Burkina Leader Fine-Tunes Govt. to Face Jihadist Threat
[AnNahar] Burkina Faso
...The country in west Africa that they put where Upper Volta used to be. Its capital is Oogadooga, or something like that. Its president is currently Blaise Compaoré, who took office in 1987 and will leave office feet first, one way or the other...
's President Roch Marc Christian Kabore has given government ministers specific responsibility for security and defense in a reshuffle officially announced on state television
... and if you can't believe state television who can you believe?
National security will be separated from other home affairs in the new government of the west African country, which since 2015 has been vulnerable to attacks by jihadists in the Sahel region
... North Africa's answer to the Pak tribal areas...
The portfolio for defense and armed forces veterans, traditionally held by the head of state, was handed to Jean Claude Bouda, a politician close to Kabore previously in charge of youth, said the announcement late Monday.

The ministry of security, territorial administration and decentralization was split in two. Simon Compaore, ex-mayor of the capital Ouagadougou and a top official in the ruling People's Movement for Progress, becomes wholly responsible for national security while the other two portfolios have been handed to newcomer Simeon Sawadogo.

Islamist gunnies on January 15, 2016 stormed two hotels and a cafe and bar in Ouagadougou frequented by Westerners, who were prime targets among the 30 people killed. More than 50 others were maimed in the raids, which ended with a counter-attack the next day by government forces.

Al-Qaeda in the Islamic Maghreb (AQIM) grabbed credit for the attacks, saying the gunnies were from the al-Murabitoun group of Algerian krazed killer Mokhtar Belmokhtar.

The new Burkinabe government has 32 members including five new ministers, compared with 30 members in the previous team appointed by Kabore in January last year.

Ministers in the key posts of foreign affairs, economy and finance, justice and energy all kept their portfolios, but Energy Minister Alpha Oumar Dissa also saw his ministry divided, with responsibility for the mining sector going to newcomer Oumarou Idani.

Office of the Two Holy Mosques responds to ISIS’ fatwa on Jihad
[ENGLISH.ALARABIYA.NET] The Presidency of the Affairs of the Two Holy Mosques, published a video clip on Tuesday responding to the fatwa issued by the Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear the pols talk they're not really Moslems....
of Iraq and Syria (ISIS), which says that non-fighters should not issue advisory opinions to bad boys.

This came in a tweet from the office’s official Twitter account: "Non-sense, they are tempering with meanings when they claimed that non-fighters shouldn’t issue advisory opinions to those fighting. The attractiveness of words leads them astray on the corruption of the senses. No Moslem scholar has ever claimed such athing."

In the video, Islamic holy man Sheikh Dr. Saleh bin Humid asks: "Were all Moslem scholars fighting on all the fronts and invasions? Are ISIS fighters operating in the name of God? Are all the fighters Moslem scholars?"

Militants of ISIS and al-Qaeda were blasted by Saudi Grand Mufti Sheikh Abdul Aziz al-Sheikh in the past as "enemy number one" of Islam.

"The ideas of extremism, radicalism and terrorism ... have nothing to do with Islam and (their proponents) are the enemy number one of Islam," the kingdom’s top holy man said in a statement

He cited bully boyz from ISIS, which has declared a "caliphate" straddling parts of Iraq and Syria, and the global al-Qaeda terror network.

Saudi Frigate Attacked by Unmanned Bomb Boat, Likely Iranian
The bomb-laden craft that attacked a Saudi frigate last month was unmanned and likely Iranian, the U.S. Navy has determined.

Previously described as a Houthi suicide boat, the U.S. Navy has now determined the craft was unmanned and guided into the Royal Saudi Navy Al Madinah (702) remotely on January 30th.

Video of the attack obtained by USNI News earlier this month showed a small boat approaching the rear port quarter of the frigate at high speeds in a straight line before detonating at the waterline below the flight deck – apparently unchallenged by the ship’s company. The explosion killed two Saudi sailors.
Bet that woke everyone up...
The unmanned boat was likely provided to the Houthi rebels by Iranian Revolutionary Guard Corps forces. The U.S. and other countries have intercepted arms shipments from Iran thought to be bound for the Houthi rebels. Houthi’s have used guided anti-ship cruise missile that are also used by Iran.

The IRGC, responsible for the costal defense of Iran in the Persian Gulf, has developed a variety of small attack craft based on commercial boats.

Those developments have included at least one unmanned surface craft – the Ya Mahdi. Alleged to be based on a high-speed British hull, the unmanned fast boat has been in the Iranian inventory since 2010, according to reports.

According to a 2015 U.S. Army assessment on threats from unmanned craft, “utilizing suicide drones is an asymmetric strategy which both allows Iran to compete on an uneven playing field and poses a risk by allowing operators to pick and choose targets of opportunity.”

The asymmetric advantage the Iranians have provided the Houthi’s have been instrumental in extending the conflict, Afshon Ostovar, a professor at the Naval Post Graduate School who studies the IRGC, told USNI News earlier this month.

The best-known small boat suicide attack was on guided missile destroyer USS Cole (DDG-67) which killed 14 sailors in 2000.

However, the unmanned attack boat makes it easier to put high dollar assets at risk, ice Adm. Kevin Donegan, U.S. 5h Fleet Commander told Defense News.

“There are many others that don’t want to martyr themselves in making attacks like that and that’s pretty much where the Houthis are,” he said. “So it makes that kind of weaponry, which would normally take someone suicidal to use, now able to be used by someone who’s not going to martyr themselves.”

#2  The bomb-laden craft that attacked a Saudi frigate last month was unmanned

Which means laser weapons won't blind boat pilots in a swarm attack. Perhaps the control signals can be jammed. Perhaps the boats would be "fire and forget" which means we'd have to treat them like a missile of some kind.

Britain
UK university cancels ‘Israel Apartheid Week’ event over anti-Semitism
[IsraelTimes] Citing the British government’s adoption of a definition of anti-Semitism that includes exaggerated criticism of Israel, a university in Britannia calls off an event marking "Israel Apartheid Week."

According to a report on the Jewish Chronicle news site, the University of Central Lancaster event was meant to feature Ben White, a prominent anti-Israel activist, and pro-Paleostinian academics.

A university front man quoted in the report says the session, titled "Debunking Misconceptions on Paleostine," was canceled because it contravened the government’s new definition of anti-Semitism and was thus "unlawful."

"The UK government has formally adopted the International Holocaust Remembrance Alliance’s new definition of what constitutes anti-Semitism," the spokesperson is quoted as saying. "We believe the proposed talk contravenes the new definition and furthermore breaches university protocols for such events, where we require assurances of a balanced view or a panel of speakers representing all interests."

The British government in December adopted the relatively broad definition of anti-Semitism first put forward in May at a conference of the International Holocaust Remembrance Alliance, which is based in Berlin.

According to that definition, anti-Semitism includes "denying the Jewish people their right to self-determination, e.g., by claiming that the existence of a State of Israel is a racist endeavor."

It also says anti-Semitism includes "using the symbols and images associated with classic antisemitism (e.g., claims of Jews killing Jesus or blood libel) to characterize Israel or Israelis" and "drawing comparisons of contemporary Israeli policy to that of the Nazis."

Wilders' Security Officer Detained For Suspected Data Leak
[SacBee] Wilders has lived for more than a decade under around-the-clock protection and in anonymous safe houses following death threats.

An officer from the DBB security team was detained Monday on suspicion of "sharing classified police information in the private sphere," police spokesman Dennis Janus said. The DBB is responsible for security around top politicians, the Dutch royal family and diplomats based in the Netherlands.

Dutch media reported, citing unnamed sources, that the suspect detained Monday is a police officer with a Moroccan background who had passed on information to a Dutch-Moroccan criminal organization. The story first appeared on the website www.NRC.nl .

In an interview with BNR Nieuwsradio, National Police Chief Erik Akerboom confirmed that the suspect was of Moroccan descent.

Syrian migrants are not always entitled to refugee status, says German court
[DeutscheWelle] A court in the western German city of Munster has ruled that Syrian migrants colonists are not automatically entitled to refugee status under the Geneva Convention. The verdict followed an appeal by a 48-year-old Syrian man.

The Higher Administrative Court of North Rhine Westphalia (NRW) in Munster on Tuesday ruled against a Syrian man's claim for full refugee status according to the Geneva Convention.

Judges said there was no reason to assume that Syrian migrants colonists going back to their country would be politically persecuted only because they filed an asylum application, or spent some time in Germany or because they left their home country illegally.

It would imply that President Bashar al- Assad's regime was "blind to reality" to assume that it could not perceive that most people were fleeing from war, the court said.

The judges said that recognition as a refugee involved the applicant proving that he would be persecuted because of his political views or his religion or if it were apparent that he or she faced human rights
...which are often intentionally defined so widely as to be meaningless...
violations upon returning. They also said that there was no reason to assume that refugees going back faced torture. Besides, the threat of torture would assure the asylum applicant of subsidiary protection, the court said.

The fact that the plaintiff was a Sunni Moslem, came from a city in Syria which had been destroyed by the war and therefore suffered material damages was not sufficient to grant the man asylum, judges concluded.

The case was filed by a 48-year-old asylum seeker from Syria, who fled from his country in 2015. He was given "subsidiary protection" on account of the ongoing civil war in his country, but did not get full refugee status, which would allow him a longer visa and the option of brining his family to Germany. The "subsidiary protection" status grants a residence permit to stay in Germany for only one year and no option of immediate family reunion. The administrative court in Munster had initially repealed the decision before judges in the higher court reversed the verdict.

The judgement sends a strong signal to other courts processing similar complaints. Altogether, administrative courts in NRW are processing nearly 12,300 cases registered by Syrian migrants colonists protesting the status accorded to them by the Federal Agency for Migration and Refugees (BAMF).

Turkey responds: Iran is responsible for regional instability
[ENGLISH.ALARABIYA.NET] Diplomatic tensions escalated between The Sick Man of Europe Turkey
...the only place on the face of the earth that misses the Ottoman Empire....
and Iran on Tuesday as the countries traded accusations over their roles in the Syria conflict and the Middle East.

The pair have been regional rivals for centuries but have sought to forge a pragmatic relationship in recent years, with the Iran strongly supporting President Sultan Recep Tayyip Erdogan the First
... Turkey's version of Mohammed Morsi but they voted him back in so they deserve him...
after last year’s failed coup.

Foreign Minister Mevlut Cavusoglu lashed out at Iran in a speech to the Munich Security Conference at the weekend, saying some of its actions had undermined security in the region and urging Tehran to promote stability.

"Iran wants to make Syria and Iraq Shiite," he said, quoted by Turkish state media.

Erdogan has also in recent weeks accused Iran of promoting a "Persian nationalism" that had damaged the Middle East.

Trump’s Immigration Guidance: Dreamers and Parents of U.S. Citizens Are Safe for Now; Most Others Must Go
[CNSNEWS] Homeland Security Secretary Gen. John Kelly on Tuesday released two memoranda, explaining how the Trump administration plans to implement the president's executive orders designed to "stem illegal immigration" and remove illegal aliens "who have no lawful basis to enter or remain in the United States."

Notably, the new guidance exempts, for the time being, the 750,000 "dreamers" who came to this country as children and who received temporary legal status under President B.O. Deferred Action for Childhood Arrivals.

In fact, Kelly rescinded all previous immigration directives and guidance -- except for Obama's 2012 DACA guidance dealing with individuals who came to the U.S. as children; and the 2014 memo dealing with certain individuals who are the parents of U.S. citizens or permanent residents.

The first memo implements President Trump’s executive order on "Border Security and Immigration Enforcement Improvements."

In this document, Secretary Kelly directs the Customs and Border Protection (CBP) agency to "immediately being the process of hiring 5,000 additional Border Patrol agents" as well as 500 Air & Marine Agents/Officers. (The second memo directs Immigrations and Customs Enforcement (ICE) to "expeditiously" hire 10,000 officers and agents.)

In another manpower boost, DHS is expanding the 287(g) program. This program allows DHS to authorize qualified law enforcement officers to "perform the functions of an immigration officer" when encountering illegal aliens. (The memo notes that from January 2006 through September 2015, the 287(g) Program led to the identification of more than 402,000 removable aliens, primarily through encounters at local jails.)

Among the organizations directing illegal aliens into America's medical systems are the Ford Foundation-funded Mexican American Legal Defense and Education Fund; the National Immigration Law Center; the American Immigration Lawyers Association; the American Bar Association's Commission on Immigration Policy, Practice, and Pro Bono; the Immigrant Legal Resource Center; the National Council of George Soros's Open Society Institute; the Migration Policy Institute; the National Network for Immigration and Refugee Rights; and the Southern Poverty Law Center. Vandals target historic Jewish cemetery in University City
UNIVERSITY CITY, MO – Investigators with the University City Police Department are working to determine who knocked over or damaged dozens of headstones at a local Jewish cemetery Thursday morning.

Police would not say if they considered the vandalism at Chesed Shel Emeth Cemetery to be a hate crime.
Rather makes you wonder what their definition of "hate crime" is -- perhaps they're being led by an Obama administration hold-over?
It is believed there was some organization behind the crime, meaning this was not the act of one individual.
No, really?
The tombstones vandalized are in an older section of the cemetery; much of which pre-date 1960.

A steady stream of people were stopping by to see if the toppled headstones belonged to any of their family members who are buried at the site.

"These are holocaust survivors that are in here they shouldn't have to endure anymore trauma let them be settled," said Robin Rickerman whose elders including great aunts and uncles are buried at the gravesite.

"I can't believe people would do that anywhere to anyone, it's just wrong," said Golda Burke whose grandparents on her dad side are buried on the other side of the vandalized site.

"It's not ok," she said, "it's never ok to desecrate the dead."

Police said they're reviewing security camera footage from the area. More than 100 headstones were damaged.

The investigation coincides with yet another round of bomb threats at Jewish community centers across the nation.

According to cemetery executive director, Anita Feigenbaum a clean-up effort is being planned. Feigenbaum, said the Muslim community has offered to help with the effort as well.
Good. All sincere help welcome.
All Nations Church has is collecting donations to be given to the cemetery.
Update from The Times of Israel at 4:30 p.m. ET:
JK Rowling’s support for Muslim campaign to repair Jewish cemetery triples donations: Crowdfunding drive to restore desecrated burial site boosted from £18,000 to £45,000 overnight after Harry Potter author re-tweets Jewish News article

Army to act against terrorists across border, Dar tells Senate
[DAWN] ISLAMABAD: The finance minister informed the Senate on Monday that the Army had been empowered to act against Lions of Islam across the border after obtaining concrete evidence that Afghan soil had been used to launch recent acts of terrorism in the country.

Monday’s session focused on several important issues including the current law and order situation and the exclusion of senators from consultations on the revival of powers of military courts to try civilians.

While responding to various points of public importance, Finance Minister Ishaq Dar said the prime minister had authorised the Army to take out Lions of Islam wherever they might be.

He said it had been established beyond doubt that foreign soil had been used to orchestrate the two latest attacks -- in Lahore and in Hayatabad. He recalled Pakistain’s commitment that its soil would not be allowed to be used for terrorism in any country and noted that time had come to ensure that no other country’s soil was used against Pakistain.

The minister informed the Senate that Pakistain had forwarded names of 76 Lions of Islam to Afghanistan, adding that Afghanistan should also present names of Lions of Islam in Pakistain if any. At the time, Mr Dar was apparently unaware that Afghanistan had presented a list of 85 names to Pakistain on Monday.

Yezidi woman accused of supporting ISIS acquitted by Erbil court
[ARA] A woman kidnapped and raped by the Islamic State

They fling Allah around with every other sentence, but to hear the pols talk they're not really Moslems....
(ISIS), who was accused of supporting ISIS during an anti-Peshmerga operation, was acquitted by the Second Erbil Criminal Court in Iraqi Kurdistan.

Bassema Darwish, a 34-year-old mother of three from the Babira village in the province of Nineveh, was accused of causing the death of three Peshmerga fighters by helping ISIS emirs.

She was detained by Peshmerga forces in October 2014, and subsequently charged, under the expired Anti-Terrorism Law no. 3 of 2006, with supporting and assisting ISIS.

The incident led to criticism by human rights
...which are usually entirely different from personal liberty...
organizations that called for her release.

"The Kurdistan Regional Government’s justice system has stepped up in the face of injustice. Bassema Darwish, a Yezidi woman kidnapped and raped by ISIS, then detained by Peshmerga forces in October 2014 and charged with supporting and assisting her captors, was acquitted today after the authorities allowed her to be represented by a lawyer of her choosing," said Belkis Wille, a senior Iraq researcher at Human Rights Watch.

"The justice system has found her to be a victim, not a criminal, and she should be allowed to go free as quickly as possible," she said.

"The Free Yezidi Foundation is delighted by the judicial decision to release Bassema Darwish. We believe this is the right decision, and today justice was served. An innocent woman and a brave survivor will begin her journey to rebuild a new life," said Pari Ibrahim, executive director of the Free Yezidi Foundation, who advocated for her case.

"We urged some KRG officials to make sure that Basima would have a fair trial and genuine legal defense, and we are glad that this occurred today. We regret that Basima was held and we are relieved by the decision to release her," Ibrahim added.

Philippines’ President Duterte is a ‘sociopathic serial killer’ who should be forced out of office, senator says
[SCMP] Leila de Lima invoked a famous ’People Power’ revolution that toppled dictator Ferdinand Marcos three decades ago, in her strongest comments yet against Duterte and his drug war

Philippine President Rodrigo Duterte is a "serial killer" who should be forced out of office, one of his chief critics said on Tuesday, as she faced arrest on drug charges she insisted were meant to silence her.

Senator Leila de Lima invoked a famous "People Power" revolution that toppled dictator Ferdinand Marcos three decades ago, in her strongest comments yet against Duterte and his drug war that has claimed thousands of lives.

"There is no more doubt that our president is a murderer and sociopathic serial killer," De Lima told news hounds, as she called on cabinet to declare him unfit to lead, and asked ordinary Filipinos to voice their opposition to his rule.

De Lima said the constitution allowed for a majority in his cabinet to force him to step down by ruling that he was mentally incapacitated, and urged it to do so. If the cabinet members did not, De Lima referred to the mass uprising that ended the "iron fist" of Marcos’s dictatorship in 1986.

"Now the time has come again for us to be brave and stand up to another criminal dictator and his evil regime," De Lima said.

The government last week charged De Lima [1], a former national human rights
One man's rights are another man's existential threat.
commissioner, with orchestrating a drug trafficking ring when she was justice secretary in the previous administration.

De Lima, 57, her supporters and rights groups have said the charges against her are manufactured to silence her as well as intimidate other people who may want to speak out against him.

She could be detained anytime, although the courts hearing the cases must issue an arrest warrant.

When asked about De Lima’s comments, presidential front man Ernesto Abella simply described them as "colourful language" and pointed out that Duterte would allow public demonstrations against him.

[AA.TR] The Syrian regime and the PYD/PKK terrorist group have consolidated their relations in the northern part of the war-torn country, Turkish security sources told Anadolu Agency on Tuesday.

The regime supported the terror group establishing training centers in the Sheikh Maqsoud and Hellok regions of the northern province of Aleppo, said the sources, on condition of anonymity due to restrictions on speaking to the media.

A part of the Turkmen-populated area of Hellok was captured by the PYD/PKK terrorist group at the end of last year. Now the region is controlled by both regime forces and PYD/PKK elements.

Last month the regime allowed the terror group to open another "terror academy" in the northern Aleppo city of Afrin, bordering The Sick Man of Europe Turkey
...the only place on the face of the earth that misses the Ottoman Empire....
, where hundreds of terror elements have been trained by foreign trainers to use heavy weapons, bombs, and combat techniques.

The newly formed camps in Aleppo will be used for similar armed training, the sources noted.

Relations between Damascus and the terror group have reached such a high level that regime aircraft carried scores of maimed forces of Evil from Kobani and Afrin to the Damascus Public Hospital, the security sources said.

CIA-backed aid for Syrian rebels frozen after Islamist attack: Sources
[AlAhram] CIA-coordinated military aid for rebels in northwest Syria has been frozen since they came under major Islamist attack last month, rebel sources said, raising doubts about foreign support key to their war against Hereditary President-for-Life Bashir Pencilneck al-Assad
Horror of Homs...
Rebel officials said that no official explanation had been given for the move this month following the Islamist Death Eater assault, though several said they believed the main objective was to prevent arms and cash falling into Islamist Death Eater hands. But they said they expected the aid freeze to be temporary.

The halt in assistance, which has included salaries, training, ammunition and in some cases guided anti-tank missiles, is a response to Islamist Death Eater attacks and has nothing to do with U.S. President Donald Trump

Trump's New Guidance Calls for Vigorous Immigration Enforcement
[National Review] The immigration-enforcement guidance issued by President Trump Tuesday morning patently aims to shift the presumption against deportation created by President Obama’s guidance.

In 2014, under the guise of setting out "immigration enforcement priorities," Obama’s Department of Homeland Security established a three-tier system for deportation.

This was quite advisedly done under the rubric of "prosecutorial discretion." Federal agents were instructed to apply prosecutorial discretion as early in the evaluation process as possible, mindful of how sparse were resources to arrest, detain, and deport removable aliens. The message was clear: If an alien does not fit into the top tier, do not even bother to stop and question him, much less to arrest and commence deportation proceedings. While Obama’s two lower tiers were referred to, in an Orwellian way, as "priorities" (i.e., enforcement "Priority 2" and "Priority 3"), the reality was more like immunity.

#2  Illegals would not be such a problem if Washington had the cojones in the past; instead they let the problem fester.

Based on the NAS[National Academies of Sciences, Engineering, and Medicine]data, illegal border-crossers create an average fiscal burden of approximately $74,722 during their lifetimes, excluding any costs for their U.S.-born children. If a border wall stopped between 160,000 and 200,000 illegal crossers — 9 to 12 percent of those expected to successfully cross in the next decade — the fiscal savings would equal the $12 to $15 billion cost of the wall.

In addition to crossing the border surreptitiously, aliens join the illegal population primarily by overstaying a temporary visa. A southern border wall would not address this part of the illegal flow.

So what is the true cost of illegals staying in the country?
