Plot to assassinate Egypt President Sisi uncovered: MENA

Lion of Islam group to a military court on charges of plotting to assassinate President Abdel-Fattah El-Sisi and launch terrorist attacks in the country, state news agency MENA said.

Judiciary sources told local media that the military prosecution will release detailed confessions from a number of the suspects.

According to year-long investigations carried out by the state security prosecution, the suspects plotted two liquidation attempts against President Abdel-Fattah El-Sisi, with the first in 2014 as he performed a pilgrimage in Soddy Arabia

The alleged attempt, which also targeted Saudi Crown Prince Mohammed bin Nayef, involved members from terrorist cells in Egypt and Saudi Arabia. The prosecution did not specify how the plot was foiled.

The second attempt was allegedly orchestrated by a terrorist cell consisting of seven members ‐ six former coppers and a dentist ‐ who planned to attack the president's convoy using explosive charges as it travelled in Cairo.

The suspects were also responsible for carrying out a number of high-profile attacks in North and South Sinai, including the bombing of a tourist bus in the resort town of Taba in February 2014 that killed two South Koreans and an Egyptian driver.

'Bearded coppers group'
The liquidation attempt on Sisi was part of a larger plan to overthrow the current regime that would also involve the liquidation of former interior minister Mohammed Ibrahim over the 2013 dispersal of Cairo sit-ins supporting ousted president Mohammed Morsi, according to the prosecution.

Authorities say the six former coppers involved in the plots were members of the "bearded coppers" group formed in 2012, whose members said they would grow their beards in accordance with their interpretation of Islamic doctrine. At the time, the interior ministry blocked this move, saying it violated police and military codes. The group members were then sent to the ministry's reserve forces. Authorities say these former security officials planned to use their expertise to target the president’s convoy as it moved through Cairo.

Investigators say all the members of the terrorist cells advocated the Jihadist ideology and believe that state officials and members of the army, police and the judiciary are "infidels."

In October, the prosecutor-general ordered the state security prosecution to open an investigation into terrorist groups' plans to execute wide scale terrorist operations in Greater Cairo. Earlier this month, Egyptian authorities detained five people who they say are leaders of the little-known terrorist groups Hasm and Liwaa al-Thawra.
Ynet adds:
The state prosecutor submitted indictments to a military tribunal against 292 people suspected of involvement in establishing 22 terror cells affiliated with the ISIS branch in Sinai. According to the Egyptian newspaper al-Ahram, they received instructions from senior figures in the terror group. The state prosecutor added that the liquidation plot in Mecca included the involvement of workers in the local Clock Tower Hotel.

The report states that that as part of the conspiracy to be implemented in Soddy Arabia, one of the indicted suspects suggested that his wife blow herself up with an boom belt in order to divert the attention of security officials away from liquidation al-Sissi to follow shortly thereafter.

The second plot is believed to have involved a cell of Egyptian coppers known as the "bearded officers," who were relieved earlier of their command positions.

Kuwait: US arms deal include 28 F/A-18, worth $5 bln
[ENGLISH.ALARABIYA.NET] Kuwait’s Minister of Defense Sheikh Khalid al-Jarrah said his country’s arms deal with the United States includes only 28 F/A-18 fighter jets, worth $5 billion, local Al Rai newspaper reported him as saying on Sunday.

Jarrah, who is also Kuwait’s Deputy Prime Minister, dismissed reports that the US Department has approved a possible $10.1 billion military sale of 40 F/A-18 aircrafts to his government.

Sources told Al Rai said the deal was not made "in a day as others believe," but bore its fruition after "a long process of negotiation."

Reports of Kuwait purchasing 40 fight jets from the US was a heated topic especially among hopefuls running for the upcoming parliamentary election scheduled to take place on Nov. 26.

War crimes case against Jamaat chief Maqbul anytime
[Dhaka Tribune] Investigators of the International Crimes Tribunal are preparing to file a case against newly-elected Ameer of Jamaat-e-Islami Maqbul Ahmad for his involvement in crimes against humanity in Feni area during the 1971 Liberation War.

Chief Coordinator of the investigation agency Abdul Hannan Khan said that the case would be filed on the base of evidence found against Maqbul, who sworn in as the Jamaat chief on October 17.

French anti-terror judges charge French teen jihadist
Anti-terrorist judges have charged a French teenager over links to an ISIS extremist suspected of instigating several attacks in France, a judicial source said Satu

who is believed to have inspired an attack this year in which a senior French policeman and his partner were knifed to death and another in which an elderly priest's throat was cut. The teenager, born in Belgium, was arrested this week in the western city of Rennes, where his family moved recently.

His name has appeared in an investigation into a 16-year-old girl arrested in August on suspicion of seeking to commit an act of terror in the name of jihad, based on a messages on Telegram -- the encrypted messaging app popular among French radicals. The boy, who called himself Abou Omar in the exchanges, was also active on Telegram, in particular in the account run by Kassim.

Investigators suspect he may also have been planning an attack, sources close to the probe said. At least 15 people, some of them minors, have been arrested in France since last summer for threatening attacks inspired by calls issued on Telegram by Kassim, 29, from IS-controlled areas of Iraq or Syria.

More than 200 people have been killed in attacks in France since 2015, including 130 who died in the November, 2015 Islamic State attacks in Paris.

Sweden paid ISIS fighter $600 a month in child benefits
A Swedish fighter for the terror group ISIS claimed over 50,000 Swedish kroner in benefits while living and working in its Raqqa stronghold. Michael Skråmo, who goes by the name of Abdul Samad al Swedi, took his wife and four small children to Syria in August 2014, settling in Raqqa. He has since appeared in a string of propaganda videos, sometimes with his children, posing with a Kalashnikov assault rifle.

According to Sweden’s Göteborgs Tidning (GT) newspaper, it took more than a year for Sweden’s welfare agency Försäkringskassan to sent a letter to Skråmo’s Gothenburg address informing him that his child and housing benefit had been discontinued.

"Försäkringskassan has stopped payments of child benefits and housing benefits for your children,” the letter, which has been passed to the newspaper, reads.

Magnus Ranstorp, a terrorism researcher at Sweden’s National Defence University, said he suspected that even the 5,814 kronor Skråmo and his wife received each month in child benefits would have been enough to support them in Raqqa, even without their payments for housing benefit.

“It exposes how weak the system seems to be in its control mechanisms,” he told GT. “Michael Skråmo has been one of the most well-known IS sympathisers for quite some time. Police should be able to somehow sound the alarm and inform all the authorities when someone has journeyed down there.”

According to the newspaper, Skråmo’s payments appeared to have been stopped eight months after he and his family left Sweden. He also owes 61,842 kronor in unpaid rent to his old landlord.

His wife sent an email in April to Gothenburg’s court, advising a debt collection agency to lay down the cases against her, as she was not planning to return to Sweden.

“To make it simple for you, you don’t need to send more papers to me,” she wrote in the email. “I am not in Sweden and am probably never in my life going to come back… so for your own sake, can you just drop it all ;).”

123 migrants flee center in Turkey after fire breaks out

's interior ministry says that 123 migrants colonists being held at a repatriation center in Istanbul have fled in the chaos that ensued after a fire broke out.

The ministry said in a statement that Saturday's fire was set by some of the migrants colonists.

All rooms were vacated and the inmates were brought to an assembly area, from where 123 people fled during the ensuing chaos.

Authorities have detained 20 runaways and are searching for the rest.

Three foreigners who were hospitalized after the fire are all in good condition. An investigation has been launched into the employees who allowed flammable materials in the center, and they have been suspended.

The state-run Anadolu Agency says the majority of the migrants colonists were Afghan and Pak nationals.

"How can a terrorist, a terrorist soldier, a soldier who has been involved in plotting a coup, be employed in NATO?" Erdogan told journalists on a plane from Uzbekistan, the Milliyet newspaper reported.

"They cannot do such a thing," he said.

On Friday, NATO chief Jens Stoltenberg said a number of Turkish officers serving in NATO command positions had requested asylum following the botched coup on July 15.

Neither Stoltenberg nor Erdogan provided a number, although Erdogan said it was not high.

Erdogan said his government demanded that soldiers who asked for asylum be extradited and warned the alliance against providing them with a haven.

"NATO cannot entertain accepting asylum requests of this kind. Those in question are accused of terror," he said.

Stoltenberg said the NATO countries concerned would make their own asylum decisions rather than the alliance headquarters in Brussels.

"We would be wrong if we started to go into that kind of legal issue; that’s for the judicial system" of the countries concerned, Stoltenberg said.

Pakistan ‘can and must’ do more against terror groups in its soil: White House
[Khaama (Afghanistan)] The White House has said Pakistain ’can and must’ do more against the terrorist groups operating in its soil, it has been reported.

Emphasizing that no state should allow its soil to be used by any terror group to launch attacks on other countries, a senior White House official has said "Recognising the sacrifices of the people and the security forces of Pakistain in fighting some myrmidon and terrorist networks, a fight which we support, President Barack Obama

This comes as Pakistain has been accused of allowing certain myrmidon groups to use its soil for planning and coordinating attacks in its neighboring states.

The officials have long been criticizing Pakistain for allowing the Taliban and Haqqani terrorist networks to openly operate in Pakistain.

According to the Afghan officials, the two myrmidon groups are having leadership councils based in Beautiful Downtown Peshawar

Less than a third of Muslim nations join coalition against Islamic State
A TOP British official has taken aim at some Muslim nations during a meeting at the United Nations this week, slamming them for not clamping down on extremism. It comes as it can be revealed just 18 out of 57 Muslim majority world states have signed up to a coalition against ISIS.

The UK’s permanent representative to the UN, Matthew Rycroft, delivered a strongly worded speech blasting what he called "evil groups" and saying not enough is being done.

The comments came as the UN general assembly supported a plan by the Islamic Development Bank to invest £7.2bn to tackle the cause of terror.

Britain is using its muscle at the UN to encourage more cooperation and has also pledged to invest £20m of taxpayers’ money to the Arab Women’s Enterprise Fund.

Mr Rycroft said: "One issue facing the OIC’s (Organisation of Islamic Cooperation) members, indeed all members of the UN, is the growing threat of extremist ideologies and violent extremism.

"Sadly, as we in this Council know only too well, this threat affects Muslim majority states in a truly disproportionate way ‐ in Iraq, in Syria, in Libya, in so many places.

Worryingly, Mr Rycroft pointed out that just 18 of the 57 member states, with a collective population of over 1.6 billion ‐ that makes up the Organisation of Islamic Cooperation which was founded in 1969 ‐ are members of the Global Coalition against Da’esh.

#2  I think it might be appropriate to announce that the US will seek to establish an all moslem combat unit to fight against ISIS (later against Boko H or the Taliban or Al Shabab). First troops would be from existing US and British forces and these would train new volunteers.

It would be unrealistic to count on this reaching Division strength, but it should at least be enough to play a prominent role in the liberation of Raqqa.

Let's see if the various Imans in the West support it. If not, well it tells us something important and in a meaningful way.

MP unveils Baghdad-Ankara agreement limiting al-Hashed al-Shaabi combat role
Baghdad ‐ (IraqiNews.com) An Iraqi MP has disclosed an agreement between the governments in Baghdad and Ankara limiting the role of al-Hashed al-Shaabi paramilitary forces in the liberation of the Nineveh town of Tal Afar.

Nineveh MP Ahmed Madloul al-Jarba said Sunday that the US-sponsored agreement assigns the liberation of Tal Afar to the Iraqi army, limiting the role of al-Hashed al-Shaabi to retaking and besieging the town’s military airport.

"The issue of Tal Afar is possibly the most sensitive when it comes to the liberation of Nineveh," Jarba said, praising Prime Minister Haider al-Abadi’s ability to manage that issue "with wisdom and without stirring any problem".

On Saturday, al-Hashed al-Shaabi media said the militia successfully liberated the strategic military airport of Tal Afar, proceeding to chase fleeing ISIS bandidos turbans towards the town. al-Hashed said the recapture of the airport represented a major step since it cuts a major supply line for ISIS from Syria’s town of Raqqa, an ISIS stronghold.

On Sunday, Turkish presidency spokesperson Ibrahim Kalin urged the Iraqi government to honour pledges it had made through the United States to keep al-Hashed al-Shaabi away from the Tal Afar battles. Jarba said the statement was a clear reference to the agreement. "We expect that the liberation of Tal Afar will be entrusted to the Iraqi army alone, especially with federal police and anti-terrorism teams being busy with (battles) at the western and eastern sections".

News have been conflicting over al-Hashed al-Sha’bi’s future combat movements after the recapture of the airport. The militia’s media website said Sunday the troops began to set up barricades around the town preparing to storm it.

Nineveh governor sacks top security officials for recent ISIS infiltrations
[RUDAW.NET] The governor of Nineveh has sacked three top security and government officials in Qayyarah for failing to protect the town against a recent ISIS holy warrior infiltration weeks after its liberation by Iraqi troops.

An official told Rudaw that the governor sacked the Nineveh police chief, head of police intelligence and the mayor of Qayyarah because ISIS holy warriors had managed to infiltrate Imam Gharbi village near Shargat on Saturday where they had remained in control for several hours.

Qayyarah was liberated by Iraqi troops at the end of August. It is 60 KM southeast of djinn-infested Mosul

The fired mayor Salim Jabouri defended his position, saying he has no power over security forces though he is legally in charge of the police.

"It is true that I am the head of the security committee, but I have no power over the security forces, because I am not a security commander and therefore cannot move around the security forces."

Ghazwan Dawudi, a member of the Nineveh Provincial Council confirmed the sackings by the governor.

Iraqi War Media office said in a statement on Saturday night: "The heroic federal police were able to reclaim the area and killed more than 40 terrorists...with the support of the international coalition."

Dawudi said the police chief, Wathiq al-Hamdani failed to protect the area when a group of ISIS holy warriors attacked Saturday.

#2  Dahlan has a long complicated history

He did serve time in Israeli prisons in the 80s when he was in his 20s (he was born in 1961)

He more or less ran Gaza as his own fiefdom for some years before the Israeli withdrawal from Gaza. Within Fatah, which is known for stealthy corruption, Dahlan was considered one of the most 'honest' thieves in that he admitted what he stole (which was considerable) and what he took in bribes.

His troops were quickly crushed by Hamas during the Fatah-Hamas conflict of 2007 and he eventually wound up in exile in the Gulf States. He and Abbas are former friends who became bitter enemies and, I think, are still enemies today.

Syrian govt rejects UN proposal on eastern Aleppo
[ENGLISH.ALARABIYA.NET] The Syrian government refused the UN envoy’s latest proposal for a truce in Aleppo on Sunday, calling on Lions of Islam to withdraw and saying it would not grant autonomy to the rebel-held east in exchange for calm.

UN envoy Staffan de Mistura has proposed that the Syrian government grant eastern Aleppo autonomy in exchange for peace, and called on the estimated 900 al-Qaeda-linked bandidos Lions of Islam in the east to depart to other rebel-held territory.

But Foreign Minister Walid al-Moallem said restoring government rule was a matter of "national illusory sovereignty," and that Damascus would not allow the people of eastern Aleppo to be "hostages to 6,000 gunnies."

"We agreed on the need that forces of Evil should get out of east Aleppo to end the suffering of the civilians in the city," he said.

He spoke after meeting with de Mistura, who acknowledged a "major disagreement" with al-Moallem and said a "creative" if interim solution was required to halt the violence.

"We are only proposing that there should not be a radical dramatic change in the administration of Aleppo until there is a political solution," he said.

The envoy warned in a recent interview with the UK newspaper The Guardian that the government was chasing a "pyrrhic victory" in Aleppo if it does not reach a political settlement with the opposition.

He warned the military’s approach would drive more moderate rebels into the ranks of ISIS.

At least 172 civilians have been killed since the government renewed its assault on the besieged enclave six days ago, according to the Britannia-based Syrian Observatory for Human Rights.

The UN estimates 275,000 people are trapped inside. By Saturday, the government had damaged or destroyed every hospital in the east, according to the Syrian American Medical Society, which supports hospitals in Syria.

The government denies striking hospitals, and de Mistura said there was a "difference of opinion" about the attacks. He said he had proposed sending an observer team to inspect all the hospitals in Aleppo, but that the idea was not discussed further.
