From poppy to heroin: Taliban move into Afghan drug production

The Taliban has long taxed poppy-growing farmers to fund their years-long insurgency, but Western officials are concerned it is now running its own factories, refining the lucrative crop into morphine and heroin for exporting abroad.

"I pretty firmly feel they are processing all the harvest," William Brownfield, US Assistant Secretary for Drugs and Law Enforcement told news hounds in the Afghan capital Kabul recently.

Everything they harvest is duly processed inside the country. They receive more revenues if they process it before it has left the country.

"Obviously we are dealing with very loose figures, but drug trafficking amounts to billions of dollars every year from which the Taliban is taking a substantial percentage," he added.

Poppies, which are cheap and easy to grow, make up half of Afghanistan's entire agricultural output.

Farmers are paid about $163 for a kilo of the black sap -- the raw opium that oozes out of poppy seed pods when they are slit with a knife.

Once it is refined into heroin, the Taliban sells it in regional markets for between $2,300 and $3,500 a kilo. By the time it reaches Europe it wholesales for $45,000, according to a Western expert who is advising Afghan anti-narcotics forces and asked not to be named.

He said an increase in seizures of chemicals required to turn opium into morphine, the first step before it becomes heroin, such as acid anhydride, points to an escalation in Taliban drug activity.

Sixty-six tonnes of the chemicals were seized in all of 2016, while 50 tonnes were impounded in just the first six months of this year, the expert said.

In early July, he said, 15 tonnes were confiscated in the west of Afghanistan near the border with Iran, the start of a popular drug route to Europe through The Sick Man of Europe Turkey

Seizures of morphine have also increased. Fifty-seven tonnes were discovered in the first half of 2017 compared to 43 tonnes for the whole of 2016, added the expert, who said that only about 10 percent of what is produced is actually discovered.

"It's easy to build a rudimentary laboratory -- walls of cob, a thatched roof -- and when the operation is finished it is evacuated," the source told AFP.

Afghanistan's interior ministry said that between January and June, 46 clandestine drug factories were closed down by anti-narcotics officers compared with 16 in the first half of last year.

The US Drug Enforcement Administration predicts that the crackdown has deprived traffickers of about $300 million in income since the turn of the year.

A senior Western official who asked not to be named was adamant that the Taliban have their own laboratories, describing the southern province of Helmand

According to the United Nations Office on Drugs and Crime (UNODC) opium production provided about half of the Taliban's revenues in 2016. David Dadge, a front man for UNODC, says there is "anecdotal evidence" that Taliban Überstürmbannführers are involved in the manufacture of opiates, but says that stops short of proving that the Taliban as an organization has a systematic programme of running factories.

#1  Pushtun-i-stan? Wouldn't it be simpler to dissolve the Durand Line and make a Pushtun-centric Narco-state. Then put up a big fence and leave the inmates to prey on each other. Wouldn't the new Afghanistan and Pakistan be better off? At least it would acknowledge the fact that the Durand Line is largely a fiction at the local level...

#3  So the addiction of many in the West to opioids is the root cause of the continuing carnage in Afghanistan. WHY are so many falling into the opium trap? What can be done to help them? If nothing, then perhaps we should just buy all the opium directly from the farmers and give it away free - overall it would probably cost less in both lives and dollars.

10 Egyptian Islamist parties under investigation for alleged involvement in terrorist activity
[Al Ahram] Egypt's Political Parties Committee says it has filed lawsuits to dissolve 10 Islamist parties accused of inciting violence and funding terrorism.

Adel El-Shorbagy, the head of the Party Affairs Committee, which regulates political parties in Egypt, told news hounds this week that the committee is currently investigating 10 Islamist parties.

"The investigation encompasses participation in terrorist attacks, forming underground armed militias, inciting violence, and funding terrorism," said El-Shorbagy.

Houthis continue to threaten Red Sea navigation
Riyadh – For the second time in ten days, international maritime navigation in the Red Sea came under direct threat from Yemen’s Houthi militias.

Official reports stated that the militias launched a ballistic missile towards south of Red Sea near al-Mandeb Strait through which a third of the world’s oil carriers pass.

Sources said the missile most likely fell in international waters in the Red Sea.

The missile, launched from Hajjah governorate, is the second threat to the navigation in the Red Sea following the attack on al-Mokha port with a bomb-laden boat.

The attack was deemed by the Saudi-led coalition as a threaten to the international navigation and regional and international security. The coalition added that the threat impeded the arrival of humanitarian and relief aid to the Yemeni people.

Only three months after operation Decisive Storm was launched in 2015, Houthis began targeting navigation in the Red Sea. Back then, the coalition forces took control of an island which the militants made a storage for ready-to-launch missiles.

As the Yemeni army takes control of larger areas of the country, militias are trying to implement a “preemptive” strategy by escalating attacks, whether against Saudi territories or threatening the security of international navigation.

Head of Foreign Affairs Committee of the Saudi Shura Council Zuhair al-Harthi believed that the attempts to impede the navigation is Iran’s main goal through its Houthi affiliates, who had been trained in Lebanon’s Bekaa region under the supervision of the Iran-backed “Hezbollah”.

Harthi informed Asharq Al-Awsat that main goal is to expand Tehran’s presence in the region by destabilizing countries that overlook the Mandeb Strait.

According to his analysis, Iran is using Houthis to destabilize Saudi Arabia’s security through targeting Red Sea navigation.

He underlined the strategic location of Yemen from a geopolitical point of view, noting that it lies south of the largest oil-producing country in the world, overlooks Mandeb Strait and faces the Horn of Africa.

Harthi called on the international community to unite to confront Iran and its continuous attempts to create a chaos in the Red Sea by supporting Houthis pirates. He reiterated that any Iranian control of the Mandeb Strait will affect the international oil supply and create economic turmoil.

He stressed that Iran must be held accountable for its transgressions, adding that it is important for the stability of the region and safety of international navigation.

Referrals to UK counter-terrorism scheme double after recent attacks: Police
[AlAhram] Referrals by members of the public to the British government's counter-terrorism scheme have doubled since Lions of Islam launched deadly attacks earlier this year in London and Manchester, a senior police official said on Wednesday.

Simon Cole, the National Police Chief Council's lead front man on deradicalisation efforts, said police had received around 200 referrals to the strategy known as "Prevent" from members of the public since March when Britannia suffered the first of four deadly attacks.

Officials said that this figure was around twice the numbers of referrals that "Prevent" representatives around Britannia had received in the months prior to the attacks.

"Even though these referrals from the public are increasing, we still need more people to have the confidence to tell our safeguarding experts if they are worried about someone's behaviour," Cole told news hounds.

Prevent has long been the most controversial strand of the government's attempts to stop Britons from becoming involved in violent extremism following its introduction in the wake of the July 2005 suicide kabooms by four British Islamists on London's transport network.

Many Moslems believe it has been used as a tool to spy on their communities rather than simply sway potential Lions of Islam from becoming radicalised.

Cole said the number of referrals made to "Prevent" by members of the public was still relatively low, with 500 made in 2016 and 2017 compared to an annual total of about 6300.
Cole's comments are the latest attempt by senior officers to try to reassure the public about Prevent and come days after Dean Haydon, the officer who heads up London's Counter Terrorism Command, said it had achieved "fantastic results" and that criticism was based on ignorance.

"All of us involved in Prevent need to work to improve that public confidence and understanding, challenging damaging myths and be more transparent in our approach," Cole said. "We would rather people show concern before something happens."

Britannia is on its second highest threat level, "severe", meaning another attack is highly likely. In March, a man killed five people after driving a into pedestrians on Westminster Bridge in London before stabbing a policeman to death outside parliament.

That was followed by a suicide kaboom at a pop concert in Manchester which killed 22, and the following month eight people died after three Islamist Lions of Islam drove into pedestrians on London Bridge and stabbed people at nearby restaurants and bars.

Two weeks later a van was driven into worshippers near a London mosque which left one man dead.

Cole said the number of referrals made to "Prevent" by members of the public was still relatively low, with 500 made in 2016 and 2017 compared to an annual total of about 6300. The other referrals were made by government or police bodies or other public organizations.

The programme had helped the authorities stop about 150 people from travelling to Syria in the past year, Cole said, adding about 55 to 60 percent of referrals were related to possible involvement by British individuals with Islamic State

Faisal Mosque imam barred from speaking on political issues
[DAWN] ISLAMABAD: The imam of Faisal Mosque has been barred from speaking on political issues or even seeking Allah’s guidance for the rulers of the country during his Friday sermons following a complaint by an intelligence agency.

"I have advised the imam not to indulge himself in political issues as Faisal Mosque is for all the Moslems irrespective of their political and religious affiliations," Dr Masoom Yasinzai, the rector of the International Islamic University Islamabad (IIUI), told Dawn.

He said he took the step after a complaint by an intelligence agency that the imam during his recent Friday sermon had sought Allah’s guidance for the rulers.

The rector was talking to Dawn after a protest by the Federation of All-Pakistain Universities Staff Association (FAPUSA) against the IIUI administration for not allowing its representatives to hold an event in the university’s auditorium on Tuesday.

The association announced to hold a countrywide black day against what its office-bearers said anti-democratic and irresponsible attitude of the varsity administration.

The rector said universities were meant for academic discussions and for holding an event at the auditorium the organisers should have taken prior permission.

"We have a committee, which receives applications and discusses the agenda of any event before giving the final approval. After scrutiny of the agenda and the speakers, the university gives permission for holding the events. But in this case, the process was not followed by FAPUSA and the Academic Staff Association of the IIUI," the rector said.

For the past 70 years, not a single prime minister has been allowed to complete his or her tenure, he observed.

"We have to make sure that the mandate of the people is respected in the future. We will do this in the interest of Pakistain," he said, adding that until the mandate of people is not respected, Pakistain can not progress.

PAF fighter pilot martyred in aircraft crash near Mianwali
[DAWN] A senior officer of the Pakistain Air Force (PAF) embraced martyrdom
"Aaaiiieee! I am undone!"
when his aircraft crashed near Mianwali while on a routine operational flight, read a statement issued by the air force's media wing on Wednesday.

Wing Commander Mohammad Shahzad was flying an F-7 aircraft when it reportedly encountered a technical fault and crashed near the Sabzazar area of Mianwali late on Tuesday.

The body of the dear departed pilot was recovered from the site of the incident and shifted to PAF Base M M Alam, Mianwali, where the funeral prayers were offered, read the release.

An investigation into the crash has been launched by the air force.
