Taliban recruiting children as soldiers in their ranks: Ghor officials
[Khaama (Afghanistan)] The Taliban hard boy group and other irresponsible hard boy groups are recruiting children as soldiers in their ranks, local officials in Ghor province said.

Zabiulalh Jawad, the provincial Independent Human Rights Chief, has told RFERL that they have credible evidences and documents to prove that Taliban are recruiting children to fight for the group.

Provincial governor’s front man, Abdulhai Khatebi confirmed the remarks by the Independent Human Rights Commission, saying the group is actively recruiting childre in the ares under their control.

The recruitment of children as soldiers is not in Afghanistan specifically by hard boy groups formed to fight the Afghan government.

Earlier reports emerged from the eastern Nangarhar

#1  That are hurting so bad they need to enlist the kiddies? I know that makes for a efficient and ( did I mention a real combat effective solution ) sort of trooper. How would you like to command a squad of highly motivated 12 year olds? Combat tends to sort people out pretty fast.

Sort you out ...and a few of your friends as well. Like in dead...

Then what have you got? And where do you go?

#2  Hemingway, it's called "establishing an ideological seed crop." Go ahead and look up the word. I'll wait. The commies used it in a lot of places. Africa for one. The Western ones use the school system to indoctrinate the kiddies and fill the ranks. Much more humane, doncha think?

And they're up against the Afghan army as well. There's a vaunted opponent.

More likely the kiddies are date-night fodder, cheap labor, scouts and walking bombs - in that order.

But you thought of all that. Right, Hemingway?

Karzai under fire for supportive remarks towards Taliban group
[Khaama (Afghanistan)] The former Afghanistan's Caped President Hamid Maybe I'll join the Taliban Karzai
... A former Baltimore restaurateur, now 12th and current President of Afghanistan, displacing the legitimate president Rabbani in December 2004. He was installed as the dominant political figure after the removal of the Taliban regime in late 2001 in a vain attempt to put a Pashtun face on the successor state to the Taliban. After the 2004 presidential election, he was declared president regardless of what the actual vote count was. He won a second, even more dubious, five-year-term after the 2009 presidential election. His grip on reality has been slipping steadily since around 2007, probably from heavy drug use...
being under criticims is not new specifically for his stance against the Taliban group but the objections have been on the rise during the recent days for his latest interview where he said the group can have control of the parts of the country similar as other Afghans.

The Chief Executive Officer Abdullah Abdullah
... the former foreign minister of the Northern Alliance government, advisor to Masood, and candidate for president against Karzai. Dr. Abdullah was born in Kabul and is half Tadjik and half Pashtun...
sharply cricitized Karzai for his remarks and emphasized that the former President should respond to the nation for his remarks.

The majority of the Afghan people have long been criticizing Karzai for calling the Taliban group as ’brothers’ despite the group is accused of the majority of civilian casualties in the country.

Questioning Karzai’s remarks which he delivered during an interview with BBc Afghanistan service, Abdullah said the 13 years of presidency of Karzai was also not legitimate.

Abdullah made the remarks to respond to Karzai’s criticism of the ongoing fight against insurgency where he said the use of force against the Taliban group is not legitimate.

In his interview with BBC, Karzaid said he had banned the US forces to carry out Arclight airstrikes, insisting that only Afghans were killed in such raids under different names, pointing towards Taliban.

The US forces in Afghanistan resumed Arclight airstrikes and support to the Afghan forces earlier this year amid deteriorating security situation in the country led by the Taliban group.

The government of national unity also allowed the Afghan forces to use heavy weaponry against the Taliban group including the use of artillery which was banned during the Karzai administration.

Al-Qaeda, the Turkestan Islamic Party, and the Bishkek Chinese Embassy Bombing
[THEDIPLOMAT] The August 30 bombing of the Chinese Embassy in Bishkek was perpetrated by a member of the Turkestan Islamic Party (TIP), also known as the East Turkestan Islamic Movement (ETIM). The terrorist attack was directly related to a call to Uyghur bully boyz by al-Qaeda’s Zawahiri
... Formerly second in command of al-Qaeda, now the head cheese, occasionally described as the real brains of the outfit. Formerly the Mister Big of Egyptian Islamic Jihad. Bumped off Abdullah Azzam with a car boom in the course of one of their little disputes. Is thought to have composed bin Laden's fatwa entitled World Islamic Front Against Jews and Crusaders. Currently residing in the North Wazoo area assuming he's not dead like Mullah Omar. He lost major face when he ordered the nascent Islamic State to cease and desist and merge with the orthodx al-Qaeda spring, al-Nusra...
on July 2, 2016.

In his address, Zawahiri urged Uyghur Islamists to "have patience" in dealing with "atheist Chinese invaders" in the Xinjiang Uyghur Autonomous Region in northwest China, and "strengthen the fire of jihad" against the Beijing authorities in "Dar al-Kufr" (land of disbelief, a term for lands where Islamic law is not applied). Dar al-Kufr for Uyghur Islamists means not only the Chinese state and the Xinjiang Uygur Autonomous Region, but also its neighboring Central Asian states, Kyrgyzstan and Kazakhstan.

There are about 10 million Uyghurs in Xinjiang, 250,000 in Kazakhstan, and more than 50,000 in Kyrgyzstan. Chinese authorities have carried out a deliberate policy of Uyghur assimilation primarily through mass migration of ethnic Han Chinese to Xinjiang. Uyghur nationalists oppose the demographic, ethnic and religious policies of the Chinese government. Periodically jihadists of the Turkestan Islamic Party organize terrorist attacks in the region.

On August 30, 2016 a suicide kaboom was carried out at the Chinese Embassy in Bishkek. The bomber rammed the gates of the embassy with a car, then detonated a bomb. The attack injured several members of the embassy staff and caused extensive damage to the embassy building and grounds. On September 7, 2016 the State Committee of National Security of Kyrgyzstan reported that some of the organizers of the attack were tossed into the calaboose while others were declared wanted.

According to intelligence agencies, members of Jabhat al-Nusra
...formally Jabhat an-Nusrah li-Ahli al-Sham (Support Front for the People of the Levant), also known as al-Qaeda in the Levant. They aim to establish a pan-Arab caliphate. Not the same one as the Islamic State, though .. ...
financed the attack on the Chinese Embassy in Bishkek through a local cell leader in Kyrgyzstan. The attacker, who carried a passport with the name Zoir Khalilov, was a 32-year-old ethnic Uyghur who was a member of the Turkestan Islamic Party.

Two weeks before the kaboom in Bishkek, The Diplomat published an article in which I discussed the revitalization of TIP’s propaganda schemes and terrorist activities. The Bishkek attack underscores these efforts. China and the governments of Central Asia should note that the TIP has become one of the key players in global Islamic jihad and can organize a terrorist act outside of China. In other words, the law enforcement agencies of Central Asia must keep their eyes open.

Kyrgyz authorities failed to prevent the attack, indicating a low level of intelligence work and lack of training. Instead of fighting the external enemy, jihadists in Central Asia and the Middle East, the Kyrgyz state is engaged in the persecution and repression of domestic political opposition. In May 2016 security forces tossed in the calaboose

leaders of the National Opposition Movement of Kyrgyzstan Bektur Asanov and Kubanych Kadyrov, as well as opposition People’s Parliament leaders Bekbolot Talgarbekova, Marat Sultanov, and Torobay Kolubayev, accusing them of attempting a coup d’etat. The arrested opposition politicians had harshly criticized the government and demanded the resignation of President Almazbek Atambayev. The trial of the opposition leaders were held behind closed doors and they are all now kept in detention centers without being given proper legal protection.

Financial Collapse Begins in Saudi Arabia
Contracting economy, falling currency, bank stocks diving - it's all there. Ima waiting for them to dump their US treasury bills & bonds, myself...
Following Obama's 9/11 bill veto defeat yesterday, and despite a surge in oil prices after a 'deal' was struck by OPEC, Saudi Arabia's markets are signaling panic in The Kingdom. Currency forwards are collapsing, default risk is jumping, and bank stocks are hitting record lows...

Mint's Bill Blain, in his Morning Porridge noted that last nights "surprise" OPEC agreement to agree to agree about talks on cutting oil production is fascinating. Not from the likelihood it may not ever happen, (the earliest we will know is the Vienna meeting in November), but what it tells us about how the sands are shifting around Saudi Arabia. Deliberate Saudi over-production caused the oil glut and was a policy designed to take out expensive US producers. Voodoo economics didn’t work ‐ US producers cut and adapted, and the rest of the world hasn’t played along.

Europe
French Jews emigrating to Israel, US, Canada
Excerpt from a longer piece.
PARIS -- Yael Haccoun and her family are Orthodox Jews from the working-class Paris suburb of Sarcelles, but they flew to Israel in late September to start a new life and escape the anti-Semitism around them.

“French people think that it’s natural when Jews are targeted” in terror attacks, said Haccoun, 33, as she waited with her husband and their three children here at the airport. "The fact that the army must protect Jewish schools and synagogues isn’t normal.”

She said her family watched in horror in July 2014 as a demonstration protesting Israel’s war with Hamas turned into an anti-Semitic rampage. Dozens of young men chanting “God is great” in Arabic and “death to the Jews” attacked Jewish-owned businesses with clubs and fire bombs.

The number of French Jews immigrating to Israel rose from 1,900 in 2011 to nearly 8,000 last year, said Jacques Canet, president of La Victoire, the great synagogue of Paris. He said the country’s 500,000 to 600,000 French Jews — the third largest Jewish population in the world — “feel threatened."

“Increasingly, Jews in Paris, Marseilles, Toulouse, Sarcelles feel they can’t safely wear a kippah (yarmulke, or skull cap) outside their homes or send their children to public schools, where Muslim children bully Jewish children,” Canet said.

A poll by the French Institute of Public Opinion in January showed 43% of France's Jewish Community are considering a move to Israel, and 51% said they have "been threatened" because they are Jewish.

Those with enough money have moved to more upscale areas within France or to Canada, England or the United States, Canet said. The wealthy, staunch Zionists and those who can’t afford to send their children to private Jewish schools go to Israel.

Moshe Sabbag, rabbi of La Victoire, believes “100%” of France’s Jews are thinking of moving, but that prospect is daunting. The majority of France’s Jews immigrated to France in the 1950s and 1960s from North African Muslim countries.

French Jews “love France, they love French culture, they want to stay,” Sabbag said just before leading Friday night services at the synagogue. “But Jews were targeted during huge demonstrations against the 2014 Gaza war. They were killed in Toulouse and Hypercacher,” he said, referring to the 2012 attack on a Jewish school that killed four people and the 2015 attack on a kosher Paris supermarket that left four dead. Muslim extremists carried out both attacks.

Although 2015 was a record year for French immigration to Israel, the numbers this year are lower. As of August 2016, 40% fewer Jews had arrived, compared to the same period last year, according to the Jewish Agency for Israel.

-controlled territory in Syria and is also concerned by the presence of the Syrian Kurdish YPG militia, which controls most of its Syrian border.

Construction on a border wall to combat smuggling and illegal migration started as early as 2014 even as Turkey maintained an open-border policy that has seen nearly 3 million Syrians seek refuge in the country.

"Construction will be completed within five months," the official told Rooters, declining to be identified because he was not authorised to speak to the media. He said winter conditions would be a challenge to the timetable, however.

Turkey last month launched an operation dubbed "Euphrates Shield" in alliance with Syrian rebels to drive Islamic State Death Eaters away from the border area and stop the YPG's advance.

Turkey regards the YPG as closely tied to Kurdistan Workers Party (PKK) Death Eaters fighting an insurgency in southeast Turkey and deems both as terrorist organizations.

The United States, meanwhile, sees the YPG as an ally in its operations targeting Islamic State -- a source of tensions between Ankara and Washington.

Like US-Mexico Border
A 200-km (125-mile) stretch of the wall has already been completed and state housing developer TOKI will build the rest, the official said. He likened the project to border walls in other countries, such as the one between parts of Mexico and the United States.

The official declined to give an estimate for the cost of construction. But the mass circulation Hurriyet newspaper said that including a road for military patrols planned alongside it, the wall was expected to cost 2 billion lira ($672 million).

Made up of seven-tonne portable blocks topped with razor wire, the wall will be three metres (10 feet) high and two metres (6.5 feet) wide. The official said private companies would be hired once construction tenders were completed.

Hurriyet cited the head of TOKI as saying that 200-250 concrete blocks were currently being produced daily at five work sites, and that the latest construction work had begun around 20 days ago.

New watchtowers on roads patrolled by armoured vehicles have already been erected along the border this year as part of increased security measures.

Turkey security council to recommend extending state of emergency
[YAHOO] The Sick Man of Europe Turkey
...the only place on the face of the earth that misses the Ottoman Empire....
's National Security Council will propose extending the state of emergency introduced after the failed coup in July, it said on Wednesday, a move expected since President Tayyip Erdogan floated the idea.

Erdogan announced the three-month state of emergency on July 20, saying it would enable authorities to take swift action against those responsible for the putsch, in which a group of rogue soldiers tried to topple the government and killed at least 240 people.

"To take precautions to protect the rights and freedoms of our citizens, our democracy and the principle of the rule of law, it was decided that an extension of the state of emergency should be proposed," the security council said in a statement.

It gave no details on the duration of the proposed extension.

Erdogan had said there would be no obstacle to prolonging the state of emergency beyond the initial three-month period.

Cascade Mall shooter voted in US despite not being citizen
The Cascade Mall shooting suspect, Arcan Cetin, may face an additional investigation related to his voting record and citizenship status. Federal sources confirm to KING 5 that Cetin was not a U.S. citizen, meaning legally he cannot vote. However, state records show Cetin registered to vote in 2014 and participated in three election cycles, including the May presidential primary.

Cetin, who immigrated to the United States from Turkey as a child, is considered a permanent resident or green card holder. While a permanent resident can apply for U.S. citizenship after a certain period of time, sources tell KING his status had not changed from green card holder to U.S. citizen.
Details, details...
While voters must attest to citizenship upon registering online or registering to vote at the Department of Licensing Office, Washington state doesn't require proof of citizenship. Therefore elections officials say the state's elections system operates, more or less, under an honor system.
And if you can't believe a green card holder in Washington state, just who can you believe?
"We don’t have a provision in state law that allows us either county elections officials or the Secretary of State's office to verify someone’s citizenship," explained Secretary of State Kim Wyman. "So, we’re in this place where we want to make sure we’re maintaining people’s confidence in the elections and the integrity of the process, but also that we’re giving this individual, like we would any voter, his due process. We’re moving forward, and that investigation is really coming out of the investigation from the shootings."

The penalty for voting as a non U.S. citizen could result in five years of prison time or a $10,000, according to Secretary of State's Office.
That clearly slowed the man down...
"The penalties are very serious.
No, they're not...
That’s why we want to make sure we’re very measured, and this is why we want to make sure we’re very calm and purposeful in how we move forward," Wyman continued. "The stakes are very high on both sides. You want to keep the confidence level high, but you also want to protect the voting rights of everyone."

Wyman says while it's impossible to determine an exact number, she does not believe this case points to a larger issue.
"No, no, certainly not!"
"Our hands are kind of tied, but make no mistake, we want to make sure that everybody has confidence that people casting Democratic ballots are given a free pass eligible. This is certainly going to be a topic at next legislation."

India-Pakistan
Petition seeking case against Maulana Aziz dismissed
[DAWN] The Islamabad High Court (IHC) on Wednesday dismissed a petition seeking the registration of a criminal case against Lal Masjid
...literally the Red Mosque, located in Islamabad and frequented by all sorts of high govt officials. The proprietors, Ghazi Abdul Rasheed and Maulana Abdul Aziz Ghazi, unleashed their Islamic storm troopers on the city, shutting down whorehouses and beating people up who weren't devout enough. The Musharraf govt put an end to the nonsense by besieging the place. Abdul Aziz Ghazi was nabbed while he was trying to escape dressed up like a girl. BBC reported that the corpse count at 173, but other claims, usually hysterical, say there were up to 1000 titzup. Among their number was Abdul Rashid Ghazi. Everyone then said tut-tut and what a nice guy he had been...
holy man Maulana Abdul Aziz
...nutball holy man who runs the Lal Masjid in the heart of Pakistain's capital. After instigating a rebellion against the state in 2007, he was caught trying to sneak away dressed in a burka. He rejects democracy as un-Islamic, which it probably is...
, as the federal government has said it is a "case of no evidence".

The petition was filed by a representative of the civil society, Mohammad Jibran Nasir, in which he sought directions for the Islamabad police to register an FIR against Mr Aziz, his wife and the students of Jamia Hafsa
... the Islamic nunnery maintained by Lal Masjid....
for allegedly pledging allegiance to ISIS.

In his petition, Mr Nasir has said that students of Jamia Hafsa released a video on social media in which they invited ISIS to intervene in Pakistain and to kill soldiers and civilians, chop off their hands, behead them and tear apart their bodies to avenge the killing of the late Osama bin Laden
... who is now sometimes referred to as Mister Bones...
and the Lal Masjid operation.

The petitioner said Maulana Aziz’s name was included in the list of proscribed persons in the Anti-Terrorism Act’s Fourth Schedule and that his wife and students had earlier taken up arms against the state which had resulted in the Lal Masjid operation of 2007.

A report filed by the interior ministry in the IHC said that claims of the suspects ‐ female students of religious institutions and their teachers - waging war against Pakistain needs to be backed by evidence that can stand the test of scrutiny.

IHC Justice Mohsin Akhtar Kayani
... four star general, current Chief of Army Staff of the Mighty Pak Army. Kayani is the former Director General of ISI...
dismissed the petition saying that since the federal government and the Islamabad police did not recommend the registration of an FIR, they could not be directed for the same.

Rally against war hysteria
[DAWN] The Pakistain Civil Society Forum, Joint Action Committee for People’s Rights and Rawadari Tehrik jointly organised a peace rally outside the Lahore Press Club on Wednesday, condemning lingering threats of Pak-India war.

The aim of the rally was to inform both the governments that the citizens hated and rejected war between the two countries, says a blurb issued here.

It said representatives from civil society organizations and journalists took part in the rally, carrying placards demanding peace. "We don’t want war, we want peace dialogue between Pakistain and India," "We don’t want atom bombs, we want bread," read some of the placards.

The participants emphasised that Pakistain and India should resolve their issues through dialogue because war would create more problems. And if they were so desirous of warfare, they should fight only against poverty.

Those who spoke on the occasion included Mr Mohammad Tahseen, convener of Pakistain Civil Society Forum, Mr Hussain Naqi from Human Rights Commission of Pakistain and Mr Samson Salamat from Rawadari Tehrik.

US, China urge Pakistan, India to solve differences over Kashmir
[DAWN] China and United States on Wednesday called on Pakistain and India to solve their differences over Kashmire, as tensions mount between the nuclear-armed neighbours after an attack killed 18 Indian soldiers in the disputed Himalayan region.

China "hopes that Pakistain and India will strengthen channels for dialogue, appropriately handle any differences, improve bilateral relations and together protect the region's peace and stability", a deputy foreign minister told Pakistain's special envoys to China for Kashmire, according to the foreign ministry website.

The deputy minister, Liu Zhenmin, also told the envoys that China values Pakistain's position on Kashmire.

Facebook removes Jamaat-i-Islami's page for covering 'Indian atrocities' in held Kashmir
[DAWN] The official page of Jamaat-e-Islami
...The Islamic Society, founded in 1941 in Lahore by Maulana Sayyid Abul Ala Maududi, aka The Great Apostosizer. The Jamaat opposed the independence of Bangladesh but has operated an independent branch there since 1975. It maintains close ties with international Mohammedan groups such as the Moslem Brotherhood. the Taliban, and al-Qaeda. The Jamaat's objectives are the establishment of a pure Islamic state, governed by Sharia law. It is distinguished by its xenophobia, and its opposition to Westernization, capitalism, socialism, secularism, and liberalist social mores...
Pakistain was removed by Facebook, reportedly for covering and highlighting Indian atrocities in held Kashmire, said a party statement issued on Wednesday evening.

The statement claimed that the page had more than three million 'likes' and it was the second most viewed page [with respect to ’likes’] of any local political party.

Social Media head of Jamat-e-Islami Shamsuddin Amjad, while talking to Dawn.com, confirmed the development that "the party’s official page was removed on Wednesday evening".

Amjad further informed that two other pages operated by the party have been removed from the social media website in the past two days. "The party pages representing Jamaat's zonal sections Khyber-Pakhtunkhwa
... formerly NWFP, still Terrorism Central...
and Women Wing were removed on Tuesday," he said.

The party's social media head further informed that the personal accounts of around two dozen admins of the Jamaat's official page, which was removed, were also suspended.

In the past few months, Facebook has repeatedly come under fire for suspending certain accounts on the social media platform, belonging to both native Kashmiris and foreigners present in and outside of the disputed Himalayan region.

The accounts which have been suspended till date had posted comments, pictures or videos to highlight the treatment meted out to Kashmiris in the latest episode of unrest.

In July, Facebook removed actor Hamza Ali Abbasi's post in which he had praised a deceased separatist commander killed by Indian forces in Indian-held Kashmire.

The social media platform had suspended Abbasi's account following the post, but later restored the account after the post had been removed.

Israel-Palestine-Jordan
King of Jordan: 'U.S. thinks it knows Middle East better than us'
[SputnikNews] The US thinks it understands the Middle East better than those who live in the region and this is a major flaw in the West’s fight against terrorism, the King of Jordan said in a rare criticism of Western policy.

Speaking to US broadcaster CBS, King Abdullah II said the world powers needed to take a "global perspective" when fighting Islamic extremism and terrorism, particularly given the troubles in the Middle East.

"The ethnic makeup of the region is pretty glaringly obvious for us that live in the region, that advisers and think tanks in the West seem to know us better than we supposedly know ourselves," he said.

He also said that the complex geopolitical situation was hindering the fight against Daesh — also known as ISIL — and other jihadist groups.

"I think the problem with the West is they see a border between Syria and Iraq. Daesh does not — and this has been a frustration, I think, for a few of us in this area with our western coalition partners, for several years. You know, the lawyers get into the act and say, 'but there's an international border.' And we say, 'for God's sake, Isis [Daesh] doesn't work that way,'" he said.

While Jordan is part of the US-led international coalition's fight against Daesh in Syria and Iraq, King Abdullah called for more effort to be put into fighting the group in Libya, which he predicted would become Daesh's stronghold.

"And so are we going to wait to get our act together to concentrate on Libya? And then, you know, do we wait a year or two to start helping the Africans deal with Boko Haram or al Shabaab?" he said.

Despite being an ally of the West, the intervention from Jordan's king follows similar comments at last week's UN General Assembly, which comes at a time of increased tension in the country.

While Jordan has largely escaped the violence experienced in Syria and Iraq, Islamist group, the Muslim Brotherhood, made significant gains in last week's parliamentary elections, while an increase in religiously motivated attacks in recent months has led to fears that extremism is growing in the country.

#2  For decades the Jordan royal family has played footsie with the Muslim Brotherhood. Recently the Jordan chapter split with the meaner Ikhwan going underground and the paid-off Ikhwan lickspittle following the King. Expect kabooms ahead.

Syria-Lebanon-Iran
Aleppo teeters but no sign of US action
[CNN] As Aleppo teeters on the brink of falling to Syrian regime forces, there is no consensus in the B.O. regime on what, if any, action to take to help the beleaguered opposition with which the US is allied, several American officials have told CNN.

The administration may have less than a week before regime and Russian attacks result in Aleppo's collapse, potentially displacing tens of thousands of civilians and worsening the strategic environment for the United States, according to one internal US government calculation.

The B.O. regime has blamed Russia for the collapse of a ceasefire negotiated more than a week ago by Secretary of State John F. I was in Vietnam, you know Kerry
Former Senator-for-Life from Massachussetts, self-defined war hero, speaker of French, owner of a lucky hat, conqueror of Cambodia, and current Secretary of State...
and Russian Foreign Minister Sergei Lavrov, which would have stopped the fighting around Aleppo and paved the way for joint US-Russian military cooperation against terrorist groups in Syria.

In a phone call with Lavrov on Wednesday, Kerry threatened to "suspend US-Russia bilateral engagement on Syria ... unless Russia takes immediate steps to end the assault on Aleppo and restore the cessation of hostilities," according to a State Department statement.

U.S. threatens to suspend engagement with Russia over Syria
The Obama administration threatened Wednesday to suspend plans for coordinating counterterrorism strikes in Syria with Russia unless Moscow moves to stop its assault on the city of Aleppo and restore a collapsed cease-fire.
What's the downside for us?
Accidental war with Russia? Mr. Putin would not be amused.
Secretary of State John F. Kerry, in a telephone call to his Russian counterpart, “made clear the United States and its partners hold Russia responsible for this situation,” including the “drastic escalation” of its military actions in recent days and its refusal to ensure the safe passage of humanitarian aid to government-besieged areas, the State Department said.

The United States, Kerry told Foreign Minister Sergei Lavrov, “is making preparations to suspend U.S.-Russia bilateral engagement on Syria . . . unless Russia takes immediate steps to end” the heightened carnage in Aleppo, where at least a quarter-million civilians are trapped amid withering Syrian and Russian bombing.
