was restored late on Monday evening after weeks of blackout following the destruction of electricity pylons in northern Baghlan province.

The officials in Da Afghanistan Breshna Sherkat, Afghanistan's national power utility, said the technicians managed to repair the damaged pylons in Dand-e-Shahabuddin district of Baghlan after the area was cleared by the security forces.

The damaged lines were supplying almost half of power needed in capital Kabul from the neighboring Uzbekistan and were apparently damaged by the snuffies after the Afghan cops launched an operation in Dand-e-Ghori district of Baghlan late last month.

NATO advises Afghan forces to do less defending, more attacking

advisers want Afghan soldiers to spend less time manning checkpoints and more taking the fight to Talibs, a key tactical shift the coalition hopes will enable local forces to quell a rising insurgency, Rooters reports.

With NATO's combat mission officially over, and only a few thousand foreign troops left, the onus has fallen on the Afghan army and police to impose stability, and the military alliance is looking for ways to use those resources more effectively.

Reducing reliance on thousands of poorly defended checkpoints that dot towns and roads across the country is a priority for NATO heading into summer, when fighting is expected to intensify as the Taliban renews its push to seize back power.

"They've got way too many soldiers on checkpoints," said Brigadier-General Wilson Shoffner, front man for the NATO-led training mission known as Resolute Support.

"There's an old military saying that if you defend everywhere you defend nowhere, and it's very much true for them (Afghan cops)."

There are early signs the idea is catching on.

abandoned their outposts in several of the most disputed areas, a move officials said would allow them to consolidate forces for renewed attacks on hard boy strongholds.

"We have decided to pull out our troops from their defensive role and prepare them for an aggressive role in the coming year," said General Murad Ali Murad, commander of the Afghan army's ground forces.

"We are providing them with serious training and better equipment in order to prepare for a spring offensive."

But countrywide, obstacles remain to changing tactics long favored by security forces.

Despite providing the enemy with an obvious target, checkpoints are still simpler to defend than launching mobile operations, which require logistics and air support often beyond the reach of limited Afghan resources.

Politics can also complicate efforts to change strategy, Shoffner said.

"If you're a local chief of police or village elder, you want as many checkpoints as you can get around your village. So we often have conflict between the Afghan army that is trying to reduce checkpoints and the (local) leaders ...

Russia to hand over 10,000 Ak-47s to Afghan forces on Wednesday

The Afghan National Security Adviser Mohammad Hanif Atmar and officials from the Embassy of the Russian Federation are also expected to attend the ceremony.

The delivery of the assault rifles is part of Russia's support to bolster the capabilities of the Afghan cops to fight the menace of terrorism.

Russian President's special envoy for Afghanistan, Zamir Kabulov said late in December last year "Russia has been consistently pursuing the policy of providing comprehensive assistance to Afghanistan in the establishment of a peaceful, independent, stable and self-sufficient state, free from terrorism and drugs."

The Afghan government has stepped up efforts to attract the regional as well as global support to equip the Afghan national security forces.

Yemen appoints top general in bid to rally tribes

Yemen’s president has appointed a veteran general as armed forces deputy commander in a bid to rally support from tribes and troops in the rebel-held Sanaa region, military sources said.

President Abdrabbu Mansour Hadi’s decision to appoint Saudi-based General Ali Mohsen al-Ahmar, a northerner known for his close ties to Sunni Islamists, was published on the government’s official sabanew.net website late Monday.

Hadi himself is supreme commander of the armed forces.

Ahmar’s troops played a prominent role in the 2011 uprising that ousted strongman Ali Abdullah Saleh, whose loyalists are now allied with Iran-backed Shiite militias who control the capital.

In 2013, Hadi named the influential general his military and security affairs adviser after dramatically restructuring the military to curb the influence of those linked to Saleh.

Military sources explained Hadi’s decision as an attempt to gain the confidence of tribal dignitaries and senior army commanders in the Sanaa region, where Ahmar wields much influence.

His Al-Ahmar clan has historically led the influential Hashid confederation in northern Yemen.

Hadi’s move comes as loyalist forces, backed by a Saudi-led coalition, try to advance on Sanaa which Houthi militias captured in 2014.

Earlier this month, pro-government forces took the town of Nihm, within 40 km of Sanaa, after overrunning the headquarters of a renegade pro-rebel army brigade, loyalist military sources said.

Coalition forces have meanwhile intensified their air strikes against militia positions around Sanaa over the past week, military sources added.

Since the coalition intervened in support of Hadi last March, his loyalists have ousted the militias from five southern provinces.

In the north the insurgents have been largely confined to Marib, east of Sanaa, and Jawf on the border with Saudi Arabia.

War criminal Mir Quasem's appeal hearing to end today

A five-member panel headed by Chief Justice Surendra Kumar Sinha adjourned the hearing until today after Attorney General Mahbubey Alam placed his arguments against Quasem, who had been a commander of notorious al-Badr force in the Chittagong during the Liberation War.

At one stage of the hearing, the court expressed dissatisfaction over the prosecution and the Sherlocks of the International Crimes Tribunal for their "incompetence" as they had failed to bring witnesses against some charges brought against the war criminal.

The court said that they were shocked at the performance of the tribunal's prosecution team and the Sherlocks. "Huge amount of money is being spent, but their responsibilities are not reflected in their performance," it said.

The court also asked the prosecution to end their arguments by today.

The defence earlier claimed that his client had not been directly involved in any of the incidents and that the witnesses produced unreal depositions.

financier Quasem, now 64, was awarded capital punishment by the tribunal on November 3, 2014. As many as 24 prosecution witnesses testified against Quasem.

The tribunal handed down the death penalty on two charges -- for killing seven people, including teenage freedom fighter Jasimuddin, after abduction. He was also awarded a total of 72-year imprisonment on the eight other proven charges of abduction, conspiracy and planning.

The Appellate Division started hearing on his appeal on February 9. It is the seventh appeals case heard by the top court.

Quasem joined Islami Chhatra Sangha, then student wing of Jamaat, in 1967 while studying at Chittagong Collegiate School. He later became its Chittagong city unit general secretary. He played an important role in forming al-Badr Bahini.

He had set up makeshift torture camps at different places in the port city. According to the government, Quasem has also spent a large amount of money abroad to make the war crimes trials controversial.

The JMB at its peak was reported to contain at least 100,000 members, and an alleged 2,000-man suicide brigade, few of whom actually exploded. JMB allegedly received financial assistance from individual donors in Kuwait, UAE, Bahrain, Pakistan, Saudi Arabia and Libya. Reports have claimed that funding of JMB by international NGOs like Kuwait based Society of the Revival of Islamic Heritage (RIHS) and Doulatul Kuwait, Saudi Arabia based Al Haramaine Islamic Institute and Rabita Al Alam Al Islami, Qatar Charitable Society and UAE-based Al Fuzaira and Khairul Ansar Al Khairia. The top leadership of JMB was captured in 2005 and hung in 2007, which pretty much shot their bolt.

Uzbek court sentences five for religious extremism
Who knew that Christian extremism was such a threat to Uzbekistan? Wish the article had some information about the others sentenced.
[RFE/RL] A court in Uzbekistan's eastern region of Jizzax handed five men prison terms of between 5 and 12 years for religious extremism, separatism, and sabotage. One of the men sentenced, Aramais Avakian, a 33-year-old ethnic Armenian and a Christian, was sentenced to seven years, his wife said.

Avakian was the only defendant who pleaded not guilty. He was arrested in September. Avakian's relatives say that local officials in Paxtakor district trumped up the charges in order to take over his successful fish farm.

Armenian officials had earlier said that they officially expressed concern over the case and asked Uzbek authorities to properly investigate it.

Three Maps That Outline North Korea's Military Might

The US Office of the Secretary of the Defense has released its annual report to Congress on North Korea's military, and the findings are chilling. Included in the report are the following three maps, which outline North Korea's military might.

North Korea's ground forces make up the primary thrust of the rogue nation's military. Nearly 70% of its ground forces are forward deployed to within 100 kilometers (62 miles) of the South Korean border.

The ground forces are a mix of infantry corps, which are predominantly comprised of regular and light-infantry units. In general, these forces are housed in fortified underground facilities facing toward South Korea.

In addition to infantry, the ground corps also has large armor and artillery corps. Although corps make use of old technology, their forward-deployed nature remains a threat to South Korea. North Korea's artillery, in particular, is worrisome as the long-range cannons and rockets are capable of hitting South Korea's capital, Seoul, from over the border in the event of a war.

But aside from North Korea's special forces, its ground forces are generally underfed, ill-equipped, and poorly trained.

North Korea's second-largest military branch is its air force. Like Pyongyang's ground forces, these airframes are largely based against the South -- 50% of North Korea's air force is within 62 miles of the South Korean border.

Although North Korea maintains a large air force, its fleet is estimated at having 1,300 aircraft, consisting almost entirely of legacy Soviet airframes. Pyongyang's most capable aircraft are MiG-29s that were likely procured in the late 1980s from the Soviet Union.

The hermit kingdom also has a few US-made MD-500 helicopters that were obtained in the 1980s by circumventing export controls that are capable of ground-attack missions. But the majority of North Korea's air assets are aging and the country has taken the route of improving its ground forces and hardening the country against air strikes than trying to modernize its air force.

The smallest of the military branches, Pyongyang's navy is also largely based against South Korea, with 50% of the navy's assets within 62 miles of the border. The navy is largely comprised of aging patrol boats, submarines, and air-cushioned hovercraft and amphibious vessels.

Of these assets, North Korea's submarine fleet is the most potentially dangerous. Although extremely old, the fleet of an estimated 70 submarines are capable of hiding around the Korean coast and harassing or possibly sinking South Korean vessels.

Additionally, in 2015 North Korea debuted a new submarine that it said was domestically built and capable of firing a ballistic missile.

But the three maps do not show North Korea's continued drive to create a nuclear-weapons and ballistic-missile program. The following chart highlights the known number of missiles in North Korea's missile forces.

The largest confirmed threat that North Korea is known to possess is the KN-08 missile.

It would be able to target portions of the West Coast of the continental US. Additionally, the missile is believed to be able to carry miniaturized nuclear warheads, should Pyongyang develop such a capability, and it's road mobile, making it difficult for the US to track.

#2  Brer - The last No Dung launch put a sat in a polar orbit and had it crossing Washington DC from the SSE on it's first orbit. It was stated that we had no anti-missile defenses for that path. I realize that a nuke couldn't take the same path on the No Dung as it weighs more but that implies with some boosters or a better second stage on the No Dung it would be possible.

S. Korea, US Delay Official Missile Shield Talks
[ALMANAR.LB] Washington and Seoul have postponed talks on deploying an advanced missile defense system opposed by Beijing, South Korea's defense ministry said Tuesday.

The allies had been set to sign an agreement Tuesday on setting up a joint working group to look into the roll-out of the Terminal High Altitude Area Defense System (THAAD) against North Korea's growing missile threat.

"The related accord is in the final stages but has been postponed by a day or two because of last-minute negotiations," ministry front man Moon Sang-Gyun said.

The THAAD system fires anti-ballistic missiles into the sky to smash into enemy missiles either inside or outside the Earth's atmosphere during their final flight phase.US and South Korea flags

The interceptor missiles carry no warheads, instead relying on kinetic energy to destroy their targets.

More than two weeks ago, the allies announced their intention to begin talks on its deployment following Pyongyang's long-range ballistic missile launch on February 7 but negotiations to launch the Joint Working Group were protracted.

French 'Jungle' migrant camp at centre of storm
[GLOBALPOST] The notorious refugee camp in Calais, northern La Belle France, known as the "Jungle" is a key staging post for desperate migrants trying to cross the Channel to reach Britannia.

French authorities want to demolish half of the camp, but on Tuesday a court delayed its ruling on the eviction of residents just hours before they were to be forced to leave.

Following are some key developments from recent years:

- November, 2002: Closure of the Red Thingy Sangatte refugee camp in Calais, which housed 700 to 800 mainly Afghan migrants. The migrants then gather in an area to the northeast of Calais, in a makeshift tent camp which soon becomes known as the Jungle.

The camp is near to the point where thousands of lorries board ferries -- and migrants, without official documents, try to climb on to the vehicles to cross the Channel.

- September 22, 2009: The Jungle is demolished for the first time by 500 coppers, despite protests by anti-globalisation activists and criticism from the Left.

- April, 2015: A new makeshift tent camp named the New Jungle emerges near a state-run day centre for migrants outside Calais. It later becomes known as the Jungle.

- June 1, 2015: 21 people are injured when a brawl breaks out overnight between up to 300 migrants in the camp.

- November 9-11, 2015: Clashes break out between police and migrants around the Jungle. Police presence is stepped up.

- November 23, 2015: La Belle France's top administrative court, responding to an procedure initiated by non-governmental organizations, gives the government one week to start cleaning up the Jungle, where it says thousands are living in "inhuman" conditions.

- January 23, 2016: The port of Calais is shut down for more than three hours after dozens of migrants board a moored Britannia-bound ferry. The incident comes after some 2,000 people protested nearby over living conditions in the Jungle.

- February 6, 2016: Around 20 people are jugged

- February 23, 2016: The ultimatum is pushed back, with a French court delaying its ruling on the demolition.

Obama's plan to shut Guantanamo set for Congress
[NATION.PK] The Pentagon is expected to submit a plan to Congress to close the United States military prison at Guantanamo Bay, setting up a battle with politicians who oppose President Barack Obama's

Obama, whose pledge to shut the prison on a naval base in Cuba dates back to the start of his presidency, is seeking to make good on his promise before he leaves office next January.

Captain Jeff Davis, a Pentagon front man, said that the administration intended to meet Tuesday's deadline to present a detailed proposal for closing the facility. There are still 91 prisoners held there.

"We understand the deadline is tomorrow and it's our intent to meet it" Davis said on Monday.


US officials have said the plan will include sending 35 detainees who are cleared for transfer to either their home country or to a third country.

The remaining prisoners would be brought back to US soil and held in maximum-security prisons. Congress has banned such transfers to the US mainland since 2011.

Another option will be the possibility of sending some prisoners overseas for prosecution and trial, one US official said according to the Rooters news agency.

The plan could also serve as a template for how to deal with future combatants captured in the fight against the Islamic State

Pentagon officials have already surveyed a federal prison in Florence, Colorado, a military jail at Fort Leavenworth, Kansas, and the Navy brig at Charleston, South Carolina.

An effort will also be made to speed up parole-style reviews to determine whether more prisoners can be added to the group cleared for release, officials said.

The plan will include costs for upgrading US facilities and housing the inmates there, according to a source familiar with the matter. The White House last year rejected one Pentagon proposal as too expensive, sending it back for revisions.

Republicans and some Democrats in Congress largely oppose proposals to move any of the prisoners to the United States.

Republican Senator Kelly Ayotte said on Monday that the B.O. regime refused to "level with the American people regarding the terrorist activities and affiliations of the detainees who remain at Guantanamo".

White House front man Josh Earnest reiterated Obama's view of Guantanamo as a "recruiting tool" for enemies of the US, and urged politicians to look at the plan "with an open mind", although he expressed doubt about whether they would do so.

The White House has left open the possibility that Obama might resort to executive powers to close the facility.

The prison was opened in 2002 by former Republican President George W Bush to house foreign suspects rounded up after the September 11, 2001, attacks on New York and Washington.

#1  All this Islamic terrorist support is quite open in Pakistan and most Pakistanis believe that this provides Pakistan with protection from attacks by true Islamic terrorists. Thus any "Islamic terrorist" violence against Pakistan must be instigated by India, Israel and/or the West. This includes the creation and support for groups like ISIL (Islamic State in Iraq and the Levant) and al Qaeda. No real Muslim would commit the atrocities against Muslims that those two groups are accused of. But because ISIL and al Qaeda have been declared outlaws by most of the world (including the UN) public statements in Muslim nations must go along. On the street, however, there is no such pretense. Any time an Islamic terrorist attack kills non-Muslims it is a victory for Islam. Whenever the victims are Muslims, it's another example of non-Muslims attacking Islam. Of course many educated Pakistanis know better, but in many Muslim countries the Islamic conservatives can get away with murder if the victim is someone who has openly questioned these myths. This has long been true in Pakistan and is even occasionally true in Bangladesh, which at least goes after the killers and makes a real effort to shut down all Islamic terror groups.

UN aid convoys head to Syrian towns besieged by Syrian troops
U.N. aid convoys headed to two Syrian towns besieged by government forces on Tuesday to deliver life-saving food and medicine to some 30,000 people, a U.N. spokesman said.

The deliveries to the towns of Moadamiyeh and Kafr Batna, near Damascus, came after aid reached five besieged towns last week, part of a major push to reach civilians facing starvation.

“These are the first of what we hope to be a series of deliveries to meet the needs of people that humanitarian workers have not been able to reach for a long time,” said U.N. spokesman Stephane Dujarric.

The convoys carried enough food and medical supplies to help some 20,000 people in Moadamiyeh and 10,000 in Kafr Batna, he said.

The humanitarian aid came a day after the United States and Russia agreed on a cessation of hostilities as of Saturday that could pave the way to more deliveries.

The United Nations is calling on all sides to lift starvation sieges across Syria, where it estimates that 487,000 people live, although some non-governmental organizations say the figure is much higher.

Last week, 114 trucks loaded with food and other basic goods reached 80,000 people in five besieged areas.

The United Nations is calling for “unconditional, unimpeded and sustained access” to all hard-to-reach areas, said Dujarric.

More than 260,000 people have died in Syria’s conflict, which began in March 2011 with anti-government protests but has since imploded into a multi-sided proxy war.

Dem lawmaker calls on FBI to withdraw Apple demands
[WASHINGTONEXAMINER] The Federal Bureau of Investigation should stop trying to compel Apple to break into one of the company's own devices, a Democratic politician suggested on Tuesday.

"We should all take a deep breath and talk to each other, rather than use a lawsuit to circumvent the critical and necessary policy discussions," Rep. Ted Lieu, D-Calif., wrote in a letter addressed to FBI Director James Comey.

"The precedent set in this case would essentially enact a policy proposal to weaken encryption that has not yet gained traction in Congress and was previously rejected by the White House," he said, echoing language used last week by several Tammany hangers-on on the House Judiciary Committee.
