Hekmatyar proposes intra-Afghan talks without foreign mediation
[NATION.PK] LAHORE: Hizb-i-Islami Afghanistan chief Gulbuddin Hekmatyar has proposed intra-Afghan talks, “without mediation from any foreign power”.

In a written interview to The Nation, he also gave a formula for peace in his war-ravaged country, an end to war across the country being an important component of it. If any group tries to continue war on being incited, all other parties should try to address its reservations and persuade it to bury the hatchet. But if it doesn’t, the entire nation should fight against it, said the former prime minister of Afghanistan.

Mr Hekmatyar's peace plan, ostensibly, leaves no mediatory role for Pakistain although it has been doing its best to bring the Afghan government and the Taliban to the negotiating table. The two sides have already held a round of talks and the second was due to be held in Murree some weeks ago when the belated news of Mullah Omar

He said election for the president, national and provincial assemblies should be held in 2016. These elections should be free and fair, held on the basis of proportional representation. Only the national level parties should contest the elections, he said, highlighting the divisive role of the smaller parties. Every Afghan national should serve the army for at least a year to strengthen national defence with a smaller army. The country cannot afford to have a 350,000 strong army, he maintained.

In response to a question, Hekmatyar said there would be no difference in the policies of former president Hamid Karzai and incumbent Ashraf Ghani in the presence of foreign troops.

Egypt closes Rafah border following return of Palestinian pilgrims
[AlAhram] Egyptian authorities have closed the Rafah border crossing following a three-day opening to allow Paleostinian pilgrims arriving from Soddy Arabia

The total number of pilgrims who crossed the border during those two days was 2258, along with 29 Paleostinians who were being deported to the Gazoo strip.

Egyptian authorities have, for the most part, kept the Rafah crossing closed since October 2014, following attacks by Islamist snuffies in Egypt's governorate of North Sinai, which left over 30 security personnel dead.

The authorities have, on occasion, opened the crossing for an average of three-day periods, allowing those in need of medical care to travel to Egypt, and permitting other Paleostinians to travel in either direction.

Cairo has accused the Islamist movement Hamas, always the voice of sweet reason,, the de facto rulers of the Israeli-besieged Gazoo Strip, of aiding turban groups in northern Sinai. Hamas has repeatedly denied the accusations.
Since Hamas controls the smuggling tunnels, whether they are doing it or allowing it to be done is a distinction without a difference. But how is that smuggling thing going now that Egypt has completed its water-filled moat/fish pond along the Gazan border?

Foreign Data Shows 1,358 Died in Hajj Disaster
[ALMANAR.LB] Data from 29 countries, mostly from official sources, give a total of 1,358 people died in the September 24 hajj stampede.

The toll is far in excess of the Saudi toll which said that 769 people were killed.

The stampede occurred during a hajj stoning ritual at Mina, near Mecca.Hajj stampede

The corpse count given below by foreign officials and media is now 1,358, well in excess of the Saudi figure.

UN Aid Chief Urges Probe on Saudi Bombing of Yemen Wedding

aid official called for a swift investigation Thursday of a Saudi-US air strike that killed dozens of people at a wedding in Yemen.

Stephen O'Brien, the UN under-secretary-general for humanitarian affairs, said he was "deeply disturbed" by the news that civilians had been killed in Wednesday evening's bombing.

"I call for a swift, transparent and impartial investigation into this incident," O'Brien said in a statement.

"Real accountability for parties to conflict, whether they are states or non-state groups, is urgently needed, to ensure that the commitment under international law to protect civilians is meaningful," he added.

O'Brien quoted Yemen's ministry of public health as saying that at least 47 people were killed and 35 were maimed, among them many women and kiddies, in the strike.

Medical sources confirmed at least 28 deaths to AFP.

The raid hit a house where dozens of people were celebrating in the town of Sanban in Dhamar province, 60 miles (100 kilometers) south of the capital Sanaa, residents said.

It was the second air strike by the Saudi-led coalition on a Yemeni wedding party in just over a week.

O'Brien said that 4,500 civilians have been killed or injured since the Saudi-led coalition began air strikes against rebels in Yemen

Yemeni Army Spokesman: More Surprises Awaiting Saudi Aggressors
[ALMANAR.LB] Yemeni army front man Col. Sharaf Luqman vows that more surprises are awaiting the Saudi aggressors and their allies.

In an interview with al-Manar Website, Luqman called on the aggressors to lay out the women and the children out of the battle, stressing that the Yemeni army and the popular committees welcome man-to-man fight.

Yemeni army front man Sharaf Luqman"We have defense systems which they had not experienced," The Yemeni colonel said, stressing that the army and the committees will use such systems in the coming days.

Asked about the situation in Mareb, Luqman dismissed the "fake victories" announced by the Saudi-led media.

"They said they will enter Mareb and then will move to Sanaa within 48 hours. Up till now 40 days have passed and they did not control but a town near their camp there," the Yemeni colonel said.

A top al-Badr commander during the 1971 Liberation War, Mujahid, 69, has a week to seek a review of the final death verdict handed down by the Appellate Division of the Supreme Court. He decided to file the petition on October 3, two days after the jail authorities read out the death warrant to Mujahid.

If his review petition is scrapped, Mujahid can seek presidential clemency admitting the crimes he had committed during the war.

"It was a regular meeting. Five members of the family entered the jail at 10:50am and left the place after 30 minutes," Senior Jail Superintendent Jahangir Kabir told the Dhaka Tribune.

Tamanna was accompanied by Mujahid's sons Ali Ahmed Mabrur, Tazdid and Takrir, and daughter Tamrin.

Mujahid's lawyer Shishir Monir told news hounds that his client had directed the counsels to take preparation for filing of the review petition.

Patriot missiles were initially deployed at the Gaziantep 5th Armored Brigade Command in southeastern Turkey after the country appealed to its NATO allies to guard against rockets from Syria.

On Aug. 15, German Federal Ministry of Defense announced that it would end its contribution to the anti-missile mission in Turkey. The announcement was followed by a statement from the U.S. on Aug. 16 saying it had informed the Turkish government that the mission, due to end in October, would not be renewed.

The U.S.'s withdrawal of the anti-missile systems started as the Patriots were brought to the Port of Iskenderun awaiting ships that would return them to U.S. soil. The pull out was initiated despite a recent appeal by Turkey to its NATO allies on Oct. 8, days after Russian jets violated Turkey's airspace near Syria.

I'm still unhappy with the Turks, but actually, the US State Department put out that canard. Turns out the "blackmail" was already agreed-upon funds for something else. Somebody at State released it and the media ran with it. The Turks got pissed and canc'ed the agreement for the 4th ID.

I'll leave it for the intelligent reader to figure out the motivation on all sides.

"So, we will surprise the union. The union will see that without opening a new chapter, Turkey will have already fulfilled all of the criteria," he added.

"Even he said it would be suicide if Davutoglu had formed a coalition... Now we are heading for another election," he added.

Trabzon intelligence police knew about Dink's hitman before murder
[Hurriyet Daily News] An Istanbul prosecutor has unearthed files which show that Trabzon police intelligence had known about Ogun Samast, the hitman in Turkish-Armenian journalist Hrant Dink's murder, before the incident took place.

Gökalp Kökcu, the chief public prosecutor heading the investigation, believes that the Trabzon police intelligence unit was told by Erhan Tuncel, a police informant at the time, that a person named Ogun had been chosen as the hitman for Dink's murder before the incident took place in Istanbul in January 2007.

Samast assassinated Dink in broad daylight on a busy street outside of the office of the bilingual Turkish-Armenian weekly Agos in Istanbul's Sisli district. Samast is serving a sentence of 22 years and 10 months in a high-security prison. Yasin Hayal and Tuncel were accused of encouraging Samast to kill Dink in the Black Sea province of Trabzon.

HDP expects PKK to cease attacks
[Hurriyet Daily News] The Peoples' Democratic Party (HDP) has said it expects the outlawed Kurdistan Workers' Party (PKK) to soon cease attacks following a breakdown in a two-year truce.

"I believe a statement about ceasing the attacks will come. We do not know this for sure; there is no information that has been officially conveyed to us," HDP Deputy Group Chair Pervin Buldan said Oct. 9.

"If a positive atmosphere is created and we enter the election environment like this, this sensibility will be taken into consideration by all," said Buldan.

Asked about the PKK's possible ceasing of attacks, HDP co-chair Selahattin Demirtas also said they hoped to soon see an end to violence.

"I hope that we get a result in the near future. We do not have solid information or data in our hands but the place we have brought our works forces us to be hopeful," said Demirtas on Oct. 9, during a meeting with shopkeepers in Istanbul. "Nobody should lose their hope for peace."

Bese Hozat, the co-chair of the Kurdish Communities Union's (KCK) General Presidency Council, penned an article to the pro-Kurdish daily Özgur Gundem on Oct. 8, stating that the PKK would "once again take a historical stance that would contribute more to the big victory the HDP will get in the Nov. 1 polls" and thus "frustrate the AKP's disgusting plans once again and also call [them] to account."

But Deputy Prime Minister Yalcin Akdogan dismissed Oct. 9 talk of a possible PKK cease-fire ahead of the Nov. 1 general election as a "ploy" and pledged that the government would continue to fight "until it gets a result."

Intelligence agencies warned of RAW activities in Muharram
[DAWN] KARACHI: The law enforcement agencies in Sindh have found a "nexus between sectarian snuffies and anti-state elements", posing a threat to peace during Muharram, and the intelligence agencies have been told to keep an eye on the Indian intelligence agency RAW during the month, it emerged on Thursday.

Pak-India talks: Civil, military leadership inflexible on Kashmir
[NATION.PK] The civil and military leadership is unanimous that Kashmire cannot be excluded from the agenda for any talks with India, officials said today.

This comes after India said it was ready to hold talks with Pakistain but only on the terms that were agreed between Prime Ministers Nawaz Sharif

At Ufa this year, Prime Minister Narendra Modi and his Pak counterpart Nawaz Sharif had agreed to work together to rein in regional militancy, scheduling rare meetings between national security advisers and heads of border security.

The security talks between Pakistain and India scheduled for August 24 this year were called off after New Delhi opposed a planned meeting between Pak envoy in India and Kashmiri leaders. New Delhi insisted to discuss only terror issues.

India's foreign ministry spokesperson Vikas Swarup said India was committed to Ufa understandings and if Pakistain was ready to talk accordingly "India is ready for it."

Earlier today, Prime Minister's Special Assistant on Foreign Affairs Tariq Fatemi said peace was essential for progress and prosperity in the region.

Yesterday Foreign Office Qazi Khalilullah said Pakistain was ready for talks with India but "pre-conditions are not acceptable."

"We have insisted for negotiations on all issues including the core dispute of Jammu and Kashmire," he added.

A foreign ministry official said Pakistain's civil and military leadership were not ready to hold talks with India without Kashmire on the agenda.

"India wants to exclude Kashmire from the agenda to make Kashmire irrelevant. We can't betray Kashmiris. No talks with India can be complete without Kashmire," he said.

Another official said the Ufa meeting did not prohibit meeting with Kashmiris and New Delhi had unnecessarily raised the issue in August.

Zaslon ‐ Russia's Ultra-Secretive Special Ops in Syria
[WarIsBoring] When it comes to wars, nations like to have insurance policies in case things go bad. Russia isn't an exception. The Kremlin's ground-attack planes in Syria are not there by themselves, but have cover from high-tech fighter jets in case anyone, namely the United States, tries to challenge the Russian air force.

But Russia has another and far more shadowy insurance policy in Syria. To enact that policy, Russia can call on agents with Zaslon, or "Screen," an ultra-secret group of special operatives long rumored to operate in the country.

Like their American counterparts, the public glamorizes Russia's various "Spetsnaz" units, which are often willing to play along with the portrayals. But Zaslon doesn't do that, as it doesn't officially exist.

But evidence for Zaslon's presence in Syria grew stronger with the recent publication of a new (paywalled) article by authors Mark Galeotti and Jonathan Spyer in Jane's Intelligence Review. Galoetti, a professor at New York University and an expert on Russian special operations forces, wrote the section on Zaslon and excerpted it on his blog.

Zaslon, which operates under the Kremlin's Foreign Intelligence Service, conduct its affairs in Syria separately from the Main Intelligence Directorate, or GRU. While GRU agents work in the Syrian defense ministry in Damascus, Zaslon is a "small special forces team ... reporting neither to the GRU or to regular military cells, but instead to the Russian embassy on Omar Ben Al Khattab Street," Galeotti wrote.

What does Zaslon do? It could be serving in an advisory role to Syrian military and government officials, in addition to feeding intelligence back to Moscow. But another job could be -- in the event of a regime breakdown -- to protect, rescue or seize Russian nationals, assets and intelligence documents in the country.

Or whatever else needs doing.

Galeotti added:

The last time I heard with any confidence of Zaslon being deployed (other than a few individuals in extreme diplomatic protection missions) was to Baghdad in the final days of Saddam Hussein's dictatorship. Then, their role was to secure (retrieve or destroy) particular documents, military tech and whatever else Moscow wanted to ensure did not end up in American hands. It could be that, as higher tech Russian kit begins to bolster the regime's capabilities, Zaslon is being deployed again as a precautionary measure.

You know, just in case.

The $500 million Pentagon program to train "secular" anti-ISIS rebels, which was supposed to be the cornerstone of our policy in Syria has been terminated.

To say that our policy in Syria now is in "disarray" is incorrect. In truth, we have no policy in Syria except aimlessly bombing a few vehicles and buildings every day.

Meanwhile, the administration is bragging that Russia's intervention in Syria is a sign of our "success."
