Afghan Taliban optimistic about peace process, ex-senior leader says
[Khaama (Afghanistan)] A former top leader of the Taliban group Agha Jan Mutasim has said the group is optimistic about grinding of the peace processor with the Afghan government.

Mutasim was serving as the minister of finance during the Taliban regime and political head of Taliban’s Quetta Council.

The remarks by Mutasim come as the group rejected the earlier calls by Quadrilateral Coordination Group (QCG) consisting of Afghanistan, Pakistain, US and China to participate in peace talks.

"Taliban are optimistic about the grinding of the peace processor and they believe China could play a key role," former Taliban minister Agha Jan Mutasim told The Express Tribune.

The latest remark by Mutasim comes as the Taliban-led insurgency has been rampant since the group announced its spring offensive in mid-April this year.

The Afghan government was expecting to participate in direct peace talks with the Taliban group earlier in March this year but the group responded the Afghan government call with deadly attacks.

Afghanistan was forced to stop peace efforts following a series of deadly attacks in the country, including a major attack on VIP protection unit in Kabul

Ghariani’s latest attack on Kara, whom a week ago he ordered to release jihadists held at Mitiga airbase, reflects the deepening division in Tripoli between the hardline Islamist grouping for which he acts as the symbolic figurehead and the alliance of forces around the Presidency Council which includes Misrata and the Bunyan Marsous Operations Room.

In the video, a man named as Mohammed Barghathi from Benghazi, says he had been a fighter with militia leader Wissam Ben Hamid. Last year he was maimed and sent to Tripoli for treatment. After being released from hospital, he says he stayed in the capital and became involved in kidnapping. He mentions one wealthy Benghazi man who was seized and a ransom of €4 million demanded. He was then caught be RADA and imprisoned at Mitiga.

However he adds, Ben Hamid, who had himself fled Benghazi for Tripoli, used his influence to convince RADA to free him. After being released, he stayed in Tripoli but was then in contact with bigwigs in IS from Sirte. They asked for details about the layout of the Mitiga prison which he provided. This, he says, was used in the IS suicide kaboom on the prison last September.

He then tried to make his way to Sirte after the attack but was locked away

There is no independent evidence to verify the apparent confession, nor is it known if it were forced. It is likely, though, to convince many in Tripoli that RADA is dealing with real terrorists.

UNITED NATIONS,: Yemen’s Houthi rebels used civilians as human shields, Daesh militants in the country received an influx of cash and Al-Qaeda has improved its roadside bombs, according to a confidential report by United Nations experts monitoring sanctions on Yemen.

The 105-page report, seen by Reuters on Thursday, on the implementation of an arms embargo and targeted sanctions on ousted Yemen president Ali Abdullah Saleh and four Houthi leaders has been submitted to the 15-member UN Security Council sanctions committee.

UN envoy says to suspend Yemen peace talks

"We plan to hold the final session (of the talks) on Saturday," the Mauritanian diplomat said in an interview on state-run Kuwait TV.

"We are working on issuing a communique that will emphasise on the main points we have achieved."

The talks would resume later, he said, without providing a specific date or the location but he added that they could return to Kuwait.

Ould Cheikh Ahmed said he offered delegates a peace plan a few days ago, and thanked the government for its positive response while adding that the rebels had some reservations.

The envoy said all difficult issues were discussed and some achievements were made during the negotiations.

"We wanted to have a sustainable and lasting peace agreement," said Ould Cheikh Ahmed who on Wednesday briefed the UN Security Council about the talks.

The peace plan calls for the rebels to withdraw from territories they occupied in September 2014 including the capital Sanaa and hand over heavy weapons, said Ould Cheikh Ahmed.

The government delegation which left Kuwait this week returned to the emirate late Thursday to attend the final session, its front man Mohammed al-Emrani told AFP.

Saudi visitors warned against charity work in Bangladesh
[ENGLISH.ALARABIYA.NET] The Saudi embassy in Dhaka has warned Saudis against setting up any welfare projects in Bangladesh without the permission of the Bangladeshi government.

The embassy said the warning was within its concern for the safety and security of the Saudi visitors to the country.

It said the rules and regulations in Bangladesh would not allow any charity project to be established without the government’s prior permission.

The embassy asked the Saudi philanthropists to liaise with it or with the charity organizations in the Kingdom before venturing into any welfare activities in Bangladesh.

Tourists’ complaints
The Ministry of Foreign Affairs has received a total of 720 complaints from Saudi tourists abroad between June 6 and July 31, the ministry’s front man Osama Al-Nuqali has said.

He said most of the complaints were about thefts and the Saudi diplomatic missions were currently following up the cases.

The front man said the ministry has also received on its website more than 280 requests for help.

He said all the complaints were redirected to the concerned Saudi diplomatic or consular mission for necessary action.

London killing not terrorism say police
[ENGLISH.ALARABIYA.NET] A Somali-Norwegian teenager went on a knife rampage through London’s Russell Square, a hub for students and tourists, fatally stabbing an American woman from Florida and wounding five other people.

Police said Thursday that it wasn’t terrorism - but in a city on edge after a summer of attacks elsewhere in Europe, both authorities and London residents initially responded as if it were. Police flooded the streets with extra officers and mobilized counterterror detectives before saying the shocking burst of violence appeared to have been "triggered by mental-health issues."

Police officers used a stun gun to subdue the 19-year-old suspect at the scene of the stabbings late Wednesday, among busy streets lined with hotels close to the British Museum.

"Terror in London" ran the headline in the Mail Online, one of several media outlets to speculate that the attack was an act of terrorism. Police initially said terrorism was "one line of inquiry being explored."

But hours later Metropolitan Police Assistant Commissioner Mark Rowley said "we have found no evidence of radicalization or anything that would suggest the man in our custody was in any way motivated by terrorism."

He said detectives from the force’s murder and terrorism squads had interviewed the suspect, his family and witnesses and searched properties.

"We believe this was a spontaneous attack and the victims were selected at random," Rowley said.

London Mayor Sadiq Khan said "there is no evidence at all that this man was motivated by ISIS" - another name for ISIS - or similar organizations.

Rowley said the suspect, whose name hasn’t been released, is a Norwegian of Somali ancestry - though police don’t consider that "relevant to the motivation for his actions." Norway’s National Criminal Investigation Service said he had left the Scandinavian country in 2002, when he was a small child.

Florida State University said the dead woman was married to psychology professor Richard Wagner, who had been teaching summer classes in London. The university didn’t give her name, but Florida Gov. Rick Scott named her in a tweet as Darlene Horton.

"There are no words to express our heartache over this terrible tragedy," Florida State University president John Thrasher said in a statement. "We are shocked that such senseless violence has touched our own FSU family."

Two Australians, an Israeli, an American and a British citizen were maimed, none with life-threatening injuries.

Police said a British man with a stab wound to his stomach remains hospitalized. The four others were treated and released Thursday.

While knife crime is a regular occurrence in London - there have been two other blade killings this week - the scale and randomness of the rampage rattled nerves. It came just days after authorities warned the British public to be vigilant in light of attacks inspired by the ISIS group elsewhere in Europe.
The Daily Mail names the killer as Zakaria Bulhan, and after a great many words quotes a high school and college study partner who said:
A couple of months ago, he ran into Bulhan at the college in Morden where they were both studying a BTEC in IT.

‘He was just a regular guy doing the same course as me at college,’ he said. ‘I’d consider him an acquaintance – I’d stop him in the street to say hello and I’d be happy to go out with him socially.

‘We’d talk about the coursework. He came to me and said that he wanted help because he wanted to do well in his course and at the college. He was actively looking to improve, so it’s not like he was doing nothing with his life.

‘He came to ask me for help – he wasn’t a waster.’
His mental health issues must have appeared very suddenly...

Brave man who stood up to Munich shooter now facing prosecution for 'INSULTING killer'
A MAN who famously stood up to the Munich shooter after he killed nine people is facing being charged by a prosecutor for insulting the killer.

Florian Weinzierl, spokesman from the Munich State Prosecutor's office, confirmed the Munich resident is being investigated.

He said the post-shooting exchange between Mr Salbey and Sonboly had no influence on their actions.

What will be included in the charges remains to be established, as it whether they will be brought forward.

But Mr Weinzierl, suggested they could include "insults to the detriment of the dead."

According to the spokesman, a court review will be completed soon.

But he can drop the matter very quickly, if he thinks there is no ground for it.

Actually I've heard from police that balcony man probably derailed the shooter's plan to use the ammunition left in his backpack for another shooting spree by confusing him.

Sarfo said that after his arrival in Syria, ISIS chiefs instructed him to return to Europe.

"They said, ’Would you mind to go back to Germany, because that’s what we need at the moment,’" he said.

"And they always said they wanted to have something that is occurring in the same time: They want to have loads of attacks at the same time in England and Germany and La Belle France."

He said that ISIS has had recruits in England and Germany but that many of them have "chickened out" before taking part in attacks.

He said: "They told me that there aren’t many people in Germany who are willing to do the job. They said they had some in the beginning. But one after another, you could say, they chickened out, because they got scared -- cold feet. Same in England."

Sarfo told the newspaper that he studied construction at Newham College in London.

He also revealed that ISIS like to recruit men who have previously been convicted of crimes in western Europe.

[Ynet] Even before last month's coup attempt, Turkey's penal system was overstretched, with crowded prisons and backlogged courts. Now, it is struggling to cope with an influx of thousands who have been detained in the aftermath of the attempted putsch.

The government says the situation is under control, but pictures of some alleged coup plotters handcuffed, stripped to their underpants and detained in sweltering rooms have raised concern among rights groups. There are reports that some jails are so crowded that prisoners have to sleep in shifts.

There are now so many alleged putschists that the government says it doesn't have a courthouse big enough to try them all and will need to build new ones. Deputy Prime Minister Numan Kurtulmus on Monday said a restructuring of Turkey's intelligence operations was "on the agenda" after the coup, just as with the military.

According to the Hurriyet daily, the move will involve splitting the MIT so that foreign espionage and domestic counter-intelligence work are in the future handled by different entities.

This would bring Turkey in line with the system in Britannia, where foreign intelligence is handled by MI6 and domestic intelligence by MI5.

It said domestic intelligence would largely be handled by the police and the gendarmerie, which --- under separate reforms agreed after the coup -- will in future report to the interior ministry and not the military.

In a major shake-up of the security services, the authorities have sought to reassert civilian influence and also emphasize the presidency's control so a coup never happens again.

The foreign intelligence entity will report directly to the Turkish presidency, which will also have a unit in charge of coordination between the two sections, it added.

But this unit will not just conduct coordination but will also do its own intelligence analysis, the report said.

There has been huge pressure on the MIT's powerful chief Hakan Fidan in the wake of the coup, particularly following reports he found out about the planned putsch hours before the government was informed.

"We are all mortal," Kurtulmus said on Monday.

"Let's create such a system that no-one can make a coup again. Let's create such an intelligence system that gives Turkey the highest level of intelligence," he said.

Pentagon not to pay Pakistan $300 million in military reimbursements
[DAWN] The Pentagon will not pay Pakistain $300 million in military reimbursements after US Secretary of Defense Ash Carter decided not to tell Congress that Pakistain was taking adequate action against the Haqqani network, a US official said.

Relations between the two countries have been frayed over the past decade, with US officials frustrated by what they term Islamabad's unwillingness to act against Islamist groups such as the Afghan Taliban and the Haqqani network.

"The funds could not be released to the Government of Pakistain at this time because the Secretary has not yet certified that Pakistain has taken sufficient action against the Haqqani network," Pentagon front man Adam Stump said on Wednesday.

The $300 million comes under the Coalition Support Fund (CSF), a US Defense Department program to reimburse allies that have incurred costs in supporting counter-terrorist and counter-insurgency operations. Pakistain is the largest recipient.

"This decision does not reduce the significance of the sacrifices that the Pak military has undertaken over the last two years," Stump added.

According to Pentagon data, about $14 billion has already been paid to Pakistain under the CSF since 2002.

The decision by the Pentagon is a sign that while it sees some progress by Pakistain in its military operations in North Wazoo, much work remains.

Pakistain rejects harbouring gunnies but says there are limits to how much it can do as it is already fighting multiple Lion of Islam groups and is wary of a "blowback" in the form of more terror attacks on its soil.

"(The) Coalition Support Fund is one of the many cooperative arrangements between Pakistain and the United States to pursue common objectives," said Nadeem Hotiana, a front man for the Pak embassy in Washington.

Relations between the United States and Pakistain were tested in May by a US drone strike that killed Afghan Taliban chief Mullah Akhtar Mansour on Pak soil.

Pakistan welcomes US blacklisting of TTP Jamaatul Ahrar
[DAWN] Pakistain has welcomed a United States decision to place Jamaat-ul-Ahrar (JuA), splinter group of the banned Tehrik-e-Taliban Pakistain (TTP), on a list of specially designated global terrorists.

"Pakistain has long pleaded concrete action against the TTP and their like who operate in Afghanistan, and they have planned and launched a number of attacks in Pakistain while operating from there," Foreign Office front man Nafees Zakaria said at a weekly briefing on Thursday.

Jamaat-ul-Ahrar (JuA) is an offshoot of the TTP based in the Pak-Afghan border region. The group, founded by a former TTP leader in August 2014, has staged multiple attacks in the region targeting civilians, religious minorities, military personnel and law enforcement agencies.

The US State Department announced that the designation automatically imposed on the group and its leaders all sanctions that applied to foreign persons and groups determined to have committed, or posing a significant risk of committing acts of terrorism.

As a result of these designations, all property subject to US jurisdiction in which Jamaat-ul-Ahrar has any interest is blocked and US persons are generally prohibited from engaging in any transactions with the group.

Tension simmers between Pakistan, India interior ministers at Saarc meet in capital
[DAWN] The interior ministers of both Pakistain and India made critical remarks apparently aimed at each other’s governments on the second day of a Saarc conference here on Thursday, as tensions between the two neighbouring countries run high in the aftermath of weeks-long violence in India-held Kashmire.

In his address to the Saarc interior ministers’ conference, India’s home minister made a direct jibe aimed at the Pak government for its strong condemnation of the killing of Kashmiri separatist leader Burhan Wani by Indian forces.

"There are no good snuffies or bad terrorists," said Rajnath Singh in his address, referring to earlier criticism the Indian state has levelled against Pakistain. "There should be no glorification or eulogising of snuffies as deaders."

Singh called for "strongest action not only against snuffies or organizations but also against those individuals, organizations and nations which support terror."

Peshmerga question relationships with tribal leaders after series of attacks
[RUDAW.NET] There have been five attacks in Kirkuk’s western area of Dubz in the last six months.

Three of them were suicide kaboomers and two were boom-mobiles.Dubz’s police are confident that the attackers are coming from nearby Arab villages.

"Honestly those villages behind Peshmerga [outposts] are secured. But they make trouble for us sometimes," Major Ahmad Ali Qader, head of Dubz’s police told Rudaw. "Those who have been jugged

According to security forces, those who have been arrested were either from the Arab villages or received support from the villages.

"Cooperation between the Arab villages and ISIS [ISIS] gunnies is a serious threat," Kamal Kirkuki, Peshmerga commander of Kirkuk front said.

"It is crucial that officials find a way to resolve the situation without violating human rights

," he added.

The latest ISIS attacks on the Bai Hassan and AB2 oil fields are proof that ISIS sleeper cells get support from some Arab villagers, according to security officials.

The Gaza head of the U.S.-based humanitarian aid organization World Vision funneled as much as $7 million a year over the past 10 years to the Widows Ammunition Fund Hamas's terror activities, Israel's domestic security agency said Thursday.

The Shin Bet said the aid group's Gaza director, Mohammed el-Halabi, is an active figure in Hamas's military wing. He was indicted by Israeli authorities Thursday, accused of diverting some 60 percent of World Vision's annual budget for Gaza to Hamas, the militant Palestinian group that rules the coastal enclave. He was charged with transferring money and working with a terror group.

According to Israel, Halabi handed over roughly $1.5 million a year in cash to Hamas's combat units and used an $800,000 donation from the United Kingdom to help build a Hamas military base. The money was designated for civilian projects in the Gaza Strip, Israeli authorities said.

Russia: US backs 'gas-attack' Syrian rebels
[ENGLISH.ALARABIYA.NET] Russia’s foreign ministry sharply criticized US behavior in Syria on Thursday, accusing Washington of backing rebels who use poison gas against civilians and of killing hundreds in air strikes.

The ministry’s spokeswoman, Maria Zakharova, referred to rebels supported by Washington as "animals" and said Washington and its allies were recklessly carrying out air attacks leading to numerous civilian deaths.

Zakharova’s strong comments, in a statement posted to social media, underscored the serious divisions between Moscow and Washington over Syria where they are united in their opposition to ISIS but so far little else.

"The United States and the SDF are not taking any steps to warn people to avoid deaths," she said, saying that US and coalition aircraft had killed hundreds and maimed thousands of civilians according to "conservative estimates."

She also referenced an incident on July 28 in which she said US-led coalition air strikes had killed 28, including seven children, in attacks on the village of al Ghandour in the countryside north of Manbij city.

The US military said last month it was investigating that episode.

"If our Western colleagues and above all Washington do everything again not to notice these facts then any of their talk about an end to bloodshed in Syria will simply become preposterous," wrote Zakharova.

ISIS leaders not safe says Obama

said Thursday that ISIS appears to be shifting its tactics to "high profile" attacks on tourists in cities around the world as it loses ground in its homeland of Iraq and Syria.

But Russia has failed to take the necessary steps. Given the deteriorating situation, it is time for Russia to show it is serious about pursuing these objectives."

But Obama also blamed the Assad regime in Syria for its civilian crisis. "It is deplorable," he said.

On Libya he said the strikes had been requested by the Government of National Accord, which is attempting to expel ISIS and consolidate control of the war-torn country. ISIS bandidos murderous Moslems are under assault in Sirte, their seafront stronghold. Earlier this week, US warplanes destroyed tanks, military vehicles and earth-moving equipment he said.

And he said ISIS had ’not had a successful operation in Iraq or Syria in a year’, Obama said.

- France
- Germany
- Turkey
- Caliphate still stands

This president lives in fantasyland. The blowhards security detail better be on their toes...with this kind of talk, ISIS will return the favor and eventually take a shot at our leadership like AQ did Massoud in Afghanistan.
