#4  That's why the writers of the Constitution deemed a small standing army to be preferred as it didn't permit the Executive to engage in 'adventures' without the funding. Though proportionately, the land forces today are about the size they were in 1940 in ratio to the total population. The Atlantic and Pacific no longer offer the geographical and logistical barrier they once did since the abandonment of the Monroe Doctrine and the load of international treaties and commitments. The defense establishment should match the Threat(tm). Unfortunately, everyone can't agree on how to define succinctly what that is because like all politics someone has a dog in a fight someplace, not to mention exaggerated portrayals of it they might be. Thus the American defense establishment gets sucked into things like this.

Again, and again, the military men have seen themselves hurled into war by ambitions, passions, and blunders of civilian governments, almost wholly uninformed as to the limits of their military potentials and almost recklessly indifferent to the military requirements of the wars they let loose. Aware that they may again be thrown by civilians into an unforeseen conflict, perhaps with a foe they have not envisaged, these realistic military men find themselves unable to do anything save demand all the men, guns, and supplies they can possibly wring from the civilians, in the hope that they may be prepared or half prepared for whatever may befall them. In so doing they inevitably find themselves associated with militaristic military men who demand all they can get merely for the sake of having it without reference to ends.

#7  I think the bottom line is that quietly, the Maghreb has had a large number of SOCOM forces playing footsie with the tribes for some time now. This to counter al-Qaeda trying to get a foothold there, which has been a major goal of theirs.

The tribes now know that any al-Qaeda they catch will be big money to them, and they can do what they want with them after, which is probably pretty hideous.

However, SOCOM gets bored easily, so an opportunity like Libya was not to be missed, and would make an excellent operational run for AFRICOM.

Libyan Rebels Free over 10,000 Prisoners But 50,000 Still Missing
[Tripoli Post] As Libya leans towards a democratic leadership after more than six months of battle to oust Libyan dictator Muammar Al Qadaffy

from power after a 42-year rule, the atrocities committed by the runaway leader keep on surfacing. The Libyan rebels said Sunday they have freed over 10,000 prisoners locked away by the regime nearly 50,000 others are still missing.

Rebels' front man Col. Ahmed Omar Bani said at a presser on Sunday that beside the thousands who have been freed since the rebel forces took control of the capital Tripoli, they estimated that over the past months, between 57,000 and 60,000, had been locked away by the Al Qadaffy regime.

Bani said that between 10,000 and 11,000 prisoners have been freed up until now, but, he asked, "Where are the others?" He went on to say that it would be " catastrophic" if these prisoners had already been killed after being locked away.

Expressing deep concern about their fate, he said "many people in Tripoli are now discovering mass graves around former detention centres and the prison in Abu Slim."

An apparent massacre site in Tripoli, and separately about 50 charred corpses were discovered in a warehouse south of the capital in the past few days, at Abu Slim a generally pro-Al Qadaffy neighbourhood, that has seen fierce fighting between rebels and Al Qadaffy loyalists.

Bani said: "We have names of individuals who know what happened with the prisoners in Tripoli and these individuals are currently being sought by our liberation forces. We invite anyone who has information on prisoners to come forward."

"It is high time those who claimed to have been too frightened to speak to come forward and testify about the crimes which were being committed, or they will be considered complicit in these crimes," he warned.

Meanwhile rebels closed in on Al Qadaffy's hometown of Sirte, which is still held by elements loyal to the former regime, after they rejected an apparent offer from the runaway to negotiate a transitional government.

Mustafa Abdul Jalil, the head of the Libyan National Transitional Council (NTC) on Saturday vowed fair trials for those having worked with Al Qadaffy, and said the reward for killing or capturing the fallen leader could be increased.

With the battle for Tripoli almost over, the rebels are scrambling to get the capital back on its feet, even though sporadic gunfire could still be heard overnight in the city.

On the battle front, the rebel forces were closing in on Al Qadaffy's hometown of Sirte, one of the last few areas still held by troops loyal to the toppled Libyan leader, from the west and east. Rebel leaders have vowed to take Sirte by force if their negotiations with the region's tribal leaders fail.

A rebel commander predicted it would take fighters about 10 days to take control of Sirte, which is the last major stronghold along the Mediterranean coast. The rebel troops have advanced to within 100 kilometres of Sirte from the east and are also approaching from Misrata in the west.

In another development, Bani said that Libya's gas pipeline to Europe had been repaired.

Qatar accords head of state welcome to Jalil
[Tripoli Post] Qatar has become the world's first country to accord astate welcome to the head of Libya's National Transitional Council (NTC), Mustafa Abdul Jalil.

On Sunday Jalil was given a guard of honour as part of a state reception that is normally given to visiting heads of state. As is customary, national anthems of the two countries were played and the new national flag of Libya was displayed along with the Qatari flag.

Forces loyal to the fallen dictator Muammar Al Qadaffy in his hometown of Sirte are reportedly urging people to fight or be killed by bloodthirsty attackers, complicating efforts to arrange a peaceful surrender of the city, opponents of the Libyan leader said on Monday.

[USA Today] The Algerian government has confirmed that Libyan leader Moammar Qadaffy's
...a proud Arab institution for 42 years...
wife and two of his sons have crossed the border into Algeria, Al Arabiya reports.

"The wife of Moammar Qadaffy, Sofia, his daughter Ayesha, and sons Hannibal and Mohammad, accompanied by their children, entered Algeria ... through the Algeria-Libyan border," the Foreign Ministry said in a statement published by APS news agency.
So they were the procession of fancy cars that didn't contain the dapper colonel himself? Good to know.
There was no indication as to the whereabouts of the Libyan leader.

Sofia is Qadaffy's second wife. Mohamamad is his eldest son and head of the Libyan Olympic Committe. Ayesha is a lawyer and former U.N. Goodwill Ambassador.

#3  TRIPOLI is the one-n-only impor City-Port in all of Libyuh, so anything that Uncle Muammar attempts to do will be directly or indirectly tied to the struggle to control or dominate same.

Nigeria youths kill several Muslims during prayers
JOS, Nigeria - Gangs of armed youths in the volatile Nigerian city of Jos attacked Mohammedans as they gathered to celebrate the last day of Ramadan on Monday, killing a number of them and burning their cars, witnesses and the military said.

The city, which lies between the country's mostly Mohammedan north and the predominantly Christian south, has been a flash point for ethnic and sectarian tensions between the two faiths.

Yemen fears Somali fighters are among increasing number of refugees arriving in Yemen
[Yemen Observer] Over 400 Somali fighters arrived in the coastal town of Shukra in the southern province of Abyan where fierce battles are going on between Al Qaeda operatives and between the government troops and loyal rustics, said local sources on Thursday.

The Somali fighters are believed to be from the Somali Al Shabaab group that previously promised to send fighters to help Al Qaeda in Yemen.

The U.N. refugee agency [UNHCR] says an increasing number of Somali refugees are now going to Yemen -- fleeing drought, famine and conflict. It says the numbers correspond to a decrease in the number arriving in Kenya and Ethiopia.

The deputy head of the Somali community in Yemen said it is very difficult for Al Shabaab to come to Yemen to fight with Al Qaeda, but he said it is not impossible.

"I think it is very difficult for armed Somalis to make it to Yemen, as the anti-piracy western forces are almost everywhere in the sea, "said Sadat Mohammed, the deputy head of the Somali community in Yemen.

"but because the Somali refugees flow to Yemen almost every day, so it is possible that a group of Somali fighters have already arrived disguised as refugees," said Mohammed.

The UNHCR says more than 3,700 refugees have reached the coast of Yemen so far in August, and more are expected in the coming months. The route is a historically migratory one that is heavily travelled from the Horn of Africa across the Gulf of Aden to Yemen and other countries.

"What we are witnessing in [recent] weeks is that the numbers continue to be significant within the context of the overall displacement of Somalis," said Andy Needham, the UNHCR public information officer for Somalia.

He said those who do make it across the Gulf are received by aid agencies already working in an unstable environment in Yemen.

"Our colleagues in Yemen as well as other countries in the region...have to deal with this influx of people coming on a regular basis as a result of the current famine displacements, explained Needham.

While Somalis endure banditry and a lack of food and water in walking from their home country in search of relief at refugee camps in Kenya and Ethiopia, the journey to Yemen is far more dangerous because they must cross the Gulf to get there.

"It's extremely dangerous. It is often fatal, sadly. People are loaded onto vastly overcrowded boats that are perhaps barely seaworthy. They make these absolutely treacherous and perilous journeys across the Gulf and many never make it to the other side, dying along the way."

Needham added, "They are cramped into every possible nook and cranny, even in the engine room. Sadly, we have come across many cases where people have simply suffocated from fume poisoning, as well as people drowning along the way."

Often those who offer to take people across the water are unscrupulous, said Needham. Many are smugglers and human traffickers who, for fear of being incarcerated, dump the passengers overboard.

"The vast majority are coming from Somalia and Ethiopia and cannot swim, so they drown." He said many mass graves are created along the beaches where the bodies have washed up.

The refugees trying to cross the Gulf of Aden are a mix of people, mostly young men and teenagers with their smaller siblings in tow, searching for a new and better life.

More Troops Dead In Continuous Battles In South Yemen  
[Yemen Post] Four troops were killed and a dozen others including a colonel injured when the battles between the army and suspected Al-Qaeda gunnies continued in south Yemen on Sunday, a military source said.

The casualties took place in Doufas district in Abyan's capital Zinjbar, the source said. Lately, Al-Qaeda has stepped up its attacks against forces amid reports the faceless myrmidons were trying to expand to other provinces.

Suicide attacks and ambushes targeted soldiers and rustics of those who joined the forces to fight the faceless myrmidons killing and injuring many of them.

In May, Al-Qaeda faceless myrmidons or Sharia supporters took over several city in Abyan including Zinjbar and declared the province as an Islamic emirate.

9 Jamaat men arrested
[Bangla Daily Star] Police placed in durance vile nine Jamaat leaders and activists from the city on charges of assaulting coppers and obstructing their duties during a reception to Rajshahi city unit Jamaat-e-Islami chief Ataur Rahman who was freed on bail last night.

The jugged Jamaat leaders include city unit Jamaat Nayeb-e-Amir Ali Ashraf, acting general secretary Abu Bakkar Siddiq and assistant secretary Siddiq Hossain.

Ataur was accused in a case for killing Rajshahi University student Faruk last year.

He walked out of the Rajshahi Central Jail around 8:00pm after his 19 months of imprisonment in connection with the killing on February 9, 2010.

Ataur obtained bail from a High Court bench on August 9 and the jail authorities freed him yesterday after they received the required documents, said jail officials.

Witnesses said police jugged the Jamaat men from near the residence of Ataur Rahman at Terokhadia at around 8:45pm.

Rajpara Police Station Officer-in-Charge Mokarram Hossain Khan said the Jamaat men brought out the reception procession ignoring police prohibition and assaulting the law enforcers.

IDF paramedics were attacked with a Molotov cocktail in the West Bank Monday overnight, the military said.

The paramedics' ambulance was responding to reports of a serious car accident near a Palestinian town. The Molotov cocktail did not cause any injuries or damage.

Gaza getting anti-aircraft arms from Libya
Instead, Israeli officials have detected an inflow of SA-7 anti-aircraft missiles and rocket-propelled grenades (RPGs), said one official, describing an overland supply route that opened up between eastern Libya — after it fell to the rebels — and the Gaza Strip via Egypt.

“We’ve been seeing more SA-7s and RPGs coming across,” said the official. “It’s not a major qualitative enhancement for them.”

Another Israeli official said “thousands” of the weapons had reached Gaza in recent months, but did not provide figures on how many had originated in Libya.

Egypt’s Sinai peninsula, which borders both Israel and Gaza, has long seen traffic in arms bound for Palestinians. The weapons come up through Sudan or arrive by ship over the Mediterranean.

State television reported in Cairo on Monday that Egyptian border guards had discovered “a large quantity” of weapons at the border with Libya, giving no more details. Egypt has stepped up efforts to impose order in Sinai, though Cairo’s authority has been weakened by the citizen revolt that forced President Hosni Mubarak from power.

Hamas, an Islamist group that governs Gaza, and smaller armed factions declined comment on the Israeli statements.

While the rebellion against Muammar Qaddafi has stirred concern abroad about the fate of Libya’s ageing chemical weapons stockpiles, Israel has no indication Hamas or other Palestinian factions have sought these, the officials said.

[An Nahar] Dozens of Syrian refugees, including one suffering gunshot wounds, poured into northern Leb on Monday, as shooting was heard and smoke billowed across the border.

"Some 12 families have crossed into Leb from the border town of Hitt," said Mohammed al-Khatib, a van driver who had been transferring the refugees from the crossing into the northern Lebanese areas of Akroum and Wadi Khaled.

Khatib told Agence La Belle France Presse the refugees had arrived in Leb via the illegal border crossing of al-Nsoub.

Akroum village residents told AFP they could hear gunshots coming from the Syrian side of the border and had seen black pillars of smoke rising.

A Lebanese security official said that 50-year-old Ali al-Ahmed, a Syrian refugee from Hitt, had been hospitalized on the Lebanese side on Monday with two gunshot wounds to his legs.

Thousands of Syrians have decamped into Leb in recent months, often using illegal border crossings, to flee the unrest gripping their country.

6 Dead, Dozens Hurt in Syria Raids on Dissidents
[An Nahar] Syrian security forces killed six people and maimed dozens on Monday in raids in the northwest and around the capital, as tanks rumbled into a village bordering Leb further south, rights groups said.

A child was among five people killed when troops and security forces opened fire during search operations in the Sarmin district of the northwest province of Idlib, the Syrian Observatory for Human Rights said.

One person died when part of his home was leveled as Syrian forces raked houses in Sarmin with heavy machine-gun fire, the head of the Britannia-based Observatory, Rami Abdul Rahman, said.

At least 60 people were also maimed in Sarmin and six houses were partly destroyed, he told Agence La Belle France Presse by telephone.

during an arrest operation, the Local Coordination Committees reported.

Around 10 trucks and armored vehicles entered Qara, said the group which organizes anti-regime protests and has cut-throats on the ground across Syria. It said some 40 people whose names were on a "wanted list" were jugged.

troops backed by tanks and personnel carriers early on Monday stormed the village of Heet, two kilometers from the border with Leb, south of the central city of Homs, Abdul Rahman said.

"There has been high intensity gunfire since 9:00 am (0600 GMT)," he told AFP, adding that at least five people were maimed and 13 were nabbed.

"The homes of activists wanted by the authorities were torched," he added.

Activists also reported six people killed by security forces on Sunday.

"It is troubling that he has not kept his word," Ban told news hounds.

"This is what he clearly told me when I had telephone talks with him," Ban said.

"Many world leaders have been speaking to him to halt immediately military operations, killing his own people. He should do that."

League foreign ministers also called in a statement for respecting "the right of the Syrian people to live in security and of their legitimate aspirations for political and social reforms."

Syria rejected the calls, and in a diplomatic note seen by AFP said the declaration was issued "despite the meeting having closed with an agreement that no statement would be published or statement made to the press."

Damascus would act as if it had never been published and considered that the Arab League statement contained "unacceptable and biased language."

Turkish President Abdullah Gul, quoted by Anatolia news agency on Sunday, said "we lost our confidence" in the Syrian regime. "Today in the world there is no place for authoritarian administrations."

Austria calls for Al-Assad to step down
(KUNA) -- Austrian Foreign Minister Michael Spindelegger welcomed the formation of an international committee to investigate the Syrian regime's practices against opposition demonstrators.

In light of its Human Rights Council membership, Austria has assisted in cooperation with countries of the European Union

The formation of an independent committee of legal experts to investigate alleged crimes against humanity in Syria will pave the way for the issue to reach the International Criminal Court

Turkey suspends dialogue with Syria- sources
Asharq Al-Awsat- Turkish diplomatic sources have told Asharq Al-Awsat that Ankara has suspended all forms of dialogue with Damascus

Tenir adds that if the Syrian regime does not respond, Turkey may lose its "diplomatic intervention" card and Ankara does not seem prepared to do that, particularly since it is not happy with the situation of the Syrian opposition and it has "certain observations" about the growing internal agitation in Syria. The Syrian opposition is not united and is still unable to provide a convincing alternative to the regime. Tenir added that Turkey has indeed passed the point of no return in its relationship with the Syrian regime. It has realized that it cannot continue to tell the regime "stop the killing" because it may retort "mind your own business". Tenir points out that "There is no alternative. The Syrian opposition should work to fill the streets with people that would lead to more international support and more rifts within the regime". Ersat Hurmuzlu, the Turkish president's senior adviser, asserts: "The people, regime, and opposition in Syria should understand that Ankara does not have any hidden agendas on Syria. My country supports the Syrian people in all its demands. Some statements being made by Syrian or non-Syrian observers of Syrian affairs do not reflect Turkey's true position". Hormuzlu goes on to say: "I wish the Syrian nationalist forces (the opposition) would unify its ranks and stand firm before the world and before Syrian public opinion. The future is up to the Syrian people. They should unite their national forces because the current situation of the opposition harms it and benefits the regime". The source said that the situation in Syria is "critical and dangerous. There are many scenarios and we are taking into account the best and worst scenarios".
