[Khaama (Afghanistan)] The National Security Adviser of Afghanistan Mohammad Hanif Atmar has said there is no hope Pakistain will help Afghanistan with the peace talks with the Taliban group.
During an interview with Gandhara/RFERL, Atmar said "We have received messages from Pakistain as we have diplomatic relations. Our president has told them we have no hope that they will help us with peace talks.؛
Atmar further added "He told Pakistain that they promised they would go against those who do not want peace talks, but Pakistain did not do this. They lied to us."
Questioning Pakistain’s honesty in fight against terrorism, Atmar said "Islamabad said the Taliban leader was not in Pakistain, but then we saw Mullah Mansur had a Pak ID card when he was killed while traveling inside Pakistain.؛
"We asked them very clearly: "Why are you lying? This [grinding of the peace processor] would not be in your favor. Terrorism will backfire against you, and it already has." My hope is that Pakistain thinks logically and pays attention to this issue," Atmar added.
The Afghan government was expecting to participate in direct peace talks with the Taliban group soon after the Quadrilateral Coordination Group comprising of Afghanistan, Pakistain, United States and China started work.
Several rounds of QCG talks were held and the participating members had agreed to take actions against the groups pursuing violence but the Taliban group rejected the calls by the QCG and Afghan government to participate in direct talks.
The group announced its spring offensive in mid-April and staged numerous deadly attacks with the support of the Haqqani terrorist network based in Pakistain, forcing the Afghan government to withdraw from the talks and opt strict military actions against the group.
The Afghan officials have long been criticizing Pakistain for allowing the Taliban group and Haqqani terrorist network leaderships to use its soil for planning and coordinating attacks in Afghanistan.
However, it was a brave man who first ate an oyster... Pakistain has opposed to opt a military option to resolve the issue despite admitting that the leaders of the Taliban group are based in the country and Islamabad could use certain leverages to force the group to participate in peace talks, including the pressure the country could build on the group on certain facilities it uses such as health facilities.

[Libya Herald] At the headquarters of the Royal United Services Institute (RUSI) in Whitehall, London today, Hate Speech International (HSI) launched its report: "Who pays for ISIS in Libya?". The report is authored by James Roslington and Jason Pack.
Founded in Norway, HSI is an independent network of journalists researching extremism, hate speech and hate crimes.
Contemporary terror groups such as ISIS rely on money for their survival. This enables them to pay their soldiers and administer territory under their control as in Syria and Iraq, the HSI report says.
The report maintains that the key causative dynamic of the rapid defeat of ISIS in Sirte was possibly their pour financing. The ISIS financing model has always been predatory rather than productive. It has been dependent on loot, taxes, smuggling, corruption and coerced donations, the report explained.
Therefore, the report maintains, ISIS was only sustainable so long as it acquired progressively more territory to tax and plunder.
ISIS in Libya was initially set up based on seed capital from ISIS in Syria and Iraq, it explains. Additional funding was thought to have come from the hijacking of a Central Bank of Libya van in Sirte in November 2013. It was believed to have contained the equivalent of US$ 55 million.
Moreover, as many ISIS members in Libya had initially been anti-Qadaffy militias, Libyan state salaries had also acted as another source of start-up capital. The militias were also able to obtain large amounts of weapons and ammunition from the General National Congress (GNC) by benefiting from defence and interior ministry expenditures on vehicles and supplies.
After its initial rapid expansion and success in Derna and Sirte, the ISIS leadership anticipated that it would gain control of at least some of Libya’s oilfields replicating the Iraq and Syria financing model ‐ which would have extended its existence in Libya.
However, you can observe a lot just by watching... the report explains, the financial basis of ISIS in Libya dwindled as it ran into greater resistance over 2015 and 2016, and due to mismanagement and extreme brutality. And as it’s middle eastern parent faced its own financial difficulty, it was incapable of bailing out its Libyan branch.
Unlike it’s Syrian and Iraqi parent, ISIS in Libya was unable to export oil by smuggling it by land to The Sick Man of Europe Turkey ...the only place on the face of the earth that misses the Ottoman Empire.... . The Libyan branch of ISIS was always dependent on extracting wealth and taxes from areas under its control. This wealth and tax and territory were finite in Libya curtailing the strength of ISIS, the HIS report explained.
The size and finite wealth generating capacity of Sirte and to an extent Derna, meant that the finances ISIS could raise were short-lived. ISIS’s presence in Libya acted as a disincentive to investment in the city as more and more inhabitants fled.
ISIS also failed to expand its money-raising activities into drug and, antiques, and human trafficking, despite media reports to the contrary.
The report says that by early 2016 ISIS had expanded to its natural limits. Territorially, it had reached the outskirts of Misrata in the west and territory controlled by the Libyan National Army and the Petroleum Facilities Guards in the east. Moreover, it’s brutality had turned off other potential allies.
In view of these inherent limitations, the report contends, ISIS was dependent on the vacuums and fault lines caused by Libya’s legitimacy and political splits which could allow it to expand.
The report says that if ISIS is defeated soon in Sirte, it will be more as a result of its own weakness rather than any compelling anti-ISIS battle plan by the Presidency Council/Government of National Accord affiliated Bunyan Marsous forces and its Western allies.
The report also warns that top ISIS commanders are believed to have escaped Sirte, south into the Libyan desert possibly with large amounts of cash. It is possible that they may set up along Libya’s southern arms, drugs and human trafficking routes, embedding themselves within tribal and ethnic conflicts in the southern region.
The financial realities of Libya and the absence of sovereign institutions and a coherent state security apparatus will always make Libya a fertile petri dish for jihadist organizations seeking to multiply rapidly, concluded the report.

A British warship will arrive off the Libyan coast in the next few days in a dramatic attempt to intercept and arrest people smugglers as the flow of migrants trying to cross the Mediterranean for Italy reaches record levels.
HMS Diamond, a Type-45 destroyer equipped with a 4.5-inch gun, missiles and fast-firing cannon, will join an EU flotilla, Operation Sophia, tasked with catching smugglers at sea. Formal authorisation for the mission was given by Brussels in June. Last week the mission was widened to include intercepting weapons traffickers and training Libya’s coastguard.
But the plan to deploy HMS Diamond was met with scepticism by Crispin Blunt, head of parliament’s powerful foreign affairs committee, who is due to grill British officials about Libya policy later this week.
Blunt said that without Libyan cooperation naval forces could achieve only partial success, with the smugglers having impunity to operate inside coastal waters. “The smugglers are taking advantage of the fact there is no coherent government in Libya,” Blunt told the Observer. “Until there is a political settlement in Libya that encourages a Libyan government to accept assistance in its territorial waters, I fail to see how this can be effective.”
His comments echoed a House of Lords report in May that questioned whether the operation could ever deliver its mandate to prevent people smuggling, with suggestions that the search and rescue operation actually increased the number of crossing attempts. Operation Sophia began last year and until now has concentrated on rescues and intelligence gathering. Its ships arrested 71 smuggler suspects who are now being dealt with by the Italian courts.
The change to targeted interception has been delayed for months as Libya’s new government refused permission for warships to enter its territorial waters, or to provide forces of its own to arrest smugglers on land. The new strategy carries a risk of armed confrontations in the Mediterranean – the Operation Sophia commander, Rear Admiral Enrico Credendino, warned in a leaked report earlier this year that interception missions meant that warships should operate in pairs: one to intercept, the other to return fire.
HMS Diamond joins HMS Enterprise, which last week rescued 700 migrants off Libya, and more than a dozen EU vessels. Enterprise is a survey vessel which began working with GCHQ officers to identify networks in June 2015.
Operation Sophia has used electronic eavesdropping over the past year to build up a picture of migrant smuggling, which is concentrated on the west Libyan coast either side of Tripoli. Mobile phone conversations between gang leaders are tracked, and the Italian-led force is able to identity “blooms” in conversations, indicating that smugglers are poised to send large numbers of migrants to sea.
But in a cat-and-mouse game, the smugglers have changed tactics. After EU navies began seizing wooden smuggling boats, the smugglers have deployed rubber rafts imported from Europe and Turkey. The Operation Sophia report noted one consignment of 20 rubber boats, found in Malta, was allowed to go to Libya because Maltese customs had no powers to seize it. At sea, Credendino says that the smugglers now employ “jackals” – gang members in fishing boats acting as sentinels, tipping off the smuggling boats if they spot naval units in the vicinity.
Libya’s waters are already filling with foreign warships, with the American assault ship USS Wasp mounting airstrikes in support of Libyan forces battling Islamic State at its main base in the coastal town of Sirte. Libyan naval officials are suspicious of western operations in the Mediterranean, with coastguards involved in a confrontation with a Médecins Sans Frontières rescue vessel.

[Dhaka Tribune] Bodies of 13 Lion of Islams, who were killed in Kalyanpur, Narayanganj and Mirpur raids, are still at the mortuary of Dhaka Medical College Hospital (DMCH)
The bodies still remain at the mortuaries basically for two reasons--the DMP authorities are yet to receive reports of various tests carried out on the bodies and family members are yet to claim those, said Masudur Rahman, deputy commissioner (media wing) of Dhaka Metropolitan Police (DMP).
Talking with the Dhaka Tribune, the DMP official said: "The reports of various tests carried out on the bodies of the 13 snuffies have not yet been received. We will take further decision after getting the test reports.
"Moreover, no members from their families officially claimed the bodies. The authorities will finalise whether the bodies would be handed over to their families after receiving the test reports."
DMCH forensic department Assistant Professor Dr Sohel Mahmud said: "The bodies of 13 Lion of Islams, who were killed during police raids in Kalyanpur, Narayanganj and Mirpur, are still at our morgue.
"We have requested the DMP authorities to take necessary steps to take back the bodies of the snuffies as the mortuary’s normal activities are being hampered due to a dearth of space in it."
Of the 13 Lion of Islams, nine were killed during police raid in the capital’s Kalyanpur area on July 26.
Verifying their fingerprints with those in the Election Commission’s database, police identified eight of terrorists. They are‐Abdullah, Abu Hakim Nayeem, Taj-ul-Haque Rashiq, Atiquzzaman Khan, Shazad Rouf Arko, Md Motiar Rahman, Md Jubayer Hossain, Raihan Kabir.
The remaining four bodies are of snuffies who were killed in Narayanganj and Rupnagar raids.
Three Lion of Islams, including Tamim Chowdhury, the criminal mastermind of Gulshan attack, were killed in Narayanganj on August 27 while Tamim’s second-in-command Murad was killed at Rupnagar in Dhaka’s Mirpur area on September 2.
On the other hand, the bodies of five Gulshan attackers are still at the morgue of Combined Military Hospital (CMH) in Dhaka. According to police source, the fingerprints of Gulshan attackers have also been verified.
They have been identified as Nibras Islam, Rohan Imtiaz, Meer Sabeh Mubasheer, Khairul Islam Payel and Shafiqul Islam Ujjal.
The body of chef Saiful Islam, who was first identified as one of the suspects, also remains at the CMH mortuary.
When contacted, OC (Investigation) of Gulshan cop shoppe Salauddin told the Dhaka Tribune: "The six bodies are still at the mortuary of the CMH as none from the families of the five snuffies claimed those.
"Only Saiful’s family verbally wanted to take his body, but they did not file any written application in this regard. We will help the family members if they want to take the body."

[Daily Mail, Where America Gets Its News] The Yorkshire Ripper is said to be planning to convert to Islam after he was promised protection in prison from Moslems.
Peter Sutcliffe served 32 years at Broadmoor psychiatric hospital before he was moved back to prison, at HMP Frankland, in August.
According to the Daily Star the murderer is keen to convert to Islam after he was told he could access a special diet and be taken under the wing of Moslem gang members.
Sutcliffe has had death threats since he was moved to the high security prison in County Durham.
According to the Daily Star, one Moslem inmate told Sutcliffe he was a marked man in prison and would be dead within a month unless he had friends to protect him.
It is understood that the gang has arranged for Sutcliffe to have a meeting with a prison imam ‐ a Moslemholy man ‐ in the next few weeks.
It is thought to be the same gang that befriended Levi Bellfield, who now goes by Yusuf Rahim.
HMP Frankland is also home to Ian Huntley, and only takes prisoners with sentences of four years or more, whose release would be dangerous to the public.
Sutcliffe, who has been in Broadmoor since 1984 after he was diagnosed with paranoid schizophrenia following his life sentence in 1981, will continue to have his mental health assessed in prison and could be returned to a psychiatric hospital if there is a change in his condition.
It has been estimated that the move will save the taxpayer hundreds of thousands of pounds.

[ALLAFRICA] Two Moroccan nationals deported by La Belle France last month were planning major terror attacks in the eastern French city of Metz, according to a Moroccan paper. They were in contact with the Islamic State ...formerly ISIS or ISIL, depending on your preference. Before that al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear the pols talk they're not really Moslems.... (IS) gang and planned to attack a restaurant and a gay nightclub and use vehicles to run down pedestrians, as in the Bastille Day attack in Nice, the Arab-language daily Assabah reports.
The two men, Redouane Dahbi and Ayyoub Sadki, planned to attack the Place de la République in the heart of Metz, Assabah claims without naming any sources.
IS had promised to provide them with weapons to commit the attacks, in particular against nightclubs frequented by young people, it says, adding that Dahbi was planning to attack a big restaurant in the town centre and L'Endroit, a gay nightclub.
That attack would have been an attempt to emulate June's attack that killed 50 people in a gay nightclub in Orlando, Florida.
The pair also intended to set fire to buildings with a large number of residents and to drive vehicles into crowds, as Mohammed Lahouaiej-Bouhlel did in Nice, Assabah says.
The pair were extradited to Morocco on 26 August at the request of the Moroccan authorities, who "saved La Belle France from a fatal blow", according to the daily.

[CNN] The sophisticated ISIS network that plots foreign strikes had planned for the carnage in the November 2015 Gay Paree attacks to be far worse, to occur in other European countries as well and, Sherlocks believe, had planned to follow them up with strikes in several locations, CNN has learned.
CNN has obtained thousands of pages of documents and photos from internal European investigations and gathered information from sources close to the Gay Paree investigation that together provide new details about the highly organized terror group intent on attacking overseas targets.
These documents reveal new information about two captured operatives who Sherlocks believe intended to attack La Belle France. They also point, chillingly, to the existence of another suspected terrorist -- never before named publicly -- who authorities claim is linked to the Gay Paree terror cell and was on the loose in Europe for months after that attack. That man, identified by authorities as Abid Tabaouni, was only tossed in the calaboose Drop the heater, Studs, or you're hist'try! in July.

Islamic State of Iraq and the Levant (ISIL) militants sought people to recruit to the organization in the villages around the Turkish capital of Ankara, according to an informatory note sent by police to the Ankara Fourth Heavy Penal Court. The militants also looked for someone to join the jihadists in order to make heavy weapons, such as mortar shells, according to the note.
The 22-page note sent by Ankara police regarding a case against al-Qaeda which concerns a total of 26 suspects, said a significant portion of the suspects were fighting alongside ISIL militants in Syria.
According to the note, which described the activities of the 26 suspects until 2014, one of the militants was arrested over his links to an al-Qaeda-affiliated group in 2010 and carried out propaganda activities on behalf of ISIL after being released.
Osman Çolakoğlu, codenamed “Ebu Muhammet Saykan,” was arrested on Jan. 16, 2010, and organized meetings and disseminated propaganda in the Çubuk and Çamlıdere villages of Ankara upon being freed. He reportedly went to Syria often and his last trip was on Sept. 17, 2013, after which he didn’t return to Turkey.
Another suspect, Oğuzhan Gözlemecioğlu, attempted to recruit militants for the jihadists in Ankara, as well as organizing meetings. He provided ISIL with transfer services and was one of couriers of the group, according to the note. He went to Syria on May 25, 2013, with his family.
ISIL also looked for experts to make heavy weapons in Ankara. Burak Musab Güler searched for someone who could make mortars, the note said. He also provided guidance to the militants going to Syria or arriving in Turkey.
According to the police’s informatory note, several militants sold objects they had illegally obtained in Syria in Ankara. Mustafa Canöz, codenamed “Uveyş,” and Zeki Sancaktaroğlu, codenamed “Musab-Halit,” sold computers and phones in order to send money to the jihadists.
Another suspect, Halil İbrahim Gözlemecioğlu, went to Syria in December 2013, the note also said.

Prime Minister Benjamin Netanyahu is considering an offer by Russian President Vladimir Putin to host talks in Moscow between the Israeli leader and the ineffectual Palestinian President Mahmoud Abbas, Netanyahu's office said on Monday.
It said in a statement Netanyahu, at a meeting with Russian Deputy Foreign Minister Mikhail Bogdanov, "presented Israel's position whereby he is always ready to meet (Abbas) without preconditions and is therefore considering the Russian president's proposal and the timing for a possible meeting".
A spokesman for the ineffectual Abbas, who is on a visit to Europe, declined immediate comment.
The last Israeli-Palestinian peace talks collapsed in 2014.
With his eye on shifting big-power influence in the Middle East, Netanyahu has visited Russia for talks with Putin three times in the last year, and the two also speak on occasion by phone to discuss regional issues.

Russia’s Interfax news agency earlier Monday reported that the Paleostinian envoy to Moscow had conveyed Abbas’s willingness to sit with Netanyahu during a meeting with Russia’s Middle East envoy, Mikhail Bogdanov, in Amman earlier in the day.

But a senior Paleostinian Authority source denied the Russian report to The Times of Israel, saying Ramallah has yet to receive a response from Israel to its preconditions -- that Jerusalem commit to a settlement freeze and a prisoner release. Those preconditions, the source said, would have to be met before a direct meeting between Abbas and Netanyahu could take place.
The source emphasized the entire Paleostinian leadership was united in its demand that Israel commit to the preconditions, and expressed "puzzlement" that the report of Abbas’s ostensible willingness to meet Netanyahu first appeared in Russian media, rather than a Paleostinian outlet.
Another source from Abbas’s office also denied the Russian report, telling The Times of Israel that "we don’t want a meeting just for the sake of a meeting, but something to advance the grinding of the peace processor."

Since its inception in the early 1990s, the group has carried out bombings, kidnappings, murders, head choppings, and extortion in their uniquely Islamic attempt to set up an independent Moslem province in the Philippines. Abu Sayyaf forces probably number less than 300 cadres. The group is closely allied with remnants of Indonesia's Jemaah Islamiya and has loose ties with MILF and MNLF who sometimes provide cannon fodder... , an official of an Islamic rebel group said on Monday.
"The terror group (Abu Sayyaf) has its back against the wall and had to divert attention from Sulu to Davao," said Abu Misri Mama, spokesperson of the Bangsamoro Islamic Freedom Fighters ...a MILF splinter group aligned with the Islamic State... (BIFF), a breakaway faction of the Moro Islamic Liberation Front (MILF).
Mama said the deployment of additional soldiers and military hardware to Sulu to finish off the Abu Sayyaf could be the reason for the kaboom.
Abu Sayyaf members have been tagged in the series of kidnap-for-ransom and extortion activities in Mindanao victimizing local and foreign victims.
Denying any BIFF involvement in the bombing that killed 14 people and maimed 67 others, Mama said they had nothing against the government’s war on illegal drugs and terrorism.
Mama said the BIFF was sympathizing with the families of the blast victims, some of whom were from Maguindanao and other parts of Central Mindanao.
"We sympathize with you, hoping that the perpetrators are identified and punished," he said./
