Insurgents Kill Two Rebel Chiefs in Sudan's Darfur
[An Nahar] Two Darfur rebel chiefs who signed an accord with the Sudanese government have been killed in an bad boy attack near the strife-torn region's border with Chad, the foreign ministry said on Monday.

"The forces of the Revolutionary Front carried out an odious terrorist operation on Sunday, murdering in cold blood the two leaders Mohammed Bashar and Arko Dahiya" who "were on a peaceful mission in the Yamna region on the border with Chad," it said in a statement.

"Their convoy was attacked by the rebel forces of Gibril Ibrahim -- head of the Justice and Equality Movement (JEM) -- who liquidated the two leaders," it added while denouncing the attack as an act of "terrorism".

For its part the JEM, which did not mention the deaths of the rebel leaders, accused the "dissidents who signed a peace agreement with the government" of attacking its members in areas under its control in North Darfur.

"After the battle, all their vehicles, which were full of weapons and ammunition... were seized," the movement said in a statement, charging that the "militia came with the support of Chad".

Bashar's faction signed a peace deal with Khartoum in April, becoming only the second group to join a 2011 pact agreed between the government and the Liberation and Justice Movement, an alliance of rebel splinter factions.

Mission in Darfur condemned Sunday's killings "in the strongest possible terms".

UNAMID's Joint Special Representative Mohamed Ibn Chambas said Bashar's faction had "clearly stated its preference for a peaceful resolution to the conflict in Darfur when it joined the Doha Document for Peace in Darfur on 6 April in Doha".

Chambas urged all sides in the fighting in Darfur "to cease hostilities, respect international humanitarian law and engage fully in the peaceful settlement of the conflict".

Ports Authority building attacked
[Libya Herald] The office of the Ports Authority was is hit by two RPG missiles early this morning. No one was hurt but the front of the glass-covered building in Janzour was damaged as was one of the offices.

The incident happened at around 7.30 am before staff had arrived. The reasons for the attack are unknown. One member of staff told the Libya Herald that he thought that smugglers could have been behind it.

Diesel and petrol were being smuggled by boat to Malta, mainly from Zuara, but last month the authorities clamped down on it.

However,

another member claimed that the attack was the result of a grudge by a former security guard. The assailant was a member of a brigade that had privided security but had then been replaced by another unit, he said.

15 Dead as Deadly Car Bombing Hits Benghazi

Dozens of people, many of them youths, rushed to the scene of the attack, some even volunteering to gather body parts and place them in clear plastic bags, AFP journalists reported.

Witnesses said children were among the casualties, but it was not immediately clear if they were dead or maimed.

The bombing wrecked cars and left debris scattered on the ground.

The deputy interior minister said the blast "totally destroyed a restaurant" and damaged buildings near the hospital.

A security official said the blast destroyed the hospital's car park.

A witness told AFP he heard a "very loud kaboom".

Justice Minister Salah al-Mirghani denounced a "terrorist act" and vowed the authorities would "do everything possible to arrest the criminals".

Mirghani also urged "unity" among Libyans as commentators noted the bombing was the first to target civilians in Libya since the 2011 uprising that toppled Qadaffy's regime and to take place in broad daylight.

Libya Congress cancels session over bomb blast
[Libya Herald] Interior Minister Ashour Shuwail has been sent by the Prime Minister to Benghazi this evening to head the investigation into the boom-mobile outside the city's Al-Jalaa hospital which, according to officials, killed three people. He is accompanied by a number of other ministers.

Locals put the figure at between 13 and 17, with 20 injured.

The head of the General National Congress, Mohamed Magarief, meanwhile announced that tomorrow's session is suspended to enable members representing Benghazi and others to attend the funeral.

The kaboom was described by Ali Zeidan as a "criminal act" aimed at destabilising Libya at a time when the political situation was fragile. He called on Libyans to stand united alongside the government and Congress to overcome the challenges.

Hundreds of angry Benghazi people demonstrated this evening, condemning the blast as a terrorist attack aimed at destroying security and life in the city.

Nigeria Court Convicts Iranian of Illegal Arms Shipment
[An Nahar] A Nigerian court on Monday sentenced an alleged member of the Iranian Revolutionary Guard and his Nigerian accomplice to five years in jail each over an illegal arms shipment.

in 2010 when authorities at a Lagos port discovered 13 containers of weapons that had been declared as construction materials.

The case attracted wide international attention, in part because it raised questions over whether Iran had violated United Nations

sanctions on weapons sales.

West African governments also warned that Iran may have been seeking to send weapons to rebel groups in the region.

"I now pronounce them guilty as charged," said Federal High Court Judge Okechukwu Okeke, convicting the two on four of five criminal counts.

While the crimes in question carried a potential life sentence, the judge said he was swayed by a plea for leniency from the defense and by the conduct of the pair while in detention.

"In sentencing the accused I have taken into consideration the plea for mercy by the defense team, but the law has to take its course," Okeke said.

The sentence will be counted retroactively from February 2011, when their trial began, meaning the men will walk free in under three years.

Aghajani has denied having links with Iran's powerful Revolutionary Guard, insisting he was a private businessman conducting a legitimate transaction.

The defense argued that the weapons were just passing through Nigeria and were ultimately headed to the tiny nation of Gambia

Addressing the court before his sentence was read out, the Iranian described his time in Nigerian jails as "agony."

"It has been a very sad experience for me for three years," he said.

Judge Okeke denied a request by Aghajani's lawyer for the sentence to be served in Iran.

Jega claimed he was told the cargo contained construction materials and said he was hired by the Iranian as a middle-man to help clear the shipment through the Nigerian port.

Yemen foils al-Qaeda plot in Aden
[Yemen Post] The Yemeni authorities confirmed on Sunday its security services successfully managed to foil a bomb plot hatched by al-Qaeda forces of Evil in the southern seaport city of Aden.

Acting on a tip, Aden security services stormed a house in the popular district of al-Mansoura, an area well-known for being a stronghold of the Harak (Southern Secessionist Movement) early on Sunday morning.

"An al-Qaeda terrorist cell planning to carry out terror attacks and suicide operations was discovered in a building in Aden," Xinhua quoted a source as saying. "An al-Qaeda jacket wallah was killed and an explosive-packed car was seized during the operation."

Officials confirmed that the bomb was safely disarmed on site and therefore posed no threat to the population.

The discovery of yet another terror cell in Aden comes only two days after Ansar al-Sharia

President Abdo Rabbo Mansour Hadi also warned last week he feared al-Qaeda was once again gathering its strength, slowly eating away at the structure of the state by targeting its security services to spread instability and create a sense of lawlessness and insecurity throughout.

Security experts also warned against a possible radicalization of other dissident groups in Yemen, namely the Houthis (Shiite rebel group) in the north and al-Harak in the south (Southern Secessionist Movement) which could play in favor of al-Qaeda, either through a tactical alliance or simply through causality.

If Yemen central government was to face a dual rebellion, al-Qaeda would then be once again able to go to the offensive, knowing Yemen military would be stretched to its limits.

Yusuf, known as the founder of the infamous Razakar force that collaborated with the Mighty Pak Army in killing three million Bangalees during the Liberation War in 1971, is facing 15 war-crime charges.

A team of Rapid Action Battalion (Rab) picked up Yusuf, 84, from his residence in the capital's Dhanmondi area on Sunday.

About an hour later, the elite force held the Jamaat leader from his home.

The tribunal heard his bail petition yesterday, and fixed today for passing an order on whether he would be granted bail.

Mexican Marines smoke 7 bad guys in Zacatecas

A total of 13 individuals were killed in ongoing drug and gang related violence in Zacatecas state including seven armed suspects shot to death in an armed encounter with Mexican Naval Infantry, according to Mexican news accounts.

A news report which appeared in the online edition of El Sol de Zacatecas news daily said that the gunfight took place in Sain Alto municipality.

The report said that the Mexican Marine road patrol encountered armed suspects on a road which connects the village of El Cazadero at around 0600 hrs Saturday. Marines also seized a Chevrolet Silverado pickup truck at the scene, which indicates that other vehicles may have been involved in the shootout, but which escaped.

Among the dead, all in their 20s, was reportedly a female.

Sain Alto sits astride Mexico Federal Highway 45 in western Zacatecas on one of the most dangerous stretches of road in Mexico. Highway 45 connects Fresnillo with Durango in Durango state.

One example is of one unidentified man found tortured to death in Trancoso municipality Sunday.

According to a separate report in El Sol de Zacatecas the victim was found on Highway 45 with two severed limbs. The report said the victim was mutilated with a saw while still alive .

A note was left at the scene signed by Cartel del Norte, which is reportedly affiliated with Los Zetas. The contents of the message was not disclosed in the news account,

In other news, four unidentified individuals were found murdered in Fresnillo municipality a week ago, according to Mexican news reports.

A news account which appeared on the website of El Sol de Zacatacas said that the four victims were found in a hidden grave in the mountain community of Purisima del Maguey in an area called San Bajio.

The victims were found in an advanced state of decomposition, but the report said that three of the victims were males and one was female. The victim had been killed at least three weeks before their discovery.

The report notes that the four were killed in a settling of accounts between armed criminal gangs, and that the area where the dead were found is known as a graveyard for such murders.

The report does not specify which group or cartel may have been involved. Los Zetas, the Sinaloa and Gulf cartels are known to operate in Zacatecas state, and several gunfights between local criminal gangs have been reported in Fresnillo in recent weeks.

Fresnillo has been the focus of security incidents in the last ten days.

In one example, an unidentified man in his 60s was shot to death May 8th in Guadalupe municipality which is directly adjacent to Fresnillo.

The victim was found shot to death on calle Sicomoro in Arboledas colony.

Also, a Mexican Army unit with the 97 Infantry Battalion took over the headquarters of the Fresnillo municipal police corporation Monday in a surprise weapons inspection.

The action began at around 0700 hrs and lasted until 1200 hrs when the military unit left. No one was reported detained nor were any weapons reported seized.

The Mexican Army is charged by law with the enforcement of the Mexican federal Firearms and Explosives Act, and has in the past disarmed whole police departments when irregularities were found.

The best example was late last winter when the traffic division of Gomez Palacio, Coahuila municipal police were disarmed, and then later detained.

As with every other state, Zacatecas is under pressure by the federal government to provide trained police officers which have passed confidence tests in anticipation of the creation of a new police agency dubbed Policia Gendarmaria. The head of the federal Secretaria de Gobierno (SEGOB) or interior ministry, Miguel Osorio Chong has decreed that every police agent, state and municipal must be certified by November 1st, 2013, or face losing their jobs.

Every municipal and state police agency in Mexico is heavily funded by the federal government, municipalities with passthrough funds. Municipal president are severely constrained by Mexican law as to how much money they can raise through taxes, fines and fees, and how much can be spent on security operations.

Mexican state governors are also expected now to take a greater hand in coordinating security operations between states. Reports can be found in Mexican press about security meetings being held amongst the governors of states in five separate regions. Those meeting often include representative from the Mexican Army, Mexican Navy and national police agencies within SEGOB.

Zacatecas state has been coordinating with other states in its region including Aguascalientes and Jalisco states.

Islamist warlord goes on trial in North Caucasus
A former police officer who switched sides and joined with North Caucasus terrorists militants to become one of their leaders went on trial in Rostov-on-Don on Monday.

Ali Taziyev, also known by his alias Magas, is accused of setting up an armed militant group, illegal arms trafficking, terrorism, inciting rebellion and the attempted murder of a law enforcement officer. Charges against him include 24 counts of terrorism as well.

The trial, which will feature evidence from more than 600 victims and over 400 eyewitnesses, started amid tough security measures at the military court on Monday. Taziyev, who became one of the top leaders of the Imarat Kavkaz terrorist militant group and second in command in that organization after terrorist leader Doku Umarov, pleaded not guilty to almost all of the charges.

He said, "I plead guilty to [charges under Article] 208 [setting up an illegal armed group] and to [Article] 222 [illegal possession of arms]. I plead not guilty to the rest of the charges. I haven't done any of that, and I gave no such orders."
"The very idea!"
When Taziyev was arrest in North Ossetia in June 2010, FSB director Alexander Bortnikov described him as a "leader of the criminal underground," responsible for hundreds of deaths in Ingushetia, including an attack by terrorists militants on police and government offices in Nazran in 2004 that left 79 people dead.

Among other crimes he is suspected of the bombing of a bus in the town of Nevinnomyssk in December 2007, the bombing of a police station in the Nazran district of Ingushetia in August 2009, and an attempt to assassinate Ingush President Yunus-Bek Yevkurov in June 2009.

Prosecutors believe that Taziyev joined regional terrorists militants on his own initiative in 1999 after being kidnapped by Chechen gunmen in fall of 1998. Previously, he was a sergeant at the Ingush police's Extradepartmental Protection department, providing private security services on a contractual basis.

The clash occurred between Mr Imran and his supporters belonging to ANP candidate Ameer Haider Hoti, and Asad Kashmiri and his lover companions supporting PML-N's Khawaja Mohammad Hoti.

The police identified the other victim as Zulfiqar of Asad Kashmire group. The infuriated relatives of deceased Zulfiqar set fire to home, hujra and vehicles of Mr Imran.
Mr Ajmeer, a relative of the dear departed, registered FIR against Imran.

On the other hand, Tahir, brother of the alleged killer, Imran, also reported to the police that Asad Kashmiri, Bakhtzada, Mushtaq and Arshid had set fire to their home, hujra and vehicles causing damages to the tune of millions of rupees. The police launched efforts to arrest the accused.

Political administration clamped curfew in Parachinar, and Levies and paramilitary forces were patrolling streets, residents said. An official said situation was under control and all outsiders had been expelled from the town.

According to reports, trouble started when supporters of independent candidate from NA-37 Air Martial (retd) Syed Qaiser Hussain refused to accept results announced by the district returning officer in the wee hours of Sunday.

In the initial official results former MNA Sajid Hussain Turi was declared the winner and Syed Qaiser Hussain was the runner-up. Supporters of Mr Qaiser alleged polls had been rigged and refused to accept the result.

Commies seize seven traffic cops in Mindanao
New People's Army militants have detained 7 traffic management policemen in Davao City in the southern Philippines. They were nabbed in Paquibato district, a known stronghold of communist insurgents.

Spokesman Simon Santiago said the captives were escorting a village official bringing money to a politician to buy votes in Monday's elections. He said four village leaders also gave the NPA envelopes containing money allegedly given by Congresswoman Mylene Garcia to buy votes.

The allegations could not be immediately confirmed, but militants have previously warned politicians against campaigning in so-called guerrilla zones.

Two Soldiers Stabbed in Sidon Clash with Asir Supporters
[An Nahar] Two army troops were lightly maimed in a clash with supporters of Islamist holy man Sheikh Ahmed al-Asir in Sidon on Monday, according to media reports.
