Texas police agencies get some ICE powers
[FoxNews] The acting director of the Immigration and Customs Enforcement agency signed more than a dozen agreements with local Texas law enforcement entities on Monday, giving them the authority to perform certain functions as federal immigration agents.

Thomas Homan, who took over as the acting director of ICE in January 2017, signed 18 new agreements with Texas law enforcement agencies to allow officers to interrogate individuals who have been arrested on their immigration status. Officers also will be able to place detainers on individuals.

“It is common sense partnerships like these that help law enforcement achieve our mutual goals, and I’m encouraged by the increased interest from law enforcement professionals who seek to join this program and protect public safety,” Homan said in a statement.

The 287(g) program – which became law as part of the Illegal Immigration Reform and Immigrant Responsibility Act in 1996 – enables state and local law enforcement entities to collaborate with and perform functions of federal immigration agents.

“The 287(g) program is extremely helpful as it allows local law enforcement agencies to participate as an active partner in identifying criminal aliens in their custody, and placing ICE detainers on these individuals,” Matthew Bourke, a spokesman for ICE, told Fox News. “Removing criminal aliens from our communities produces a higher level of public safety.”

The 18 Texas law enforcement agencies – 15 of which are in the Houston area – will be deputized only under what is called the “jail enforcement model” of the 287(g) agreement.

“Under the [agreement], local law enforcement is not expected to determine the immigration status of individuals during the course of daily activities,” Bourke said. “Only when they process someone into a detention facility.”

Trump signed an executive order in January which called for the beefing up of the 287(g) program.

So far, ICE has signed agreements with 60 law enforcement agencies in 18 states – including the agencies that participated in Monday’s event.

287(g) agreements have been signed in Alabama, Arizona, Arkansas, California, Florida, Georgia, Louisiana, Maryland, Massachusetts, Nevada, New Jersey, North Carolina, Ohio, Oklahoma, South Carolina, Tennessee, Texas and Virginia.

Pentagon Should Declassify Report on Afghan Military Sex Abuse

The U.S. government's Afghanistan watchdog has asked the Pentagon to declassify a report about alleged sexual abuse of children by members of the Afghan security forces.

...The classified report on sexual abuse, which SIGAR recently issued to Congress, deals with how the U.S. military and State Department are implementing laws that prohibit the government from providing aid to another nation's security forces if there is credible information that human rights have been violated.

..."At the request of a bipartisan, bicameral group of 93 members of Congress, SIGAR this quarter issued a report to Congress on DOD and State's implementation of the Leahy Laws in Afghanistan," says SIGAR's quarterly report. "Because DOD has classified much of the information on which the SIGAR report is based, the report is classified. SIGAR has requested that DOD declassify the report so that it can be released to the public."

...A Defense Department official said the report is undergoing a security review and the information may be declassified. The official could not say why the information was classified in the first place.

...And while the SIGAR report says that Afghanistan's domestic revenues are down nearly 25 percent over this time last year, the local narcotics trade is booming, now producing 80 percent of the world's opium. A UN opium-cultivation report cited by SIGAR found that the estimated value of opiates produced in Afghanistan nearly doubled last year, from $1.56 billion in 2015 to $3.02 billion in 2016. Despite the U.S. investment of $8.6 billion to counter Afghanistan's illegal drug economy, the report says figures for 2017 are expected to grow even more.

In addition to Saniora, the delegation comprised MPs Atef Majdalani, Amin Wehbe and Ahmed Fatfat.

"We came here today to express, in the name of al-Mustaqbal parliamentary bloc, our condemnation of the presence of a Hizbullah group in the so-called al-Abdali cell, which has been verified after a three-year trial," said Saniora after the talks.

"This act would only lead to sabotaging ties between Leb and the brotherly state of Kuwait, which was among the first countries to embrace Lebanese expats," he added.

"The state of Kuwait has always stood by Leb and supported its stability, growth and development," Saniora went on to say.

Also on Monday, Kuwaiti Ambassador al-Qinai held talks with Interior Minister Nouhad al-Mashnouq at the Interior Ministry.

Mashnouq said the meeting tackled the issue of the letter of protest that Kuwait has submitted to Leb over Hizbullah's alleged involvement in the cell.

Expressing his "great respect for Kuwait," Mashnouq expressed "his readiness and the readiness of the Lebanese security agencies to cooperate with the Kuwaiti interior ministry and to offer any help possible in this case or any other issues," Leb's National News Agency said.

The supreme court in Sunni-ruled Kuwait, which has a sizable Shiite minority, last month convicted 21 Shiites of forming a "terrorist cell" with ties to Iran and Hizbullah and plotting attacks in the Gulf state.

Kuwait has protested to Leb over the alleged training of the cell members by Hizbullah, which has ministers in the Lebanese government.

Earlier this month, Kuwaiti authorities expelled 15 Iranian diplomats and shut down the military, cultural and trade missions of the Iranian embassy in Kuwait over Tehran's backing of the "terrorist cell."

Iran said the allegation is baseless.

Hamburg Killer Says He Wanted to be a Terrorist, But German Cops Insist He Was Mentally Ill
Why cannot both these things be true?
[Breitbart] The Suddeustche Zeitung reports that the 26-year-old killer, a Paleostinian migrant who was on the lam in the country despite a terror investigation, the rejection of his asylum claim, and an enthusiastic willingness to be returned to Gazoo, told the authorities "It is important to be a ’terrorist’."

Ahmad A -- whose real, full name has not been released due to German privacy laws -- is said to have been radicalised at an unruly migrant shelter which is known as a hotbed of Islamic extremism subject to mass raids by the authorities.

A friend described how the suspect "began to change" one month before the rampage, in which he killed one and injured six others while screaming "Allahu Akbar".

"He suddenly prayed loudly in the hallway and was very aggressive. He was shouting at people in English: ’The West is killing Moslems all over the world’," said Yassar al-Adaoui Mustafa.

City interior minister Andy Grote has previously offered an unusual justification for the reluctance to accept the attack was terrorism, saying the suspect was "known as an Islamist but not a jihadist".

The killer was even entered on a database of known murderous Moslems.

Authorities have similarly insisted that nightclub shooting in Constance, which left one dead in and three seriously injured, was not terror-related.

The gunman -- killed in a shoot-out with police in which an officer was also maimed -- was an Iraqi migrant with a record of violent crime and drug offences.

Witnesses describe him opening firing "indiscriminately" but police believe he intended a targeted Dire Revenge attack following an argument with staff.

Germany’s migration office says officials missed a deadline two years ago to deport Ahmad A, who arrived from Norway in early 2015. The Federal Office for Migration and Refugees told news agency dpa Tuesday that, in July 2015, the agency asked Norway to take him back. But the request was made one day after a deadline expired and Norway refused.

The office said it had been dealing with a large volume of asylum-seekers at the time.

In the end, the Panama Papers-related allegations were not the basis for Sharif's dismissal, but Khan's threat to paralyze the capital with street protests last year led to the court investigation into the premier's finances.

Government on Monday issued a notification to extend the house arrest of Jamaat-ud-Dawa

(JuD) chief Hafiz Mohammad Saeed for two more months.

The JuD chief had been sent to his room on January 31 for 90 days. Subsequently, his house arrest was extended for another three months. The extended house arrest was going to expire on July 27, but has now been extended for two more months.

The notification, a copy of which is available with DawnNews, reads that the Counter Terrorism Department has reported that "keeping in view the expected release of the said activist and other leaders of the said organization, workers of the organization have planned to spread chaos in the country."

The notification, signed by Punjab Additional Chief Secretary (Home) retired Major Azam SLearned Elders of Islamn, further reads that "on release, he (Saeed) is likely to glorify his activities for the said organization and continuation of his activities are likely to create unrest in public."

Other members of the JuD -- including Abdullah Ubaid, Abdul Rehman Abid, Zafar Iqbal and Qazi Kashif Niazi of Multan, who handles JuD’s publications -- were also taken into 'protective custody' in January.

The JuD and the Falah-e-Insaaniat Founda­tion (FIF), a charity organization affiliated with the JuD, had been included in the Second Schedule and were placed on the government’s watch list for six months under Section (1) 11EEE of the Anti-Terrorism Act 1997 in January. The names of several JuD leaders had also been placed on the Exit Control List.

The Paleostinian Authority’s 2017 budget for payments to inmates in Israeli prisons and so-called "families of deaders" is equal in sum to about half of the foreign aid Ramallah expects to receive this year, a recently published Israeli report shows.

According to the PA Finance Ministry’s 2017 budget, published on its website earlier in July, salaries to incarcerated and released Paleostinian prisoners, many of whom are convicted terrorists, will amount in 2017 to NIS 552 million ($153.4 million).

Has Israel seized ‘crucial’ documents from Al-Aqsa Mosque?
[ENGLISH.ALARABIYA.NET] The head of the Jerusalem International Center, Hassan Khater, warned in a press statement of a "real disaster for Jerusalem" after stealing important documents from al-Aqsa mosque by the occupation during the period the Paleostinians were prevented from entering it.

The stolen documents are related to the real estate registry of al-Awqaf Department, which represents 90 percent of the Old City, comprising property, land and Islamic endowment.

The Jerusalem International Center is of the view that the occupation paves the way to manipulate the documents that they took in order to damage al-Awqaf.

The acquisition of documents will reveal the details and secrets of al-Awqaf and the signatures on them. It will enable Tel Aviv to obtain signatures, know who are the authorized persons, and how to transfer or ways to deal with the ownership of al-Waqf. In effect, know all its details and contents, as per the Paleostinian agency "Ma’an".
Of course the Israeli press reports nothing about this, but they wouldn't. Zios are like that, donchaknow, 'cause at bottom they're(((juices))).

Family of Amman embassy guard said fearing for safety after Jordan leaks name
[IsraelTimes] Source says Jordan published Ziv Moyal’s identity, photo, in an attempt to ’radicalize’ the situation, amid diplomatic dispute over shooting death of two at embassy compound.

The family of the Israeli security guard who killed two Jordanian nationals at the Israeli Embassy compound in Amman last week have reportedly fled their home after publication of his name on Sunday.

Ziv Moyal’s family left their home in the south of Israel and moved in with relatives out of fear for their safety, after Jordanian media published a photo of Moyal’s diplomatic ID card, with his picture and name, according to Channel 10.

Officials confirmed that Moyal, 28, was the guard who shot and killed the Jordanians while being attacked by one of them with a screwdriver.

His family insisted that "he acted solely according to standard procedure."

The incident last week has threatened a major diplomatic rift between Israel and Jordan, one of its few allies in the region, after Moyal was returned to Israel, along with the rest of Israel’s diplomatic staff in Amman.

Jordan reacted furiously to the guard being welcomed back as a hero in Israel, and demanded that he be investigated and tried.

A political source told Walla news that the leak of Moyal’s identity to a Jordanian newspaper showed that the Jordanians "were trying to radicalize the situation," to "force a reality on us, and to punish Ziv."

Jordan’s King Abdullah II had strongly criticized Prime Minister Benjamin Netanyahu for warmly receiving Moyal at his office hours after he was brought back across the border following the diplomatic standoff.

Netanyahu’s office disseminated photos of him embracing Moyal. According to a statement, the prime minister told him: "You acted well, calmly and we also had an obligation to get you out."

Abdullah accused Netanyahu of trying to exploit the situation for political points, saying it would have repercussions on the countries’ ties.

On Friday the Israeli Foreign Ministry announced that a preliminary probe was launched into the July 23 attack.

The announcement came after Jordan announced that Israeli embassy staff, who came back to Israel on Monday following the violent incident, would not be allowed to return to Amman until an investigation was opened.

The two nations were already navigating tense relations surrounding violence at the Temple Mount in Jerusalem, administered by a Jordanian-controlled trust.

Some details of the incident remain murky. On July 23, laborer Mohammed Jawawdeh, and others were installing a bedroom set at a residence used by the Israeli Embassy in Amman when an altercation ensued. Israeli officials said Jawawdeh attacked the guard with a screwdriver, lightly injuring him. The guard returned fire in "self-defense," and killed both Jawawdeh and a second man, building owner Bashar Hamarneh, who was there at the time.

A separate Jordanian probe found that Moyal and Jawawdeh got in an argument before the incident, signaling that it was a domestic dispute and not terror related.

On Thursday, Jordan reportedly charged Moyal with murder in absentia, amid calls by Jawawdeh’s family to give the guard the death penalty.

On Friday, hundreds of Jordanians held a protest near the Israeli embassy in Amman over the incident, calling on the government to shut it down and cancel the 1994 peace treaty with Israel.

The Foreign Ministry said in a statement Friday that Israel was "launching a probe process into the incident, in accordance with the appropriate legal proceedings in such matters."

"The [Israeli] state prosecutor [Shai Nitzan], in coordination with the attorney general [Avichai Mandelblit], has instructed all the relevant bodies to submit all related materials they possess," read the statement.

"In the framework of Israel-Jordan relations, Israel will update Jordan on the developments and findings of the proceedings," the ministry said.

#4  I got that, I meant, who would be in charge instead of the Hashemites. My thinking is that the Palestinians so far has shown a piss poor job of governing themselves.

OTOH, since the Palestinians has shown that they are skilled in turning the land they're in into a copy of Mars, It may have been a good idea to let them take charge and starve to death. Only problem is that UN and others "activists" would feed them...

"Honestly, we are not enthusiastic for these by-elections. The measure is constitutional in theory, but practically the vote will take place in October, only six months away from the date of the general elections. Asked whether he is in favor of calling off the by-elections, the LF leader said: "We are with canceling the by-elections and holding the general elections, because the time interval between them is not long."

"Until now, no official authorization has been given for the exit of any runaway from the Ein el-Hellhole camp," Brig. Gen. Mahmoud Issa, aka al-Lino, added in a TV interview.

He noted that the Lebanese side has rejected the transfer to Idlib of any runaway involved in terrorist acts in Leb.

The Hizbullah-Nusra agreement got underway on Sunday with the exchange of bodies of fighters between the two groups and an exchange of captives is expected at a later stage.

The agreement follows several days of fighting in the outskirts of the Lebanese border town of Arsal and the Syrian town of Flita that saw Hizbullah seize control of much of the region.

The battles ended with a ceasefire Thursday to allow negotiations to proceed to send the Nusra fighters -- who are now encircled in a small pocket of territory -- and their families to Syria's northwest Idlib province, Nusra’s Syria bastion.
