Grand Mufti calls for return of Tawergha IDPs
[Libya Observer] Libya’s Grand Mufti Sheikh al-Sadiq al-Ghariani
...Libyan Moslem Brüderhood Grand Mufti since 2012. Issued a fatwa forbidding Libyan women from marrying foreign men. Issued a "fatwa against a UN Commission on the Status of Women's report because it urged governments to protect women and girls against violence" Aligned with the GNC govt...
said on Wednesday the issue of Tawergha IDPs is a tragedy in every sense of the word and that the Fatwa House had paid much attention to it from the very beginning.

Speaking in his weekly program on Tanasuh TV, he indicated that banning the entire people of Tawergha from returning to their homes is great injustice, demanding the Tawerghans to hand over the criminals, who committed atrocities in Misrata in 2011, to stand trial.

"I urge Misrata people to punish the criminals only and allow others to return home," he said.

"A team from the Fatwa House had visited the camps of Tawergha IDPs and saw the miserable life they are going through," he added.

The Mufti revealed that the previous government of Ali Zidan had turned a deaf ear to a request to build prefabricated houses for around 1000 Tawerghan families by a local construction company.

"The manager of the construction company told me each house would cost around LYD 30.000 and he wanted a piece of land from the government to build the houses on it." He remarked.

The Mufti disclosed that he had forwarded the offer of the construction company to then-Prime Minister Ali Zidan and his minister of housing, but they did not respond.

Tawergha has become a ghost town since 2011 after hundreds of its residents joined Qadaffy brigades in their offensive on Misrata. Heinous crimes were committed by the slain dictator’s brigades against Misratan families including killing, torture and rape.

Dozens of Eritrean and Nigerian former Islamic State captives freed in Libya

in Sirte and had been held in detention since the jihadist group lost the city in December.

The group, all but two of whom are women and kiddies, beat feet from Sirte, a former Islamic State stronghold in central Libya, while forces from the nearby city of Misrata battled to oust the bully boyz late last year.

Some of the women were on their way to Europe when Islamic State fighters kidnapped and held them as sex slaves.

After they beat feet from Sirte, they were investigated for possible ties to the group and held for several months in a Misrata prison.

Rooters has documented how Islamic State used enslaved refugee women to reward its fighters in Libya. In stories published last year, the women recounted how the group forced them to convert to Islam and sold them as sex slaves.

In November, a Rooters news hound visited some of the captives at a military post in Misrata. Their new captors, the women said then, starved and humiliated them. At least one woman, a 16-year-old, was pregnant and in need of urgent care.

The Libyan attorney-general's office announced that it had cleared the women of any wrongdoing in mid-February, but their release was delayed for several more weeks, with no explanation.

On Wednesday, they were received by staff from the U.N. refugee agency (UNHCR) and the Libyan Red Islamic Thingy, before being taken to a shelter for medical checks.

"I'm very happy, I can't describe how I feel, but I am very happy, I can start a new life and see my family again," one 14-year-old Eritrean girl told Rooters before leaving the prison with the rest of the group on a Red Islamic Thingy bus.

A UNHCR official said the entire group had scabies, but otherwise appeared to be in reasonable physical condition.

The agency expects to resettle the Eritreans as refugees.

"We will send them to a safe house where they can be treated if they need medical treatment, and receive assistance from us, and be protected," said Samer Haddadin, head of the UNHCR's Libya mission.

"We will destroy ISIS and we will protect civilization. We have no choice," Trump said at a joint White House news conference with Jordan's King Abdullah, referring to Islamic State by an acronym. He said the king has been a leader in the fight to defeat Islamic State "once and for all."

Rift in Lashkar-e-Taiba as top commanders Hafiz Saeed, Zaki-ur-Rehman Lakhvi fall apart
[INDIATODAY.INTODAY.IN] Top Lashkar-e-Taiba
...the Army of the Pure, an Ahl-e-Hadith terror organization founded by Hafiz Saeed. LeT masquerades behind the Jamaat-ud-Dawa facade within Pakistain and periodically blows things up and kills people in India. Despite the fact that it is banned, always an interesting concept in Pakistain, the organization remains an blatant tool and perhaps an arm of the ISI...
(LeT) commanders Hafiz Saeed
...founder of Lashkar-e-Taiba and its false-mustache offshoot Jamaat-ud-Dawa. The United Nations declared the JuD a terrorist organization in 2008 and Hafiz Saeed a terrorist as its leader. Hafiz, JuD and LeT are wholly-owned subsidiaries of the Pak intel apparatus, so that amounted to squat...
and Zaki-ur-Rehman Lakhvi are at loggerheads over issues pertaining to fanning unrest in Kashmire. Intelligence reports with the Indian security agencies reveal that the banned fissures have emerged in the banned terror group with differences cropping up between two of its top commanders.

A report in Hindustan Times claimed that Zaki-ur-Rehman Lakhvi, Lashkar's operations commander who played a major role in plotting the 26/11 Mumbai terror attacks, has 'got certain issues' with Saeed, who criminal masterminded the November 26, 2008 attacks. Saeed, founder of Jamaat-ud-Daawa, a front face of Lashkar, was put under house arrest by Pak authorities in January following immense international pressure.

According to intelligence inputs, Lashkar may be preparing to launch a major attack in India as Lakhvi has asked most of his loyalists to shift base to Pakistain occupied Kashmire. "Lakhvi has shifted most of his loyalists to PoK. Inputs reveal that Lashkar has decided to not use its name in its actions in Kashmire," the report in Hindustan Times quoted intelligence reports as saying.

The report also mentions that Lashkar has directed its operatives not to use the terror group's name in future attacks in India instead issue blurbs in the name of 'Quit Kashmire Movement'. The move is aimed at giving an impression of involvement of some home grown terror group.

Intelligence inputs also said that terrorist groups are plotting to assassinate separatist leaders in Kashmire Valley to fan further turmoil in the region.

The Kashmire Valley has witnessed a rise in stone pelting incidents following the death of terror 'poster boy' Burhan Wani's killing in an encounter in July, 2016. Indian security agencies have established that terror groups like Lashkar, Hizbul Mujahideen and others are fanning unrest in th region by inciting the youth.

On Syria, U.S. warns when U.N. fails, states 'compelled to act'
[REUTERS] U.S. Ambassador Nikki Haley
...first woman to serve as Governor of South Carolina, and the second Indian-American governor in the country, after Bobby Jindal of Louisiana. At the age of 39, Haley is the youngest current governor in the U.S., a distinction formerly held by Jindal. She is a Republican, which really grates on the Dems...
warned on Wednesday during a U.N. Security Council meeting that countries could be "compelled to act" individually if the world body does not take collective action after a deadly poison gas attack in Syria.

Western countries blamed Hereditary President-for-Life Bashir Pencilneck al-Assad
Trampler of Homs...
's armed forces for the attack in the town of Khan Sheikhoun in a rebel-held area of northern Syria hit by government air strikes. Syria's government denied responsibility.

The council is considering a draft resolution condemning the attack but Russia opposes it. British U.N. Ambassador Matthew Rycroft said negotiations were continuing on the text but a vote was unlikely on Wednesday.

"Assad, Russia and Iran have no interest in peace," Haley told the 15-member Security Council. "The illegitimate Syrian government, led by a man with no conscience, has committed untold atrocities against his people.

"When the United Nations
...an organization originally established to war on dictatorships which was promptly infiltrated by dictatorships and is now held in thrall to dictatorships...
consistently fails in its duty to act collectively, there are times in the life of states that we are compelled to take our own action," said Haley. She did not signal what sort of action could be taken.

The gas attack killed at least 70 people, many of them children.

In February, Syrian ally Russia, backed by China, cast its seventh veto to protect Assad's government from council action, blocking a bid by Western powers to impose sanctions over accusations of chemical weapons attacks.

Kurdistan delegation arrives in Baghdad to discuss independence referendum
[Iraq News] A delegation from Kurdistan Region arrived in Baghdad on Wednesday to discuss the referendum and independence with the Iraqi officials.

The Kurdish joint delegation from Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) consists of Fuad Hussein, Chief of Staff to the Kurdistan Region Presidency, Fazil Mirani, the Head of KDP politburo and Adnan Mufti, a member of the PUK politburo.

The delegation is scheduled to meet Fuad Masoum, the Iraqi President, PM Haider al-Abadi and the Parliament Speaker Salim al-Jabouri.

The Kurdish officials will discuss holding a referendum for Kurdistan Region independence with the Iraqi bigwigs. The delegation is also expected to discuss the issue of raising the Kurdistan flag over the state buildings in Kirkuk province.

The Kurdish delegation’s visit to Baghdad follows the meeting of the political bureaus of the two major Kurdistan parties.

KDP and PUK politburos held a meeting on Sunday which was chaired by Kurdistan Region President Masoud Barzani for discussions over several topics including holding a referendum. The two parties agreed to form a joint delegation to discuss the independence referendum with Baghdad and agreed on the Kurdish parties to form a committee which will set the timing and a mechanism for the matter.

A Peshmerga brigade of Turkmens to be established
[Iraq News] A Kurdish MP stated that a brigade of Turkmens will be created within the Peshmerga forces, saying that Peshmerga needs to be composed of all Kurdistan Region entities as it does not belong to Kurds alone.

Shakhawan Abdullah, a Kurdish member of the Iraqi parliament, told BasNews a Peshmerga brigade from Turkmens will be established, noting that Peshmerga should contain all components of the Kurdistan Region, given the fact that Peshmerga does not only belong to Kurds.

He stated that a Peshmerga brigade consisting entirely of Arabs who have recently concluded their training will soon begin to operate within the Peshmerga forces.

The financial crisis in the Kurdistan Region has been a barrier to the creation of a Peshmerga unit for Turkmens otherwise this would have happened a long time ago, said the official. He noted that the Peshmerga brigade for Turkmens will be created in the near future.

He added that multi-ethnic components within Peshmerga shows the force is not against any entity and equally protects all of them.

Palestinian Authority pay cut angers Gaza workers
[IsraelTimes] PA says falling foreign aid has left it unable to provide full salaries; others see move as attempt to weaken Hamas, always the voice of sweet reason, with social crisis.
It was fine supporting a thorn in Hamas' side when the money was flowing freely, but now the tribal cousins must have priority over those in Gaza who for a decade have done nothing to earn it. Contrast them to all the West Bank Hamasniks who've gotten themselves arrested or killed attacking Israelis or plotting against the PA.
A decision by the West Bank-based Paleostinian Authority to impose pay cuts on its civil servants in the Gazoo Strip sparked anger among the employees on Wednesday.

The PA said it was forced into the move because its budget has been hit by decreasing foreign aid.

Among hundreds waiting outside a bank in Gazoo City to withdraw their salaries was Jawdat Abu Ramadan, who works for a PA-run institute for the disabled and said he found his monthly paycheck of NIS 4,700 ($1,300) had been shaved by NIS 1,700 ($465).

After paying his bills he is left with "just 1,000 shekels" for himself and his three dependents until the end of the month, he told AFP.

Announcing the cutback on Tuesday evening, the Paleostinian Authority said it would be temporary.

The 70,000 PA employees in the Hamas-run Gazoo Strip are in a bizarre position. In 2007 the Islamic terror group seized power from the rival Fatah movement of Paleostinian Authority President the ineffectual Mahmoud Abbas
... a graduate of the prestigious unaccredited Patrice Lumumba University in Moscow with a doctorate in Holocaust Denial...
and ousted the Fatah-dominated PA. Its staff lost their posts, but the PA kept them on its payroll nevertheless.

Hamas set up its own parallel administration with 50,000 staff, whose salaries the PA refuses to pay.

Abbas is regularly accused in the Gazoo Strip of abandoning its two million Paleostinians.

The unemployment rate in the coastal territory is among the highest in the world, at 45 percent.

The wage cuts will have an impact beyond the civil servants themselves, as their purchasing power, Abu Ramadan said, is "the backbone of the Gazoo economy."

"It’s a premeditated massacre," said Aysha Abu Maghassib, who worked for the Paleostinian Authority’s police. A widowed mother of two, she said that after deductions only about NIS 200 is left from this month’s wages.

Ammar al-Njjar, 33, demanded that Abbas resign, while Nevin Abu Herbid said she saw "a crisis erupting."

Hamas called the cuts "arbitrary, inhumane and irresponsible."

Economist Omar Shaban said they could be a Fatah tactic to weaken Hamas, its bitter rival, by creating a social crisis in the Strip.

But it has led Fatah members from Gazoo to leave the party, with the east Gazoo membership quitting as a group and individuals from the central and west Gazoo districts also resigning.

AFP yet to confirm if top Abu Sayyaf leader Isnilon Hapilon is dead
[NEWSINFO.INQUIRER.NET] While President Rodrigo Duterte said that top Abu Sayyaf
...also known as al-Harakat al-Islamiyya, an Islamist terror group based in Jolo, Basilan and Zamboanga. Since its inception in the early 1990s, the group has carried out bombings, kidnappings, murders, head choppings, and extortion in their uniquely Islamic attempt to set up an independent Moslem province in the Philippines. Abu Sayyaf forces probably number less than 300 cadres. The group is closely allied with remnants of Indonesia's Jemaah Islamiya and has loose ties with MILF and MNLF who sometimes provide cannon fodder...
leader may have been killed in Arclight airstrikes two to three months ago, the military has yet to confirm this.

"There are raw reports but we still have no confirmation that Hapilon is really dead," Armed Forces chief Gen. Eduardo Año said on Tuesday.

In his speech at an event of the Boy Scouts of the Philippines on Monday, Duterte said Hapilon has not been heard of since the Arclight airstrikes last January though he is not discounting the possibility that he may still be alive.

Hapilon, a big shot of the Abu Sayyaf wanted for kidnappings in Mindanao, is reportedly the recognized leader of the Islamic State

in the Philippines. Last January, Defense Secretary Lorenzana said that they have received reports that Hapilon is establishing a wilayat or province in Central Mindanao.

Año said their last information about Hapilon was he was being carried by four Abu Sayyaf members transferring from one temporary base to another in the hinterlands of Butig.

Operations against his group still continue in Lanao and Basilan
...Basilan is a rugged, jungle-covered island in the southern Philippines. It is a known stronghold of the Abu Sayyaf, bandidos, and maybe even orcs. Most people with any sense travel with armed escorts...

Russia says Syria gas incident caused by rebels’ own chemical arsenal
[Iraq News] Russia’s defense ministry said on Wednesday that a poisonous gas contamination in the Syrian town of Khan Sheikhoun was the result of gas leaking from a rebel chemical weapons depot after it was hit by Syrian government Arclight airstrikes.
On the other hand, no rebel chem weapons depots seem to have been hit in Iraq.
The United States has blamed the administration of Syrian Hereditary President-for-Life Bashir Pencilneck al-Assad
Terror of Aleppo ...
for the attack, in which scores of people are reported to have been killed.

"Yesterday, from 11:30 am to 12:30 p.m. local time, Syrian aviation made a strike on a large terrorist ammunition depot and a concentration of military hardware in the eastern outskirts of Khan Sheikhoun town," Russian defense ministry front man Igor Konoshenkov said in a statement posted on YouTube.

"On the territory of the depot there were workshops which produced chemical warfare munitions."

He said the chemical munitions had been used by rebels in Aleppo last year. "The poisoning symptoms of the victims in Khan Sheikhoun shown on videos in social networks are the same as they were in autumn of the previous year in Aleppo," Konoshenkov said.
