(HRW) has called on the government to prosecute militia members responsible for killings and other abuses against civilians in this province.

Citing interview report in the aftermath of the attack, Patricia Gossman, senior Afghanistan researcher at Human Rights Watch, said "The killings in Faryab are the latest in a long record of atrocities by Dostum’s militia forces."

Gossman further added "The fact that these forces, and Vice-President Dostum himself, have never been held accountable, has undermined security in northern Afghanistan."

On June 26, Afghan army and Junbish forces conducted a military operation against Taliban forces in Faryab province, in which the militia forces killed at least 13 civilians and maimed 32 others, HRW said, citing UNAMA report.

The rights organization further added after Taliban forces left the area, Junbish fighters entered four villages and assaulted villagers whom they accused of supporting the Taliban, killing five and injuring 12.

Dostum was elected vice-president in September 2014. In late 2015 he announced that he was reactivating the Junbish militia in response to Taliban military gains in Faryab and Sar-e Pul provinces, and has since overseen military operations in these provinces.

The Afghan forces as well as the US forces in Afghanistan have increased raids against the loyalists of the terror group in Nangarhar during the recent months.

Both the Afghan and US forces conduct regular Arclight airstrikes to eliminate the supporters of the terror group amid fears they are attempting to expand foothold in the country.

Egypt rankled by Hamas’s burgeoning ties to Islamic State

-affiliated forces in the neighboring Sinai Peninsula, The Times of Israel has learned, despite attempts in recent months to alleviate the tension between Egypt and Gazoo.

In an effort to curb that collaboration, Egypt has relayed to Hamas leaders that it is aware of the links between its senior activists in the Rafah border area and commanders in the Islamic State’s Sinai Province.

That cooperation has seen injured IS fighters routinely brought into the Strip for treatment, alongside ongoing weapons smuggling over the border. A few days ago, Cairo discovered that a group of IS fighters maimed during an attack on Egyptian Army soldiers ‐ they were planting explosives on the beach at Al-Arish ‐ were transferred to hospitals in Gazoo for treatment.

Egyptian sources say they were likely smuggled into Gazoo via tunnels overseen by Hamas’s military wing that facilitate the connection between the two Islamist terror groups.

This highly worrying development for the Egyptians began a few months ago, when prominent members of Hamas’s military wing crossed over from Gazoo into Sinai to help IS set up its military infrastructure there. Several of them took their families with them, and were involved in training IS activists in the art of planting IEDs and firing missiles at tanks. Several even joined the IS-affiliated Sinai Province group, including Muhammad Abu Shawish and Abed Al Wahad. Another senior activist in Hamas, Nasser Judah, also originally of Gazoo, was killed fighting with IS in Sinai. In May, The Times of Israel identified two more activists who crossed into Sinai as Mohammed Sami and Mahmoud Zinet.

Egyptian sources say that whenever Cairo brings up the issue with Hamas’s leadership, it receives the same evasive answer: the activists assisting IS are all former members of the Paleostinian organization. But the dissembling doesn’t end there: Hamas military wing commanders in Rafah regularly host commanders of Sinai Province. One of the most prominent of these is Suleiman Al-Sawarka, whose Al-Sawarka tribe was among the founders of Ansar Bait al-Maqdis, which went on to pledge allegiance to IS and become Sinai Province.

Al-Sawarka, whom Israel and Egypt accuse of involvement in an attack in Taba in 2004 that killed 34, including 18 Egyptians, arrived in the Strip about two months ago and has been holding talks with senior figures in Hamas’s military wing. Egyptian sources emphasize that he is in Gazoo with the blessing of some of the top officers in Hamas, including the commander of the southern Strip, Muhammad Shabbaneh; Hamas military chiefs Muhammad Deif and Marwan Issa; and strongman Yehya Sinwar.

Yemeni govt gives Houthis deadline to sign UN deal

militias and their allies a deadline till Aug. 7 to sign a UN peace proposal aimed at ending the country’s civil war.

The Yemeni government has already accepted the UN peace proposal on Sunday after more than a year of armed conflict.

"If they want peace, they have to sign the peace deal and we were patient," Abdulmalik Al-Mekhlafi, who is also Yemen’s deputy prime minister, told news hounds.

Mekhlafi's deadline also comes after the delegation of Yemen’s government decided to leave Kuwait on Monday after the Houthis side rejected the UN peace proposal.

The foreign minister, meanwhile, said: "We’ll return at any moment, even an hour after our departure, if the other side agrees to sign this document which the [UN] envoy presented."

Mekhlafi also warned that the Yemeni people will challenge the Houthis who "are working against legitimacy" especially if they continued to be "hurdles" to peace in the country, which he warned to be on the verge of an economic collapse.

He said the Yemeni government is "keen to achieve peace," and accused the Houthis and their allies of "torture," "arrests" of political dissidents and the "destruction of cities" and creating "unprecedented situations" harmful to the country.

He also reiterated the Yemeni government’s demand for the UN Security Council Resolution 2216. The resolution states that the Houthi militias must withdraw from seized territories including the capital Sanaa.

Fahad al-Sharafi, a Yemeni analyst, told Al Arabiya News channel that the UN proposal holds key and important points for peace to be reached in Yemen

Sharafi also said that the Houthis have "enough time" to sign the agreement, but it is unclear if they will also follow suit "because within hours" after the UN proposed the peace draft, they rejected it.
Usually that kind of thing is considered a pretty clear sign.
Peace talks in Kuwait, which started in April, have done little to end fighting that has killed more than 6,200 people and displaced more than 2.5 million in the Arabian Peninsula state.

French Muslims’ anti-jihad letter omits Jewish victims
[IsraelTimes] A leader of French Jews criticized Moslem intellectuals whose petition against local jihadists omits any mention of anti-Semitic violence.

The petition, signed by dozens of academics and celebrities, appeared Sunday in the Journal de Dimanche under the title "We, French-Moslems, are ready to assume our responsibilities." In it, the co-signatories lamented the perceived weakness of the institutions of their faith communities in stopping gunnies from acting violently in Islam’s name.

The text begins by listing five recent terrorist attacks: The Charlie Hebdo

"You’re ready to assume your responsibilities, but you are off to a bad start," Robert Ejnes, the executive director of the CRIF umbrella of French Jewish communities and organizations, wrote on Facebook, citing the omissions.

"You have a long way to go, my friends: You need to understand one day that these anti-Semitic attacks were committed against *Jews*, who were targeted for being Jewish. You can’t avoid these anti-Semitic murders," Ejnes added.

"In any case, we’ll always be here to remind you," he concluded.

CRIF has asked the authors to address the omission and have the text corrected.

Beachgoers in Cannes are no longer allowed to bring large bags to the beach due to security concerns. Cannes Mayor David Lisnard said that the restrictions prevent people from bringing bags to the beach which might be filled with kaboom, and explained that the move is designed to make the police's jobs easier.

France shut around 20 mosques since December: Minister
[AlAhram] French authorities have shut down around 20 mosques and prayer halls considered to be preaching radical Islam since December, Interior Minister Bernard Cazeneuve said on Monday.

"There is no place ... in La Belle France for those who call for and incite hatred in prayer halls or in mosques, and who don't respect certain republican principles, notably equality between men and women," the minister said.

There are some 2,500 mosques and prayer halls in France, about 120 of which are considered to be preaching radical Salafism.
"That is why I took the decision a few months ago to close mosques through the state of emergency, legal measures or administrative measures. About 20 mosques have been closed, and there will be others."

Cazeneuve was speaking after a meeting with leaders of the French Council of the Moslem Religion.

There are some 2,500 mosques and prayer halls in La Belle France, about 120 of which are considered to be preaching radical Salafism, a strict Sunni interpretation of Islam.

He said that since 2012, 80 people had been expelled from La Belle France, and dozens more expulsions were under way, without giving further details.

Italy says 8,000 migrants rescued in five days
...then brought to Italy rather than returned to Libya, which will encourage ever more of the unvetted to take this easier invasion route.
[AlAhram] More than 1,500 migrants colonists were rescued from waters off Libya Monday, lifting the total picked up to 8,000 over five days, according to the Italian coastguard which coordinated the operations.

Vessels from the coastguard, the Italian navy, humanitarian organizations and EU anti-trafficking operation Sophia were involved in 14 different rescue missions.

The latest rescues will lift to around 94,000 the number of migrants colonists brought to Italian ports this year, roughly in line with the pattern of 2015, according to Flavio Di Giacomo, a front man for the International Organisation for Migration (IOM).

[AlAhram] Anadolu said the runaways were caught in the Ula district of Mugla province after gendarmerie special forces, supported by helicopters and drones, were sent to the area after a tip-off from a local.

Gunfire broke out as the Special Forces clashed with the runaways, but there were no reports of any casualties.

Dozens of protesters gathered and jeered outside the gendarmerie outpost where the commandos were first held before being taken to a cop shoppe in the area.

Turkey to abandon EU migrant deal if no visa-free travel
Turkey has said that it would have to abandon a deal with the European Union reached to stem the flow of migrants into the bloc if the EU did not grant visa-free travel to its citizens.

Turkish Foreign Minister Mevlüt Çavuşoğlu told German Frankfurter Allgemeine Zeitung (FAZ) that if the EU did not grant visa-free travel to Turkish citizens, then it would abandon the March 18 Turkey-EU migrant deal. Çavuşoğlu said the agreement on stemming the refugee flow had worked because of “very serious measures” taken by Ankara.

“But all that is dependent on the suspension of the visa requirement for our citizens, which is also an item in the agreement of March 18,” he was quoted by Reuters as telling FAZ on July 31.

“If visa liberalization does not follow, we will be forced to back away from the deal on taking back [refugees] and the agreement of March 18,” he said, adding that the Turkish government was waiting for a precise date for visa liberalization.

“It could be the beginning or middle of October - but we are waiting for a firm date.”

European Commissioner Guenther Oettinger said recently he did not see the EU granting Turks visa-free travel this year due to Ankara’s crackdown after the failed military coup in mid-July.

In response to Çavuşoğlu’s remarks, German Vice Chancellor Sigmar Gabriel said Germany and the EU should not be blackmailed by Turkey in talks on visa liberalization for Turkish nationals.

“It is up to Turkey if there is or there isn’t visa liberalization,” Gabriel said during a trip to northern Germany, according to Reuters. “Germany and Europe should under no circumstances be blackmailed.”

Turkey had agreed to take back all irregular migrants reaching Greece via Turkey as of March 20, according to the EU-Turkey migrant deal reach on March 18. In exchange, the EU would take in the same amount of Syrian refugees from Turkey. As of Aug. 1, only less than 500 migrants were sent back to Turkey from Greece, while even a smaller amount of Syrian refugees were sent to the EU from Turkey.

The EU said Turkey must respect all the conditions of its migrant deal with the bloc before it can secure visa-free travel to Europe for its citizens. EU Commission spokeswoman Mina Andreeva said Aug. 1 that “if Turkey wants visa liberalization the benchmarks must be met,” according to the Associated Press.

Within the scope of the deal, the EU vowed to grant a total of 6 billion euros to Turkey to be used for Syrian refugees in the country, while also granting Turkish citizens visa-free travel inside the Schengen zone, on grounds that Turkey met the necessary requirements.

Last week, Greek data showed that migrant arrivals in Greece inched up in the past two weeks after the failed coup attempt in Turkey. The average rate has increased to 90 people a day, compared to 30 before the attempted coup, according to the data, AFP has reported.

At the height of the migrant crisis last year, thousands of people would land every day on Greek Aegean islands close to the coast of Turkey. Most were allowed by Greece to continue their journey northwards, prompting an outcry among several European states that hastened to shut their borders earlier this year.

Pamphlet claiming responsibility for Larkana explosions found
[DAWN] HYDERABAD: Larkana police are reported to have found a pamphlet -- purported to have been written by Sindhudesh Revolutionary Army (SRA) -- claiming responsibility for Saturday’s kabooms near a Rangers’ checkpoint. It warns the paramilitary force to leave Sindh as soon as possible.

The pamphlet, whose image was sent to Dawn by a police brass hat by WhatsApp on Sunday, reads: "Sindh’s geography, demography, natural resources and national identity are under threat in the state system of Pakistain.

"Sindh’s trade routes and railway lines are being used only for exploitation of Sindh’s natural resources, oil, gas, coal, etc. In such context, SRA feels its historical responsibility to save Sindh from upcoming national threats and challenges".

DIG Larkana Abdullah Sheikh told Dawn that police were examining the pamphlet, but avoided making any further comment.

Khairi Khidir, manager of Shekhan hospital, told Rudaw that around "20 soldiers, who are [Sunni] Hashd al-Watani soldiers, were poisoned and admitted to our hospital."

Brig. Gen. Mohammed Yahya, head of the Gudadi base in Bashiqa rejected the notion that the soldiers have been poisoned, claiming instead that they "became ill due to high temperatures and overheated water."
Khidir added that according to the information obtained by them "another 60 Turkish soldiers became ill while at the base. Some of them received treatment from us while others were rushed back to The Sick Man of Europe Turkey

Khidir went on to say that "we could not immediately identify the reason for their illness en masse."

An estimated 1,500 Sunni volunteers have been receiving military training from Turkish personnel at the Gudadi military base in Bashiqa, which Sunni officials claim will be a crucial part of pushing back ISIS murderous Moslems from Mosul.

About 300 Turkish troops with heavy weapons, tanks, and armored vehicles have been stationed at the base to train the Sunni militias.

A military source inside the base told Rudaw that now everybody at the base "is reluctant because they believe ISIS has poisoned the base's water, aimed at the Turkish soldiers specifically."

Hysteria rather than poison? Or simply poor hygiene practices...
The base is only 30 kilometers northeast of Mosul city and was established by the former Mosul governor Aseel Nujaifi.

Hashd al-Watani was initially established to recruit Sunni fighters who were willing to take part in an assault on ISIS in Iraq’s Sunni heartland of Mosul.

The base has been a frequent target for ISIS midrange missiles that have so far killed at least four Sunni fighters and maimed 28 others, according to military officials at the base.

Roscosmos May Supply Components for Iranian Satellites
Russia's Roscosmos space corporation might receive an order for the supply of components for Iranian satellites, Russian Minister of Communications and Mass Media Nikolai Nikiforov said Thursday.

Earlier in the day, Nikiforov and Iranian Minister of Communication Mahmoud Vaezi met in Moscow and discussed a number of issues.

"Iran is very interested in the experience of the Russian space program, including in the sphere of communication. Indeed, my colleague [Vaezi] has repeatedly talked about the interest in the use of Russian satellite technology. This is being discussed with the Roskosmos corporation. The Russian satellites constructors have a very good chance of getting the orders and the contracts for Iranian projects. I know that the negotiations are on the way. It necessary to wait for the results," Nikiforov told Rossiya 24 news channel.

Vaezi is currently on an official visit in the Russia capital, where he is also expected to meet Russian Industry and Trade Minister Denis Manturov as well as Russian Energy Minister Alexander Novak.

Turkey kills Syrians escaping from war
HASAKAH – A civilian was killed in Syria’s border city of Ras al-Ain, also known as Serekaniye in Kurdish, after being shot by Turkish border guards while trying to cross into the Turkish territories, local sources reported on Monday.

Khalil Daoud, 25, from the town of Alouk [5 kilometers east of Serekaniye city in Hasakah province], was killed while trying to enter Turkey.

The Kurdish police force, known as Asayish, transferred the victim to the local hospital of Serikaniye. According to medical reports, the man died after being hit by five bullets.

Turkish government continues building the separation wall along its borderline with Syria allegedly for security reasons and to prevent terror attacks.

In early 2015, Turkey closed its border to all but seriously injured Syrian asylum seekers.

Also, in the town of Tel Abyad some civilians were injured or even killed, when they tried to cross the border.

In the night, there is the regular sound of gunfire, when smugglers try to smuggle civilians across the border.

Human rights organizations have criticized the decision by Turkey to not allow civilians fleeing the Syrian conflict to go to Turkey.

Last May, Human Rights Watch (HRW) called on Turkey to open it’s borders.

“Its [Turkish] border guards have killed Syrian asylum seekers and pushed others back into the world’s worst war zone,” said Gerry Simpson, senior refugee researcher at Human Rights Watch.

“Governments and UN agencies should end their deafening silence on Turkey’s abuse of Syrian asylum seekers and press Turkey to reopen its border to civilians fleeing the horrors in Syria,” he added.
