MoD Institutes Efficency Plan to Cut Ammunition Costs
A British sniper in Afghanistan killed six turbans with a single bullet after hitting the trigger switch of a jacket wallah whose device then went kaboom!, The Telegraph has learnt.

The 20-year-old marksman, a Lance Corporal in the Coldstream Guards, hit his target from 930 yards (850 metres) away, killing the suicide bomber and five others around him caught in the blast.

The incident in Kakaran in southern Afghanistan happened in December but has only now been disclosed as Britannia moves towards the withdrawal of all combat soldiers by the end of the year.

Lt Col Richard Slack, commanding officer of 9/12 Royal Lancers, said the unnamed sharpshooter prevented a major attack by the Taliban, as a second boom jacket packed with 20kg (44lbs) of explosives was found nearby.

The same sniper, with his first shot on the tour of duty, killed a Taliban machine-gunner from 1,465 yards (1,340m).

Battle in Hiiraan
According to news reports from near Tiyeeglow in the Bakool region, there have been violent confrontations today in the town.

The battle was initiated when Al-Shabaab insurgents attacked an African Union convoy of the Ethiopian contingent and Somali National Army when they were passing 5km of the Tiyeeglow district. Locals report to Shabelle that the confrontations were going on for at least a few hours and that around 6 terrorist insurgents and many more were injured.

Furthermore lieutenant Abdullahi Mohamed Ugaas the chief of the search operations going on in Bakool region said that more of Al-Shabaab's fighters were killed than the Somali National Army or African Union troops.

Bomb explodes on man assembling it in Nairobi
NAIROBI: A Kenyan police official says a man died after an explosive device he was assembling exploded in a residential area in the capital.

Barasa Wabomba, the police chief of the Starehe area in Nairobi, said Sunday police are looking for three other men who were seen on fire running out of the apartment after the blast in the three-story Pangani building.

The blast rocked the building causing cracks in the walls and shattering the windows. Wabomba could not immediately say who was responsible though he said initial suspicion fell on Shaboobs sympathisers of Somali Islamic extremists.

33 Islamists Jailed for 6 Years over Egypt Protests
[AnNahar] An Egypt court on Monday sentenced 33 supporters of ousted president Mohammed Morsi
...the former president of Egypt. A proponent of the One Man, One Vote, One Time principle, Morsi won election after the deposal of Hosni Mubarak and jumped to the conclusion it was his turn to be dictator...
to six-year jail terms each for committing acts of violence during an unauthorized protest, judicial sources said.

The accused, deemed by the court to be members of Morsi's Moslem Brüderbund, were found guilty of violent acts during festivities between Islamist demonstrators and opponents of Morsi in the Mediterranean city of Alexandria last December, the sources said.

Morsi, Egypt's first elected and civilian president, was ousted by the army last July. His supporters steadfastly demand his reinstatement and stage regular protests, which often turn violent.

A misdemeanor court in Alexandria found the defendants guilty of assaulting members of security forces, carrying out acts of violence, belonging to an outlawed organization and taking part in an unauthorized protest, the sources said.

The military-installed authorities in November passed a law banning all but police-sanctioned protests.

Since then, hundreds of Islamist protesters have been locked away
Into the paddy wagon wit' yez!
for breaking the law, as have several youth activists who spearheaded the 2011 uprising that toppled strongman Hosni Mubarak
...The former President-for-Life of Egypt, dumped by popular demand in early 2011...
and who also supported Morsi's ouster.

The court also ordered the defendants to pay a fine of 50,000 Egyptian pounds (around 5,200 euros/$7,173) each, the sources said. The verdict can be appealed.

The military-installed authorities in December declared the Moslem Brüderbund to be a "terrorist" organization.

A crackdown on Morsi's supporters has left more than 1,400 people killed, rights group Amnesia Amnesty International says. Thousands more have been locked away

, including the Brotherhood's top leadership.

Nairobi Blast Kills at Least Five
[AnNahar] A blast in Eastleigh, the main Somali district of the Kenyan capital Nairobi, killed at least five people Monday, an official at the national disaster operations center said.

"Police are securing the area for emergency response services," the official said. Eastleigh has in recent years been the scene of several kabooms usually attributed by the police to Islamist Death Eaters.

"We suspect it is a grenade," a police officer at the scene told Agence La Belle France Presse. People at the scene said the explosive appeared to have been hurled at a bus stop and an adjacent food stall as people made their way home for the evening.

The attack comes a week after six people died when assailants burst into a church in Likoni district close to the port city of Mombasa and opened fire on worshipers.

The latest attacks come amid heightened warnings of a threat of Islamist violence in Kenya and despite boosted security in major cities.

Kenya has been hit by a series of attacks since sending troops into southern Somalia in October 2011 to battle al-Qaeda-linked Shabaab krazed killers.

Matamoros mayor warns about "grave risks"' in her city

By Chris Covert
Rantburg.com

The mayor of the northern Mexican border city of Matamoros is warning residents about extreme risks associated with traveling in the city, according to Mexican news reports.

Leticia Salazar took to Twitter Monday afternoon to warn her constituents about risks from road blocks and presumably shootings in the city. According to a news account which appeared in the online edition of Milenio news daily, four photographs taken Monday afternoon and posted to Twitter showed two roadblocks and students inside a classroom ducking to the floor, presumably to avoid gun fire.

A check of Twitter showed very little in the way of information about the elevated risk in Matamoros, mosly reactions to SeĂąora Salazar's warnings. Two events in the last three days may have been a factor in designating elevated risk.

Friday a hand grenade was detonated in Ciudad Victoria, state capital of Tamaulipas, which did some damage to a metal overhead door at the residence of the father of Alejandro Etienne, mayor of Ciudad Victoria. Later a painted banner, colloquially known as a narcomanta or narcopinta said to be from a local Los Zetas commander in the city appeared, appeared as a warning to the government.

Another incident took place in Brownsville, Texas, directly across the border from Matamoros on Monday when a young woman identified in a ValleyCentral.com English language report as Dayna Velasquez, 21, was allegedly caught with 12 kilograms of cocaine in the vehicle she was driving.

A news account which appeared in the online edition of El Diario de Chihuahua news daily said that a shootout began at noon in San Carlos colony and the spread to other sectors of the city including on Avenida Pedro Cardenas. No reports have emerged as to casualties, which is not unusual in shootouts in Tamaulipas border cities.

Starting in 2010, some of the worse intergang fighting between the Los Zetas cartel and their bitterest rivals, the Gulf Cartel took place in Matamoros, Nuevo Laredo and in Reynosa as shooters fought openly against one another, the fighting of which often produced roadblocks. Much of the violence at the time went unreported because, reportedly local press were under death threats from local drug gangs not to publish news about the activities.

During those years local Twitter users as well as local government officials used Twitter to report gunfights and shootings and shootouts.

With the election of president Enrique Pena Nieto almost two years ago, the government got into the news spiking business by stopping the practice of reporting on individual incidents and compiling series of incidents into one, thereby reducing -- and improving -- crime statistics. According to Tijuana, Baja California based Zetas magazine, only one part of the new anti crime strategy has worked: the statistics have improved, but not the violence, which is as bad as it has ever been.

SeĂąora Salazar has run afoul of Mexico's Secretaria de Gobernacion (SEGOB), or interior minister Miguel Osorio Chong before. Last December she suggested she might call for a curfew in the city after a series of shootouts between rival criminal gangs, which left 13 dead. At the time Osorio Chong said it would be illegal for her to impose a curfew, which may not have been completely true.

Curfews in Mexican localities have been called for or imposed by local government officials because of drug and gang related violence including, reportedly in Piedras Negras in Coahuila state in 2012 and Jimenez in Chihuahua state in late 2013 because of the extreme violence from local drug gang rivalries.

Lately the federal government's anti crime strategy has undergone a transparent shift as former head of Mexico's Comision Nacional de Seguridad, Manuel Mandrgon y Kalb left his post and was replaced by Monte Alejandro Rubido.

According to a news report last week in Milenio, several Mexican senators have noted that the new appointee signals a strategy shift more towards the strategy of former president Felipe Calderon Hinojosa.

It remains to be seen if Calderon's hands off strategy with regard to the press will be followed as well.

China-Japan-Koreas
Koreas Trade Beachside Shells; Island Residents In Shelters
SEOUL, South Korea -- North and South Korea fired hundreds of artillery shells into each other's waters Monday in a flare-up of animosity that forced residents of five front-line South Korean islands to evacuate to shelters for several hours, South Korean officials said.
So they wasted ammo firing into the ocean and we're supposed to get all worked up? Let me know when they hit something besides water...
The exchange of fire into the Yellow Sea followed Pyongyang's sudden announcement that it would conduct live-fire drills in seven areas north of the Koreas' disputed maritime boundary. North Korea routinely test-fires artillery and missiles into the ocean but rarely discloses those plans in advance. The announcement was seen as an expression of Pyongyang's frustration at making little progress in its recent push to win outside aid.
In other words, they're starving. That means we're winning and shouldn't change our tactics one iota.
North Korea fired 500 rounds of artillery shells over more than three hours, about 100 of which fell south of the sea boundary, South Korean Defense Ministry spokesman Kim Min-seok said. South Korea responded by firing 300 shells into North Korean waters, he said.
A 3:1 response? Good...
No shells from either side were fired at any land or military installations, but Kim called the North's artillery firing a provocation aimed at testing Seoul's security posture.

In Washington, White House spokesman Jonathan Lalley called North Korea's actions "dangerous and humorous provocative" and said they would further aggravate tensions in the region.

Residents on front-line South Korean islands spent several hours in shelters during the firing, and officials temporarily halted ferry service linking the islands to the mainland.
I can understand stopping the ferry service -- it's in the water -- but shelters? Only when the shells start hitting land.
The poorly marked western sea boundary has been the scene of several bloody naval skirmishes between the Koreas in recent years. In March 2010, a South Korean warship sank in the area following a torpedo attack blamed on Pyongyang that left 46 sailors dead. North Korea denies responsibility for the sinking. In November 2010, a North Korean artillery bombardment killed four South Koreans on Yeonpyeong.

The North has gradually dialed down its threats since last year's tirade and has sought improved ties with South Korea in what foreign analysts say is an attempt to lure investment and aid. There has been no major breakthrough, however, with Washington and Seoul calling on the North to first take disarmament steps to prove its sincerity about improving ties.

Recent weeks have seen an increase in threatening rhetoric and a series of North Korean rocket and ballistic missile launches considered acts of protest by Pyongyang against annual ongoing springtime military exercises by Seoul and Washington. The North calls the South Korea-U.S. drills a rehearsal for invasion; the allies say they're routine and defensive.

"The boneheads appear to have completely forgotten the fact that Yeonpyeong island was smashed by our military's bolt of lightning a few years ago," a North Korean military official, Yun Jong Bum, said Monday, according to the North's official Korean Central News Agency.
Again: the Norks ratchet up tensions when they really, really want something. Just say no and let them complain.

Europe
Germany Arrests Three over Alleged Syrian Radical Links
[AnNahar] German authorities jugged
Drop the heater, Studs, or you're hist'try!
three people with alleged ties to a Syrian radical group Monday in police raids across the country, the federal prosecutor's office said.

Two of the suspects, a German and a Turk, are believed to have traveled to Syria last year and joined the myrmidon group Islamic State of Iraq and the Levant
... the current version of al-Qaeda in Iraq, just as blood-thirsty and well-beloved as the original...
(ISIL), which German authorities consider to be a foreign terrorist organization.

The third person, a woman with dual German-Polish citizenship, was taken into custody on suspicion of providing 4,800 euros ($6,600) to the group.

More than 100 members of the elite police squad GSG 9, the federal police force and state police conducted simultaneous searches of 10 flats in the capital Berlin and the western cities of Bonn and Frankfurt, including the homes of five more suspects.

They are also believed to belong to or support ISIL.

Federal prosecutor Harald Range said that the operation showed "that violent conflicts like the one in Syria have a direct impact on us in Germany".

"We must decisively fight this phenomenon with all the means of the criminal justice system, with an eye to the possible dangers that radicalized people returning from Syria can pose to the population in Germany," he said in a statement.

ISIL has been fighting a war against anti-government rebels, including the al-Qaeda affiliate Al-Nusra Front, since January across large swathes of western, northern and eastern Syria.

Hundreds of European nationals are believed to have joined Syria's civil war, raising fears that they will plot attacks in Europe when they return home.

Abu Sayyaf gunmen kidnap elementary school principal
Suspected Abu Sayyaf gunmen kidnapped a Christian school principal on the island of Basilan in the southern Philippines early Monday. Basilan is part of the area included in the autonomous region "Bangsamoro" which was agreed on by the government and the Moro Islamic Liberation Front (MILF) in a peace deal signed Thursday.

Benita Enriquez, an elementary school principal, was in a car when five gunmen wearing balaclavas stopped the vehicle and grabbed her, leaving other passengers unharmed. Police said Enriquez's abductors are believed to be Abu Sayyaf guerrillas led by Juhaibel Alamsirul.

Abu Sayyaf is yet to comment on the peace deal, but they are known to not be in agreement with the MILF. The MILF have a camp called Tipo-Tipo in the village next to the area where the principal was snatched.

Syrian Army Retakes Key Post in Regime Bastion Latakia
[AnNahar] Syrian army troops recaptured on Monday a key position in coastal Latakia province, a regime bastion, state television
... and if you can't believe state television who can you believe?
said, as rebels press a campaign in the region.

"Syrian army units have full control of Observatory 45 in the north of Latakia province and are continuing to pursue terrorist groups," the state broadcaster said, quoting the military.

Observatory 45 is a strategic hilltop that overlooks several areas inhabited by residents from the Alawite community, the religious sect to which Hereditary President-for-Life Bashir Pencilneck al-Assad
Horror of Homs...
belongs.

State television reported live from near the site and broadcast pictures of dead bodies it said were "terrorists," many of them foreigners.

Last week, the rebels seized the position as part of an offensive launched on March 21 in Latakia province, which had been relatively untouched by the widespread violence elsewhere in the country.

Rebel forces, including jihadists from the al-Qaeda-affiliated Al-Nusra Front, have also captured the Armenian town of Kasab and the nearby Kasab border crossing with Turkey, as well as the village of Samra, giving them access to the Mediterranean for the first time.

More than 300 people on both sides have been killed since the rebels launched their offensive, said the Syrian Observatory for Human Rights.

"The army has managed to install multiple rocket-launchers on Observatory 45, but fighting in continuing in the vicinity of the hillside," said the monitoring group.

After a series of rebel losses in Damascus province, the opposition has shifted its focus to Latakia, where the army and pro-regime militias have rallied to defend the area.

On Monday, opposition forces fired Grad rockets
...Soviet-developed 122-mm rockets, usually launched from trucks. Newer versions are reported to have a range of up to 30 km....
at the Bassel Assad airport for the first time.

The civilian facility is named for a deceased brother of the president and is near the town of Qardaha, the Assad clan's ancestral home.

Assad's father Hafez Assad, who preceded as president, is buried in Qardaha.

"The rockets landed near the airport without causing deaths or damage," Observatory director Rami Abdel Rahman told Agence La Belle France Presse.

The conflict has become more complex with rebels once allied in their bid to topple the regime now fighting against each other.

In the past 10 days, fighters from the Islamic State of Iraq and the Levant
... the current version of al-Qaeda in Iraq, just as blood-thirsty and well-beloved as the original...
(ISIL) have been locked in battle with fellow jihadists from Al-Nusra Front in the northeastern province of Hasakeh.

The Observatory said the corpse count from the fighting has risen to 120, after fierce weekend festivities for control of Markada, a town on the border with Iraq, where ISIL has its roots.

ISIL seized on Saturday the town which lies on a key route through which the jihadists obtain supplies from Iraq.

Syria's conflict in now in its fourth year, and more than 146,000 people have been killed since it began.

Turkey Fires Artillery into Syria in Border Incident
[AnNahar] Turkey has fired artillery into Syria to retaliate after a cross-border rocket from the war-torn country had slammed into a mosque, Turkish media said Monday amid heightened tensions.

The rocket from Syria maimed an elderly Syrian refugee woman in Hatay province on Sunday, where several mortar rounds also hit the ground, without causing harm, the Dogan News Agency reported.

"In accordance with our new military engagement rules, our artillery units on the border fired into Syria in response," Hatay officials were quoted saying in a statement.

Turkey, a staunch opponent of the regime in Damascus, hosts more than 750,000 refugees from the three-year-old Syrian conflict, many of them in camps along the border.

The military along Turkey's Syria border often retaliates when munitions from fighting there hit its territory.

Turkey's Prime Minister Recep Tayyip Erdogan
... Turkey's version of Mohammed Morsi only they haven't dumped him yet...
, in a late-night speech after his party scored a landslide victory in Sunday local polls, said "Syria is currently in a state of war against us."

A week before Erdogan spoke, Turkey said its own F-16 aircraft had shot down a Syrian fighter jet for a breach of Turkish airspace as it was on a mission to bombard rebels near the border.

Both Erdogan and President Abdullah Gul congratulated the Turkish armed forces following the incident.

Turkey toughened its rules of engagement after the downing of one of its fighter jets by the Syrian air force in June 2012, warning that any military approach of the Turkish border from Syria would be considered a threat.

Bomb-Laden Car Dismantled, Stolen Vehicles Seized in Arsal
[Ynet] The army dismantled on Monday a bomb-laden car in the outskirts of the northeastern town of Arsal.

"The army's airborne regiment located a booby-trapped car in the Wadi Hmayyed area in Arsal," the state-run National News Agency reported in the evening.

The military institution later issued a communique detailing that the seized car was a black Honda CRV.

A security official told Agence La Belle France Presse that as the booby-trapped car neared the army checkpoint, its driver got off the vehicle and bravely ran away.

Al-Jadeed remarked that it contained around 200 kilograms of explosives.

"Troops cordoned off the region where the car was located and a military expert was called in to dismantle the bomb," the NNA said.

However,
a person who gets all wrapped up in himself makes a mighty small package...
the same source later said that due to the difficulty of transferring the necessary tools to be used in dismantling the bomb, the car was taken to an army barracks.

"But troops were targeted with gunshots while en route to the barracks," the NNA noted.

Meanwhile,
...back at the dirigible, Cynthia backed into the galley, the barbecue fork held in front of her. Jack! she called. Where the hell are you?...
the army fired gunshots at a second car coming from Syria that did not comply to orders and stop at a checkpoint in Arsal.

Bullets hit the car's wheels, which disabled its movement and allowed arresting three Syrian nationals who were inside it, according to the NNA.

Earlier in the day, the Internal Security Forces announced that it had seized a number of stolen vehicles in a Syrian refugee camp in the Bekaa town of Arsal.

Four stolen cars were discovered in a refugee camp in Arsal after an ISF raid in the area, said the security forces in a statement.

They discovered a white Opel vehicle and a white Chevrolet pick up truck, both of which did not have a license plate.

The other two vehicles were a black Kia and a grey Renault carrying a license plate of 441292/B.

Investigations are underway in order to determine where the vehicles were brought from, who their owners are, and what they were going to be used for, continued the ISF.

The security forces had seized on Saturday six stolen SUVs in a garage, belonging to slain terror suspect Sami al-Atrash, in Wadi Hmeid in Arsal.
