India offers $1bn in fresh aid to Afghanistan
[DAWN] India offered Afghanistan a fresh $1 billion in economic assistance after their leaders met in New Delhi on Wednesday to strengthen already close ties between the neighbours.

Prime Minister Narendra Modi reiterated India's commitment to helping the war-torn country strengthen its education, health, agriculture and other sectors during talks with Afghanistan's Caped President Ashraf Ghani

He worked at the World Bank working on international development assistance. In a joint statement, India announced the $1 billion offer, but there was no mention of providing weapons to help Afghanistan fight holy warriors, which it has previously asked for.

Modi and Ghani called in the statement for an end to sponsorship and support of holy warriors.

They did not name Pakistain, but they have previously accused their neighbour of supporting Islamic Lion of Islams.

"The two leaders discussed the regional situation and expressed grave concern at continued use of terrorism and violence in the region for achieving political objectives," Indian foreign secretary Subrahmanyam Jaishankar said.

"They called upon the concerned to put an end to all sponsorship, support, safe havens and sanctuaries to terrorists, including for those who target Afghanistan and India," he told news hounds.

The Afghan government has accused Pakistain of supporting the Taliban, while Delhi says Pakistain supports rebels crossing the border into Indian-controlled Kashmire -- claims that Islamabad denies.

Ghani is expected to give a speech to a think tank on "global terrorism" later Wednesday as part of his two-day visit to the capital.

India, the fifth largest bilateral donor in Afghanistan, has been a key supporter of Kabul

Oil exports to resume ‘immediately’ at Zueitina
Downward price pressure to resume as a result...
[Libya Herald] Exports from Zueitina oil terminal are to recommence “immediately”, Mustafa Sanalla, the chairman of the reunited National Oil Corporation (NOC) said today, announcing plans to lift force majeure at the port. It will, however, take a little longer at Ras Lanuf and Sidra because of repair work needed at both places, he said.

He was speaking in Zueitina which he was visiting to assess the situation at the three oil terminals. They were taken at the beginning of the week by the Libyan National Army led by General Khalifa Hafter from the Petroleum Facilities Guard loyal to Ibrahim Jahdran.

In a statement last night that technical teams had already started assessing what needed to be done to lift force majeure and restart exports, Sanalla predicted that production could be raised from around 290,000 b/d at present to 600,000 b/d within four weeks and to 950,000 b/d by the end of the year.

“However, this is dependent on receiving essential funds from the budget and on the Oil Crescent ports and the closed pipelines in the southwest being opened and kept open,” he said.

“We welcome statements from the Libyan National Army allied with House of Representatives (HoR) and the president of the HoR, Ageela Saleh, that the ports should be placed under NOC’s control,” he also added.

Last month, the NOC started shipping 620,000 barrels of oil from the storage tanks in Zueitina to Zawia for protection after fears that there would be fighting there between the LNA and PFG.

The move was made with the approval of the HoR and the LNA both of which have said since Sunday’s takeover that the terminals would be handed over to the reunited NOC.

Reinforcing relations with the LNA in Zueitina this morning, Sanallah met with its military commander responsible for the area, Colonel Muftah Shagloof as well as with the LNA appointed commander of central region PFG Colonel Muftah Al-Maghref.

Aid workers from Germany freed by Libyan coastguards
[ENGLISH.ALARABIYA.NET] Two migrant aid workers from Germany who were held by Libyan coastguards have been freed, the group Sea Eye said on Wednesday, adding that the circumstances of their arrest remain unclear. The two were released late Monday, said Hans-Peter Buschheuer, front man for the humanitarian group that rescues migrants colonists at sea who are trying to reach Europe from North Africa.

Libya's navy had said the group's vessel, Speedy, had entered Libyan waters, and that the aid workers had sought to flee but stopped after warning shots were fired. It later said the two men admitted falling asleep before realizing they were no longer in international waters.

"We have no written proof of the original location at the time of the arrest because Speedy was also taken and is still in Libya," he said. "But close to where the arrest took place, there were other NGOs from different countries... who saw the event and can attest that we were outside the 12-mile zone -- that is, we were in international waters," he said.

Sea Eye is now working on securing the release of the ship, he said.

"We are working with the help of the German embassy in Libya to obtain the release of the ship," said Buschheuer. "If that fails, then we would have to file a suit. The ship is worth 110,000 euros ($120,000) and an important part of our future rescues."

In the article published on Tuesday, Zarif claimed that "tainted petrodollars" are helping to fuel a narrative which is attempting to convince the world that the former al-Qaeda affiliated Jabhat al-Nusra

These moves on the part of Riyadh, Zarif claimed, are "based on the false premise that plunging the Arab world into further chaos will somehow damage Iran."

Zarif argued that Riyadh is playing up fears of an Iranian threat in order to justify its continued support to dangerous Islamist groups across the region, which he stressed are as big a threat to Sunni Arabs as they are to Shiites.

This cannot last, he wrote, "as the realization grows that Riyadh’s persistent sponsorship of extremism repudiates its claim to be a force for stability."

The Wahhabist ideology which Riyadh has promoted for decades, Zarif argued, has inspired, "virtually every terrorist group abusing the name of Islam ‐ from Al Qaeda and its offshoots in Syria to Boko Haram

The Iranian Foreign Minister’s editorial comes as tensions between Tehran and Riyadh continue to escalate in the aftermath of the Hajj stampede in Mecca in September 2015 and the Saudi execution of the Shiite holy man Sheikh Nimr al-Nimr last January ‐ which was followed by an Iranian mob ransacking the Saudi embassy in Tehran and the severing of ties between the two regional powers.

Since that time Riyadh has endorsed the Mujahideen-e Khalq (MEK) Death Eater group which seeks to overthrow the Iranian regime, and the proxy war between the two countries across the region, most notably in Syria and Yemen, continues.

Nevertheless Zarif concluded his article by suggesting Riyadh could possibly be part of solution.

"We invite Saudi rulers to put aside the rhetoric of blame and fear, and join hands with the rest of the community of nations to eliminate the scourge of terrorism and violence that threatens us all," he wrote.

and resident of Bashundhara area in Dhaka, posted the photo as his profile picture around 10pm Wednesday. He is the one sitting in the middle wearing black shades.

On his right is his brother Junayed Hasan Khan. The one on Ibrahim’s other side could not be identified immediately.

All clad in black, the photo is reminiscent of the Gulshan attackers and the turbans killed in Kallyanpur raid who claimed themselves as IS supporters, except that the three here are holding glasses, apparently of beverage, instead of guns.

In the photo, a rifle is seen kept beside the chair of Ibrahim, who appears to be the leader of the group, while another rifle, two pistols, two magazines of ammunition and a mobile phone rest on the table in front of them.

The photo, however, bears no caption or location details.

The siblings came into limelight after the horrific July 1 Gulshan attack in which 23 people including 17 foreigners were killed by five turbans posing as IS supporters. The brothers’ names appeared on the elite force’s list of missing youths with suspected bully boy links.

Police later said they were looking for the two and 10 others, all accomplices of Tamim Ahmed Chowdhury, the Gulshan attack criminal mastermind killed in a raid in Narayanganj on August 27 this year.

Ibrahim and Junayed’s father Munir Hasan Khan is an expatriate in Saudi Arabia. According to his Facebook profile, Munir Hasan works at Al Faisaliah Hotel in Riyadh.

Ibrahim studied at Bangladesh International School in Saudi Arabia. Their flat in Bashundhara residential area remains vacant as according to media reports the family has been living abroad for the last one year.

Before posting this photo, Ibrahim remained inactive on the Facebook for more than a year. His last public post on the social media was on July 13, 2015.

Ocalan said in a message delivered by his brother to a crowd of supporters in Diyarbakir on Monday that his party would take the initiative for peace, and he asked the Turkish government to follow suit. He said peace could be achieved "within six months" if the Turkish government were sincere.

A group of 50 politicians and supporters from the pro-Kurdish People’s Democratic Party (HDP) has since ended a hunger strike announced about two weeks ago.

They went on hunger strike to put pressure on the government to allow for Ocalan’s family to visit him in prison. The strike followed rumors that leaders of the failed July 15 coup in Turkey wanted to harm Ocalan.

The Kurdish Rights and Freedoms Party (HAK-PAR), a small nationalist party which is often at odds with HDP and PKK but keeps friendly ties with the ruling Justice and Development Party (AKP), said it welcomes any calls for peace.

"The war has destroyed our country. Our people have been damaged. Therefore, let the war stop in whatever way possible... let’s open the political door. Let’s leave the political democratic door open," HAK-PAR president Refik Karakoc told Rudaw

The PKK took up arms against the Turkish state in 1984, and since then an estimated 40,000 people have been killed, many of them in Turkey’s Kurdish southeast.

"Every day about 30 or 40 people are getting killed, whether from the PKK, the government, or the people. At the end each person comes from a family who has parents, brothers and sisters. This has created an open wound. (That is why) peace would not prevail easily," Muhamad Amin Kardas, the secretary general of Kurdistan Democratic Party ‐ Turkey (KDP-T) said.

The Turkish government and the PKK were negotiating a peace deal that began in 2013, when the conflict resumed in mid-2015.

Wahid Abba, manager of the general center of PAK, the Kurdistan Freedom Party (PAK) - not to be confused with another armed Kurdish party with the same name but active in Iran -- believes the negotiations failed because they were carried out in secret.

This time, he said, the process has to be open to succeed.

Shikarpur attack FIR registered against six men
[DAWN] Police on Wednesday registered a First Information Report (FIR) in connection with a Lion of Islam attack claimed by the banned Tehrik-e-Taliban Pakistain (TTP) and targeting Eidul Azha prayers in Shikarpur on Monday.

Three coppers were maimed as police foiled two suicide kaboom attempts during Eid prayers in Shikarpur's Khanpur tehsil.

The FIR was lodged against six suspects under sections 120-B (punishment of criminal conspiracy), 324, 353 of the Pakistain Penal Code (PPC), sections 3 and 4 of the Explosive Substance Act and 6/7 of the Anti-Terrorism Act on the complaint of Syed Mohammad Shah Kazmi, a member of the Shuhada Committee.

The committee is a district level forum of the Shia community that was formed in the wake of last year's suicide kaboom in a Shikarpur imambargah that killed 61 people.

The complainant said he has nominated six persons in the FIR in light of the initial statement given by an incarcerated

"We don’t trust the police, that’s why we have come forward to lodge the FIR ourselves," Kazmi told Dawn.

Khanpur police confirmed that four men nominated in the FIR include Abdul Rehman (dead), Usman (arrested) and Umer and Hafeez (their handlers) who had fled away. Two accused remain unidentified.

SSP Shikarpur Umer Tufail said that since members of the Shia community were volunteering to register the FIR "we didn’t raise any objection and the FIR has been accordingly registered".

'Incompetent' SHO
Police have rounded up close to two dozen suspects in the Khanpur area of Shikarpur district after the incident.

A teenaged would-be jacket wallah -- who was later identified as Abdul Rehman -- was killed and his accomplice Usman was arrested while three coppers received injuries.

Abdul Rehman and Usman were spotted outside an imambargah acting suspiciously. When a policeman approached them with some questions, they failed to answer.

Usman, who was wearing a suicide jacket, was then caught by people and handed over to police while Abdul Rehman fled and reached a place close to an Eidul Azha congregation.

As police tried to get near him, he detonated a hand grenade which he was carrying, resulting in injuries to three coppers. However,

Usman, who is in jug of police, is a resident of Swat’s Kabal tehsil. He is a student of a religious seminary in Karachi. It is learnt that Usman is being handed over to Sindh police’s Counter Terrorism Department (CTD) for questioning.

IGP Sindh A.D. Khawaja confirmed talking to Dawn over the telephone that the case of Tuesday’s incident was being transferred to CTD Karachi along with the arrested suspects for investigation.

Shikarpur police have transferred SHO Bahar Deen Keerio following the attack after complaints of Shuhada Committee leaders.

Kazmi of the Shuhda Committee remarked that SHO Keerio was incompetent.

"We [the Shia community] are facing a different scenario and a conventional type of policing will not help us and this is what we are trying to tell everyone," he said.

in Geneva, Ambassador Tehmina Janjua, on Wednesday welcomed the remarks by the United Nations High Commissioner for Human Rights regarding excessive use of force by Indian security forces in India-held Kashmire (IHK).

"Pakistain supported the position of the High Commissioner that an OHCHR team should visit India-Indian Kashmiree to independently and impartially investigate the grave violations being perpetrated by Indian occupation forces over the past two months," said Janjua.

She added the visit by the UN team would help address the culture of impunity which is prevalent in IHK.

Ambassador Janjua said claims of restraint shown by India are simply preposterous.

"Jammu and Kashmire is an international issue recognised as such by a number of UNSC resolutions," the permanent representative told the Human Rights Commission.

"We have earned the trust of refugees, they just are very pleased to welcome us to their tents," an unidentified Turkey-based ministry director, who works alongside the Christian Aid Mission, told the Christian Post (CP) in an article published on Tuesday.

The unnamed director also claimed that, as part of his work in Turkey, he has seen 120 Syrian refugees accepting Jesus Christ as their "savior," while at least 20 others were baptized.

The Christian Aid Mission reported earlier this month that ministry workers working with refugees have also been seeing changes in how Moslems in the camps talk and think about Jesus.

"There, the ministry director noted that while Moslems use the words ’Hazreti Isa’ to refer to Jesus as a prophet, some of the refugees are starting to say ’Jesus Christ’ like Christians, and are beginning to open their minds to the Christian message," according to CP.

"Praise God that seeds are beginning to take root. In every tent, when we talk about Jesus, we are seeing this change when we translate. They say and use these words more often," CP quoted the minister as saying.

The director also said his ministry ‐ which deals with 8,000 Syrian refugees in Turkey ‐ has been distributing Arabic Bibles far and wide to the Syrian Moslems. They have also given coloring books based on the Bible to Syrian children who are learning Turkish.

"When we go to the camps, they run to us and show the books they have read and the notebooks they have filled with pictures ‐ this brings us joy, seeing these things used," he said.

Those refugees the director said converted have faced problems as a result.

"They have to hide it from others and live their religion secretly," he said. "Islam," he also charged, "is not a religion of tolerance and love."

I like how the missionaries from Spain went about their work in the New World centuries ago surrounded by Indian savages. They built "missions" which were actually forts that protected themselves and converts. A few Texan militia fended off thousands of Mexican army troops for weeks at one, the Alamo.

Pope Francis on Wednesday denounced killing in God’s name as "satanic" as he held a mass to honor Jacques Hamel, the French priest whose throat was slit by jihadists in July.

"Killing in God’s name is satanic," he said in his address, which was attended by around 80 pilgrims from the northern French diocese of Rouen where the attack took place.

"He was a martyr," he said of Hamel, describing him as a "good, gentle man" who had been killed "like a criminal.

"How good it would be if all religious confessions declared that killing in the name of God was satanic."

The elderly priest was killed on July 26 while presiding over an early morning mass for a handful of parishioners in Saint-Etienne-du-Rouvray.

The pope’s early service on Wednesday was held in the chapel at St. Martha’s, the boarding house where Francis stays and where a photo of the late priest was set upon the altar.

"Today the Church has more Christian deaders than in the first centuries," he said in his sermon which was delivered in Italian but translated into French for the visitors.

Christians were currently suffering persecution through being "imprisoned, tortured and killed because they refuse to deny Jesus," he said.

"This cruelty which demands apostasy is, let us say it, satanic," he said. Apostasy is the renunciation of one’s religious beliefs.

Arab tribes in Hasakah protest against Turkish intervention in Syria
[ARA News] HASAKAH – Arab tribal groups protested in the city of Sere Kaniye [Ras al-Ain] in Syria’s northeastern Hasakah province on Wednesday to condemn the Turkish intervention in Syria.

Hundreds of protesters called on the Turkish forces to withdraw from Syria.

“We condemn the Turkish occupation of Syrian territories. We protested today to show that not only Kurds are against this intervention, but Arabs and all the components of the Syrian society,” one of the protesters told ARA News in Sere Kaniye.

The protesters tried to express their anger with the Turkish intervention, emphasising the unity of the social components in Syria.

The Arab protesters stressed that the Turkish violations at the Syrian borders do not only target Kurds, but all Syrian communities.

The Turkish forces entered the Syrian city of Jarablus on 24 August under the pretext of fighting ISIS and securing Turkey’s borders. However, the Turkish army also attacked Kurdish areas near Kobane, where scores of civilians were killed and dozens injured, which raised suspicions about the main goal of the Turkish intervention in Syria.

Pentagon: Strikes on ISIS may have hit civilians
[ENGLISH.ALARABIYA.NET] The Pentagon said Tuesday it launched various strikes on ISIS group forces in Syria over the past several days, including hits on some targets that "may have resulted in civilian casualties."
You mean human shields, O Pentagon spokesperson, whose injuries are the responsibility of the party hiding behind them, according to the Geneva Conventions.
The incidents took place September 7, September 10 and September 12, according to a statement from CENTCOM. It did not give a number of dead or injured.

But in the September 10 raid "near Ar Raqqah, Syria, a strike against an ISIS (ISIS) target may have resulted in the death of civilians near where the strike occurred," CENTCOM said.

On September 7, a raid near Dayz Az Zawr, Syria, on an ISIS target struck a non-military vehicle that drove into the target area after the weapon was released from the aircraft.

And September 12, a bombing near Ash Shaddadah, Syria, during a strike against an ISIS target another apparently non-military vehicle drove into the target area after the weapon was released from the aircraft, CENTCOM added.

Russia wants Syrian ceasefire to be extended for 48 hours
[ALMASDARNEWS] Russian General Staff official Viktor Poznikhir said his country calls for extending the ceasefire in Syria for another 48 hours in spite of repealed violations by armed opposition.

"In accordance with the Russian-US agreements, the existing 48-hour ceasefire is expiring today at 7pm [local time]. We note that recently the cessation of hostilities was observed in full. As of this morning the overall number of violations by the holy warriors has reached 60," Poznikhir commented.

The top Russian official also underlined the necessity of fully implementing the agreement, making clear that the Russian government "is in favor of extending the ceasefire across Syria for another 48 hours".

A nationwide ceasefire was implemented in Syria on Monday at 7 pm, with the exception of Jabhet al-Nusra

Reinforcements from Sweida pour into the Golan Heights
[ALMASDARNEWS] A massive convoy of reinforcements from the al-Sweida Governorate arrived in the Golan Heights today after the jihadist rebels mobilized more fighters to launch a 4th offensive.

According to a Syrian Arab Army (SAA) source, the government convoy was made up of fighters from the National Defense Forces (NDF), Syrian Social Nationalist Party (SSNP), Jaish al-Muwahiddeen (Druze militia), and the 5th Armored Division.

Most of the non-army reinforcements are volunteers from the al-Sweida Governorate that traveled to the Golan Heights to protect their people from the jihadist rebels.

Similar to al-Sweida, Jabal al-Sheikh's (Mount Hermon) population is mostly Syrian Druze, making their communities very close; this is one of the reasons why several fighters volunteered to protect this area from jihadist rebels.

Syrian Army appoints brother of Issam Zahreddine to command troops at Quneitra
