Egypt court overturns death sentence against Mursi, orders retrial
[ENGLISH.ALARABIYA.NET] Egypt’s Court of Cassation has overturned a death sentence against deposed Islamist President Mohammed Mursi of the Moslem Brüderbund and ordered a retrial.

Mursi was sentenced to death in June 2015 in connection with a mass jail break during the country’s 2011 uprising.

The first president to be democratically elected after the 2011 revolt, Mursi was tossed in mid-2013 following mass protests against his rule.

Speaking to journalists at the end of a visit to the United Arab Emirates, Kerry added that all parties to the conflict have also agreed to work to set up a Yemeni national unity government by the end of the year.

In a related story, Saudi air defense forces on Tuesday intercepted and destroyed a ballistic missile fired from Yemen towards the kingdom, the coalition said.

The missile was fired towards the Najran region but was shot down, said a coalition statement published by the official Saudi Press Agency (SPA).

Coalition forces responded by targeting the source of the fire inside Yemen, it added.

The coalition has been engaged in a bombing campaign against the Houthis and their allies since March last year, and the militias have targeted their air bases.

Pakistan scrounging for alleged pre-war dues worth $88m
[Dhaka Tribune] Islamabad has begun the process of asking Dhaka for around $88m that it says are "outstanding dues" that Bangladesh owes Pakistain.

According to a Pakistain Express Tribune report, Pakistain’s central bank has written to Pak commercial banks and development finance institutions, asking for details of assets and other dues receivable from Bangladesh and India.

No Bangladesh government officials have yet commented on the matter.

The State Bank of Pakistain (SBP) circular says the receivables and assets include land, buildings, furniture and fixtures, office equipment and vehicles, government securities, papers, loans, advances and investments.

According to SBP figures, the value of assets in Bangladesh’s possession is more than 9.21bn Pak Rupees, approximately $88m, at the end of June 2016. India is estimated to owe 6bn Pak Rupees, roughly $57m.

Pak Banks and financial institutions were also asked to provide details of any write-offs they made in respect of assets or dues.

The Express Tribune report, quoting SBP figures that Bangladesh as the then East Pakistain owed Pakistain’s federal exchequer, said the money in question included transactions between government offices, loans, advances and papers.

Details from banks and financial institutions that will be provided to the SBP are expected to increase the estimated outstanding dues.

Pakistain says India has been Pakistain’s debtor since the time of partition. These debts include gold reserves, sterling securities, Indian securities, rupee coins and Pakistain’s share in the Indian currency at the time of partition.

Md Shahidul Haque, secretary of Foreign Affairs Ministry, declined to comment on the matter when contacted by the Dhaka Tribune.

The issue came to the fore at a time when a serious discussion kick started in Bangladesh public sphere regarding what Bangladesh is supposed to receive from Pakistain as pre-Liberation War dues.

In 2015, Bangladesh Foreign Minister AH Mahmood Ali told the Jatiya Sangsad (Bangladesh Parliament) that Pakistain owes Tk18,000 crore (approx $2.3bn), which includes $2.16bn ‐ half of the wartime reserve of undivided Pakistain ‐ and $200m as the 1970 cyclone relief donated by foreign governments.

He also said these financial issues had been raised in all bilateral talks since 1977 but the Pakistain representatives are yet to respond on the matter.

Admitting it again! Trump does not need Congress to cut off the flow!

Trump campaigned on a promise to stop the flow of refugees from the Middle East, vowing to hit the pause button on the current administration’s acceptance of refugees from the brutal civil war in Syria. Since the refugee resettlement program is administered by the U.S. State Department, a president does not need congressional approval to make the change.

And, just as we predicted! Obama may be trying to front-end the resettlement of his 110,000 refugee plan for FY2017. However, contractors beware because if you get out ahead of your federal funding, you may actually have to find private money later in the year (or go belly-up!).

The New Jersey-based agencies that have federal contracts to help refugees find housing and jobs all vow to continue to welcome people who have come to New Jersey from at least 18 countries. [Progress when mainstream media mentions that the ’religious’ groups have federal contracts!--ed]

Iraqi forces accused of mutilating ISIS dead
[ARA News] Qayyarah – Militiamen, Iraqi Security Forces, and civilians mutilated and dragged the bodies of at least five dead fighters of the Islamic State (also known as ISIS) in the Iraqi town of Qayyarah on October 3, 2016, Human Rights Watch (HRW) said on Tuesday.

Anti-ISIS forces also executed at least one ISIS fighter after he surrendered.

“The Iraqi government should control its own forces and hold them accountable if it hopes to claim the moral upper hand in its fight against ISIS,” said Lama Fakih, deputy Middle East director at Human Rights Watch.

“The failure to hold commanders and abusers to account does not bode well for the looming battle inside Mosul. Mutilation of corpses is a war crime, as is killing captured combatants or civilians,” she said.

According to HRW, the violations were carried out by both Iraqi troops and Hashad al–Asha’r militia fighters from the Maraeed tribe, local to Qayyarah and a branch of al-Jabouri tribe–one of the largest Sunni Arab tribes in Iraq.

A Video published online showed how Iraqi forces encircled an ISIS fighter and shot him dead. Another video showed a group of Iraqi children dragging a dead ISIS fighter by a rope around his ankle. They kick and beat his body with a branch, and a man in military attire with a special forces badge on one shoulder kicks the head of the corpse several times.

Furthermore, a resident of the al-Hud village beheaded the corpse of an ISIS fighter, cut out his heart, and presented the heart to his mother because the dead ISIS fighter was the one who killed the man’s father and three of his uncles.

Human Rights Watch examined photos also taken on October 3, in Qayyarah, of what appeared to be four more corpses, one with various organs outside his body and covered in blood, another stripped naked, with children kicking it. Another was strung up by his leg, at the entrance of the Qayyarah football field, which had been reduced to rubble by airstrikes.

“The Iraqi authorities should prevent armed groups with records of serious abuses from taking part in planned military operations in the city of Mosul,” Human Rights Watch said. “This includes Hashad al–Asha`ri militias and members of the [Shia majority] PMF [Popular Mobilization Units] responsible for serious rights abuses who have not been held to account.”

According to HRW, the Shia paramilitary groups such as the Badr Brigade, Hezbollah Brigade, and Imam Ali brigades operate in Qayyarah.

“The government should not stand idly by while fighters commit atrocities in its name,” Fakih said. “Political, security, and judicial officials should work together transparently to establish the truth about any abuses that take place in the course of this battle.”

Iraq’s children of caliphate face stateless future
[ENGLISH.ALARABIYA.NET] Ali and Sara, born in ISIS’s self-styled caliphate in northern Iraq, escaped to a camp for displaced people only to confront a new challenge -- with no identity documents, they risk joining a generation of stateless children.

After seizing large parts of Iraq and neighboring Syria in 2014, ISIS imposed its strict interpretation of Islamic law and began to establish the basic frameworks of statehood such as taxes and regulation.

But that project is collapsing in the face of a military campaign in Iraq to crush the myrmidons, with unexpected consequences for ordinary people escaping their grip.

Births in ISIS-controlled areas were registered with authorities that are not considered valid outside that shrinking territory - or not registered at all.

That is adding hundreds and perhaps thousands of children under the age of 2-1/2 to the growing numbers of children across the Middle East who are stateless ‐ lacking legal recognition as a citizen of any country.

Stateless children risk missing out on basic rights such as education and healthcare, are likely to face difficulties in adulthood getting a job, and are exposed to abuse and trafficking, according to the United Nations

Furaq, a 22-year-old from the Mosul area, showed Rooters a lightweight pink document issued by the group when his eight-month-old son Yasser was born. It closely resembles its Iraqi equivalent.

Mahdi Waili, head of the government directorate which deals with nationality, said parents whose children do not have birth certificates would be able to go to the health ministry offices to arrange for their births to be registered.
