UN orders a probe to uncover entities that snuck arms into Libya
[Libya Observer] The UN envoy to Libya, Martin Kobler, said the UN ordered a probe into the arms sneaking into Libya and is investigating the entities behind the arrival of those arms in the country, whether they arrived by sea or land.

"Transparency will be the key of the investigation whose results will be sent to the UN Security Council." Kobler added in a joint presser on Sunday with the Algerian Minister of Maghreb Affairs and African Union

Kobler also indicated that there are 26 million pieces of weapons in the hands of 6 million people, therefore hindering the grinding of the peace processor in Libya, questioning, "Where are they coming from?"

"We welcome the limited US military action in Libya to support the forces of al-Bunyan al-Marsoos in the Libyan war against IS diehards in Sirte, yet we condition this support with its assistance and usefulness as regards establishing peace in Libya." Kobler remarked.

Messahel, on the other hand, urged the UN to take a stand and stop the international parties that are impeding the political process in Libya, saying that all Libyan parties should take part in the political dialogue and in forming a national unity government.

"Foreign intervention in Libya is totally rejected here in Algeria because we believe such an intervention will complicate the issue and will do more harm than good." Messahel added.

In Islam, there are eight categories of people to be the proper recipients of Zakat. ISIS has only used the seventh category, which is giving Zakat to those fighting for a religious cause or for Jihad.

Houthi weapons smuggled through Djibouti
Aden-Despite the naval blockade imposed by coalition forces in Yemen since the launch of “Decisive Storm” in March 2015, Houthi rebels and their ally ousted President Ali Abdullah Saleh are still receiving high-tech and numerous military weapons from different sources in order to continue their war against Yemeni citizens.

The siege was not tight on Yemen, because, and according to officials from the coalition forces, the siege was not imposed on Yemeni citizens, instead, it was imposed on Houthi rebels.

However, facts showed that countries in the region facilitated the smuggling of arms without taking into consideration the U.N. resolutions and imposed sanctions.

Moreover, information provided indicated that Ali Saleh and his Houthi allies were working earlier and preparing for a coup d’état through regional support and arm dealers, which disclosed the scheme that targeted Yemen and other regional countries and answered the question regarding people’s money put in the central bank’s treasury that are estimated to be around $5 billion dollars in addition to government revenues that are also estimated to be millions of Yemeni Riyals.

In the journalistic investigation, which was published by Reuters on Tuesday, and took place in Brazil, new facts regarding arms smuggling and dealing were revealed.

The report explained that these deals were concluded through mediators and international arm dealers, who had close relation with the regime of ousted President Ali Abdullah Saleh.

Brazil’s Forjas Taurus SA, the largest weapons manufacturer in Latin America, sold guns to a known Yemeni arms trafficker, who funneled them into his nation’s civil war in violation of international sanctions, according to charges in court documents reviewed by Reuters.

Federal prosecutors in southern Brazil charged two former executives of Forjas Taurus (FJTA4.SA) in May with shipping 8,000 handguns in 2013 to Fares Mohammed Hassan Mana’a, a Yemeni arms smuggler active around the Horn of Africa for over a decade according to the United Nations.

The handguns were allegedly shipped by Taurus to Djibouti and redirected to Yemen by Mana’a, according to court documents.

Alexandre Wunderlich, a lawyer for the two former Taurus export executives, Eduardo Pezzuol and Leonardo Sperry, said the accusations in the sealed indictment “do not reflect the facts of the matter.”

Mana’a, who served from 2011 to 2014 as governor of Sa’dah, a Houthi stronghold, could not be reached for comment.

A Brazilian court issued a public summons for Mana’a in May as part of a case citing him, Sperry and Pezzuol as defendants.

Taurus declined to answer detailed questions on the weapons case due to legal confidentiality but said it was “helping the courts to clarify the facts.”

Prosecutors say the two former Taurus executives were negotiating another shipment of 11,000 guns with Mana’a last year when police uncovered the plot and raided the company’s offices in November.

Prosecutors have not brought charges against Taurus but said evidence seized in the raid included dozens of emails showing it knew of U.N. sanctions against trading arms with Mana’a and Yemen but sought ways to skirt them.

Detained couple assigned squads for JMB recruits
[Dhaka Tribune] Aminul and Nahid, one of the couples who have been detained for their suspected involvement with New JMB, are among those who assigned jobs for different squads of the banned outfit, according to Rapid Action Battalion.

RAB Legal and Media Wing chief Mufti Mahmud Khan shared the information at a presser in Dhaka Wednesday afternoon.

He said the couple would also handle the paper works for those within the outfit needed to go abroad for training. When the recruits returned the duo was among those who would assign them jobs.

"If any member of the newly formed faction needed to go abroad then they [Nahid and Aminul] were the ones who made arrangements for it. They also handled the passport works."

Earlier in the day, two couples ‐ Md Aminul Islam and his wife Nahid Sultana, and Md Shariful Islam alias Mahmud, his wife Marjiya Akter Sumi ‐ were detained from Narayanganj and Dhaka.

Israel acknowledges helping Paraguay in fight against Hezbollah

and Brazil, the Foreign Ministry acknowledged on Wednesday while announcing the opening of the new embassy in Asuncion.

"Israel cooperates with Paraguay in the battle against terrorism and maintains a supportive role in actions against Hezbollah at the tri-border region," the ministry said in a background statement on relations with Paraguay.

One official explained that this cooperation has been taking place for years in the area, where there is a high concentration of Shi’ites of Lebanese descent who have set up a up a logistical base that assists the terrorist organization. Israel’s support for Paraguay in the area takes the form of intelligence cooperation, the official said, without elaborating.

According to the US State Department’s country report on terrorism for 2016, "Paraguay continued to face challenges of ineffective immigration, customs, and law enforcement controls along its mostly non-existent borders, particularly the Tri-Border Area (TBA) with Argentina and Brazil. Illicit activities within the TBA remained potential funding sources for terrorist organizations, most notably Hezbollah."

The report stated that Hezbollah continues to maintain a presence in South America and the Caribbean, "with members, controllers, and supporters engaging in activity in support of the organization. This included efforts to build Hezbollah’s infrastructure in South America and fund-raising, both through licit and illicit means."

The official opening of the embassy came some two months after Paraguay’s President Horacio Cartes visited Israel. The ceremony at the new embassy was attended by a number of senior Paraguayan officials, such as the Supreme Court president, president of the House of Representatives, and labor minister.

After Colombia, Paraguay is considered Israel’s closest friend in South America, with the Paraguayan government, according to the ministry statement, "having stood by Israel during Operation Protective Edge, a time when Israel was criticized by many countries. More recently, Paraguay supported Israel at major international forums."

Cartes won the election in 2013, and soon afterward told then-deputy foreign minister Ze’ev Elkin, who attended his inauguration, that he was interested in strengthening bilateral relations with Israel as well as pursuing an "independent" policy of supporting Israel in international forums, as opposed to the voting patterns of the vast majority of Latin American states.

In 2012, even before the election, Paraguay and Colombia were the only South American countries that did not vote for granting the Paleostinians non-member statehood status in the UN General Assembly.

And since the election, Paraguay has noted against Israel on significant issues.

For instance, in the UNESCO vote in April that effectively denied any Jewish connection to Jerusalem, Paraguay was one of 17 countries that abstained. It also voted for Israel at a very significant vote in the IAEA last September that would have forced Israel to open its nuclear facilities to international inspectors. And in 2015 it was not present for a vote on a UN resolution that mandated raising of the Paleostinian flag at the world body.

The two nations maintain a bilateral free trade agreement within the framework of Mercosur ‐ the South American Common Market, with annual Israel-Paraguay trade at some $200 million. Meat is a major component of Israel’s imports, while technology is one of its major exports. For instance, sophisticated Israeli risk-prevention systems have been installed at the Itaipú hydroelectric power plant, one of the largest hydroelectric power plants in the world.

According to the Foreign Ministry, the embassy reopening in Asuncion "represents a full historic circle after the embassy was closed in 2002, along with 15 other embassies around the world, due to budgetary constraints."

Britain to start building anti-migrant wall in Calais
[IsraelTimes] Construction on 4-meter high concrete barrier to begin this month, as Europe struggles with biggest influx in decades

Britannia hopes a four-meter high (13 foot-high) concrete wall will succeed where security guards and barbed wire have failed, and stop migrants colonists reaching the UK from the northern French port of Calais.

Construction for the barrier will this month and should be completed by the end of this year, officials said.

The wall, which will be funded by the British government under an agreement struck at a summit in March, will complement a security fence already put up around the port and entrance to the Channel Tunnel.

"We are going to start building this big new wall very soon. We’ve done the fence, now we are doing a wall," Home Office Minister Robert Goodwill told a parliamentary committee on Tuesday.

Calais, known as "the jungle," a squalid camp of tents and makeshift shelters, is home to some 7,000 migrants colonists but charities say the number might be as high as 10,000 after an influx this summer.

The wall, which is expected to cost 2.7 million euros ($3.0 million), will be the latest barrier to go up around Europe as the continent struggles with its biggest migrant influx in decades.

Thousands of people, most from the Middle East and Africa, have made long and dangerous journeys to Calais, crossing the Mediterranean to southern Europe in overcrowded boats and then traveling hundreds of miles by foot, car or rail to northwest La Belle France.

For many, the goal is to reach Britannia -- attractive because of its English language and relatively open labor market -- by stowing away on trucks and trains through the Channel Tunnel.

Moslem colonists Migrants make regular attempts to walk through the tunnel -- used by passenger trains and vehicle shuttles -- or to block roads in an attempt to slow down trucks so they can climb aboard.

To stop people sneaking into Britannia, blocking traffic and risking lives, authorities have poured in coppers and built high barbed-wire fences to keep people away from Eurotunnel freight trains, the port and the highway.

On Monday, truckers, farmers, dock workers and merchants blocked a main access road to protest the disruption, as well as the fines they face if caught carrying stowaways.

But truckers’ groups were cool to the idea of a wall. Richard Burnett, chief executive of Britannia’s Road Haulage Association, said the money "would be much better spent on increasing security along the approach roads."

More on the Paris 'gas cylinder' incident
French police are seeking a young woman after a car carrying seven gas cylinders was discovered near Notre-Dame cathedral in Paris, police and judicial officials have said.

A couple, aged 34 and 29, were also arrested on a motorway in southern France in connection with the incident and remain in custody, one official told Reuters on Wednesday.

The car owner – who officials said was on an intelligence services watchlist of people suspected of religious radicalisation – was arrested but later released because he had gone to police on Sunday to report that his daughter had disappeared with his car.

His daughter, now sought by police, is 19 years old and was known to police for having the intention of leaving for Syria, officials said.

The car owner told investigators that his daughter was radicalised, according to a police source quoted by Agence France-Presse.

The Peugeot 607, which had no registration plates, contained seven gas cylinders, one of them empty, on the front passenger seat, police said. It was found on Saturday with its hazard lights flashing as if to attract attention, they said.

Interior minister Bernard Cazeneuve said he was waiting for a report from investigators on what the possible motives were for the incident.

There was no detonating device present in the car, found on a Seine riverside stretch called the Quai de Montebello, metres from the Notre-Dame cathedral, one of Paris’s many popular tourist attractions. Documents with writing in Arabic were also found in the car.

Florence Berthout, the mayor of Paris’s fifth arrondissement (district), said the incident highlighted the need to beef up security and put more police on patrol in one of the world’s most visited cities. She said the vehicle was left in a zone where parking is strictly prohibited and that it had remained there for around two hours before it came to the attention of police. “Police and army staffing must be stepped up,” she told the news TV channel BFM.

Turkey can arrest three MPs from ruling Justice and Development Party as part of the operation against the Fethullah Gulen movement, the Hurriyet newspaper reported Sept. 7.

The names of the MPs, suspected of having ties with the Gulen movement, haven’t been disclosed.

Reportedly, 48 more MPs from the ruling party are also suspected of having ties with the Gulen movement. However, the country’s authorities haven’t yet confirmed this. Currently, 317 MPs are representing the Justice and Development Party in Turkey’s parliament.

According to Turkey’s law, before being arrested, MPs should be deprived of parliamentary immunity. Under Turkey’s Criminal Code, in order to initiate a criminal case, the prosecutor’s office should make an official request to the parliament, after which the parliament’s law commission deprives the MP from the parliamentary immunity.

Report: Anti-Erdogan Dissident Arrested in Beirut

[AnNahar] Lebanese authorities have arrested in Beirut an opponent of Turkish President Recep Tayyip Erdogan's rule, a media report said on Wednesday.

“The Criminal Investigations Department arrested in Beirut a Turkish anti-Erdogan dissident who is wanted by the Turkish authorities on multiple arrest warrants,” LBCI television reported.

Turkey's post-coup crackdown widens

[DeutscheWelle] On Wednesday, the chief prosecutor's office in Ankara launched an investigation into 105 leaders suspected to belonging to the Gulen-linked terror organization FETO, Anadolu Agency said.

Three journalists working for the "Yenicag" newspaper were arrested and held in a sports hall in Ankara, the nationalist daily reported. A former lawmaker from the Nationalist Movement Party (MHP), Turan Yaldir, was also detained in Ankara. He and the three reporters were critics of the Gulen movement, "Yenicag" reported on Wednesday.

Meanwhile, a lack of space in the country's overflowing prisons has prompted authorities to release more than 35,000 convicts, excluding those imprisoned for crimes such as rape and murder.

Tens of thousands of people - including teachers, journalists, civil servants, soldiers and bureaucrats - have been arrested since a July 15 coup. Hundreds of thousands more have lost their jobs for alleged links with Fethullah Gulen, a US-based cleric accused of spearheading a spiritual movement among Turkish academics and businesses.

Turkey Seeks Arrest of Teachers for Using 'Gulen App'

[AnNahar] Turkish prosecutors on Tuesday issued arrest warrants for almost 150 teachers who allegedly used an encrypted messaging app employed by followers of the U.S.-based Muslim preacher authorities blame for the botched coup bid, state media said.

Police in the central Anatolian city of Kayseri launched an operation with 400 officers in a bid to detain 147 teachers accused of using the app ByLock, the Anadolu news agency said.

The teachers, who had already been suspended in the wake of the July 15 coup attempt, are accused of "breaching the constitution", "attempting to bring down the Turkish government", and "membership of an armed terrorist organization," according to the report.

Some of the suspects were detained, it said, without providing any exact number. The report did not give further details on what messages were exchanged via the app.

Turkish officials have said that the coup plotters used ByLock, a little-known messaging app, to coordinate the conspiracy.

However Turkey's National Intelligence Organization (MIT) began decrypting messages sent on ByLock from May last year, the officials have said. This enabled authorities in the wake of the coup to identify tens of thousands of Gulen followers, including top-ranking military personnel.

Officials say education was a key sector used by Gulen to spread his influence in Turkey, using loyal teachers and seeking to create a new generation of pupils sympathetic to his ideas.

No talks on death penalty in Turkish parliament
Reinstating the death penalty in Turkey hasn’t been put up for consideration by the country’s parliament, the TRT Haber news channel quoted Turkey’s Minister for the EU Affairs Omer Celik as saying Sept.7. The minister noted that for the present, Turkish parliament doesn’t plan to consider this issue.

Turkey cancelled the death penalty in 2001. Reinstating the death penalty was discussed after the military coup attempt in Turkey. Turkey’s President Recep Tayyip Erdogan had said the death toll as a result of the military coup attempt stood at 246, excluding the coup plotters, and over 2,000 people were wounded.

Erdogan declared a three-month state of emergency in Turkey on July 20.

Russia voices profound concern over Turkish troops' movement into Syria
"The Russian Foreign Ministry has voiced profound concern over the Turkish troops' movement into Syrian territory.

"Russia's Foreign Ministry expresses serious concern in connection with the movement of the Syrian troops and paramilitary formations of the Syrian opposition, supported by them, inside Syrian territory," the ministry said in a statement Wednesday.

"We are paying attention to the fact that these actions are being conducted without coordination with the legitimate Syrian authorities and without approval on the part of the UN Security Council," it said.

"This puts in question the sovereignty and territorial integrity of the Syrian Arab Republic," the statement said.

"With account for that, the position of Damascus appears fair and justified from the international-legal viewpoint," it said.

"We are proceeding from the fact that Turkey's actions may additionally complicate the already difficult military-political situation in Syria, negatively affect the international efforts to develop a platform of settlement ensuring a more stable nature of the regime of cessation of hostilities, uninterrupted delivery of humanitarian aid laying the foundation for a solid peace and helping overcome the crisis in that country," the ministry said.

Turkey, US 'ready to invade Daesh capital' Raqqa
Turkish President Recep Tayyip Erdogan on Wednesday suggested Turkey and the US are ready to drive Daesh from its Syrian stronghold of Raqqa.
Who's the "we" in this?
Erdogan said his US counterpart Barack Obama floated the idea of joint action against the militants when they met at the G20 summit in China. BBC reported, quoting Erdogan as saying, Turkey would have "no problem" with such action.

Last month Turkey launched an operation inside Syria, targeting both the Daesh and Kurdish rebels. Turkish-backed militia drove Daesh from the border town of Jarablus, but Turkey has also been concerned with checking the advance of Kurdish forces whom it regards as terrorists.

Deputy Prime Minister Nurettin Canikli said Turkish forces might push deeper into Syria after securing a stretch of land along the border. Canikli also said 110 Daesh and Kurdish militia fighters had been killed since the operation began.

Russia, which is allied to Syrian President Bashar Al Assad, said it was "deeply concerned" by the Turkish advance.

Erdogan's comments on Raqqa were published in Turkish media. There has been no confirmation from the US.

"Obama wants to do some things jointly concerning Raqqa," Erdogan said. "We said this would not be a problem from our perspective."

"I said: 'Our soldiers should come together and discuss, then what is necessary will be done,'" Erdogan added.
