Libya Court Suspends Italy Deal on Tackling Migration

court has suspended a deal between Libya and Italia to limit irregular migration to Europe, the unity government's justice ministry said.

Italian Prime Minister Paolo Gentiloni and his Libyan counterpart Fayez al-Sarraj signed the deal in February to tackle people smuggling through the North African country.

Italia pledged money, coastguard training and equipment to assist the U.N.-backed government in efforts to address Europe's biggest migrant crisis since World War II.

But an appeals court in Tripoli this week suspended implementation of the deal, the justice ministry said Thursday.

"The justice ministry of the Government of National Accord confirms that the court is still examining the issue in order pending a ruling, and that no final judgment has been issued," it said.

The GNA is not recognized by Libya's parliament, which backs a rival administration in the country's east.

The Tobruk-based parliament on February 8 declared the Italia deal "null and void."

It argued the GNA had "no legal status in the Libyan state" as it had not been approved by parliament.

European leaders have ramped up efforts to curb migration from Libya amid a sharp rise in the number of people trying to cross.

Houthis could put detainees in line of fire
Taiz – Houthi and Saleh militias have started transferring Hodeidah city detainees into unknown locations, according to informed sources in the western Yemeni city.

They expressed fear that Houthis will turn these areas into targets for coalition forces, which usually strikes military bases and arms warehouses.

The sources told Asharq Al-Awsat that Houthi militias felt threatened as national army and Arab coalition forces advanced on the coastal city and have started preparing to liberate its port from these militias, who abruptly transferred their detainees to unknown places without informing their relatives.

Houthi militias told the relatives, who used to be allowed to visit their loved ones in the political security prison, that the detainees are no longer in the facility, refusing to divulge their new location, according to the sources.

The parents of the detainees in Hodeidah, one of the largest port cities in Yemen, fear that Houthi militias will use the detainees as military targets for the coalition’s airplanes, especially following the debate over the liberation of the city by the Yemeni army and coalition forces.

Previously a civil port, Houthi militias have used Hodeidah as a military base and a station for human trafficking.

The parents held Houthi militias responsible for the life of the detainees in case they were harmed in anyway, urging local and international human rights and humanitarian organizations to exert immediate efforts to reveal the fate of their loved ones.

On the other hand, Popular Resistance forces in Tihama continued their military operations against positions, targets and military patrols affiliated with Houthi and Saleh militias in various areas in the province. It is also targeted members of the militia in Hodeidah city.

Autopsy: Airport attacker strapped bomb to his body
[DhakaTribune] After conducting the autopsy, Dhaka Medical College (DMC) Forensic Medicine Department head Dr Shohel Mahmud said the suspected myrmidon found dead in the blast near Hazrat Shahjalal International Airport was killed by an explosive.

Doctors say the bomb that went kaboom! in front of Dhaka airport on Friday was tied to the attacker’s body in the same fashion as previous jacket wallahs.

After conducting the autopsy, Dhaka Medical College (DMC) Forensic Medicine Department head Dr Shohel Mahmud said the suspected myrmidon found dead in the blast near Hazrat Shahjalal International Airport was killed by an explosive.

The doctor told news hounds that two pieces of wire, about 54 inches in total, along with several splinters, were found from the myrmidon’s body.

"It appears that the bomb was fastened around his lower back and was connected to a regulator in his hand.

"The evidence suggests that he was a suicide bomber," Shohel said.

The 40-minute autopsy conducted by a three-member medical board started at 12pm on Saturday. The two other members of the board were DMC lecturer Dr Prodip Biswas and Dr Kabir Shohel.

He also said the identity of the myrmidon could not yet be ascertained. Therefore, the board has collected his hair for a DNA test.

"We also collected his urine, blood samples and viscera," he added.

When asked whether there were any similarities between the recent blast and the suicide kaboom at a RAB camp in Ashkona on March 17, the doctor said the torso of the first myrmidon was ripped apart, whereas the midriff of this myrmidon was ruptured.

"We can say the pattern of the kaboom is similar," Shohel added.

However,

on Friday, Dhaka Metropolitan Police (DMP) Commissioner Asaduzzaman Mia claimed the kaboom near the Dhaka’s airport was not a suicide kaboom.

He said that it might not have been a suicide kaboom, but a lethal slip when the terrorist had been spooked out and detonated the bombs early.

The attack came just after seven days after another suicide kaboom near a temporary camp of the elite Rapid Action Battalion (RAB) police force in Ashkona Hajj Camp area of Dhaka.

RAB steps into 13th year
[DhakaTribune] Rapid Action Battalion (RAB), an elite team of Bangladesh Police, which was formed on March 26, 2004 and started its operations on April 14, 2004 with the motto ’Bangladesh Amar Ohonkar’ (Bangladesh is my pride) has stepped into 13th year today.

It consists of the members of Bangladesh Police, Bangladesh Army, Bangladesh Navy, Bangladesh Air Force, Border Guard Bangladesh and Bangladesh Ansar and VDP.

Despite having many controversies of crossfire, forced disappearance incidents, extrajudicial killings and arbitrary arrests, the force has achieved many successes in combating terrorism and militancy including the arrests of Mufti Hannan and Bangla Bhai.

Many rights organizations including Human Rights Watch have been repeatedly urging the government to ban the force alleging its involvement in unauthorised activities.

Preventing human trafficking and containing robbers of Sundarban are other two achievements in the force’s history.

Extra judicial act which was executed by RAB first came into spotlight after they shot Limon Hossain, a college student, in Jhalakathi on March 23, 2011.

In January 2017, 25 former RAB officials were found guilty in the sensational Seven Murder Case of Narayanganj. Total of 26 ex-RAB officials were awarded with death penalty and another nine received jail for seven to 17 years.

RAB Legal and Media Wing Director Mufti Mahmud Khan said: "People will evaluate our success. If the people face issues they come to RAB first. They think if they can reach us they will find quick remedy.

"We do not find any base of the controversy on crossfire and encounter. We caught different type of criminals during different drives. None of them faced crossfire. Crossfire and encounter take place when it is a must."

There is the crux of the biscuit. Justice in the American West was quick and harsh at times, before the whole civilization thing caught on. You can't have a lawn until you kill off the weeds and chase away the fire ants.

The Daily Mail waxed lurid, reporting on Khalid Masood's massive drug sessions and prostitute binges throughout his life, at the end funded by "hundreds a month in housing benefits and income support."

The Guardian reported the police have concluded he acted alone and there were no further actions planned. Also,

A 58-year-old man arrested in Birmingham remained in custody on Saturday while a 32-year-old woman from Manchester has been released on bail.

Police are investigating media reports that Masood checked his encrypted messaging service WhatsApp – or even sent a message – just before the attack, which hinted at others being involved. The police statement confirming that he was a lone actor does not appear to support suggestions that he had been in touch with an accomplice.

Fifteen people are still being treated in hospital.

Another Guardian article explores trends, tendencies and statistical commonalities of those who commit domestic jihad attacks.

A Telegraph article dwelt on his violence, how he sought therapy for his urges to kill and was violent and controlling during his brief marriege to wife #2. But he also was devoted to one of his daughters with his first wife, spending hours at her bedside after she was hit by a truck. The girl eventually followed him into Islam, going so far as to wear a niqab.

An Nahar reports a confirmation from the Saudis:

The Royal Embassy of Saudi Arabia in London says that the Westminster attacker was in the country three times and taught English there.

A statement released late Friday says Khalid Masood taught English in Saudi Arabia from November 2005 to November 2006 and again from April 2008 to April 2009. The embassy says he had a work visa. It says he returned for six days in March 2015.

The embassy says he wasn't tracked by Saudi security services and didn't have a criminal record there.

Since I am running late with this, on Sunday morning the Daily Mail reported a raid in Birmingham on the family of children Mr. Masood took to the mosque with his own. Computers and documents were taken.

'Islamic State' and the mosques of Trinidad
[DW] A rude Caribbean awakening: The jihadist group "Islamic State" is recruiting in the island state of Trinidad and Tobago, just a short flight from the United States. Why are they targeting the Caribbean?

"Our situation socially and economically is a driving factor," says Umar Abdullah, the leader of The Islamic Front in Trinidad. He told DW that people weren't just going to war for religious reasons: Part of their motivation was that they couldn't find jobs. Also, according to Abdullah, "The government has shamed Moslem men and women and locked them up, and accused them of crimes, and accused them of wanting to commit terrorist acts."

Around 1.3 million people live on Trinidad and Tobago. Six percent of the population identifies as Moslem. According to information from the local Ministry for National Security, in the past four years 130 fighters and numerous family members have traveled to Syria. By way of comparison, in the United States, with 320 million inhabitants, that figure was 250.

#1  Adnan Shukrijumah's father was a Saudi imam/ambassador in Trinidad, where he learned Arabic, Spanish, and English before getting a fine Florida education on how to assimilate while facilitating jihad. Trinidad is a transshipping point from South America to Africa and Europe, used for illicit gold and diamonds smuggling as well as drugs through nearby Guyana. Ashcroft also indicted Hezbollah for attempting to ship a missile to the ME through the VI in 2002....they have had fundraisers in the region for some years now.

Iraq receives new batch of US F-16 fighter jets
Long may they last.
Baghdad (IraqiNews.com) Iraqi Ministry of Defense announced on Saturday, that four F-16 fighter jets have arrived in Balad air base, based on the agreement made between Baghdad and Washington in 2011, to buy 36 fighter jets.

The ministry released a statement saying, "Four F-16 fighter jets arrived, today, in Balad air base," pointing out that, "Iraqi received the first batch of these jets in July 2015."

"The newly received jets will increase the number of fighter jets in Iraq to 20 aircraft," the statement added.

Noteworthy, Iraqi Air Force is currently relying on a limited number of old Russian jets "Sukhoi" and helicopters.
