Probe Unearths Luxurious Lifestyle Of Ex-Army Generals
[Tolo News] A number of Afghan National Army generals, removed from their posts by the incumbent government, have been found to be living the high-life in Kabul mansions, which officials say cost far more than what their monthly salaries would have covered.
All those ghost soldier salaries had to go somewhere...
This comes after TOLOnews started investigating allegations of corruption at the Ministry of Defense (MoD) and found that these generals appear to be living way above their means.

According to the chairman of the High Office of Oversight and Anti-Corruption (HOOAC) Ghulam Husain Fakhri, the lack of authentic information on asset registrations among high ranking officials and military generals at the Ministry of Defense has paved the way for large-scale corruption within the security sector.

"The issue is that the intelligence, financial and administrative institutions as well as the people should cooperate with us, but they are not doing so and it hinders our bid to publicize assets declared by officials," Fakhri told TOLOnews.

TOLOnews’ findings reveal that army generals are paid a monthly salary of between 40,000 and 60,000 Afs.

One former general, Sayed Waqif Shah Saeedi was fired a month ago but built a mansion in Kabul. Saeedi had been a personnel officer at the Ministry of Defense.

Another general who lives in a luxurious house at Qargha Lake in Kabul is Aziz Amarkhail. He was once the head of the office of former defense minister Abdul Rahim Wardak.

Gen. Saboor, a former intelligence officer for the Afghan Air Force is yet another mansion-owner, as is ex-army chief Gen. Qadam Shah Shaheem who has a big orchard in a suburb of Kabul city.

Shah Aqa Haidari, the former head of the procurement office of the defense ministry is another ex-army general with a mansion in Kabul, the TOLOnews probe found. He was removed from his job over corruption allegations.

Despite continued efforts, TOLOnews could not get comment from these former military personnel.

Taliban ‘Safe Zone’ Established In South

He added that a number of Taliban members, especially their commanders who have laid down their arms, as well as 10 Taliban Überstürmbannführers who have returned from Pakistain and have embraced a normal life, are living at the safe zone.

The Kandahar police chief said they will continue their efforts to provide job opportunities for those Taliban members who have joined the grinding of the peace processor.

"We have provided the environment for those Taliban who do not want to live under the control of Punjabis [Pakistain’s Punjab] and for those who return to their country and start a peaceful life in their districts and provinces, regardless of their status. We have established a safe zone for them and they can live there with their people," Raziq said.

He stated that the safe zone is established for the Taliban fighters in the country’s south and the precondition for living at the zone is to cut off their ties with those Taliban who are still fighting against government forces.

"Those Taliban who are in Kandahar, Helmand, Uruzgan and Zabul [provinces] and have ties with smugglers and gangs, should remove their relations with them and embrace a peaceful life. So far 10 key Taliban members have come here [at the safe zone] and have started a normal life," he added.

Saleh Accuses Hekmatyar Of ‘Insulting’ War Victims
[Tolo News] The state minister for reforms in security sector, Amrullah Saleh, at a gathering in Kapisa province on Friday, criticized the recent remarks of Hizb-e-Islami leader Gulbuddin Hekmatyar

and said he had ’insulted’ Afghanistan’s war victims when he made his first speech after 20 years at the Presidential Palace one week ago.

The ceremony remembered Mohammad Aman Mubariz, former head of Kapisa Provincial Council’s secretariat, who was killed in a kaboom a month ago.

Saleh said Hekmatyar had hand in killing of innocent people in past 17 years, but he did not mention this in his recent speeches.

He stated that he is not against the grinding of the peace processor, but he opposes the way Hekmatyar was welcomed by government.

"I think organizing a big event for the person who issued fatwas of our killing for 17 years, who financed destruction for 17 years, who committed anything against his country from a foreign country for 17 years, who gave lecture for more than an hour and paid no respect to deaders of past 17 years in Afghanistan, was a mistake," said Saleh.

Referring to Hekmatyar’s recent speech at the Presidential Palace, Saleh said: "In the hall that he [Hekmatyar] was speaking, he did not even paused for a minute to greet the audiences or to confess that the leaders present at hall had forgiven him and he should thank them [for that]. He [Hekmatyar] did not mention that how many soldiers, who were ensuring his security outside the hall [at the Presidential Palace] were killed by him in past 17 years."

The state minister for security reforms said turban and terrorist groups will not mercy on anyone and anything in the country.

"Where is it mentioned in our religion and culture to burn schools where there is no foreigner and no foreign lessons?" Saleh asked.

"The only way to get out of the situation is to support the security and defense forces," said Mohammad Husain Sanjani, head of Kapisa Provincial Council.

Last week on Thursday, Hekmatyar addressing a welcoming ceremony at the Presidential Palace in Kabul where he called Taliban

He said they have returned without any condition and they want to end the war which "only sacrifices Afghans and only destroys Afghans’ homes".

President Mohammed Abdullahi Mohammed has repeatedly vowed to defeat al-Shabaab within two years. He spoke to news hounds at the end of a high-level conference to address the Horn of Africa nation’s deepening humanitarian and security crisis.

Mohammed, who was elected in February and holds U.S. citizenship, suggested that the international community develop a road map to achieve lifting the arms embargo within several months or "maybe next year."

British Foreign Secretary Boris Johnson responded that "this is not the time to lift the arms embargo" and that the priority should be on helping Somalia’s military work together with regional forces that already exist across the long-fragmented nation.

British Prime Minster Theresa May and U.N. Secretary-General Antonio Guterres called for more support to counter Somalia’s deadly drought, with the U.N. chief requesting another $900 million in aid this year.

"Somalia now hangs in the balance between peril and potential," Guterres said. "Here in London we can tip the scales from danger to safety."

Misratan MPs slam Siala’s Hafter remark
[Libya Herald] Government of National Accord (GNA) foreign minister Mohammed Siala’s reference to Khalifa Hafter as commander of the Libyan army continues to draw flack from the general’s opponents.

Siala used the expression during Monday’s summit of foreign ministers from neighbouring countries, staged in Algiers.
Today Misratan members of the House of Representatives (HoR) warned that his comment could pave the way for civil war and undermined local and international efforts to make the Libyan Political Agreement (LPA) work. Every Libyan would pay a heavy price if it failed.

The statement from the members insisted that political players could not violate any of the provisions of the agreement. Their protest appeared to overlook the fact that the LPA is still not ratified by the rest of their parliamentary colleagues. The current Algerian-led peace initiative is looking for amendments that can be universally accepted.

The key sticking point for the HoR has been the relinquishing of parliament’s control of the armed forces to the Presidency Council (PC).

Though UNSMIL chief Martin Kobler has been saying that Hafter has an important role to play in a future unified armed forces, many Misratans object to Hafter because of his past as a Qadaffy general. On top of this there has been his crushing of the Benghazi Revolutionaries’ Shoura Council Death Eaters in Benghazi along with their IS and Ansar al-Sharia

Former General People’s Committee secretary released from prison
[Libya Herald] Abdul Majid Al-Gaoud, who was secretary of the General People’s Committee (in effect prime minister) from 1994 to 1997 was relased from Tripoli’s Hadba prison yesterday. He was met by family and taken home.

Gaoud, born in 194, also served the Gaddafi regime for several years as secretary for agriculture both before and after become prime minister.

Serraj meets active HoR members in Tunis
[Libya Herald] In a potentially significant development, the head of the Presidency Council (PC) Faiez Serraj, accompanied by one of the PC deputy presidents, Fathi Majbri, has had discussions in Tunis with a group of House of Representatives (HoR) members mainly from the east.

The talks focussed on possible developments from the meeting Serraj had with Field Marshal Khalifa Hafter in Abu Dhabi ten days ago.

According to Benghazi member Issa al-Araibi, hitherto a seemingly firm foe of the Presidency Council, the members told Serraj to have more meetings with Hafter.

The talks followed those two days ago in Tripoli

at which Seraj briefed some 50 HoR members of the meeting with Hafter.

He claimed that anti-Hafter pressure from hardliners in Tripoli and Misrata had forced Serraj to cancel a second round of talks with the field marshal planned for Cairo.

Presidency Council member Ahmed Maetig was also in Tunus at the same time but did not meet with the HoR delegation.

The People's Democratic Republic of Yemen established close ties with the Soviet Union, the People's Republic of China, Cuba, and the Palestinian Liberation Organization. East Germany's consititution of 1968 even served as a kind of blueprint for the PDRY's first constitution.[2]

The major communist powers assisted in the building of the PDRY's armed forces. Strong support from Moscow resulted in Soviet naval forces gaining access to naval facilities in South Yemen.

Italy to triple the number of repatriation centers for rejected migrants
[La Belle France24] This week in Italia an official decree paved the way for the creation of 11 more repatriation centres capable of housing 1,600 people pending deportation, on top of the four currently in operation.

The country is sheltering more than 176,000 asylum-seekers, with about 45,000 migrants colonists arriving since January 1 -- a 40 percent rise on the same period last year -- and officials are bracing for another summer of record arrivals.

To cope with the influx -- and to deter others from coming -- Interior Minister Marco Minniti pushed through parliament last month a plan to increase migrant housing and provide new resources for expelling those who have come only to seek work.

The plan includes creating fast-track asylum appeal courts for the roughly 60 percent of migrants colonists who have their initial requests denied, in order to reach a binding decision that gets them out of the country sooner.

Between January and April, Italia expelled 6,242 people who did not have the right to stay, an increase of 24 percent on the same period last year.

But the figures include more than just people rescued from the overcrowded boats coming daily from Libya who have failed in their asylum requests.

Many were sent home directly because of repatriation agreements, such as those with Tunisia, Egypt or Morocco, while others were expelled after overstaying their student or tourism visas.

But despite Italia's new efforts to deter migrant arrivals, many say they won't give up trying.

"If they expel me, I'll come back afterwards. I say this honestly -- there is nothing for me back there," said one woman at Ponte Galeria Repatriation Center.

For Luigi Manconi, a senator in the ruling Democratic Party, such centres have never functioned as well as intended, and often detain people who should not find themselves behind bars.

Many of the Nigerians at the centre, for example, were victims of prostitution networks. "They should be being helped, not incarcerated," he said.
Had they not tried to get to Europe, they would not have been swept up by the black slavers, and so long as they are in Europe, they reman at risk. It appears the safest thing is to send them home.

'Returning from Germany' online portal to boost number refugees leaving voluntarily

[DW] A report from the Office for Migration and Refugees has shown a significant decrease in the number of asylum-seekers leaving Germany voluntarily. A new online portal now aims to make returning "the better option."

According to IOM, 54,096 asylum-seekers voluntarily left Germany in 2016. By the end of April 2017, around 11,000 had left.

In a bid to increase the number of people choosing to leave Germany, the country's Federal Office for Migration and Refugees (BAMF) and the IOM on Thursday launched www.returningfromgermany.de, a new online portal providing information for those interested in voluntarily returning to their home country.

As well as offering an insight into important factors such as medical provisions and the current labor market in the relevant home country, the Returning From Germany site also details both what financial schemes are offered to people of a particular nationality while in Germany as well as reintegration programs available in their homeland.

The site is currently in German and English but will be available in the coming weeks in the languages spoken in the main countries of origin, including Arabic, French and Balkan state languages.

With around 30,000 rejected asylum-seekers currently required to leave Germany, Berlin is keen to encourage more people to leave voluntarily - sometimes even before a ruling has been made on their applications to stay.

"Those who have no prospect of staying in Germany must leave as swiftly as possible," Interior Minister Thomas de Maiziere said.

Last year saw the deportation of 25,375 failed asylum-seekers, an increase of 21.5 percent compared to 2015. But paying migrants colonists and refugees to return of their own accord is also more financially beneficial for the German government than going through the expensive process of deporting them.

According to Schröder, however, in order for government efforts to encourage voluntary returns to succeed, "People who refuse to leave the country voluntarily must be consistently sent back to their home countries."

"Only then will voluntary return actually be the better option."

"The name may be put in the FIR of the attack on Ms Yousafzai for further course of investigation. A JIT should be constituted to interrogate him as he has first hand information of the case. Moreover progress of the previous investigation and details of the FIR and statements of the maiden, her parents, colleagues and other witnesses may be put before the committee," letter added.

Islamabad High Court allows Geo News to air Ehsanullah Ehsan's interview

Ehsan had recently surrendered to the authorities and has since been in military’s custody.

Pakistain Electronic Media Regulatory Authority (Pemra) had earlier barred the TV channel from airing the interview saying it would be "heart-wrenching and deeply disturbing for the loved ones of those killed in terrorist attacks to see the member of a terrorist organization appearing on TV screen."

The Pemra order was challenged in Islamabad High Court (IHC) by the Independent Media Corporation (IMC), which is a conglomerate of the Jang Group of Newspapers [including Geo News].

Justice Amir Farooq accepted IMC's appeal and directed Pemra to bring the matter to court, if it feels any of its guidelines would be violated as a result of Ehsan's interview being aired.

Not too long ago, Pemra Chairman Absar Alam expressed his dissatisfaction with courts "stalling" Pemra's directives. Speaking at a presser on Monday, he appealed to Chief Justice Saqib Nisar to expedite legal proceedings that have seen 333 out of 357 notices issued by Pemra challenged and stayed by different courts.

The court delivered its judgement on the matter of Ehsanullah Ehsan's interview being allowed to air, after hearing arguments from both sides.

IMC's counsel insisted that Pemra had failed to consider the interview in light of its context and explained to the court that the video interview, recorded in cooperation with the Inter-Services Public Relations (ISPR), was given to Pemra along with an invitation to edit the interview to its satisfaction but Pemra "refused" to do so.

IMC's counsel added that Geo News was careful not to violate the law, which is why they refrained from airing the interview and took the matter to court instead.

One the aims of airing the interview, IMC's counsel argued, was to encourage other forces of Evil to surrender.

Earlier, Pemra had issued the order against the airing of Ehsan’s interview last month after promo of the interview was aired on Geo News.

Pemra warns TV channels not to air content jeopardising military's image
[DAWN] A statement issued by Pakistain Electronic Media Regulatory Authority (Pemra) on Friday carried a warning for all TV channels against airing unverified news or analysis themed around the Pakistain Army or its relationship with the civilian government.

Pemra, in its latest statement, made it clear that all news and current affairs TV channels, including its employees, panellists and anchorpersons, shall not divulge in discussing unverified news or analysis pertaining to the country's civil-military relations without confirmation from the concerned institution.

The content, Pemra maintains, would be especially problematic if it accuses the military of something, tarnishes its 'image', or if it encourages anyone to take extra-constitutional measures.

"Those found in violation of the new Pemra guideline would be charged under Section 27 of the Pemra Ordinance 2002," the blurb stated.

[Tolo News] A top U.S spymaster has said that Pakistain-based terrorist groups are "planning to attack" both India and Afghanistan.

"Islamabad has failed to curb holy warriors and bandidos forces of Evil in Pakistain," Daniel Coats, Director of the U.S National Intelligence told members of the United States Senate Select Committee on Intelligence during a Congressional hearing on Worldwide threats on Thursday.

"These groups will present a sustained threat to the United States' interest in the region and continue to plan and conduct attacks in India and Afghanistan," Coats said.

He said Pakistain is expanding its nuclear arsenal in pursuing tactical nuclear weapons, potentially lowering the threshold for their use.

He said that in South Asia, the intelligence community assesses that the political and security situation in Afghanistan will almost certainly deteriorate through 2018 even with a modest increase in military assistance by the United States and its partners.

"This deterioration is undermined by its dire economic situation. Afghanistan will struggle to curb its dependence on external support until it contains the insurgency or reaches a peace agreement with the Taliban

we assess that Taliban is likely to continue to make gains especially in rural areas. Afghan Security Forces performance will probably worsen due to a combination of Taliban operations, combat casualties, desertion, poor logistic support and weak leadership," Coats said.

Hamas’s suspect in killing of terror mastermind identified as Ashraf Abu Layla
[IsraelTimes] Paleostinian media says 37-year-old who allegedly assassinated Mazen Faqha is a former Hamas, always the voice of sweet reason, member ejected over ’moral transgressions.

The man whom Hamas suspects assassinated one of its terror chiefs in March was identified Friday as Ashraf Abu Layla, a 37-year-old former Hamas member from the central Gazoo Strip.

revealed Abu Layla’s identity, a day after the terror group announced his arrest. They said Abu Layla was a member of Hamas’s military wing, the Izz ad-Din al-Qassam Brigades, but was thrown out years ago over "moral transgressions."

Reports in the Paleostinian media claimed Abu Layla then joined a radical Salafist group before eventually being recruited by the Mossad to carry out the killing.

On Thursday, Hamas announced the arrest of the man who, it said, assassinated Faqha in March. The Islamist terror group claimed he confessed to acting on orders from Israel, and indicated he would face execution.

Israeli Defense Minister Avigdor Liberman has said that Hamas was responsible for the killing and that it came about as a result of an internal dispute.

Since Faqha’s killing, Hamas leaders have threatened to carry out a Dire Revenge attack against Israel.

On Wednesday, the Hebrew daily Israel Hayom quoted defense officials as saying that Hamas is increasing its efforts to carry out a big terrorist attack in the West Bank to avenge the killing of Faqha.

Iran Refining Nuke Delivery System in Flagrant Violation of Soetoro Ban
[Free Beacon] Iran continues to make critical technological strides in its efforts to perfect an intercontinental ballistic missile capable of delivering nuclear weapons over great distances, efforts that violate international prohibitions, according to the director of national intelligence, who informed Congress this week that the Islamic Republic "would choose ballistic missiles as its preferred method of delivering nuclear weapons."

The disclosure comes just days after Iranian leaders announced the upcoming launch of two new domestically produced satellites. Iran has long used its space program as cover for illicit missile work, as the know-how needed to launch such equipment can be applied to long-range ballistic missile technology.

Daniel Coats, America's top spymaster, informed Congress this week in an intelligence briefing that Iran's ballistic missile work continues unimpeded and could be used by the Islamic Republic to launch a nuclear weapon, according to unclassified testimony.

Iran's ballistic missile work, particularly its focus on ICBMs, runs counter to United Nations resolutions barring such activity, though it remains unclear if the Trump administration plans to pursue new sanctions on Iran.

Final Push on Raqa in Early Summer, Says SDF
[An Nahar] A U.S.-backed alliance of Arabs and Kurds will launch their final assault on the Islamic State group's Syrian bastion Raqa in early summer, a commander said on Friday.

"The attack on Raqa will take place in the beginning of the summer," Syrian Democratic Forces commander Rojda Felat told AFP without giving a more precise date.

He was speaking in the town of Tabqa, which the SDF captured from IS on Wednesday along with its nearby dam.

Hezbollah blames Israel as Lebanese receive tens of thousands of anti-Nasrallah texts
[IsraelTimes] Automated phone calls and messages sent during terror chief’s speech accuse him of murdering subordinate Mustafa Badreddine.

Many of the texts and calls were identified as coming from Hezbollah’s official public relations offices.

The terror organization blamed Israel and an alleged "Israeli-Saudi alliance" for the psychological warfare, "as part of its attempts to shake Lebanese faith in the resistance, and to plant seeds of division," the Ynet news website reported.

Nasrallah made the televised speech Thursday on the one-year anniversary of Badreddine’s death.

Israel’s IDF Chief Gadi Eisenkot said earlier this year that Badreddine was killed by his own men. An investigative report by the Saudi Al Arabiya news network said Nasrallah likely ordered the liquidation.

Badreddine was killed on May 10, 2016 in a mysterious kaboom near Damascus airport shortly after a meeting with his commanders, according to Lebanese media. Badreddine had inherited the leadership of Hezbollah’s terrorist operations from former commander and cousin Imad Mughniyeh, who is believed to have been assassinated by Israel in 2008. Badreddine’s sister, Saada, was reportedly married to Mughniyeh.
