Noor calls Hekmatyar ‘Butcher of Kabul’ amid heightened HIA, Jamiat tensions
[Khaama (Afghanistan)] The provincial governor of the northern Balkh province and chief executive of Jamiat-e-Islami Ata Mohammad Noor has called the Hezb-e-Islami leader Gulbuddin Hekmatyar the ‘Butcher of Kabul’ as he renewed his stance against the latest upheavals, mainly involving the heated exchange of words between the two prominent political parties.

Speaking during a gathering in northern Samangan province, Noor called on Hekmatyar to return to the original place from where he has returned, pointing towards the caves once used by the militants and militant leaders to hide during the conflict.

Noor further added that Hekmatyar has started to insult Jamiat-e-Islami since he returned to the country.

He also added that Hekmatyar has a history of sparking tensions and used to spark violence among the Jihadi leaders and political parties during the civil war.

The chief of executive of Jamiat-e-Islami said Hekmatyar has lost his everything and even used girls to carry out a suicide attack, calling it the first ever use of women for the suicide bombings in the country.

In other parts of his speech, Noor asked the government to refrain from hatching conspiracies as he was apparently pointing towards the controversial case involving the Balkh provincial council member Asif Momand.

Calling Momand a ‘Fly’, Noor said his party has the ability to compete with the president and insisted that cutting the edge of a ear is small matter as compared to the bloodshed and killing of civilians.

Somaliland Warns Puntland Of Fueling Clan Feuds In Sanaag
[RADIOSHABELLE] The self-declared breakaway republic of Somaliland has warned the northeastern semi-autonomous region of Puntland

Puntland and the equally autonomous Somaliland seem to have avoided the clan rivalries and warlordism that have typified the rest of Somalia, which puts both places high on the list for Islamic subversion...

Speaking at a presser in Hargeisa, the foreign affairs Minister of Somaliland, Sa’ad Ali Muse has called Puntland to stop creating conflict between the clans in the region.

Muse underlined that his administration is trying to mediate the warring sides in Buhoodle, and will bring an end to the deadly clan festivities going on in the town over the past weeks.

Dozens were killed, and hundreds fled from their houses since the start of the festivities.

The fighting between rival clans had erupted over a land dispute, while the local elders been able to mediate between the groups, a lasting ceasefire has never been achieved.

The minister’s call comes as Puntland vowing to send more troops to Sanaag, to prevent Somaliland from bringing the ballot boxes in the region ahead of November poll.

Germany to help fund job training, improve refugee facilities in Egypt
[AlAhram] According to an agreement signed by Egypt and Germany in Berlin on Sunday, Germany will provide Egypt with more resources to run training programmes to help locals find better jobs, and more funds for Egyptians to study in Germany, as part of Germany's wider effort to fight the causes of unchecked migration.

The agreement, which was signed by Egypt's Foreign Minister Sameh Shoukry and his German counterpart Sigmar Gabriel, aims to slow the flow of migrants colonists to the European country, German government spokesperson Steffen Seibert said on Monday.

Germany will help Egypt improve facilities for Syrian refugees and other displaced people in the country, and the two countries agreed to work more closely to crack down on smugglers who bring migrants colonists illegally into Europe across the Mediterranean.

A total of 122,802 Syrians are registered with the Egyptian branch of the UN's refugee agency, out of a total 208,398 registered refugees and asylum-seekers.

Estimates suggest that there are many Syrians in the country who have not registered with the UN.

Egypt's Mediterranean coast is a departure point for many migrants colonists seeking to reach European shores and continue their journey to Germany.

In an interview to the Iranian newspaper Jaam-e Jam, he said: "The information we have received from Qatar indicates that the Prince (now Emir) wanted to withdraw from the GCC since the onset of the Gulf crisis, but he had deferred the move on the advice of his counsellors".

Iranian agencies released pictures of the Qatari ambassador presenting his credentials to Iranian President Hassan Rouhani and Foreign Minister Mohammad Javad Zarif. The Iranian media has dubbed the Qatari move as a "new victory" for Iran against the "Arab confederacy," and sees it as a "chink in the Arab front".

According to Iranian Foreign Ministry front man Bahram Qasimi, it was Qatar that had requested Iran to accept the return of its ambassador to Tehran in a telephone conversation between the foreign ministers last Tuesday.

According to the report, the spy ring - made up of Saudi nationals - utilized religious pilgrimages to a Holy Shiite shrine in the Iranian city of Mashhad to be trained at IRGC camps.

IRGC officers allegedly blindfolded the men before taking them to the training camps, two hours away from the airport.
The men were given a "special allowance" and were housed in private quarters where they received training on weapons and explosives.

The trainees met convicted terrorist Ahmed al-Mughsil who is currently detained in Saudi Arabia after being involved in the Khobar Towers bombing of 1996 that killed 19 US soldiers and maimed 372 others.

Mughsil supervised their training for two weeks, and asked them to establish a terrorist cell in Saudi Arabia immediately after they returned to the kingdom, the report said.

The members viewed Mughsil as a leader and awaited instructions to carry out bombings and liquidations.
According to Akhbarna website, the investigations showed that the plan - led by Mughsil - included the opening of a tourism agency in Qatif to send young men and women to Iran to train and inflame public opinion against the Saudi Arabia and its security.

Local French authorities warn farmers of Jewish thieves ahead of Yom Kippur
[IsraelTimes] Municipal veterinary service says Jews and Moslems may try to steal chickens and sheep to use in ’unauthorized sacrifices’ for holidays

Veterinarians in a municipality near Gay Paree warned farmers of an elevated risk of theft of sheep and fowl ahead of the Moslem and Jewish holidays of Eid al-Adha and Yom Kippur, respectively.

The warning, which provoked angry reactions on the part of communal leaders who felt it was discriminatory, came in a letter sent earlier this month by veterinary services in Hauts-de-Seine, an area comprising several suburbs east of the French capital, the Le Paisien Weekly reported.

The letter instructed farmers to practice "the highest degree of alertness" ahead of the Moslem holiday, which this year falls on September 1, and the Jewish one 28 days later, because followers of those religions perform "unauthorized sacrifices" of sheep and chickens, respectively.

To Francis Kalifat, president of the CRIF umbrella group of French Jews, the inclusion of the Jewish holiday in the police’s circular was one of many cases in which “Jews are equated, compared, amalgamated” with Muslims incorrectly as a tactic for deflecting accusation of Islamophobia.
On Eid al-Adha, some Moslems sacrifices sheep and lambs in conditions that animal rights activists find cruel, and which also provoke resistance by opponents of Moslem immigration.

And in the hours prior to Yom Kippur, in some Jewish communities roosters and chickens are waved several times in the air and slaughtered as atonement for sins incurred during the previous year. The meat is given to charity. Religious laws forbid the use of a stolen chicken for the rite. The act is also condemned as cruel by animal rights activists.

"Ill-intentioned individuals could try to catch the animals in order to perform clandestine slaughters," the letter also warned.

Joel Mergui, president of the Consistoire, the organization responsible for providing religious services to Jewish communities, said that after reading about the circular, he was "amazed to discover" that he had "suddenly and collectively, with all the coreligionists of the Jewish faith, become a potential chicken thief," Mergui, a physician and one of French Jewry’s most highly regarded leaders, told the La Croix daily Friday.

Following protests over the letter, a spokesperson for the Public Security department of the region told Le Gay Pareeien "it was a matter of vigilance" that "was not intended to cause offense."

According to Le Gay Pareeien, sheep have been stolen in the past for sacrifice during Eid al-Adha, but likely not by Moslems. Roma traders sold some 200 stolen sheep in 2013 ahead of the Moslem holiday to worshipers. The sheep were sold for approximately half of their market value. The daily did not offer a report of any theft of chickens ahead of Yom Kippur.

Pakistan’s Afghan policy a ‘potentially suicidal policy’, says ex-Pak senator
[Khaama (Afghanistan)] A retired Pak senator has called the existing policy of Pakistain regarding Afghanistan as ’potentially suicidal policy’ as he insists that the new strategy of the United States for Afghanistan and Pakistain is a chance for Islamabad to get rid of the flawed policy.

In an opinion editorial published in a local newspaper, The Nation, Khattak called the new US strategy as impressive for its clarity, comprehensiveness and nuance.

Khattak further added "It may be a historic opportunity for Pakistain to get rid of a flawed Afghan policy that has acquired malignant proportions over the time. Even otherwise, this is a potentially suicidal policy for Pakistain."

According to the retired Pak senator, Pakistain’s Afghan policy is the product of a militaristic and hegemonic design based on the jihadist project of the 1980s and it hasn’t changed in any tangible way despite tall claims to the contrary.

"It aims at imposing a puppet government on Afghanistan by defeating the Afghan state and its international allies. Many political parties in Pakistain have been criticising this policy. It has neither been approved by the Parliament nor supported by any elected political government," he added.

Khattak also added that Pashtuns in Pakistain are particularly opposed to it because it puts them in the eye of the terrorist storm.

Again it’s the same mindset that is attacking democratic republics (however flawed they may be) in both Pakistain and Afghanistan.

Hamas leader in Gaza: Ties with Iran now ‘fantastic’; we’re preparing battle for Palestine
[IsraelTimes] Hailing fully restored relations with Tehran, Yahya Sinwar says his group doesn’t want war yet but is building up military power for ’the liberation of Paleostine’.

The new Gazoo leader of the Paleostinian terrorist group Hamas, the well-beloved offspring of the Moslem Brotherhood, said Monday it has restored relations with Iran and is gearing up for future hostilities with Israel.

Yahya Sinwar told news hounds that Iran is now "the largest backer financially and militarily" of Hamas’s armed wing. It was his first meeting with journalists since taking up his post in February.

Sinwar said that with Iran’s help, Hamas is accumulating military power in preparation for a battle for "the liberation of Paleostine."

Hamas is "developing our military strength in order to liberate Paleostine," Sinwar said, but he also stressed that it does not seek war for now "and takes every effort to avoid a war... At the same time we are not afraid of a war and are ready for it."

"The Iranian military support to Hamas and al-Qassam is strategic," he added, saying the relationship had "become fantastic and returned to its former era."

"Every day we build missiles and continue military training," he added, saying that thousands of people are working "day and night" to prepare for the next conflict.

Netanyahu vows he will never evacuate another settlement
[IsraelTimes] At event celebrating 50 years of settlements in the northern West Bank, thousands cheer PM, as he speaks of the area’s strategic importance

Prime Minister Benjamin Netanyahu pledged on Monday that his government will never evacuate another settlement, a promise that comes just days after meeting with a US delegation to discuss restarting the grinding of the peace processor with the Paleostinians.

At an event celebrating 50 years of Israeli settlements in Samaria -- the biblical name for the northern West Bank -- Netanyahu told a crowd of thousands, "We are here to stay forever. There will be no more uprooting of settlements in the land of Israel."

"This is the inheritance of our ancestors," he said. "This is our land.’

He also stressed the dangers Israel would face if it withdrew from the West Bank, a key demand of the Paleostinians in any future peace deal.

"Samaria is a strategic asset for the State of Israel," the prime minister said. "It is the key to our future. Because from these high hills, the heights of Mount Hatzor, we can see the entire country, from one side to the other."

He said that Israel has withdrawn from settlements in the past but received nothing in return.

"We’ve uprooted settlements. What did we get? We received missiles. It will not happen again," the prime minister said, referring to Israel’s 2005 withdrawal from the Gazoo Strip. "To those who want to uproot what we’ve planted, we will deepen our roots."

"Imagine that on these hills were the forces of radical Islam," Netanyahu said that he tells world leaders. "It would endanger us, it would endanger you, and it would endanger the entire Middle East."

The prime minister also gave his recollections of the first time he came to Samaria, as a soldier, and said that he felt he was walking in the footsteps of the patriarchs, walking the hills with a Bible in his hand.

"I remember the excitement that gripped me when I came to Shiloh, the place where the [biblical] kingdom of Israel stood," he said.

Shaath, a former Paleostinian negotiator, said that the Paleostinians told the American delegation its demands are "the end of the occupation, the establishment of an independent Paleostinian state on 1967 borders with East Jerusalem as its capital, as well as the resolution of all permanent status issues, including the right return of for [Paleostinian] refugees."

Combat intelligence collection battalion documents Palestinian rioters
[Ynet] Improvements in the operation methods of the Nitzan Battalion have led to the incrimination of 650 of the main instigators of rioting and the imprisonment of some 200 of them since the beginning of 2017.

The Nitzan Combat Intelligence Collection Battalion has improved its operations in recent months to more efficiently catch main instigators and prominent rioters red-handed during Paleostinian protests in the West Bank.

The recent improvements have led to the incrimination of 650 of the main instigators and the imprisonment of some 200 of them since the beginning of 2017.

The new operation methods have been perfected over the last two rounds of escalation in the West Bank over the past year and a half--during the Paleostinian prisoners' hunger strike and during the Temple Mount crisis.

The Nitzan Battalion troops either stand on the front line along with the IDF or Border Police forces who are holding back the rioters or operate from concealed positions located 300-400 meters from the rioting.

The combat intelligence collection soldiers are equipped with protection gear as well as advanced Nikon cameras with 300-400mm lenses.

They use these cameras to document a rioter throwing a stone or a Molotov cocktail, while making sure to capture a clear shot of his face.

"We've improved our operation techniques, and we are working--throughout the entire operational process--with the Judea and Samaria Division's legal advisor and with intelligence forces to translate the materials we produce into legal evidence," the commander of the Nitzan Battalion, Lt. Col. Ayalon Peretz, told Ynet. "We reach the home of the rioter in a matter of days, arrest him and bring him in front of a judge. These are mostly rioters aged 18-30, because our focus is not on children and teens," he added.

might throw a Molotov cocktail in tomorrow's riot. The next day they might throw a Molotov cocktail on a vehicle on the roads, and in a week they might carry out a serious terror attack," Lt. Col. Peretz explained. "This accurate tool has led to a substantial drop in the number of rioters, and we've seen (evidence of) that in the protests over the Temple Mount crisis."

Alongside improving their technique in documenting rioting, the Nitzan Battalion is also aided by advanced technology: multirotor drones used by the forces help create an intelligence picture detailing where the rioters come from, how many there are, and where they flee to after throwing stones or Molotov cocktails. In this manner, even the masked rioters can be tracked and incriminated. The Nitzan Battalion forces operate both at spontaneous clash sites and regular rioting hotspots, the latter mostly on Fridays at Kafr Qaddum in the Samaria region, Tuqu' in Gush Etzion, Nabi Salih near Ramallah and the police (Shoter) checkpoint in Hebron.

The battalion has also recently began training Border Police troops to document the rioting, so footage they capture could be used to incriminate instigators as well.

While on operational duty in the Bethlehem area in recent weeks, the Nitzan Battalion soldiers arrested several Paleostinian rioters they happened upon during a random check, who just a few weeks prior were documented rioting at Rachel's Tomb and near Tuqu'. Nitzan is the IDF's biggest battalion, with over 1,000 soldiers spread out through the southern Mount Hebron area, the Jerusalem area, the Jordan Valley and all the way to Jenin in the northern Samaria region.

Thousands of Syrians Head Home from Turkey for Eid al-Adha

are returning home temporarily to Syria to celebrate a major Moslem holiday, Ottoman Turkish officials said Monday.

Almost three million Syrians have taken refuge in Turkey since the conflict broke out in 2011, the vast majority living in big cities rather than in camps.

But a relative stability has descended on some areas in northwest Syria following a Ottoman Turkish military operation against jihadists and a ceasefire backed by Ankara and Moscow earlier this year.

The authorities in Turkey's southern province of Kilis bordering Syria have put in place a special system whereby Syrians can go home for the Feast of the Sacrifice (Eid al-Adha in Arabic, Kurban Bayrami in Ottoman Turkish) and return to Turkey afterwards.

After uploading details on a special Internet site and registering, they can leave Ottoman Turkish territory through the Oncupinar border gate until Wednesday and then must return by October 15.

A local Ottoman Turkish official, who asked not to be named, said 40,360 Syrians had crossed over so far with around 4,000 people now crossing every day.

The crossings have been allowed since August 15, according to the Kilis governorate. Turkey will celebrate the Feast of the Sacrifice on Friday.

The Syrians were returning to towns including al-Bab and Jarabulus, which were cleared of Islamic State

Ottoman Turkish state media reports have indicated that life in the towns is gradually returning to normal with schools reopening and municipal services resuming.

Turkey had previously allowed Syrians to return home temporarily earlier this year for the Eid al-Fitr festival that follows the holy fasting month of Ramadan.

Victim’s daughter testifies at Lebanese PM Rafik Hariri assassination trial
[ENGLISH.ALARABIYA.NET] The daughter of a victim of a 2005 bombing that killed Leb’s former Prime Minister Rafik Hariri and 21 others testified before an international court Monday about the frantic days of hunting for traces of her father after the kaboom as her hopes of finding him alive ebbed away.

Lama Ghalayini was the first of seven witnesses who are expected to testify before the Netherlands-based Special Tribunal for Leb over the next two weeks at the marathon trial in absentia of four suspects in the attack in Beirut.

The suspects are members of the Hezbollah Lion of Islam group, which denies involvement in former Prime Minister Rafik Hariri’s liquidation. One of those originally indicted, Hezbollah military commander Mustafa Badreddine, was killed in Syria in 2016.

The trial started in January 2014 and prosecutors have so far presented more than 230 witnesses. The suspects have not been locked away

Ghalayini said she suffered depression and post-traumatic stress after her father’s death.

"I wish this day could be erased from the calendar," she said of the Feb. 14, 2005 blast. "I think it is the only thing that really could relieve me."

Speaking by video link from Beirut, Ghalayini said she and her family scoured hospitals and a morgue and used sniffer dogs to no avail. Her father’s remains were recovered more than two weeks later, lying face down under a shallow layer of sand.

Ghalayini was critical of Lebanese authorities for not doing more to help her family in the hunt for her father, who was killed while taking his daily walk along the Beirut seafront.

His daughter was not in Leb at the time of the bombing, but said she heard the kaboom while she was speaking by phone to a company in Beirut. She flew home as soon as she could when it emerged that her father was missing.

"It was horrible to see the scene of the kaboom and just imagine where my father could have been," she said through an interpreter. "It was really a shock for me."

At the end of her testimony, Ghalayini told judges she hoped the perpetrators eventually will be brought to justice.

"I will never rest until the criminals are prosecuted," she said.

Two Americans serving 10 years in Iran lose appeal — lawyer

The Namazi family fled after the 1979 Islamic Revolution. The younger Namazi later traveled back several times and wrote articles calling for improved ties between Iran and the US, urging Iranian-Americans to act as a bridge between the rival governments.

Those efforts raised suspicions among hard-liners in Iran. In May 2015, a hard-line Iranian website called Fardanews accused him of being part of a Western effort to infiltrate Iran.

in October 2015. His father, a former UNICEF representative who served as governor of Iran’s oil-rich Khuzestan province under the US-backed shah, was arrested in February 2016, apparently drawn to Iran over fears about his incarcerated son.

Iran does not recognize dual nationalities, meaning those detained cannot receive consular assistance. In most cases, dual nationals face secret charges in closed-door hearings in Iran’s Revolutionary Court, which handles cases involving alleged attempts to overthrow the government.

In October, authorities said the Namazis had been sentenced to 10 years in prison for "cooperating with the hostile American government."

The Namazis are among a host of dual nationals and those with ties to the West held in the country after the 2015 nuclear deal with world powers.

Others include Chinese-American graduate student Xiyue Wang, who was sentenced to 10 years in prison in Iran for allegedly "infiltrating" the country, while doing doctoral research on Iran’s Qajar dynasty. Nazanin Zaghari-Ratcliffe, a British-Iranian woman, was sentenced to five years in prison on allegations of planning the "soft toppling" of Iran’s government, while traveling with her young daughter.

Iranian-American Robin Shahini was released on bail last year after staging a weeks-long hunger strike, while serving an 18-year prison sentence for "collaboration with a hostile government." Shahini is believed to still be in Iran.

Former FBI agent Robert Levinson, who vanished in Iran in 2007 while on an unauthorized CIA mission, remains unaccounted for.

Also in an Iranian prison is Nizar Zakka, a US permanent resident from Leb who advocates for internet freedom and has done work for the US government. He was sentenced to 10 years last year, on espionage-related charges.

In the wake of the 2015 atomic accord, Iran freed detained Washington Post journalist Jason Rezaian and three other Iranian-Americans in exchange for pardons or charges being dropped against seven Iranians. That deal also saw the US make a $400 million cash delivery to Iran.

Analysts and family members of those detained in Iran have suggested Iran wants to negotiate another, similar deal with the West. "The signal has been sent very, very clearly that this is what they want to do," Genser said.

Donald Trump lifts ban on military gear for police

Attorney General Jeff Sessions announced Trump's decision to loud applause at a national convention of the Fratenity Order of Police in Nashville, Tennessee.

Obama had reinstated the ban on surplus high-caliber weapons, armored vehicles and other heavy equipment for local police departments following public outcry over the militarized response in 2014 to rioters in Ferguson, Missouri, and the police shooting of an unarmed black man.

Sessions told Fratenity police members the new arrangement would "ensure that you can get the lifesaving gear that you need to do your job and send a strong message that will will not allow criminal activity, violence and lawlessness to become a new normal."

The newspaper USA Today said the new order would fully restore the program to recycle surplus equipment from the Department of Defense, and fully restore grants used to purchase such equipment "from other sources."

Police departments only had to pay for transport costs under the controversial program

, referring to a Trump administration briefing, cited two academic articles that claimed that the program was "defensive" in nature and had reduced crime rates and did not increase deaths involving police.

The so-called 1033 program began in 1990 as a way to funnel surplus equipment from the Department of Defense to anti-drug police, but was expanded in 1997 to wider police departments. The White House found that the program allowed the transfer for $5.4 billion (4.5 billion euros) of equipment to police departments, who only paid for transport costs.

The new briefing paper said the decision to restore the program "represents a policy shift toward ensuring officers have the tools they need to reduce crime and keep their communities safe. It sends the message that we care more about public safety than about how a piece of equipment looks, especially when that equipment has been shown to reduce crime, reduce complaints against and assaults on police, and makes officers more effective," as quoted by Washington Post.

Obama's move led to the recall of at least 100 grenade launchers, more than 1,600 bayonets and 126 tracked vehicles.

Would like to see the LoA's, assuming they exist, stipulating under what conditions the equipment could be used.

It may come in very handy close to the next election.

(Slightly) OT: I at one time lived a few miles off (USAF) base for a while and one day heard a hell of a racket outside. Looked out the window and saw three honest-to-G*d APC's rumbling down the (civilian) street. Got my undivided attention real fast.
