According to a statement released by the Prime Minister Office of India, President Ghani condemned the "cross border attack" in Uri while expressing solidarity with India to eliminate the threat of terrorism.

"Mr. Ghani strongly condemned the cross-border terror attack and conveyed Afghanistan’s solidarity and support with India for all actions to eliminate the threat of terrorism," the statement said.

Heavily armed turbans suspected to be from Pakistain-based JeM had stormed an Army base in Uri in Kashmire on Sunday, killing 18 soldiers.

Earlier the National Security Council of Afghanistan called for the isolation of the perpetrators and those orchestrated the attack.

"Terrorism is a common threat to the entire region&world;thus,requires joint fight to eliminate terrorists&isolate those who sponsor them," the Afghanistan National Security Council (NSC) said in a statement.

The statement further added that "the people of Afghanistan been long victims of terrorism, so we can feel the pain of those who have lost their loved ones in today’s attack at Uri."

US considers reconciliation with Sudan
The Obama administration is considering a reconciliation with Sudan, a country long designated a state sponsor of terror and whose current leader has been indicted on war crimes charges. While significant policy changes toward Sudan are not likely to happen soon, the State Department on Tuesday welcomed Sudan's cooperation in fighting Islamist militants.

The statement, apparently not prompted by any specific development, said Sudan in recent months had taken "important steps" to take on Daesh and other such organizations. It added that the US would work with Sudan on security matters, while pressing it on human rights and democracy as well.

The statement said, "Sudan's continued cooperation will bolster international efforts to combat terrorism in the broader region. Subject to and consistent with U.S. law, we will work cooperatively with the government of Sudan on counterterrorism to enhance the security of both our countries. While countering terrorism is an important objective for the United States, we continue to engage the government of Sudan on protecting human rights, resolving internal conflicts, addressing humanitarian needs, improving regional stability, and advancing political freedoms, accountability and reconciliation."

State Department spokesman John Kirby said the United States still has serious concerns about Sudanese policies, notably with unrest in Darfur, but that normalizing relations is not out of the question. Kirby said the US would begin the process of rescinding the terror-sponsor designation only if Sudan meets certain criteria, which include renouncing terror and not supporting extremist groups for six months.

Arrests in Morroco thwart terror attacks
[North Africa Post] Moroccan security forces said Wednesday they had averted and foiled terrorist attacks there by the recent arrest of three extremists affiliated to Daesh. The three captured men were active in the Northern Moroccan cities of Tangier and Mdiq, according to the Ministry of the Interior.

According to investigators, the cell was planning to carry out a series of deadly attacks against the peace and stability of Morocco. The three jihadis were planning to create a Daesh province (wilayat) in Morocco, said Morocco's Central Bureau of Judicial Investigation.

The ringleader of the cell was assigned by a senior Daesh operative to prepare and carry out attacks against strategic sites including security complexes, hotels, tourist attractions and foreigners. Investigators say the cell leader had already acquired chemical products and lab equipment necessary for making explosives.

Papers show Libyan ISIS bridal dowries of guns, explosives
[ENGLISH.ALARABIYA.NET] Documents retrieved from Sirte, the ISIS group’s last bastion in Libya, record the variety of dowries offered by turban grooms to their future wives, including an boom belt, a Kalashnikov and the offer to memorize parts of the Koran.

The marriage documents were posted on Wednesday on the Facebook page of a Libyan anti-ISIS operation known as al-Bonyan al-Marsous, and were stamped by a judge in a Sirte religious court.

The Facebook post says the documents were found in the Sirte courthouse. It was not immediately possible to verify their authenticity.

The surnames of the brides and grooms suggest many were from African countries such as Nigeria, Senegal

Ukbagabir in August last year stabbed a 55-year-old woman and her 27-year-old son to death at the branch of Ikea in Västerås, west of Stockholm, later telling a court that the attacks had been intended to Dire Revenge Sweden, after the country’s migration agency turned down his asylum application.

Ukbagabir used a knife pulled from a kitchen utensils display to carry out the attack, selecting his two victims at random. He stabbed himself in the stomach, but recovered after treatment in hospital.

Swedish prison authorities have considered Ukbagabir at risk of assault by other prisoners from the moment he began serving his life sentence more than a year ago.

From 8 April to 9 June, he was kept in isolation at Kumla Prison, where he has served most of his sentence, following a series of threats.
So for the rest of his life he'll either be in solitary confinement or the prison hospital? Sounds fair.

Texas says withdrawing from US refugee resettlement program
[ENGLISH.ALARABIYA.NET] Texas gave notice on Wednesday that it was withdrawing from participating in the US Office of Refugee Resettlement’s program, citing security concerns after failing in federal court to halt the inflow of Syrian refugees into the state.

The Texas State Refugee Coordinator sent a letter to the agency, giving 120 days notice of its intention to withdraw, charging the program was riddled with problems that present security risks, Republican Governor Greg Abbott said.

"Despite multiple requests by the State of Texas, the federal government lacks the capability or the will to distinguish the dangerous from the harmless, and Texas will not be an accomplice to such dereliction of duty to the American people," Abbott said in a statement.

Texas, a bellwether state for conservative policies, has seen other Republican-led states follow its lead in challenging the B.O. regime’s refugee resettlement plans in and out of the courts.

Officials from the Office of Refugee Resettlement were not available for comment. US officials have said refugees are carefully vetted before entering.

The US Justice Department has argued in court filings that the federal government sets policies for international immigration and states do not have authority to halt federal plans.

The Lutheran Immigration and Refugee Service, a leading resettlement agency, expressed disapproval of Texas’ action.

"The decision to pull out of the refugee resettlement program after nearly 40 years of participation is misguided and inconsistent with that state's proud history of welcoming refugees," it said in a statement.

Since Jan. 1, 2011, there have been 1,104 Syrian refugees resettled in Texas, according to the US State Department-affiliated Refugee Processing Center. That is less than the 1,610 people resettled in Caliphornia, an impregnable bastion of the Democratic Party, and the 1,515 sent to Michigan.

The B.O. regime said on Aug. 29 it would meet its goal of admitting 10,000 Syrian refugees during the current fiscal year a month ahead of schedule and was working with Congress to increase the target by a few thousand during 2017.

US admission of Syrian refugees has been a hot button issue in the 2016 presidential race.

The civil war in Syria has led to a flood of refugees. The United States has offered refuge to far fewer than many of its allies. Germany has taken in over a million refugees from Syria, North Africa and Asia in the last year, while Canada admitted nearly 30,000 between November last year and May 1.

American lawmakers move act to designate Pakistan ‘State Sponsor of Terrorism’
How exciting! [Khaama (Afghanistan)] Two powerful American politicians have introduced an act in the US House of Representatives to designate Pakistain a State Sponsor of terrorism, it has been reported.

Congressman Ted Poe, who is Chairman of the House Subcommittee on Terrorism, has reportedly said "It is time we stopped paying Pakistain for its betrayal and designate it for what it is: a state sponsor of terrorism."

The act, Paistan State Sponsor of Terrorism Designation’ (HR 6069) has been introduced by Republican Poe along with Congressman Dana Rohrabacher
...Representative for Caliphornia's 48th congressional district, and previously the 46th, 45th and 42nd, serving since 1989. He is a member of the Republican Party and a former speech writer for President Reagan...
of the Democratic Party, who is Ranking member of this influential Congressional Committee on terrorism.

Poe further added "Not only is Pakistain an untrustworthy ally, Islamabad has also aided and abetted enemies of the US for years."

to its cozy relationship with the Haqqani network, there is more than enough evidence to determine whose side Pakistain is on in the War on Terror. And it’s not America’s," he alleged.

According to Poe, the bill will require the Obama Administration to formally answer this question.

The President must issue a report within 90 days of passage detailing whether or not Pakistain has provided support for international terrorism, he said.
It's almost October now. Assuming President Obama vetoes it immediately and the veto is overridden, issuing that report is likely to be the last thing he does in January before his successor is sworn in.
He also added "Thirty days after that, the Secretary of State must issue a follow-up report containing either a determination that Pakistain is a State Sponsor of terrorism or a detailed justification as to why Pakistain does not meet the legal criteria for designation."
That'll be the new Secretary of State. I strongly suspect that if Hillary Clinton wins and lives long enough to be sworn in, she will want her own person in the SoS slot...hopefully not her husband.

"We assess today that the Iraqis will have in early October all the forces marshaled, trained, fielded, equipped that are necessary for operations in Mosul," General Joe Dunford, Chairman of the Joint Chiefs of Staff, said at a military event in Washington.

"Timing of that operation now is really just a function of a political decision by Prime Minister (Haider al-)Abadi."

Iraqi forces have been moving northwards from Baghdad for almost two years, gradually retaking areas over which ISIS declared its "caliphate" in June 2014.

Kurdish peshmerga forces to the north of Mosul will also join the assault.

The United States is leading an international air campaign that has been pounding ISIS targets across Iraq and Syria.

Though the Pentagon does not plan on directly sending American troops into combat, it has thousands of soldiers in Iraq who are training and arming Iraqi partners.

"We will be in a position to provide whatever support, whatever reinforcement, those forces need in order to be successful," Dunford said.

ISIS seized Mosul, Iraq’s cosmopolitan and religiously mixed second city, in a lightning offensive through the north and west of the country.

Mosul had an estimated population of around two million before ISIS took it over.

Accurate numbers for the population remaining in the city are hard to come by but the United Nations

and other officials have said up to one million civilians may still be living under ISIS rule in the Mosul area.

The Pentagon estimates 3,000 to 4,500 IS fighters are in Mosul.

Iraqi parliament votes to sack finance minister
[ENGLISH.ALARABIYA.NET] The Iraqi parliament has voted on Wednesday to sack Finance Minister Hoshyar Zebari after a grilling session in late Agust, questioning him about graft, Al Arabiya New Channel’s correspondent reported.

In Iraq’s 328-seat parliament, 158 voted in favor of sacking Zebari, who is also deputy prime minister.

Zebari assumed office as foreign minister in October 2014 after spending 11 years as Iraq’s foreign minister.

The powerful Iraqi Kurdish politician sacking comes after the removal of the country’s Defense Minister Khalid al-Obeidi in late August after grilling the latter over corrupt arms deal.

Since assuming office in September 2014, Iraqi Prime Minister Haider al-Abadi pressed for reforms but political squabbling and division obstructed his path to pursue anti-corruption steps.

US names Syrian group Jund al-Aqsa to terror list
[IsraelTimes] The United States officially labels the Syrian jihadist rebel group Jund al-Aqsa as a "Specially Designated Global Terrorist" organization as talks continued on securing a ceasefire in the war-ravaged country.

The US State Department says the four-year-old group was originally a unit of the al-Nusra

Today, Jund al-Aqsa operates primarily in the Idlib and Hama provinces, but remains "openly allied" with al-Nusra, already designated a terror group two years ago, the State Department says.

It says Jund al-Aqsa was behind two suicide kabooms in Idlib in March 2105 and a February 2014 "massacre" of 40 civilians in Maan in central Hama. The designation, and parallel sanctions by the US Treasury Department, forbid US entities and individuals from any transactions with the group.

Pentagon denies coalition drone was near Syria aid convoy

and other agencies were unloading aid into a warehouse in Orum al-Kubra, a town in Aleppo province, when a deadly attack killed around 20 civilians late Monday.

The Pentagon remarks came after Russia had insinuated that the coalition drone may have been involved in the strike.

Moscow released the aircraft’s purported air speed and altitude as well as its location over Orum al-Kubra shortly before the strike.

US officials have told AFP that two Russian SU-24 warplanes were operating in the area where the aid convoy was struck, and one of them was directly above the convoy when it was hit.

CV Kuznetsov deploys to the Mediterrainian
[AlArabiya] Russia’s defense minister said on Wednesday that Moscow was dispatching its flagship aircraft carrier to bolster its forces in the eastern Mediterranean off Syria. The Admiral Kuznetsov aircraft carrier would be sent to join Russia’s current naval deployment there, minister Sergei Shoigu said during a televised meeting.

“Currently the Russian naval deployment to the east Mediterranean consists of no less than six battleships and three or four support vessels,” he said.

“In order to bolster the military capabilities of the group we plan to add the Admiral Kuznetsov aircraft carrier to the group,” Shoigu said, without specifying a timeframe.

Bombing campaign
Russia has been flying a bombing campaign in Syria for the past year in support of Bashar al-Assad and has deployed a naval contingent to back up its operation.

This is the first time that the Soviet-era Kuznetsov – Russia’s only aircraft carrier that is part of its Northern fleet based in Murmansk -- will join the Russian deployment after undergoing a refurbishment.

Russia has a base in government-controlled Syrian territory from which it has flown most of its bombing raids in the country. It has flown long-range bombing raids from bases in Russia and fired cruise missiles from ships in the Caspian Sea and a submarine in the Mediterranean.

Rooshuns hang convoy attack on US
[RT] The Russian Defense Ministry says that a US coalition drone was in the vicinity of a humanitarian convoy when it was attacked outside Aleppo. According to the Russian military, the unmanned aircraft was a Predator drone.

“On the evening of September 19, in that specific region, a drone belonging to the international condition, which had taken off from the Incirlik air base in Turkey, was flying at a height of 3,600 meters and traveling at around 200 kilometers per hour,” said Russian Defense Ministry spokesman Igor Konashenkov.

“The object was in the area around the town of Urm Al-Kubra, where the convoy was a few minutes before it caught fire,” Konashenkov added. “It left after about 30 minutes.”

The Defense Ministry spokesman said he wanted to point out that, as was the case with the tragedy on September 17 which saw US-led coalition airstrike kill and injure 200 people, the Russians would not be making any unfounded allegations.

“Only the owners know what exactly the drone was doing at this particular area at that exact time,” he added.

Moscow says it has provided all the data it possesses regarding the attack on the convoy, which was carrying aid terrorist-held areas in Aleppo, Russian Foreign Minister Sergey Lavrov said at a UN Security Council meeting on Wednesday.

“There was another unacceptable provocation on September 19 – the shelling of a humanitarian convoy near Aleppo,” he said. “I am confident that such coincidences require serious analysis and an investigation.”

On September 19, a humanitarian convoy consisting of 31 trucks was attacked while heading to Aleppo. According to the Red Cross, 20 civilians and one aid worker died as a result. Initial reports claimed the convoy had been targeted by an airstrike. Later the UN said all it could confirm was that the convoy was attacked.

On Tuesday, the Russian Defense Ministry reiterated that neither it nor the Syrian military had launched airstrikes on the convoy.

“Russian and Syrian warplanes did not carry out any airstrikes on a UN humanitarian aid convoy in the southwest of Aleppo,” Konashenkov said in a statement. He added that the military had studied video footage of the convoy, which appeared to rule out that an airstrike took place.

“We have closely studied the video footage from where the incident took place and we did not find any signs of any ammunition having hit the convoy. There are no craters, while the vehicles have their chassis intact and they have not been severely damaged, which would have been the case from an airstrike,” Konashenkov said.

“All of the video footage demonstrates that the convoy caught fire, which strangely happened almost at exactly at the same time as militants started a large-scale offensive on Aleppo.”

The US-led coalition air forces did not carry out any missions over the Aleppo area where the UN aid convoy was hit, Adrian Rankine-Galloway, a Pentagon spokesman, told RIA Novosti.
