureau, Mohammed Abdul Salam said that at least 40 detainees were released on Wednesday from Al-Kahza jail, in Sa'ada province. He added that they are still waiting the remaining of detainees to be released in Al-Hodiaida, Haja, and Sana'a provinces.

According to the Qatari mediation between Yemeni government and Houthi rebels, 428 Houthi followers were released from Yemeni prisons in Sana'a and Sa'ada provinces three days ago.

In return, Houthis returned back all military vehicles seized during the war against the rebellion in Saada to the Qatari panel supervising the implementation of the ceasefire between the government and the group.

Paraguay to Extradite Hizbullah-Affiliated 'Terrorist' to US
[An Nahar] An appeals court in Paraguay ruled in favor of extraditing a Lebanese man wanted in the United States on charges linked to raising funds for Hizbullah.

Moussa Ali Hamdan, 38, was jugged in mid-June 2010 in a hotel in Ciudad del Este, the hub of the busy and often lawless tri-border area between Brazil, Argentina and Paraguay. The free-trade zone city of Ciudad del Este is home a large foreign-born population, including some 30,000 Arabs, mostly of Lebanese origin.

Foreign intelligence officials claim that Ciudad del Este harbors Islamist terrorist sleeper cells, an allegation the three countries deny.

In November 2009, a U.S. district court in the state of Pennsylvania indicted Hamdan on several charges related to money laundering, using counterfeit currency, passport forgery, and exporting stolen laptops, cell phones and cars.

The proceeds were to benefit Hizbullah, which Washington considers a terrorist group, according to the U.S. indictment.

Hamdan, who claims to have moved to Paraguay to work at an electronics store with a friend, told Paraguayan news hounds that Washington wants him "because I'm a Mohammedan."
They're rare enough that we gotta go to Paraguay to get some to oppress.
"If I had been a Christian, I would not have been jugged," he said.
Had you been a Christian, sir, you would not have been servicing Hizb'allah, and so would not have caught American eyes looking for terrorists. For want of a nail, and all that.
Tuesday's ruling confirms a lower court ruling in August authorizing the extradition.

Attackers kill 3 policemen in Kyrgyzstan
[Iran Press TV] Unknown assailants have killed three coppers who were carrying out identity checks in Kyrgyzstan's capital, Bishkek, a police front man says.

Police say the masked attackers rubbed out the coppers as they were checking documents of guests in a hotel in Bishkek on Tuesday.

Police have indentified the gunnies, saying they were also responsible for a kaboom in the capital that injured seven people last November.

Self Identified Moderate Muslim Threaten Death to Mourners of Salman Taseer
Reuters reports that the 500 Islamic Scholars of the Jamaat-e-Ahl-e-Sunnat, (who Reuters says is seen as a relatively moderate, with no scare quotes on the word 'moderate') school of Islam in Pakistan, think Salman Taseer should not be mourned and that those who mourn him in public should be killed.

Salman Taseer is the late Governor of the Punjab district and was a prominent advocate of reforming the blasphemy laws (used many times to kill non Muslims and minority sect Muslims in Pakistan for such things as not lowering their eyes when looking at a Muslim).

Jamaat-e-Ahl-e-Sunnat = Community of the Traditions [of Islam]

The assassin was a member of Taseer's security squad and after killing Taseer yelled: "In the service of the Prophet, death is acceptable."

Special branch had marked Qadri as risk for VVIP security
[Dawn] The Rawalpindi Special Branch had earlier marked Salman Taseer's assassin Mumtaz Hussain Qadri and 10 other security personnel as a risk for VVIP movement, DawnNews reported.
They din't do anything about it, but they feel like they're covered as long as they "marked" him.
'Marking' them for what -- special escort out of town afterwards?
Special Branch official Nasir Khan Durrani had marked the 11 security personnel a risk for VVIP security due to their leanings toward religious extremism.

Moreover, another three personnel of the Elite Force were jugged from Rawalpindi in connection with Taseer's liquidation.

Investigations were ongoing as to why Mumtaz Qadri was appointed for Taseer's security.

40 held over Taseer killing
(PTI) Pak Sherlocks today probed the possibility of a larger conspiracy behind the killing of Punjab Governor Salmaan Taseer by his bodyguard as they jugged over 40 people, including 36 coppers.

Lawyers shower roses for governor's killer
[Dawn] Lawyers showered the suspected killer of a prominent Pak governor with rose petals when he arrived at court Wednesday and an influential Mohammedan scholars group praised the murder of the outspoken opponent of laws that order death for those who insult Islam.

Mumtaz Qadri made his first appearance in an Islamabad court, where a judge remanded him in jug a day after he allegedly sprayed automatic gunfire at the back of Punjab province Gov. Salman Taseer while he was supposed to be protecting him as a bodyguard.

A rowdy crowd slapped him on the back and kissed his cheek as he was escorted inside. The lawyers who tossed handfuls of rose petals over him were not involved in the case.

As he left the court, a crowd of about 200 sympathizers chanted "death is acceptable for Muhammad's slave." The suspect stood at the back door of an armored police van with a flower necklace given to him by an admirer and repeatedly yelled "God is great."

More than 500 holy mans and scholars from the group Jamat Ahle Sunnat said no one should pray or express regret for the killing of the governor. The group representing Pakistain's majority Barelvi sect, which follows a brand of Islam considered moderate, also issued a veiled threat to other opponents of the blasphemy laws.
Because moderates issue veiled threats, unlike those parvenu radicals, who only veil their women. (And everyone else's women, when they can, but that's a separate issue.)
"The supporter is as equally guilty as one who committed blasphemy," the group warned in a statement, adding politicians, the media and others should learn "a lesson from the exemplary death."

Jamat leader Maulana Shah Turabul Haq Qadri paid "glorious tribute to the murderer ... for his courage, bravery and religious honor and integrity."

Mumtaz Qadri told interrogators Tuesday that he shot the liberal Taseer multiple times because of the politician's vocal opposition to the harsh blasphemy laws.

Police charge Mumtaz Qadri with Taseer's murder
[Dawn] Pak police on Wednesday charged a security guard with murder and terrorism over the killing of Punjab provincial governor Salman Taseer, lawyers said.

Mumtaz Hussain Qadri, who was part of Taseer's security detail, was presented before a magistrate in Islamabad and will appear in an anti-terrorism court on Thursday, lawyer Mohammad Ashraf Gujjar told AFP.

"Police have charged Qadri with murder, terrorism and violence," another lawyer, Farooq Sulehria said.

The funeral prayer, scheduled for 1 pm local time, was delayed by almost an hour as the imam of Lahore's Shahi Masjid and the holy man of the mosque at the Governor's House along with several others refused to lead it, sources said.

Thousands attend Taseer funeral
[The Nation (Nairobi)] Thousands of Paks braved tight security today to attend the funeral of Punjab governor Salman Taseer, following the country's most high-profile liquidation in three years.
More to the point, thousands braved the possibility of a "moderate" Barlevi shooter or a radical Deobandi jacket-wallah to stand witness for what Muslims so often are proclaimed to be.
The 66-year-old provincial governor of Punjab, one of the country's most outspoken voices against religious extremism, was rubbed out by a member of his own security detail outside an Islamabad cafe in broad daylight on Tuesday.

His killing horrified Pakistain's moderate elite and supporters of the ruling Pakistain People's Party (PPP), but was welcomed by members of the powerful religious right, sending shock waves through an already fragile government.

Prime Minister Yousuf Raza Gilani and several thousand PPP faithful attended funeral prayers at Governor's House at the Punjab seat of government in Lahore, which were delayed amid scenes of chaos as the crowd pushed each other.

His coffin, wrapped in the green and white national flag, was then flown the short distance by helicopter to a graveyard in the military cantonment in Lahore, where it was lowered into the ground by uniformed rescue workers.

The city shut down and authorities deployed security forces en masse to guard against possible unrest after dozens of PPP supporters erupted into the streets on Tuesday to protest against the killing. "Security is on high alert in Lahore and in the entire Punjab," Lahore commissioner Khusro Pervez told news hounds.

Gilani, who is facing a fight for political survival, was forced to appeal for calm on Tuesday, with memories fresh of widespread riots after the December 2007 liquidation of former PPP prime minister Benazir Bhutto.

"Our opponents want to weaken our party but we will continue our struggle for this country," party activist Mohammad Waqas told AFP at the funeral.

Investigations are now focused on whether the bearded police commando, who allegedly confessed to killing Taseer because of calls to reform blasphemy laws, acted alone or as part of a wider conspiracy.

According to the preliminary autopsy report, Taseer's body had 29 bullet wounds front and back, puncturing his vital organs. "We will investigate whether it was an individual act or there is some organisation behind it," Interior Minister Rehman Malik told news hounds. He named the assassin as Malik Mumtaz Hussain Qadri, a government-trained commando assigned to the governor on at least five or six previous occasions and whom police said was linked to non-violent religious group Dawat-e-Islami.

"We want to know who put his name on the duty list. We know he visited the police supervisor to get his name on the list," Mr Malik told news hounds. The supervisor and his deputy are among more than 10 people taken into custody for interrogation, officials said.

16 wanted men arrested in Ninewa
NINEWA / Aswat al-Iraq: 16 wanted men were arrested on Wednesday in two separate incidents in Ninewa, an army source said.

“A force from the 2nd division of the Iraqi army arrested on Wednesday 16 wanted men in al-Qayara district, south of Mosul and in al-Jamaa neighborhood, eastern Mosul,” the source told Aswat al-Iraq news agency.

“The force found a depot contains an explosive belt, guns and TNT as well as thermal bombs.” The source told Aswat al-Iraq news agency.

“The same force found also a factory for making bombs in al-Jaamaa neighborhood,” he added.

Malaysia steps up patrols amid rise in piracy
[Straits Times] AN OFFICIAL says authorities have stepped up patrols off the southern Malaysian coast following an increase in piracy.

First Adm Zulkifli Abu Bakar of the Malaysian Maritime Enforcement Agency says up to 10 men armed with knives and pistols have robbed crew aboard four ships off Johor state in the past week.

He said on Wednesday his agency has increased its patrols and will send helicopters to monitor the area because of the 'sudden increase' in robberies at sea. The pirates mostly stole valuables and cash in the pre-dawn attacks.

Mr Bakar says last year there were seven cases of sea robbery between January and November.

He says: 'We are stepping up our efforts to combat this robbery.' He says the pirates are suspected to be Indonesians.

[Straits Times] THE Philippine military says it has jugged a senior communist rebel commander

as a 19-day Christmas truce ended this week with both sides vowing to step up fighting.

Army chief Lieutenant General Arturo Ortiz says a regional leader of the rebel New People's Army was maimed when he tried to whip out his rod as special army troops backed by police jugged him in a village south of the capital.

Lt Gen Ortiz said Tirso Alcantara was transferred to a military hospital on Wednesday. He is facing 23 warrants for murder.

Despite the fighting, the rebels and the government earlier agreed to resume stalled peace talks in February on ending the 42-year insurgency.
